[NewDelhi] DGCA Desk Depicts 141 Emergency Landings In Indian Civil Aviation
During the last three years and the current year, a total of 141 incidents of emergency landings due to medical emergency and technical reasons have been reported to DGCA.
All incidents except emergency landing due to medical issues are investigated by DGCA/AAIB and also by the PIB (Permanent Investigation Board) of the concerned airlines in association with officers of regional air safety offices depending upon the severity of case. Safety recommendations emanating from the investigation reports are followed up for implementation with the concerned agencies so as to prevent recurrence of similar incidents in future.
Moreover, the accident/incident data is regularly analysed and based on the analysis, Air Safety Circulars are issued to bring important observations/findings to the notice of the operators to avoid recurrence of such mishaps.
DGCA also carries out the audit of operators as per Annual Surveillance Programme. Recommendations emanating from such reports are followed up with the operator for implementation.

मिनिस्ट्री ऑफ़ सिविल एविएशन मंत्री डॉ महेश शर्मा ने एक लिखित प्रश्न के उत्तर में लोक सभा में बताया कि नेशनल कैपिटल रीजन [NCR] में दूसरे एयरपोर्ट निर्माण के लिए जो प्रस्ताव आये उनके अनुसार ग्रीन फील्ड एयरपोर्ट कोटकासिम तहसील [अलवर]और हरियाणा के रोहतक में कार्गो एयरपोर्ट के लिए सुझाव आये हैं| गौरतलब है कि मेरठ में मौजूदा हवाई पट्टी के विस्तार के लिए लाखों रुपये खर्च किये जा चुके हैं और अधिकाँश जमीन भी अधिकृत की जा चुकी है लेकिन लगता है उसे फिलहाल ठंडे बस्ते में डाल दिया गया है |सूत्रों के अनुसार डॉ महेश शर्मा ने अपने छेत्र जेवर में ग्रीन फील्ड एयरपोर्ट के लिए जोड़ तोड़ शुरू की हुई है जिसका उनके वरिष्ठ मंत्री अशोक गजपति राजू ने विरोध भी किया है|इस नई सूची से लगता है कि फ़िलहाल यूं पी को दूसरा एयरपोर्ट मिलने नहीं जा रहा

There are a total number of 476 airports in the country. This includes operational and non-operational airports, airstrips etc. owned by the Airports Authority of India, Defence, State Governments, private parties etc.
Government of India (GoI) has granted ‘in-principle’ approval for setting up of the following 14 Greenfield airports in the country with estimated project cost (approx.) as given under:
Mopa in Goa (Rs.3000 cr), Navi Mumbai (Rs.15149 cr), Sindhudurg (Rs.350 cr) and Shirdi (Rs.320.54 cr for Phase I) in Maharashtra, Bijapur (Rs. 150 cr),Gulbarga (Rs.13.78 cr in initial phase),
Hassan (apprx. 793.95 cr in three phases) and Shimoga (Rs.38.91 cr in initial phase) in Karnataka, Kannur (Rs.1892 cr) in Kerala, Dabra (Rs.200 cr) in Gwalior, Pakyong (Rs. 605.59 cr) in Sikkim, Kushinagar(Rs.600.39 cr) in Uttar Pradesh, cost estimated by Airports Authority of India, as the development of the airport through Public Private Partnership (PPP) could not be realized by the Government of Uttar Pradesh (GoUP), Karaikal (Rs. 280 cr) in Pudducherry and Durgapur (Rs. 700 cr) in West Bengal. Out of these, one project namely Durgapur Airport has commenced commercial operations on 18th May, 2015.
Since 2012, GoI has received initial proposals for setting up of Greenfield airports at several places, namely, Karwar in Karnataka, Androth (Karavati dist.) in Union Territory of Lakshadweep, Taj International Airport, Hirangaon in Uttar Pradesh, Dagadarthi Mendal Nellore Dist., Bhogapuram in Vizianagaram District near Visakhapatnam, Tadepalligudem in West Godavari District, Oravakallu in Kurnool District and Kuppam in Chittoor District in Andhra Pradesh. As per Greenfield Airports Policy, 2008, Ministry of Defence, Directorate General of Civil Aviation (DGCA), Airports Authority of India (AAI) was consulted for these proposals. The proposal of Government of Uttar Pradesh for setting up of Greenfield airport at Hirangaon was examined in consultation with the nodal agencies and M/o Defence did not recommend the project. Grant of Site clearance to these projects depends upon recommendations from M/o Defence, AAI, DGCA and the concerned State Government.

