Recommendations of the 7th Pay Commission got the Cabinet nod today.This will benefit over one crore government employees and pensioners.
The decision to this effect was taken in a meeting which was chaired by Prime Minister Narendra Modi,
The pay panel, in November last year, had recommended a
14.27 per cent hike in basic pay at junior levels — the lowest in 70 years.
The previous 6th Pay Commission had recommended a 20 per cent hike, which the government doubled while implementing it in 2008.
The government in January had set up a high-powered panel under the Cabinet Secretary to process the recommendations of the 7th Pay Commission that will have a bearing on remuneration of nearly
50 lakh central government employees and 58 lakh pensioners.
The Commission had recommended a 23.55 per cent overall hike in salaries, allowances and pension involving an additional burden of Rs 1.02 lakh crore, or nearly 0.7 per cent of GDP.
The entry-level pay has been recommended to be raised to Rs 18,000 per month, from the current Rs 7,000, while the maximum pay, drawn by the Cabinet Secretary, has been fixed at Rs 2.5 lakh per month from the current Rs 90,000.
While the Budget for 2016-17 did not provide an explicit provision for implementation of the 7th Pay Commission, the government had said the once-in-a-decade pay hike for government employees has been built in as interim allocation for different ministries.

A body of central government employees has demanded a re-look at the Seventh Central Pay Commission (CPC) report and sought a rationalised pay structure.
In a memorandum submitted to Union Minister Jitendra Singh, the Government Employees’ National Federation said that while there are some positive recommendations in the 7th CPC report, there are, at the same time, several instances which need a relook.
Thus, the memorandum said, the exercise to rationalise pay structure has led to several discrepancies. It further complained that the concept of grade pay and pay band has been done away with and all grades of pay at all levels have been subsumed within the pay matrix.
Minister of State for Personnel, Singh said that the report submitted last month is under the government’s consideration and the follow-up on it would be done after the inputs have been received from the Finance Ministry and other relevant quarters.
He said that even though opinion may vary, there is a large section of employees which has hailed the report, including its recommendation of
16 % hike in salary along with a
63 % increase in allowances and
24 % hike in pension, with
minimum Basic Pay of Rs 18,000 and
maximum pay of Rs 2.25 lakh for central government staff.
Singh recalled that, while accepting the report, Finance Minister Arun Jaitley had disclosed that an implementation secretariat headed by the Expenditure Secretary had been created while a separate empowered committee under the Cabinet Secretary will take a view on suggestions received from various stakeholders.
“There is, therefore, enough reason to believe that all the concerns and apprehensions, if any, expressed by the employees will be taken care of by the government,” the minister said.

केन्द्रीय कर्मियों के वेतन में सुधार के लिए ७वे पे कमीशन के गठन को मंजूरी

केन्द्रीय सरकार के कर्मचारियों के वेतन मानों में संशोधन के लिए सातवें केन्‍द्रीय वेतन आयोग के गठन को मंजूरी दे दी गई है|
वित्‍त मंत्री पी. चिदंबरम ने आज यहां एक वक्‍तव्‍य में कहा कि प्रधानमंत्री ने सातवें केन्द्रीय वेतन आयोग के गठन को स्वीकृति दे दी है।
गौरतलब है किइससे पूर्व चौथे, पाचंवे और छठे केन्‍द्रीय वेतन आयोगों की सिफारिशें निम्‍न रूप से कार्यान्वित की गईं थीं :
चौथा केन्‍द्रीय वेतन आयोग – 1.1.1986
पांचवां केन्‍द्रीय वेतन आयोग – 1.1.1996
छठा केन्‍द्रीय वेतन आयोग – 1.1.2006
वेतन आयोग द्वारा अपनी सिफारिशें पेश करने में लगने वाली औसतन अवधि लगभग दो वर्ष है। उपरोक्‍त अवधि को ध्‍यान में रखते हुए सातवें केन्द्रीय वेतन आयोग को अपनी रिपोर्ट पेश करने में लगभग दो वर्ष का समय लग सकता है। अत: इस आयोग की सिफारिशें पहली जनवरी 2016 से लागू होने की संभावना है।
आयोग के अध्‍यक्ष और सदस्‍यों के नामों के साथ-साथ विचारणीय विषयों पर प्रमुख हितधारकों से परामर्श के बाद तय किए जाएंगे और शीघ्र घोषित किए जाएंगे।
देश के केंद्रीय सरकार के लगभग 85 लाख [५०+३५सेवा निवृत ]कर्मचारियों के लिए यह एक बड़ा तोहफा है।इससे पूर्व केंद्रीय कर्मचारियों के महंगाई भत्ते में १०%बढ़ोतरी की गई है
गौरतलब है पिछले कुछ दिनों से कर्मचारी संगठन सातवें वेतन आयोग के गठन की मांग कर रहे थे। जानकार इसे चुनावी तोहफा मान रहे हैं क्योंकि इस बार चुनाव को देखते हुए सरकार ने वक्त से पहले ही वेतन आयोग के गठन की घोषणा कर दी है।इस आयोग की सिफारिशों के लागू होने के बाद केंद्रीय कर्मचारियों का वेतन पहले के मुकाबले और बेहतर हो होगा|
