Congress today slammed the “fake” budget tabled by “inexperienced” AAP government saying their promises of setting up new schools and hospitals will require land which will again put the state government in direct confrontation with the Centre.
Maken said This is a fake budget by fake degree Government. In its budget, the Government has shown 32 per cent rise in tax revenue, which was only 2 per cent last year.
It has shown 75 per cent rise in non-tax revenue, which was in negative last fiscal. So, the proposed tax and VAT collection and rise in non tax revenue is not going to realise and hence, this is a fake budget,” Maken told reporters.
He claimed that prices of food and other items are set to shoot up in Delhi as goods and food items coming from outside will be taxed even as there is ban on farming along banks of Yamuna River.
Price of each item will go up and the Arvind Kejriwal Government only is responsible for this
Maken further questioned the “inexperienced” AAP Government saying how it will arrange for space for constructing depots for 10,000 additional buses as promised, increasing as many new beds in hospitals and setting up new schools.
“These facilities can come up only when Centre makes available space for it. So, all these things are not going to happen and these people are going to fight with Centre saying they wanted to work, but Centre did not allow us,
The former Union Minister added that the Government has made a “very little” budgetary provision for skill development to compliment job generation.
Speaking to media persons here, Delhi Congress chief Ajay Maken also claimed that by making promises like providing additional buses, beds and schools – which will require land to be fulfilled – the AAP Government has prepared itself for another battle with Centre.
He said Land in Delhi falls under jurisdiction of Central Government and hence, if AAP fails to keep the promises, it can get away by blaming Centre,

The Aam Aadmi Party government today presented a Rs 41,129 crore budget with a major focus on education, health and transport sectors besides allocating funds to provide free wifi facility in colleges and villages.
Presenting the budget, Deputy Chief Minister Manish Sisodia said his government will put major focus on reforming tax collection system and asserted that it will develop Delhi as a world-class skill centre and medical hub.
Calling it the country’s first “Swaraj” Budget, he said government has decided brought down the Value Added Tax rates for certain items.
Reaching out to the youth, he announced free wi-fi facility in all colleges as the AAP government’s first budget saw a 106 per cent rise in allocation to education sector.
He said the Budget document was a milestone towards achieving the ideal of “Swaraj” and a development model that was driven from the bottom instead of a top-driven one as it was prepared by the public at the ‘Mohalla Sabhas’.
In the budget, Rs 19,000 crore has been set aside for plan outlay while the non-plan outlay stands at Rs 22,129 crore.
Sisodia, who holds the finance portfolio, said.
The government is working towards making Delhi the first corruption free city in the country,
The government allocated Rs 9,836 crore for the education sector out of which Rs 4570 crore was given under the plan outlay, an increase of around 106 per cent over the last budget.”This (increase) is probably a first in the country which indicates our commitment to the cause of education. For us it is not expenditure but investment,”
He said the government was in the process of installing CCTV cameras in all classrooms of government schools across Delhi to bring in “transparency and accountability”.
Stressing on skill development, he said Rs 310 crore has been alloted for skill development and proposed the establishment of a skill university

The Centre today backed Delhi Lieutenant Governor Najeeb Jung making it clear that it was not mandatory for him to consult Chief Minister Arvind Kejriwal on matters like appointment of bureaucrats.
In a gazette notification issued today, the Union Home Ministry said that the LG will have jurisdiction over matters connected with services+public order+ police + land and he may consult with the Chief Minister whenever he thinks necessary in issues of services using his own “discretion”.
it said.that It is well established that where there is no legislative power, there is no executive power since executive power is co-extensive within legislative power,
It also said that the Anti-Corruption Branch police station shall not take cognisance of offences against officials, employees and functionaries of these central government services. This will supersede a 1998 notification.
The appointment of senior bureaucrat Shakuntala Gamlin as acting Chief Secretary by LG last week had triggered a full-blown war between the ruling AAP and the Lt Governor, with Kejriwal questioning the LG’s authority and accusing him of trying to take over the administration.
Kejriwal had also sought the intervention of Prime Minister Narendra Modi in the matter even as he accused the Centre of using Jung to run Delhi.
