[New Delhi]Govt has no Proposal to Provide OPD For Orthopaedics and Paediatrics For Its Employees This Inability Is Shown In LokSabha Today
There is no proposal to set up separate Central Government Health Scheme (CGHS) Out-Patient Department (OPD) centres for orthopaedics and paediatrics in all the Central Government Hospitals.
However, Paediatrics Specialists are posted in Safdarjung Hospital and Dr. Ram Manohar Lohia Hospital of Delhi. Two General Duty Medical Officers with PG qualifications in orthopaedics are posted in CGHS wing of Safdarjung Hospital.
There are no sanctioned posts of Orthopaedics Specialists for CGHS wing. There is no separate CGHS wing at Lady Harding Medical College and Smt. Sucheta kriplani Hospitals.
CGHS beneficiaries can avail consultation from specialists of any Government Hospital.
The Health Minister, Shri J P Nadda stated this in a written reply in the Lok Sabha here today.

स्वास्थ्य और परिवार कल्याण मंत्रालय के अंतर्गत राष्ट्रीय एड्स नियंत्रण संगठन (नाको) ने आज नई दिल्ली में नेशनल ब्लड ट्रांसफ्यूजन काउंसिल (एनबीटीसी) के तत्वावधान में विश्व रक्त दान दिवस मनाया। इस वर्ष के अभियान का विषय ‘‘मेरा जीवन बचाने के लिए धन्यवाद’’ रखा गया है।
नाको के संयुक्त सचिव के बी अग्रवाल ने स्वेच्छा से रक्तदान करने वाले लोगों के लिए रक्तदान अभियान का शुभारंभ किया। उन्होंने नेशनल हेल्थ पोर्टल पर ब्लड बैंकों के डाटाबेस का भी शुभारंभ किया। नेशनल ब्लड ट्रांसफ्यूज़न काउंसिल ने सभी 2760 लाइसेंस प्राप्त बल्ड बैंकों की सूची नेशनल हेल्थ पोर्टल पर उपलब्ध कराई है।
स्वैच्छिक रक्तदान को प्रोत्साहित करने के लिए इस अवसर पर एक राष्ट्रीय लघु फिल्म प्रतियोगिता की घोषणा भी की गई।

केंद्रीय स्वास्थ्य और परिवार कल्याण मंत्री जगत प्रकाश नड्डा जिनेवा में विश्व स्वास्थ्य सभा (डब्ल्यूएचए) की 68वीं बैठक की अध्यक्षता करेंगे।
भारत 19 वर्ष बाद विश्व स्वास्थ्य संगठन की सर्वोच्च निर्णायक संस्था डब्ल्यूएचए का अध्यक्ष चुना गया है। डब्ल्यूएचए की बैठक 18 से 27 मई 2015 को जिनेवा में होगी। श्री नड्डा के नेतृत्व में एक उच्चस्तरीय भारतीय शिष्टमंडल बैठक में भाग लेने रवाना हो गया है।
विश्व स्तरीय इस सभा में माइक्रोबायलरोधी रेजिस्टेन्स+वायु प्रदूषण+स्वास्थ्य+विश्व स्वास्थ्य आपात तैयारी+निगरानी+वैश्विक रणनीति+सार्वजनिक स्वास्थ पर कार्य योजना+नवाचार तथा बौद्धिक संपदा +अछूती लाक्षणिक बीमारियों में अनुसंधान एवं विकास विषय पर विचार-विमर्श किया जाएगा।

Minister for Health and Family Welfare,J P Nadda stated in the Rajya Sabha today that .The CGHS dispensaries have all the medicines required in emergency. As per the CGHS guidelines, a provision is there to keep medicines available to counter any medical emergency that might arise within the Wellness Centre.
Minister said that the Tray available with the nursing staff which contains most of the medicines required under emergency situation. Minister Assured That The availability of the medicines with their valid date of expiry in this Emergency Tray is checked on a regular basis and also during surprise checks.
Minister Informed The House that A complaint was received on 07.09.2013 from Sh. R. C. Khuntia, the then Member of Parliament in respect of pensioner beneficiary, Sh. B. K. Joshi regarding non-supply of life saving drugs on time by CGHS Bhubaneswar.The delay in supply was due to non availability of cancer medicine with the authorized stockiest.
In case the medicines are not available at the Wellness Centre, they are procured through local purchase. If any medicine is prescribed by the treating doctor that is required to be used immediately and if that medicine is not available in the Wellness Centre, authority slip is issued to the patient to collect the medicine from the authorized local chemist free of cost.

