The Minister, who was speaking at an event at Bangaloreyesterday to mark World Sight Day, which fell on October 9, remarked that he would ensure that the funds earmarked for NPCB for the 12th Plan period (2012-17) are utilised optimally and that he would raise the matter with the state governments.
NPCB was launched in 1976 as a 100 % Centrally- funded scheme with a goal to reduce the prevalence of blindness. However, the rate has not shown much appreciable difference even after 28 years, the Minister noted. The Rapid Survey on Avoidable Blindness conducted during 2006-07 showed a reduction in the prevalence of avoidable blindness from 1.1% in 2000 to 1 %in 2006. NPCB has now targeted to bring down the prevalence of blindness to 0.3 $ by 2020 from the present level of 1 $.
The Minister, who has himself pledged his entire body, said the government will be working with NGOs in promoting the concept of eye donation.
Dr Harsh Vardhan welcomed the launch of the “Vision Ambassador” scheme of The Project Vision, Bangalore. “This is a significant step towards greater coordination between the donor and the recipient. It is also a form of building up a social movement over eye pledging,” he remarked.
“The programme will be based on the work of volunteers who will be called “Vision Ambassadors”. They would act as the link between donors and eye banks which is missing at present. More than 10,000 people have already pledged their eyes with The Project Vision and 1,000 people have been declared “Vision Ambassadors.”
India has the largest burden of global blindness –about 3.5 million with 30,000 new cases being added each year. Only about 35,000 corneas are collected in the country each year whereas 150,000 are needed to combat corneal blindness.
Father George Kananthanam, Director, The Project Vision, urged the government to actively promote the cornea donation culture in educational institutions.
Dr Chandrasekhar Shetty, a noted ophthalmologist who has been associated with NPCB for two decades, Dr M. Mahabaleshwar of the Karnataka Ophthalmic Association, Dr N. Solanki of the Bangalore OphthalmicSociety and Mr V.S. Basavaraju of Dharitri NGO Alliance also spoke on the occasion.
The Health Minister received a book, “Lights Out”, from a visually challenged journalist, Mr L.Subramani, which tells the story of his own life. Dr Harsh Vardhan also honoured the leading “Vision Ambassadors” of the year –Soniamma, Subramanian Jayaram and Gurudev of Dordulapur.

चर्चा के दौरान मेयर ने प्रधानमंत्री को न्यूयॉर्क शहर की सार्वजनिक आवासीय परियोजनाओं के बारे में जानकारी दी।
प्रधानमंत्री ने भी भारत में ‘सबके लिए आवास’ के लक्ष्य के बारे में बताया और सबके लिए वहन करने योग्य आवासों के लिए बेहतर परियोजनाओं में भागीदारी की संभावना के बारे में बात की।
इस दौरान आतंकवाद के मुद्दे पर भी चर्चा हुई। प्रधानमंत्री ने कहा कि भारत लम्बे समय से आतंकवाद के खिलाफ लड़ाई लड़ रहा है। श्री ब्लासियो ने 11 सितंबर के आतंकी हमले के बाद आतंकवाद से निपटने के लिए न्यूयॉर्क शहर द्वारा उठाए गए कदमों के बारे में प्रधानमंत्री को जानकारी दी।
अमरीका के राष्ट्रीय कैंसर संस्थान के निदेशक प्रोफेसर हैरल्ड वारमस ने भी प्रधानमंत्री से मुलाकात की। इस दौरान सार्वजनिक स्वास्थ्य, स्वच्छता, कुपोषण और टीकाकरण संबंधित मुद्दों पर चर्चा की गई।
प्रधानमंत्री श्री नरेन्द्र मोदी शनिवार को संयुक्त राष्ट्र महासभा को संबोधित करेंगे।

ऑल इंडिया फाइन आर्ट एवं क्राफ्ट सोसाइटी कॉम्‍प्‍लेक्‍स में आयौजित इस प्रतियोगिता में संयुक्‍त्‍ सचिव, श्री अनुराग श्रीवास्‍तव ने विभिन्‍न श्रेणियों में विजेताओं को पुरस्‍कार प्रदान किये एवं फोटो प्रदर्शनी का उद्घाटन किया।
रंगीन श्रेणी में कोलकाता के श्री चिन्‍मय भट्टाचार्य, मिदनापुर(ई) के श्री संतोष कुमार जेना, इंदौर के श्री रिशभ मित्‍तल ने क्रमश: प्रथम, द्वितीय एवं त़ृतीय पुरस्‍कार प्राप्‍त किेये। इनके अलावा सर्वश्री शेषाद्री मोइत्रा, उदयपुर; क्रेतन सोनी, धार; शिब नारायण आचार्य, जम्‍मू; पियूष रागणेकर, इंदौर; बनवारी आर.राजपूत, अहमदाबाद; प्राची तिवारी, इंद्रौर; सोमनाथ मुखोपाध्‍याय, बीरभूम; देवेन्‍द्र शर्मा, पूरनजीत गंगोपाध्‍याय, कोलकाता; प्रशान्‍त बिश्‍वास, कोलकाता को रंगीन श्रेणी में सराहना पुरस्‍कार प्रदान किये गये।
13 राज्‍यों एवं केन्‍द्र शासित प्रदेशों के 105 प्रतियोगियों से 439 फोटोग्राफ प्राप्‍त किये गये। प्रथम पुरस्‍कार के लिए 25,000 रूपये, द्वितीय पुरस्‍कार के लिए 20,000 रूपये और तृतीय पुरस्‍कार के लिए 15,000 रूपये की राशि तथा सराहना पुरस्‍कार के लिए 5,000 रूपये की राशि निर्धारित की गई है।