The Government has permitted different limits of Foreign Direct Investment for different services in aviation sector.
The following Airlines have been granted permission by Foreign Investment Promotion Board (FIPB) to have joint Venture with foreign Airlines:-
[1]Jet Airways[Domestic]+Etihad Airways (foreign airline).
[2] Air Asia (India) Pvt. Ltd is joint venture of three Companies i.e. [1]TATA Sons Ltd[2]Air Asia Berhad (foreign Airline) and [3]Telestra Tradeplace Pvt. Ltd.
[3] TATA-SIA Airlines Ltd is joint venture of TATA Sons and Singapore Airlines (foreign airlines).
The above three Airlines are operational at present.

15 New Greenfield Airports For 9 States for Increased Air Traffic

[New Delhi] 9 States To Get 15 New Greenfield Airports for Increased Air Traffic .Presently, airlines are operating to/from 76 airports in the country including major cities.
UP Will Get One Airport In Khushinagar.
Government of India (GoI) has granted “in principle” approval for setting up of 15 Greenfield airports in the country namely,
Mopa in Goa+ Navi Mumbai+Shirdi + Sindhudurg in Maharashtra+Bijapur+Gulbarga+Hasan +Shimoga in Karnataka+Kannur +Aranmula in Kerala+Durgapur in West Bengal+Dabra in Madhya Pradesh+ Pakyong in Sikkim+Karaikal in Pudducherry +Kushinagar in Uttar Pradesh.
Further, GoI has laid down Route Dispersal Guidelines (RDG) with a view to achieve better regulation of air transport services taking into account the need for air transport services of different regions of the country. It is, however, up to the airlines to provide air services to specific places depending upon the traffic demand and commercial viability. As such, the airlines are free to operate anywhere in the country subject to compliance of RDG issued by the Government.
GoI has set up an independent regulatory body, namely, Airports Economic Regulatory Authority (AERA) to determine the tariff for aeronautical services provided at major airports in the country. Further, the fuel charges are levied by the airlines as a part of total airfare on account of cost of Aviation Turbine Fuel (ATF) and other relevant factors essential for airline operations. Concerned State Governments are responsible for rationalization of ATF pricing.

Union Home Minister Shri Rajnath Singh+ Dr. Mahesh Sharma, Minister of State for Civil Aviation launched the Tourist Visa on Arrival (TVoA) enabled with Electronic Travel Authorization (ETA) Scheme today.
The facility will be available at nine international airports in the country namely Delhi+Mumbai+ Chennai+ Kolkata+ Hyderabad+ Bengaluru+Thiruvananthapuram+ Kochi + Goa.
The TVoA enabled with ETA Scheme will facilitate nationals of 43 countries including Australia+Brazil+ Cambodia+Cook Islands+ Djibouti+Federated States of Micronesia+Fiji+Finland+ Germany+ Indonesia+Israel+Japan+ Jordan+Kenya+Kingdom of Tongo+ Laos+ Luxembourg+ Mauritius+Mexico+ Myanmar+ New Zealand+Niue+ Norway+ Oman+ Palestine+ Papua & New Guinea+ Philippines+ Republic of Kiribati+Republic of Korea (i.e. South Korea)+Republic of Marshall Islands+Republic of Nauru+Republic of Palau+Russia+ Samoa+Singapore+Solomon Islands+Thailand+ Tuvalu+UAE+ Ukraine+ USA+Vietnam + Vanuatu.
Launching the facility, the Union Home Minister ensured a safe and secure environment for visiting foreign tourists.

