[New Delhi] 64% Share Holder GMR Reluctant to Share info with 26% Owne AAI on DIAL Accounts For Audit
As DIAL completes ten years of operating the international airport here, majority stakeholder GMR remains reluctant to share certain financial information about the joint venture sought by the Airports Authority of India for audit purpose.
Diversified GMR group holds 64 per cent stake in Delhi International Airport (P) Ltd (DIAL) while Mini-ratna Public Sector Undertaking AAI has 26 per cent ownership and the rest is with Germany’s airport operator
As per Sources ,GMR has been showing reluctance to share certain documents related to the accounts of DIAL with AAI even after a year of the government informing GMR of a CAG audit of the AAI revenue of DIAL.
According to them, AAI has sought various documents, including those pertaining to DIAL’s internal audit, for a proposed (Comptroller and Auditor General) audit of the former’s accounts.
As part of the JV agreement, the government-run airport operator is entitled to a 46 per cent share in the revenue of DIAL.
A set of detailed queries sent to GMR spokesperson, Sidharath Kapur President and CFO-Airports at GMR Group and DIAL Chief Executive Officer Prabhakara Rao on April 27, on whether it has refused to share the internal audit report of DIAL remained unanswered.
The query on whether GMR has refused to share with AAI documents related to the joint venture’s various subsidiaries also did not elicit any response.
Earlier , a DIAL spokesperson had responded to queries related to possible audit of DIAL accounts by CAG.
On whether GMR has provided all the documents as requested for the CAG audit, the spokesperson said AAI has not asked for any documents from DIAL for the audit.
Interestingly, on February 25, the government informed the Lok Sabha that AAI has sought documents from its joint venture partners — GMR and GVK — for a CAG audit of the books of accounts of the Delhi and Mumbai airports.
“AAI has appointed CAG as its representative to scrutinise the books of accounts of Delhi International Airport (DIAL) and Mumbai International Airport Limited (MIAL) to ensure that due government share is accruing to AAI,” Minister of State for Civil Aviation Mahesh Sharma had said in a written reply.

Indian Civil Aviation Ministry may look into the demand of AAI employees union for a CBI probe into the GVK-run Mumbai Airport land issue, on which public accounts watchdog CAG had last year rapped the government for its decision to grant an extension to the project.
Minister of State for Civil Aviation Mahesh Sharma when asked by Union said “We will get it (CBI probe issue) examined,”
He also said that he had a meeting with his ministry officials as well GMR group executives over the registration of a Preliminary Enquiry (PE) by the CBI against Delhi International Airports Ltd (DIAL), GMR and unknown officials of Civil Aviation Ministry and AAI for alleged irregularities in the Delhi Airport land deal.
“(About) Delhi Airport there was a question that we have given them land of so many thousand crore of rupees…Recently I had called GMR people for their version (on the issue) and I also called my people for their version,” Sharma said.
Alleging that the Mumbai Airport land “scam was bigger than the Delhi Airport land “scandal”, the Airports Authority Employees union had recently requested the central investigating agency to probe the issue.
“Delhi Airport land is a big scam and the Mumbai Airport land (scam) is even bigger… Regarding Mumbai airport, the CAG report is in public domain… Please investigate Mumbai airport case also,” AAEU had said in its request to CBI, the copies of which were also marked to the CVC, minister of Civil Aviation and AAI Chairman.

Ashok Khemka, a senior IAS officer of Haryana, said on Thursday that his action in Vadra-DLF land-licence deal has been “vindicated in the CAG report but he continues to suffer the stigma of charge sheet.”

former Union Cabinet Minister, Kapil Sibal writes in his blog that In the backdrop of the windfall gains from the Coal block auctions claimed by the Modi Government, and no less than Shri Narendra Modi himself, that the Government may gain a windfall from these auctions, but in the long run, it is the people of India who will pay the price.
Pointing out the basic nature of economic dynamics and market forces, sh Sibal cautions that the auction of natural resources such as coal have to be done carefully. Businesses that pay huge sums of money to win these bids, will pass burden on to their consumer, which is eventually the “aam aadmi” who buys goods and services who’s prices are directly or indirectly influenced by the selling price of coal.
Sh Sibal also points out, that the purpose of auctions should go beyond earning revenue for the government, and also try to energize and encourage the industry.
“Most of the coal blocks have been won by industry that produces neither steel nor cement or power. The most successful bidders in the auction manufacture aluminium. The result is that the share of the steel sector, which was allocated 65 per cent of the coal blocks before the auction, has been reduced to 25 per cent after the auction. The aluminium industry, which had been allocated 2 per cent of the coal blocks, has increased its share to 45 per cent. The very purpose for which the ordinance was promulgated has been defeated. Manufacturers of aluminium have benefited. The steel, cement and power sectors have lost out.”
The Central govt has claimed that the revenue gain from the recently-held coal auctions of 32 mines which has surpassed the estimates of the Comptroller and Auditor General for 200 mines.

