The Allahabad High Court on Friday directed the Uttar Pradesh government to fill the post of state Chief Information Commissioner (CIC) within four weeks.
A bench of justices P K Jaiswal and D K Singh passed the order on a petition moved by Nutan Thakur, an activist.
Post was lying vacant since February.

बिमल जुल्का बने नए मुख्य सूचना आयुक्त :५ पद अभी भी खाली

(नई दिल्ली) बिमल जुल्का बने नए मुख्य सूचना आयुक्त (सीआईसी)
राष्ट्रपति भवन की एक विज्ञप्ति के अनुसार राष्ट्रपति रामनाथ कोविंद द्वारा राष्ट्रपति भवन में जुल्का को केन्द्रीय सूचना आयोग में सीआईसी के पद की शपथ दिलाई।
सुधीर भार्गव के 11 जनवरी को सेवानिवृत्त होने के बाद आयोग के प्रमुख का पद रिक्त था। आयोग में (सीआईसी) समेत सूचना आयुक्तों के 11 स्वीकृत पद हैं। अभी छह सूचना आयुक्त हैं।
जुल्का के सीआईसी के रूप में नियुक्त होने के बाद पांच और सूचना आयुक्तों के पद रिक्त हैं।

केंद्र सरकार ने सुधीर भार्गव को नया मुख्य सूचना आयुक्त नियुक्त (सीआईसी) किया है। इसके अलावा केन्द्रीय सूचना आयोग में चार नए सूचना आयुक्तों की नियुक्ति भी की गई है।
केंद्रीय सूचना आयोग में मुख्य सूचना आयुक्त समेत
सूचना आयुक्तों के 11 स्वीकृत पद हैं लेकिन उसे अभी सिर्फ तीन सूचना आयुक्तों के साथ काम करना पड़ रहा था।
भार्गव अभी सीआईसी में सूचना आयुक्त हैं,
पूर्व आईएफएस अधिकारी यशवर्धन कुमार सिन्हा,
पूर्व आईआरएस अधिकारी वनजा एन सरना[एक मात्र महिला]
पूर्व आईएएस अधिकारी नीरज कुमार गुप्ता और
पूर्व विधि सचिव सुरेश चंद्र
की केंद्रीय सूचना आयोग में सूचना आयुक्त के रूप में नियुक्ति को मंजूरी दी है।
ये सभी नौकरशाह इस वर्ष सेवानिवृत्त हुए हैं।
मुख्य सूचना आयुक्त आर के माथुर और सूचना आयुक्त यशोवर्धन आजाद, श्रीधर आचार्युलू और अमिताभ भट्टाचार्य के हाल ही में सेवानिवृत्त होने के बाद आयोग में सिर्फ तीन सूचना आयुक्त बचे थे, जिसके बाद कार्यकर्ताओं ने इन रिक्तियों के संबंध में उच्चतम न्यायालय का रुख किया था।

Central Information Commission (CIC) data shows that 26,504 appeals/complaints cases were pending with CIC, as on 17.12.2018. However, no such State-wise data on applications under the RTI Act is maintained centrally.
Subject to the provisions of the Act, Indian citizen can file online application under the Right to Information Act, 2005.
Currently, systems of 2,199 Public Authorities have been aligned to receive, process and reply to Online RTIs from the applicants.
Any applicant can visit the portal www.rtionline.gov.in and select the desired Ministry or Department under Central Government and file an Online RTI Application.
All the States have been requested vide this Department’s letter dated 3rd December, 2013 to explore the feasibility of implementing online RTI in their respective States. National Informatics Centre (NIC) has been requested to provide technical support, such as software, and source code to the State Governments which desire to replicate the web portal for online filing of RTI applications at state level.
This was stated by the Minister of State in the Ministry of Personnel, Public Grievances & Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question in the Lok Sabha today.

Rs 3.5 as CGST and Rs 3.5 as SGST,

The Supreme Court today expressed concern over vacancies at the Central Information Commission (CIC) and State Information Commissions (SIC),
At present there are four vacancies in the CIC and
four more will be created by December this year.
Advertisement for the same was issued in 2016.
Expressing concern over pendency of cases in the SICs, the bench also asked seven states — Maharashtra, Andhra Pradesh, Telangana, Gujarat, Kerala, Odisha and Karnataka — to file an affidavit giving a time frame for filling up the vacant posts.

CIC Inquires Educational Qualifications of Haridwar MP Pokhriyal From HNBG University
The Central Information Commission has directed the Hemwati Nandan Bahuguna Garhwal University to disclose the educational qualifications of Haridwar MP Ramesh Pokhriyal.
The case relates to RTI application filed by one Harsh Raturi, who sought to know whether “Ramesh Chandra” has ever been a regular or private student of any Post Graduate Course/degree of the University and if yes, his enrollment number etc.
The University CPIO did not respond to his petition.After first appeal limited information was provided to him.
The University claimed that it is not possible to trace out the details of a person who passed out prior to 2001 without giving specific details, as they have more than 180 affiliated colleges and every year around 1.5 lakh students are passing out.
It stated that District Election Officer also received such complaint and they have sought details of Pokhriyal, now MP from Haridwar.
As per Information Commissioner Sridhar Acharyulu .”The Commission directs the respondent authority to send a notice to the address of the elected representative from Haridwar constituency in Lok Sabha seat, to furnish specific details of information, such as, when he had passed out MA from HNBG University, along with self attested copy of MA mark-sheet etc,”
He also directed the respondent authority to send this notice to the Haridwar address of the MP and Lok Sabha Secretary, to hand over this letter to Pokhriyal to provide necessary specifications to the University, and the appellant so that University can verify the academic record of the MP.
“The Commission also directs the Secretary, Lok Sabha to collect the specific information from its records and send the same to the University for making necessary verification and giving reply to the appellant,”

Prime Minister, Of India Narendra Modi, today described the “Right To Information” Act as a tool through which the common man has got not just the right to know, but also the right to question those in power.
In his remarks at the 10th Annual Convention of the Central Information Commission (CIC), the Prime Minister said that the Union Government’s “Digital India” initiative is complimentary to RTI, because putting information online brings transparency, which in turn, builds trust.
The Prime Minister mentioned the auctions of coal blocks, spectrum and FM radio licenses, and said that information should be given out proactively to people. The Prime Minister called for an end to the silo-approach in Government. He said administrative processes should be run based on trusting the people, rather than doubting the people.
The Prime Minister said RTI has become a tool for good governance. He also described how the PRAGATI platform developed in the PMO has become a vibrant platform for monitoring progress of projects.