He stressed upon the need to interlink tourism with civil aviation and connectivity from airports to tourist sites.

स्पाइस जेट+जेट ग्रुप+किंग फिशर एयर लाइन्स से लगभग५००करोड़ रुपयों की वसूली वर्षों से लंबित हैं

इंडिया’ की प्रमुख एयर लाइन्स से लगभग ५०० करोड़ रुपयों की वसूली वर्षों से लंबित हैं जिसके लिए स्थापना का शतक जड़ चुके सिविल एविएशन मंत्रालय के उपाय कारगर साबित नहीं हो रहे| केंद्र सरकार ने पार्लियामेंट में पुनः दावा किया है कि ऐसे कर्जदारों से १२% ब्याज वसूला जाना है | |क्रेडिट पालिसी के अंतर्गत ब्याज की यह रकम भी अब १५० करोड़ रुपये पहुँच चुकी हैं |इनमे सबसे बढे कर्ज दार विजय माल्या की जमीन पर आ चुकी किंग फिशर एयर लाइन्स के साथ विवादमुंबई के हाई कोर्ट में फंस चुका है| केंद्रीय सिविल एविएशन के राज्य मंत्री जी एम सिद्देश्वरा[G.M. Siddeshwara] ने पार्लियामेंट में एक लिखित प्रश्न के उत्तर में बताया कि स्पाइस जेट+जेट ग्रुप+और किंग फिशर पर ३१ मार्च २०१२ से क्रमश ११०.८६+९३.०७+१७२.६९ करोड़ रुपये का कर्ज बकाया है|

Five States Have Undertaken Development of Eight Airports at Their Own Expense These states are [1]Maharashtra (Navi Mumbai),[2] Karnataka (Bijapur, Gulbarga, Hasan and Shimoga)[3], Kerala (Kannur), [4]Uttar Pradesh (Kushinagar) and [5]Goa (MOPA)This information is provided by civil aviation minister in Lok Sabha Today
Minister of State for Civil Aviation, Shri G.M. Siddeshwara said in the Lok Sabha today that the State Governments which have undertaken development of airports at their own expenses or on PPP mode are [1]Maharashtra (Navi Mumbai),[2] Karnataka (Bijapur, Gulbarga, Hasan and Shimoga)[3], Kerala (Kannur), [4]Uttar Pradesh (Kushinagar) and [5]Goa (MOPA).
Minister has assured that Airports Authority of India (AAI) is providing technical assistance on the DPRs of such projects and undertakes pre-feasibility studies for site clearance of proposed sites.
Minister has informed that In recent years, the Government has received initial proposals for setting up of Greenfield Airports at several places including Kotkasim (Alwar) in Rajasthan, Karwar in Karnataka , Annakara (Idduki) in Kerala, Androth (Karavati district) in Union Territory of Lakshadweep and Taj International Airport, Hirangaon in Uttar Pradesh. Necessary action for approval, project development, including financing of the airport projects is taken by the respective airport promoter. The construction of airport projects depends upon many factors such as land acquisition, availability of mandatory clearances, financial closure, etc by the individual operator.
Considering the phenomenal growth in aviation sector and the interests shown by various State Governments for development of more airports, Government of India has introduced a policy for approval of Greenfield airports in 2008. In accordance with this policy, a Steering Committee under the Chairmanship of Secretary, Civil Aviation has been constituted to coordinate and monitor various clearances required for the Greenfield airport projects in a time bound manner. As per this policy, the promoter (i.e. Airports Authority of India, State Government or any other entity) seeking to develop the airport, has to submit the proposal to the Government for consideration by the Committee. Applications for setting up of Greenfield airport are received from time to time, which are considered by the Steering Committee/competent authority for grant of `in principle’ approval, after they have completed necessary formalities of obtaining pre-feasibility study report, site clearance, clearances from regulatory agencies etc.