केंद्र सरकार के तमाम दावों के बावजूद उसके अपने विभागों में बढ़ी संख्या में अनुकम्पा मूलक आधार पर नियुक्तियां लंबित हैं|इनमे से ढाई सौ साल पुराना एक रक्षा लेखा विभाग[DAD]भी हैं|इस ऐतिहासिक महत्पूर्ण विभाग में अनुकम्पा मूलक आधार के कोटे की १०५ रिक्तियां हैं जबकि कनिष्ठ स्तर के पदों पर लगभग ५००० रिक्तियां हैं |
सरकारी नौकरियों में अनुकम्पा के आधार पर नियुक्तियां कार्मिक एवं प्रशिक्षण विभाग द्वारा जारी निर्देशों के आधार पर की जाती हैं।इसी विभाग के आदेशानुसार अनुकम्पा के आधार पर की जाने वाली नियुक्तियों में पूर्व की तीन वर्षीय समय सीमा को समाप्त कर दिया गया है| अब एक वर्ष में समूह ‘सी’ के पदों पर अनुकम्पा के आधार पर रिक्तियों पर ५ % सीधी भर्ती की जा सकती है।
इसके विषय में समय-समय पर संशोधित 09 अक्टूबर 1998 के आधिकारिक पत्रक संख्या 14014/6/94-कार्य.(डी) का पालन किया जाता है। इन सभी निर्देशों को 16 जनवरी, 2013 के आधिकारिक पत्रक संख्या 14014/02/2012-कार्य.(डी) में संलग्न कर दिया गया है। इन निर्देशों के आधार पर कार्मिक+लोकशिकायत + पेंशन राज्यमंत्री डॉ. जितेन्द्र सिंह का राज्यसभा में यह दावा रक्षा लेखा विभाग में खरा नही उतरता|यहाँ बरसों से इस कोटे की रिक्तियां फाइलों का वजन बढ़ा रही हैं| नई दिल्ली स्थित रक्षा लेखा महानियंत्रक के दिनाक १८ जुलाई के पत्रांक AN/VII/8201/2/Rectt/02/2012-13 में स्पष्ट तौर पर अधीनस्थ २८ नियंत्रक कार्यालयों को २४७५ ऑडिटर्स और १० हिंदी अनुवादकों की भर्ती के लिए स्टाफ सलेक्शन बोर्ड से संपर्क करने को कहा गया है |
इन घोषित रिक्तियों का ५% जो कि १०५ है और इनकी भर्ती अधीनस्थ कार्यालयों दवारा की जानी है |
इसके अनुसार मेरठ स्थित सी डी ऐ [आर्मी] पेंशन+फंड्स कार्यालयों में १० रिक्तियां हैं |रोचक बात यह है कि विभाग के मुख्यालय में भी इसी मद में २ रिक्तियांभरी नहीं जा सकी हैं |
इस विभाग का महत्व बताना भी जरूरी है रक्षा लेखा विभाग का रक्षा मंत्रालय में वोही महत्व है जो सिविल में कैग [ CAG ]का है|रक्षा लेखा विभाग के लगभग २५० स्टेशनों पर १००० कार्यालय हैं जहाँ लगभग १७००० कनिष्ठ कर्मी कार्यरत हैं|
सेना के तीनों अंगों के साथ सेना की सहायक सेवाओं के एकाउंट्स का ऑडिट और उन्हें वित्तीेय सलाह देने का दायित्व रक्षा लेखा विभाग पर है लेकिन दुर्भाग्य से जिस विभाग में ५००० पद खाली हों वहां चौकीदार से लेकर आडिटर और अधिकारीके पदों पर आउट सोर्सिंग के भरोसे चलते हुए ऑडिट में गुणवत्ता की आशा करना हास्यास्पद लगता है| अब बरसों के पश्चात जा कर २४८५ रिक्तियां घोषित की गई हैंयदि ये पूरी हो भी जाएंतो भी इससे कही अधिक वेकेंसीज पेंडिंग रहेंगी |इस विषय मेंअखिल भारतीय रक्षा लेखा कर्मचारी संघ [कलकत्ता]के राष्ट्रीय अध्यक्ष यतिंदर चौधरी ने इन रिक्तियों को यथा शीघ्र भरे जाने की मांग करते हुए विभाग में ट्रांसफर पालिसी की भी आलोचना की है| उन्होंने विभाग के गौरव को बनाये रखने के लिए एसोसिएशन को मजबूत बनाने का आह्वाहन किया है|

ऑल इंडिया फाइन आर्ट एवं क्राफ्ट सोसाइटी कॉम्प्लेक्स में आयौजित इस प्रतियोगिता में संयुक्त् सचिव, श्री अनुराग श्रीवास्तव ने विभिन्न श्रेणियों में विजेताओं को पुरस्कार प्रदान किये एवं फोटो प्रदर्शनी का उद्घाटन किया।
रंगीन श्रेणी में कोलकाता के श्री चिन्मय भट्टाचार्य, मिदनापुर(ई) के श्री संतोष कुमार जेना, इंदौर के श्री रिशभ मित्तल ने क्रमश: प्रथम, द्वितीय एवं त़ृतीय पुरस्कार प्राप्त किेये। इनके अलावा सर्वश्री शेषाद्री मोइत्रा, उदयपुर; क्रेतन सोनी, धार; शिब नारायण आचार्य, जम्मू; पियूष रागणेकर, इंदौर; बनवारी आर.राजपूत, अहमदाबाद; प्राची तिवारी, इंद्रौर; सोमनाथ मुखोपाध्याय, बीरभूम; देवेन्द्र शर्मा, पूरनजीत गंगोपाध्याय, कोलकाता; प्रशान्त बिश्वास, कोलकाता को रंगीन श्रेणी में सराहना पुरस्कार प्रदान किये गये।
13 राज्यों एवं केन्द्र शासित प्रदेशों के 105 प्रतियोगियों से 439 फोटोग्राफ प्राप्त किये गये। प्रथम पुरस्कार के लिए 25,000 रूपये, द्वितीय पुरस्कार के लिए 20,000 रूपये और तृतीय पुरस्कार के लिए 15,000 रूपये की राशि तथा सराहना पुरस्कार के लिए 5,000 रूपये की राशि निर्धारित की गई है।