Cleaning CGHS Is Outsourced :Recruitment of Safaiwala is Banned
[NewDelhi]The Cleaning Work In CGHS Is Outsourced ,As Recruitment of Safaiwala is Banned Since April 2010.
The outsourcing has been done pursuant to DoPT guidelines that no further recruitment to Group D posts would be done w.e.f. April 2010.
Apart From The Above The CGHS dispensary proposed at Najafgarh is yet to be handed over to CGHS by the Delhi Police authority who has constructed the building in the premises of the Police Training School, Jhadoda Kalan.
The Health Minister, Shri J P Nadda stated in a written reply in the Lok Sabha that This is a temporary accommodation for the CGHS wellness centre till a permanent premise is built in Najafgarh area.

Central Government Asks State Government of Kerala to Take Necessary Steps to Contain Avian Influenza
The mortality till date is 15,500 birds. A Control room has been started by the state on 23.11.2014. The control rooms have also been started in the districts.
The Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture on receipt of reports about the mortality of the birds (ducks) and the samples having been found positive for Avian Influenza in RT-PCR and Real time RT-PCR for Highly Pathogenic Avian Influenza H5 AIV, have asked Government of Kerala for immediate precautionary steps/actions for preparedness for control and containment of the disease and to furnish the information.
Ministry of Health and Family Welfare has also been requested to facilitate the control and containment operations.
The State has already started the control and containment operation as per Action Plan on Prevention, Control and Containment of Avian Influenza which was revised in 2012. The culling will be carried out in 1 km radius of the infected sites. There is no further report of any unusual sickness or mortality from any other part of the country.

Government Tries To Reduce the Inconvenience Caused To CGHS Beneficiaries By Shifting Own Policy
With a view to plug the loopholes in the system, the Government decided on 25.8.2014 that only CGHS formulary medicines and those approved by Drug Controller General of India (DCGI) in India would be provided to beneficiaries under CGHS. The maximum period of issued medicines was also curtailed to one month instead of three months. It was decided ibid that only listed investigations/treatments at prescribed CGHS rates would be allowed.
The following measures have since been taken to overcome the inconvenience caused to the beneficiaries due to this shift in policy:
[1]The Government decided to adopt formularies of Ex- Servicemen Contributory Health Scheme (ECHS) and Employees State Insurance Corporation (ESIC) also in addition to the existing CGHS formulary.
[2]A technical committee under Chairmanship of Special DG has been constituted to consider inclusion/exclusion of medicines/ investigation/treatment/procedures /implant etc.
[3]A Group of experts has been constituted on 25.9.2014 to review CGHS formulary to avoid denial of essential medicines to CGHS beneficiaries and revising the formulary.
[4] Instructions have also been issued to CMOs In-charge vide Office Memorandum No. 2-2/2014/CGHS/PPT/CGHS-P dated 1.10.2014 to use their discretion to supply essential medicines to CGHS beneficiaries even though they do not figure in the formularies of CGHS/ECHS/ESIC.
[5] The Government also extended further relaxation to the beneficiaries by switching back to the previous arrangement regarding time period of issued medicines i.e. 3 months for chronic disease and 6 months in case of visit abroad.

First Ebola Victim Quarantined In India Is Declared Negative
In a Press Note on Ebola Ministry of Health and Family Welfare has stated that The 26 year old male, Indian, who had undergone Ebola treatment in Liberia and presently quarantined at Airport Health Organization Quarantine Centre, New Delhi continues to be symptom free.
His urine and saliva samples tested at National Centre for Disease Control on 21/11/2014 have been found negative for Ebola Virus. However, he would continue to remain in this quarantine facility till all his samples are tested negative.
Union Secretary (Health & Family Welfare) Lov Verma held video conference with Principal Secretaries of twenty four (24) States / Union Territories (UTs).
The need to strengthen surveillance at ports and airports was emphasized. States were informed that Central Teams would again be visiting designated Ports and Airports to review the passenger screening.
The Principal Secretaries of States/UTs were also requested to conduct surprise checks of the Airports to identify gaps in screening, if any.
As States have now trained master trainers, States were asked to conduct training of District Rapid Response Teams. A special mention was made to sensitize private practitioners and members of mass media. Further the States were requested to conduct mock drills involving the airports and isolation facilities and in particular on donning and taking off personal protective equipments.
