Modi Government Proposes Commission For Parliamentarians Salaries

[New Delhi]Modi Government Proposes Independent Commission For Parliamentarians Salaries
The Ministry of Parliamentary Affairs has proposed a 3-member independent Emoluments Commission to recommend salaries and other allowances for the Members of Parliament. This proposal is contained in the Agenda Notes prepared by the Ministry for the two day All India Whips’ Conference to be held at Visakhapatnam, Andhra Pradesh during September 29-30, 2015. The Conference will be chaired by the Minister of Parliamentary Affairs Shri M.Venkaiah Naidu.
Chief Whips and Whips of various parties in Parliament and state legislatures will also discuss establishing inter-Party forums in Legislatures for better coordination to enable effective functioning of legislative bodies. Delegates will also discuss the utility and shortcomings of the MPLADS (Members of Parliament Local Area Development Scheme) in the light of its implementation over the last 32 years and make suggestions and recommendations.
The general principles suggested by the Ministry for determination of salary should be:
i. Salary should not be so low as to defer suitable candidates or so high as to make pay the primary attraction for the job;
ii. Salary should reflect level of responsibility; and
iii. Those with outside interests should not be deterred from entering Parliament, those who chose to make Parliament a full-time career should be adequately rewarded to reflect their responsibilities.
Presently, as per Article 106 of the Constitution of India, salaries of MPs are determined by the Act of 1954, amended from time to time. The last revision in salary of MPs was made in 2010 and MPs presently get a basic salary of Rs.50,000 per month. Salaries of Members of State Legislatures are decided as per Article 195 of the Constitution.
As per a comparative analysis of Members of Parliament in 37 developing and developed countries, basic salary of MPs is in the range of Rs.7,952 in Tunisia to a high of Rs.6,16,675 per month in Israel. MPs of only in six countries i.e Tunisia, Venezuela , Sri Lanka, Nepal, Haiti and Panama are drawing salary less than that of Indian MPs.
As per a survey conducted by Inter-Parliamentary Union (IPU) of 138 chambers from 104 Parliaments, 69 chambers indicated that it is the Parliament which determines the salaries of Members, in reference to another salary scale. 31 of these stated that MPs’ salaries are determined in reference to the Civil Service salary scale. In case of Bhutan, Namibia and the UK House of Commons, salaries are determined by independent bodies.
While referring to the growing challenges of House management further to increase in the number of parties in the legislatures, the Ministry of Parliamentary Affairs, in the Agenda Notes has stressed the need for enhancing floor coordination for better functioning of legislatures in the country. In this regard, the Ministry has proposed an inter-Party forum in Parliament and every state legislature to freely discuss various issues to be included in the list of Business of the House ahead of every session.
Presently, there are 6 National Parties, 53 State Parties besides 1,737 Registered/Unrecognised Parties in the country, of which, as many as 37 political parties and groups are represented in the 16th Lok Sabha.

Cashew Is No More Poorman’s Crop So India Overtaken USA In Its Consumption

[Kochi]Cashew Is No More Poorman’s Crop So India Overtaken USA In Its Consumption
Cashews may be expensive to buy but India has overtaken the United States in its consumption, says the apex body of the country’s cashew exporters.
Top officials of the Cashew Export Promotion Council of India (CEPCI) say it is wrong to describe cashew as ‘poor man’s crop, rich man’s food’ in the post liberalisation scenario.
“India is the largest consumer of cashew in the world today. Once America was number one in consumption of cashew,” says R K Bhoodes, Convener-Budget and Finance Committee of the CEPCI.
According to the official, the cashew produced in the country plus more than half of what is imported, is consumed domestically.
It is possible because of the higher Gross Domestic Product (GDP),
Bhoodes said “Ten years back, price of one kg cashew was something around Rs 400 and Rs 500. Now it is around Rs 800. Our standard of living has gone up because of our increased wages… we can afford to have rich man’s food in our diet,”
Noting that consumption of cashew in the country has been growing especially post liberalisation, CEPCI officials say it had clocked a healthy compounded annual growth rate (CAGR) of around 8.6%
Bhoodes says India is number one processor, producer and consumer of cashew. But Vietnam tops in the export of cashew.
“Our annual nut production is around 8.5 lakh tonnes. We import around the same quantity. We process around 17 lakh tonnes of raw cashew.
He said .”After processing, the yield is 23 per cent, which is 3.75 lakh tonnes processed nuts, out of which we export 1.25 lakh tonnes. Rest is for domestic consumption,”
The consumption is mostly in north India where “cashew is part of the Mediterranean diet”.
Cities like Delhi, Mumbai, Jaipur and Lucknow are the major cashew consuming pockets in the country,
The official also announced that CEPCI will hold its Diamond Jubilee Meet here later this week.

