कांग्रेस की केंद्र सरकार एक बार फिर अपने इटली कनेक्शन के कारण रक्षा सौदों में घूसखोरी को लेकर संदेह के घेरे में आ रही है| अति विशिष्ठ व्यक्तियों के लिए खरीदे गए साड़े तीन हज़ार करोड़ के अगस्टा वेस्टलैंड हेलीकॉप्टर के लिए सड़े तीन सो करोड़ की दलाली लिए जाने के आरोप लग रहे हैं|इन आरोपों की आंच तत्कालीन एयर चीफ मार्शल एस पी त्यागी+यूं पी ऐ के रक्षा मंत्रालय +पी एम् ओ +एन डी ऐ आदि पर आ रही है|श्री त्यागी ने बड़ी सफाई से घूस लेने के आरोपों का खंडन किया और शक की सुई एन डी ऐ की तरफ भी मोड़ने की कौशिश की है|भाजपा ने इसे सिरे से नकार कर सीधे पी एम् ओ और यूं पी ऐ की सुप्रीमो श्रीमती सोनिया गांधी पर निशाना साध दिया है|
हेलीकॉप्टर घोटाले पर सुप्रीम कोर्ट में जनहित याचिका भी दाखिल कर दी गई है.| जिसमे हेलीकॉप्टर सौदे के घोटाले की जांच सर्वोच्च न्यायलय की निगरानी में एसआईटी या सीवीसी से कराई जाने की मांग की गई है|हेलीकॉप्टर घोटाले में पूर्व वायुसेनाध्यक्ष एसपी त्यागी पर भी उंगलियां उठ रही हैं. त्यागी पर भी घूस लेने के आरोप लग रहे हैं लेकिन पूर्व वायुसेनाध्यक्ष सारे आरोपों से इनकार कर रहे हैं.अगस्टा वेस्टलैंड हेलीकॉप्टर सौदे में दलाली के आरोपों को लेकर भारतीय जनता पार्टी ने सरकार पर निशाना साधा है.
बीजेपी ने ऐलान किया
है कि वो इस मामले को संसद में उठाएगी. साथ ही संसद के बाहर भी ये मुद्दा उठेगा.वहीं खुलासे पर
रक्षा मंत्री एके एंटनी ने
कहा कि दोषियों को नहीं बख्शा जाएगा और अगर जरूरत पड़ी तो हेलीकॉप्टर सौदा रद्द भी किया जा सकता है.गौरतलब है कि रक्षा सौदे के संबंध में भारत के पूर्व वायुसेनाध्यक्ष एसपी त्यागी पर गंभीर आरोप लगे हैं . इटली की जांच एजेंसी की रिपोर्ट में त्यागी का नाम सामने आया है. कहा गया है कि त्यागी को घूस दी गई थी. घूस देने के आरोप में इटली की पुलिस डिफेंस कंपनी फिनमेक्कनिका के सीईओ को पहले ही गिरफ्तार कर चुकी है. फिनमेक्कनिका के सीईओ पर 350 करोड़ रुपये घूस देने के आरोप है.
अति विशिष्ट व्यक्तियों[वी वी आई पी] के इस्तेमाल के लिए इटली की कंपनी से खरीदे जाने वाले अगस्टा वेस्टलैंड हेलीकॉप्टर में दलाली के लेन-देन का मामला उजागर होना देश को शर्मसार करने के लिए पर्याप्त है।इस सौदे में दलाली के लेन-देन की खबर आते ही जिस तरह मामले की जांच सीबीआइ को सौंपने के साथ ही सौदे को रद्द करने के संकेत दिए गए और सरकार ने रक्षात्मक मुद्रा अपना ली उससे दाल में कुछ काला होने के संदेह और गहरातेजा रहे हैं होती है। रक्षा मंत्री एके एंटनी ने यह भी संकेत दिया है कि यदि सीबीआइ की प्रारंभिक जांच में दलाली के लेन-देन की बात सामने आती है तो इटली की इस कंपनी को काली सूची में डाला जा सकता है। पिछले कुछ वर्षो में छह कंपनियों को काली सूची में दर्ज किया जा चुका है।
चूंकि भारत सरकार के दावों के बावजूद रक्षा सौदों को लेकर संदेह भरे सवाल उठ खड़े होते हैं इसलिए पूरी दुनिया को रह-रहकर यह संदेश जाता है कि भारत भ्रष्टाचार में धंसा हुआ है। इससे भी खराब बात यह है कि घपले-घोटालों की आशंका के चलते एक के बाद एक रक्षा सौदे लंबित होते जा रहे हैं। इसकी कीमत भारतीय सेना को चुकानी पड़ रही है। ऐसे विमानों, उपकरणों, हथियारों की सूची लंबी होती जा रही है जो बहुत पहले उपलब्ध हो जाने चाहिए थे। इस पर आश्चर्य नहीं कि 12 हेलीकॉप्टरों के सौदे में दलाली की बात सामने आते ही केंद्र सरकार ने एक अन्य हेलीकॉप्टर सौदे को ठंडे बस्ते में डालना बेहतर समझा।
यह उजागर कैसे हुआ

इस एक साल पुराने घटनाक्रम में ऐसा नया मौड़ आने से भाजपा इन हेलीकाप्टरों में बोफोर्स तोप से बड़ी दलाली देख कर केंद्र को घेरने की पूरी तैय्यारी कर रही है तो केंद्र ने भी आनन फानन में केस सी बी आई को सौंप कर अपना पल्ला झाड़ने की कौशिश की है|अब जबकि घूस देने वाले इटली में गिरफ्तार हो चुके हैं तब घूस लेने वाले भी तत्काल बुक किये जाने जरुरी हो गए हैं|यह देश की रक्षा सेवाओं के साथ साथ पूरे देश के लिए एक दाग है जिसे धोने के लिए आरोप प्रत्यारोपों की लीपा पोती पर्याप्त नहीं होगी |न्याय जल्द और दीखता हुआ होना ही वक्त की मांग है|