Illegal Sand Mining ,apart from the environment & ecology , has serious political and administrative repercussions. A Committee to Enquire into the Alleged illegal sand Mining in Gautam Budh Nagar, Uttar Pradesh has been Constituted .The ,time framed,Findings of which may reduce the Adverse impacts on environment & ecology +Political+Administration .
During the last few days, various media reports have been highlighting the menace of alleged illegal sand mining in Gautam Budh Nagar,of Uttar Pradesh. This question has been raised on the floors of Parliament also.

It is well known fact that Illegal mining has serious environmental and ecological repercussions. Pursuant to orders of the Hon’ble Supreme Court date 27.02.2012 in SLP ( C) Nos. 19628-19629 of 2009 titled Deepak Kumar etc. Vs State of Haryana & Ors., the handling of prior environment clearance cases of mining of minor minerals, including sand, of lease area upto 5 ha was delegated by this Ministry to the concerned State Environment Impact Assessment Authorities (SEIAAs) vide OM No.L­ 11011/47/2011-lA.ll(M) dated 18.05.2012.
The cases of mining of minor minerals, involving lease area between 5 ha to 50 ha were already being handled by the SEIAAs even before the issuance of this O.M. MoEF deals with the cases of environment clearance in respect of projects of mining of minor minerals with lease area equal to or above 50 ha. No sand mining from any mining lease area EQUAL TO OR ABOVE 50 HA. No sand mining from any mining lease area can take place without obtaining prior environment clearance.
With a view to enquiring into the allegations of illegal sand mining widely reported in the electronic as well as the print media, with visuals of heavy machinery being used in illegal sand mining in Gautam Budh Nagar, Uttar Pradesh, in order to ascertain the factual position and with a view to suggesting further course of action in the matter, Ministry of Environment & Forests has constituted the following committee under the chairpersonship of Dr. Saroj, Director, MoEF:-

3. Shri K. K. Garg, Director, Regional Office of MoEF, LucknowThe secretarial assistance to the Committee will be provided by the Regional Office of MoEF, Lucknow. The Committee will submit its report to the Ministry by 9.8.2013.

President gave Guru Mantra , Of Mother Earth ,to The Probationers of Indian Forest Service

President of India, Shri Pranab Mukherjee ,today, gave Guru Mantra to Probationers of Indian Forest Service and asked them to honor mother earth and pay urgent attention to the problems such as [1]environmental degradation, [2]global warming, [3]ecological imbalances etc
A group of 79 probationers of Indian Forest Service of 2012 batch called on the President of India, Shri Pranab Mukherjee today (August 6, 2013) at Rashtrapati Bhavan.
Speaking on the occasion, the President congratulated the probationers on their success in a very difficult examination. He emphasized that urgent attention needs to be paid to problems such as environmental degradation, global warming, ecological imbalances etc. He stated that while we will have to place our view point in international discussions, we cannot ignore the need to put in our own efforts to save ourselves.
He stated that this is a lesson which we can draw from the Uttarakhand tragedy.
The President reminded the probationers of the words of the Father of the Nation, Mahatma Mohan Das Karam Chand Gandhi, who said that mother earth provides enough to satisfy every man’s need, but not every man’s greed. He said that the scientific temperament, knowledge and expertise which the probationers would gain during their years of service would enrich the nation as a whole and we shall be able to build up the desired world we would like to see.
These probationers are presently undergoing their training in various aspects of sustainable management and administration of forest, wildlife and environment at the Indira Gandhi National Forest Academy, Dehradun.
They are in Delhi from August 5 to 7, 2013 for a course in ‘Parliamentary Processes and Procedures’ organized by the Bureau of Parliamentary Studies and Training at Bureau of Parliamentary Studies and Training, Parliament House Complex. Out of 79 probationers, 2 are foreign trainees from Bhutan and 22 are lady officers. These probationers come from diverse educational backgrounds including Forestry, Engineering, Agriculture, Life Sciences and among them four are PhDs.
Also present on the occasion were Dr. V. Rajagopalan, Secretary, Ministry of Environment and Forest, Shri K. Jude Sekar, Director General of Forests and Special Secretary, Ministry of Environment and Forests and Shri R.K. Goel, Director, Indira Gandhi National Forest Academy, Dehradun.