ऍफ़ ऐ ऐ द्वारा, भारतीय नागर विमानन छेत्र को डाउन ग्रेड किये जाने से स्टार अलायन्स पर प्रभाव नहीं

भारतीय नागर विमानन छेत्र को फेडरल एविएशन एडमिनिस्‍ट्रेशन[FAA] द्वारा, सुरक्षा को लेकर, डाउन ग्रेड किये जाने से कोई प्रभाव नहीं पड़ेगायह दावा नागर विमानन राज्‍य मंत्री श्री के. सी. वेणुगोपाल ने लोकसभा में किया |
नागर विमानन राज्‍य मंत्री श्री के. सी. वेणुगोपाल ने लोकसभा में जानकारी दी कि एयर इंडिया के स्‍टार एलायंस में जुड़ने से फेडरल एविएशन एडमिनिस्‍ट्रेशन (एफएए) द्वारा भारतीय विमानन क्षेत्र की डाउन ग्रेडिंग से कोई प्रभाव नहीं पड़ेगा।
स्‍टार एलायंस ने इसकी पुष्टि भी की है कि एफएए सुरक्षा आकलन, संबंधित सरकारों तथा विमानन प्राधिकरण से संबंध रखता है तथा इसका स्‍टार एलायंस में एयर इंडिया के जुड़ने से प्रत्‍यक्ष प्रभाव नहीं पड़ेगा।
पिछले वर्ष दिसंबर, 2013 में स्‍टार एलायंस द्वारा की गई घोषणा के बाद इसके मुख्‍य कार्यकारी बोर्ड (सीईबी) ने सर्वसम्मति से पुन: एकीकरण को स्‍वीकार किया है। एकीकरण के तहत स्‍टार एलायंस की विभिन्‍न अपेक्षाओं+ प्रक्रियाओं + मानकों को अपनाना पड़ता है।
एयर मंत्री ने बताया कि करगिल के लिए अभी तक नियमित उड़ान शुरू नहीं हुई है ,जम्मू-कश्मीर में करगिल को हवाई सेवा से जोड़ने की संभावनाओं का पता लगाया जा रहा है। हालांकि यह हवाई सेवा प्रदाता एयरलाइनों पर निर्भर करता है कि वे विशेष स्थानों पर सेवा उपलब्ध कराते हैं या नहीं। यह मार्ग पर ट्रैफिक की मांग और वाणिज्यिक तौर पर मुनाफे पर भी निर्भर करता है।
करगिल तक पहली उड़ान 7 जनवरी, 2014 को उद्घाटन के मौके परभरने वाले ,एयर मंत्री ने बताया था कि क्षेत्रीय एयरलाइन परियोजना में सुधार दोबारा मूल्यांकन किया जा रहा है। ऑपरेटर ने आंतरिक मूल्यांकन, उड़ान संबंधी नीतियां बनाने और विलय एवं अधिग्रहण जैसे काम के लिए और समय मांगा था। आज की तारीख तक करगिल से या करगिल तक कोई घरेलू उड़ान की सुविधा नहीं है।
देशभर में हवाई परिवहन सेवाओं के बेहतर नियमन के लिए सरकार ने रूट डिसपर्सल गाइडलाइन्स (आरडीजी) का प्रस्ताव रखा है। आरडीजी के अनुसार, कैटेगरी-1 (मेट्रो) मार्ग पर अधिसूचित सभी एयरलाइन्स के लिए कैटेगरी-1 और कैटेगरी-2 मार्ग पर तैनात एयरलाइंस की पूरी क्षमता का 10 फीसदी होना जरूरी है। कैटेगरी-2 के मार्ग से पूर्वोत्तर राज्यों, जम्मू-कश्मीर (करगिल सहित), अंडमान एवं निकोबार और लक्षद्वीप के हवाई अड्डे जुडे हैं
