Congress Leader GN Azad Today Linked Demonetisation With Uri Attack
Rajya Sabha today witnessed a sharp clash after Leader of Opposition Ghulam Nabi Azad made certain comments linking Uri terror attack casualties to the deaths during demonetisation “crisis”, which the ruling side termed as “anti-national” and wanted an apology from Congress.
Heated exchanges broke out between treasury and opposition benches after Azad said 40 people had died following government’s decision on demonetisation and that these many casualties had not occurred even in the terror attack on Uri army camp. 18 army personnel were killed in that attack.
“Who should be punished” for the death of these 40 people which occurred due to “wrong policy” on demonetisation, he asked and added that “millions of people are troubled. BJP and Government is responsible.”
This comment by Azad drew massive protests from Treasury members with Information and Broadcasting Minister M Venkaiah Naidu saying the remarks are “anti-national”.
An angry Naidu said Pakistan would use these comments against India and that Congress should apologise for it.
He also requested Deputy Chairman P J Kurien to expunge the remarks.
Chaos followed and the House was prematurely adjourned for the day, minutes past 3 PM

[नई दिल्ली]दिल्ली विकास प्राधिकरण[डीडीऐ] अपनी अनियमितताओं से अभी भी केंद्र सरकार की गवर्नेंस की बेरोक टोक धज्जियां उड़ाने में व्यस्त है|ऑनलाइन मांगी गई एप्लीकेशन मनी को ऑनलाइन रिफंड करने के बजाय पेपर चेक से भेजने की प्रक्रिया अपनाई गई है जिसके फलस्वरूप लाखों लोगों के एकाउंट में पैसा नहीं पहुँच पा रहा है |जाहिर हैं डी डी ऐ के अकाउंट में पहुंचे करोड़ों रुपयों का ब्याज लाभ तो डी डी ऐ को हो रहा हैजबकि मकान तो मिलने दूर रहे उलटे जमा कर्ताओं को परेशानी अलग से झेलनी पढ़ रही है|
जी हाँ डी डी ऐ ने अभी तक लाखों असफल ग्राहकों को पैसा नहीं लौटाया है |यह अपने आप में एक आश्चर्य हो सकता है क्योंकि गुड गवर्नेंस का दावा करने वाली सरकार के ठीक नाक तले विकास प्राधिकरण के विकास भवन का भ्र्ष्टाचार विकास पथ पर सरपट दौड़ रहा है |
नई सरकार के आगमन की ख़ुशी में डीडीऐ द्वारा बीते साल[अगस्त] बहुप्रतीक्षित विशाल आवासीय योजना लांच की |
शुरूआती झटकों के पश्चात इसके अंतर्गत २५ हजार पूर्ण विकसित मकान दिए जाने थे |इस महत्वकांक्षी योजना के लिए लगभग १० लाख लोगों ने फॉर्म भरे |गौरतलब है कि डी डी ऐ के वाईस चेयरमैन श्री बलविंदर कुमार द्वारा जारी दिशा निर्देशों के अनुसार सारा पैसा ऑनलाइन जमा कराया जाना था |नवम्बर में निकाले गए ड्रा में जहाँ २५ हजार अप्प्लिकैंट्स लकी साबित हुए तो लगभग पौने दस लाख लोग असफल भी हो गए |इन मकानों को दिसंबर में दिया जाना था| विकसित मकान भी अभी तक नहीं दिए गए हैं|
योजना की शर्तों के अनुसार बेशक एक परिवार के अनेकों सदस्यों ने फ़ार्म भरा मगर एलॉटमेंट एक सदस्य को ही दिया जाना था इसीलिए एक परिवार के मुखिया ने अपने बैंक अकाउंट से अपने आश्रितों के लिए [जिनमे बेटी अधिक हैं] फ़ार्म भरे|
ऐसे बैंक अकाउंट जाहिर हैं जॉइंट बैंक अकाउंट नहीं हैं|बेशक एप्लिकेंट के अपने बैंक एकाउंट्स हैं |पैसा अधिकतर आईसीआईसीआई बैंक के चेक द्वारा लौटाया जा आरहा है इस बैंक में अधिकतर जॉइंट बैंक अकाउंट नहीं हैं| जहां अकाउंट हैं वहां जमा नहीं करवाया जा सकता|

शहरी विकास मंत्रालय के मंत्री [वरिष्ठ]एम वैंकैया नायडू के दर्शाये गए फोन पर सम्पर्क नही किया सकता सम्भवत सभी बदल दिए गए हैं |मेल अकाउंट भी कारागर साबित नहीं हो रहा
इसी मिसगोवेर्नेन्स के चलते करोड़ों रुपयों के चेक महज कागज़ बने रखे हैं |

Local Bodies Of 19 stated ,Even After 22 Years Constitution Amendment,Are Yet To Empowered So These Are Financially Constrained. Under Article 243ZE of the Constitution 8 states Still To constitute Metropolitan Planning Committees.
Shri M.Venkaiah Naidu Says That Municipal bodies Are not empowered as required,Only ten states transferred functions to urban local bodies Whereas 19 stated still to do so Even 22 years after Constitution Amendment ‘
Most of the states have not met the requirements of the Constitution (74th Amendment) Act, 1992 in respect of devolution of powers and responsibilities to municipal bodies. This was stated by Minister of Urban Development, Housing & Urban Poverty Alleviation M. Venkaiah Naidu in a written reply to Rajya Sabha today.
He further said that most municipal bodies in the country are financially constrained and lack capacity to discharge functions as per the 74th Amendment to the Constitution.
Responding to a question raised by Shri Rajiv Chandrasekhar, the Minister gave details of the status of implementation of the 74th Amendment to the Constitution under which municipal bodies were to be empowered with transfer of funds, functions and functionaries for effective local governance.
Shri Naidu informed that only ten of the twenty nine states have transferred functions under 12th Schedule to the urban local bodies. These states being: [1]Chattisgarh[2]Gujarat[3]Himachal Pradesh[4] Jammu & Kashmir[5] Jharkhand[6] Kerala[7] Madhya Pradesh, [8]Maharashtra[9] Odisha [10] Punjab.
The Minister further said, under Article 243ZE of the Constitution, 14 states were required to constitute Metropolitan Planning Committees for all metropolitan areas but only six states have done so. These include – [1]Karnataka[2] Maharashtra[3] Punjab, Rajasthan[4]Tamil Nadu [5] West Bengal.
The states still to constitute such committees being – [1]Andhra Pradesh[2] Bihar[3] Gujarat[4] Haryana[5]Jharkhand[6] MP[7] Uttar Pradesh and the newly formed state of[8] Telangana.
