The Delhi government has demanded Rs 5,000 crore assistance from the Centre to be able to pay salaries to its employees, Deputy Chief Minister Manish Sisodia said on Sunday.
Sisodia, who also holds the finance department charge, said the Delhi government requires Rs 3,500 crore per month to pay salaries to its employees and to meet other needs.
“However in past two months, our GST collection has been only Rs 500 crore each month. We need at least Rs 7,000 crore to be able to pay salaries to our employees many of whom are discharging frontline duties against the coronavirus epidemic,” Sisodia said in a press conference.
The Deputy CM said that in a letter to Union Finance Minister Nirmala Sitharaman, he had demanded Rs 5,000 crore from the Centre as Delhi did not get anything from the disaster relief fund that was given to other states.

दिल्ली राज्य के उप मुख्यमंत्री मनीष सिसोदिया ने संवाददाता सम्मलेन में कहा, ‘‘ स्कूलों द्वारा शुल्क बढ़ाए जाने के संबंध में हमें कई शिकायतें मिलीं और यातायात शुल्क भी वसूले जा रहे हैं जिसका बंद के दौरान कोई इस्तेमाल तक नहीं हो रहा है। स्कूलों को ट्यूशन शुल्क से ज्यादा वसूलने की इजाजत नहीं है।’’
शिक्षा मंत्री ने स्पष्ट किया कि यातायात शुल्क, सालाना शुल्क या कोई भी अन्य शुल्क बंद के दौरान वसूला नहीं जा सकता है जो कि तीन मई तक जारी रहेगा।
उन्होंने कहा, ‘‘ कोई भी स्कूल एक समय पर तीन महीने का शुल्क नहीं वसूल सकते हैं। इस शुल्क को महीने के हिसाब से लिया जाएगा। स्कूलों को अनुबंध पर रखे गए कर्मचारियों समेत सभी कर्मियों को वेतन देने का निर्देश दिया जाता है, वे अपने पैतृक संगठनों से कोष के लिए संपर्क कर सकते हैं।’’
उन्होंने कहा कि शुल्क जमा हो या नहीं किसी भी छात्र को ऑनलाइन कक्षा में शामिल होने से नहीं रोका जा सकता है।

[New Delhi]Kejriwal Has no Experts for his Ambitious WiFi Project.
Provision of free Wi-Fi across the national capital was one of the key poll promises of the Aam Aadmi Party. However, more than three years after it came to power, the AAP is yet to realise the promise.
In February this year, Chief Minister Arvind Kejriwal said the government was working on three-four models for providing free Wi-Fi and would soon take a decision.
Now Public Works Department has expressed inability to implement the scheme of Wi Fi citing a lack of expertise.
Earlier this month, the project-in-charge wrote to the PWD engineer-in-chief in this connection.
A government official said that the Information Technology department of the Delhi government should execute the project as it has the expertise required to implement it.
In the 2018-19 Budget, Deputy Chief Minister Manish Sisodia allocated Rs 100 crore to provide free Wi-Fi facility and handed over the project to the PWD from the IT department.

The Delhi government today ordered a magisterial probe into the alleged suicide of Aam Aadmi Party woman activist in Narela area of Outer Delhi.
Deputy Chief Minister Manish Sisodia has asked North Delhi’s district magistrate to investigate the matter.
The family members of the woman claimed that she had gone into depression after her alleged molester, a party colleague, was released on bail.
Dy CM Manish Sisodia tweeted “Have ordered magistrate inquiry in AAP activist suicide case in Narela. DM north will do the inquiry”
Police said the woman consumed poisonous substance at her home in Narela in the afternoon and died during treatment at LNJP Hospital.
The woman had filed a complaint against party colleague Ramesh Wadhwa for allegedly touching her inappropriately and a case of molestation was registered in June and the accused was arrested
Delhi BJP had alleged that AAP leaders had ignored her “harassment” complaint. “It may be recalled this girl had been raising issue of her harassment for months but AAP leaders ignored. This incident has established anti-woman character of AAP,” Delhi BJP president Satish Upadhyay yesterday said in a statement.
“Delhi CM Arvind Kejriwal and local MLA Sharad Chauhan are responsible for her death,” he had alleged. AAP refuted the allegations and accused BJP of playing politics over her death.
“There is no mention of the MLA’s name in any of the complainants. Whosoever is alleged to have harassed the girl has no connection with the party.
AAP spokesperson Deepak Bajpai had said.The BJP should not stoop this low and play politics over the death of a poor girl. We also want action against the culprit,”