Rafale,For 36 Fighter Jets Talks to Take a Month More

[New Delhi]Rafale,For 36 fighter jets, talks to take a month more
The talks for negotiating the cost of 36 Rafale fighter jets India is buying from France is going on at a “hectic” pace and are likely to be wrapped up in another one month, top defence sources said.
The Defence Acquisition Council had on September 1 given the go ahead for further negotiations for purchase of 36 jets that had got stalled due to differences over a variety of issues.
India’s insistence on 50% off-set clause, tweaking of weaponry technology and plans to set up two bases were among the sticking points that had cropped up during the talks that began after Prime Minister Narendra Modi announced the decision to acquire the fighter jets during his trip to France in April.
If things proceed smoothly, a government-to-government agreement between India and France could be signed soon, paving the way for the final contract for the purchase of the aircraft.
Modi’s decision to buy the jets, citing operational requirements of the IAF, had given a boost to the modernisation plans of the air force as the original deal for 126 Rafale jets through a tendering process had got stuck for years.

Daughter Anita Demands DNA Test of Netaji’s Ashes & declassification Of Files

[Kolkata] Daughter Anita Demands DNA Test of Netaji’s Ashes & declassification Of Files
Netaji Subhas Chandra Bose’s daughter has appealed to Prime Minister Narendra Modi to declassify files relating to the leader that are with the Centre so that the mystery surrounding his disappearance over 70 years ago is unravelled.
On the recent release of 64 secret files on Netaji by the West Bengal government, 72-year-old Anita Bose Pfaff said she was yet to receive copies of the documents. “I am, therefore, not aware of their content, especially not of any information about his death.”
She also said, “I would appeal to Prime Minister Narendra Modi to declassify the files that are with the Centre.”
Members of the Bose family, West Bengal Chief Minister Mamata Banerjee and many others have been demanding declassification of the Netaji files by the Centre.
In A Interview On E Mail She was asked that whether she would appeal to the British+Russian+ Japan governments to declassify the files they have on Netaji, Anita replied , “It would be helpful, if the Indian government appealed to those other governments to make files available for study.
Some countries have a ‘right to information’. However, as long as the Indian government has not declassified their files, they are in a poor position to ask others.”
Anita, a noted economist based in Germany, also demanded that DNA test of the ashes — believed to be that of Netaji — kept at Japan’s Renkoji temple be carried out in order to settle the mystery surrounding his death in an air crash.
that she believed her father died in the air crash in Taihoku airport in Taiwan in August in 1945 “until proved otherwise”, she said the ashes hold key to unravelling the mystery.
“I certainly would like the ‘mystery’ settled. An agreement between Indian and Japanese governments to a DNA-test of the remains at Renkoji temple would certainly be helpful,” she said.
“Moreover I wish the Indian public would concern themselves more with his life and his achievements from which there is much to be learned than with his death!” she said.
She alleged that successive Congress governments had neglected the contributions made by Bose and his Indian National Army (INA).
“The Congress governments have by and large neglected Netaji and INA’s contributions. The (Mukherjee) Commission did get a lot of time, some resources, though seems to have gotten little support,” Anita said.