Delhi Chief Minister Arvind Kejriwal and his deputy Manish Sisodia Received Disappointment Over the recent changes in the Joint Cadre Authority (JCA) and asked why the Modi government was “scared” of AAP’s presence.
Dy CM Sisodia claimed that the new rules on JCA, notified by the Department of Personnel and Training (DoPT), was aimed at stopping him from attending any meeting of the panel, while Kejriwal repeated his charge that Modi is creating “hurdles” for the Delhi government.
CM tweeted.”Modi ji trying everything possible to create hurdles in Delhi government. And then they say that we fight. Modi puts obstacles in the functioning of the Delhi government every morning,”
The Centre had notified new rules to exclude ministers from a panel that decides on transfers of IAS and IPS officers in the joint cadre of some states, which was being seen as an attempt to keep out Aam Aadmi Party’s ministers from it.
“Modi govt changed 44-year-old rule only to stop me from attending JCA meeting? Why are they so scared of our presence?” Sisodia asked.
However, following the changes, senior government officials had maintained that the rules do not apply to joint cadre of union territories (AGMUT) which include Delhi.
“The new changes apply only to Assam-Meghalaya cadre where two governments are involved,” a senior DoPT official had said.

Chief Minister Of Delhi Arvind Kejriwal today asked Prime Minister Narendra Modi and Union Home Minister Rajnath Singh to “give up control” of Anti-Corruption Branch (ACB) and support Delhi government’s anti-graft efforts.

“I wud also urge PM n Rajnath ji to now give up their control over ACB n support Del govt’s anti-corruption efforts, (sic)”
The Chief Minister also said that the Delhi government is not helpless and has several ways to nab corrupt persons.
He tweeted.”Just becoz ACB is not wid us doesn’t mean Del govt is helpless. Del govt has many ways to nab corrupt (sic),”
In the past, Kejriwal has accused the Centre of taking away the powers of ACB and has demanded that the anti-graft body be handed over to the AAP dispensation to take strict action against those involved in corruption.
, Deputy Chief Minister Manish Sisodia Has warned Delhi government’s ministers, legislators and officers of strict action if they are found to be involved in corruption, after Principal Secretary Sanjay Pratap Singh was arrested by CBI for allegedly demanding a bribe of Rs 2.2 lakh.
Sisodia had also said that there is no space for any “corrupt” officer in the Delhi government.
“We want to give a clear message to officers involved in corruption that they won’t be spared…Singh’s arrest message is if you are corrupt, we won’t spare you irrespective of whether you are a peon, MLAs, officer or minister,” Sisodia had said.

The new advertisement comes at a time when the government is under attack from both BJP and Congress for setting aside Rs 526 crore for information and publicity in the budget But Unfazed by opposition’s criticism over its Rs 526 crore advertisement budget, the AAP government has released a new TV commercial attacking the Centre.
The advertisement, with the tagline ‘Wo pareshaan karte rahein, hum kaam karte rahein’ (they troubled us but we continued with our work), highlights the achievements made by the Arvind Kejriwal government since coming to power.
The 1.27-minute video is being shown on all major news channels several times a day.
The ad starts with several newspaper clippings on stories on the recent confrontation with the Centre over different issues, and points out that despite the “plotting”, the Delhi government has been able to do good work.
Supervised by Deputy Chief Minister Manish Sisodia, the ad?shows a scene from the Delhi Assembly wherein the voice of? the Deputy CM can be heard saying that he’s tabling the budget for this year (2015-16).
“The advertisement lists all government’s achievements, including doubling the education budget allocation+introducing 1,000 new buses+reducing power bills+starting work in unauthorised colonies+creating one lakh new jobs+deploying marshals in buses,”
The ad ends with the dialogue — “Yahi hai Kejriwal sarkaar ka vaada, jo kaha wo kiya (This is Kejriwal government’s promise… What is said, is delivered)”
