[Mumbai] Modi Govt May Allow Cruise Tours Under LTC Scheme
Aiming to increase cruise tourism, the Central Govt is mulling to include vacations on luxury ships under the Leave Travel Concession (LTC) scheme where government employees get their travel costs reimbursed.
Joint Secretary of Ministry of Tourism, Suman Billa said in a session on tourism at the Maritime India Summit .”We are looking at including cruise tours under the LTC scheme. Employees can go on cruise ships at government expense,”
He said such a move will shore up the sagging numbers of tourists opting for cruise tours and will be a huge boost for the sector.
Billa said for the five years between FY10 and FY14, there has been a 14 per cent decline in the number of tourists opting for cruise tours in the country, a trend the government wants to reverse.
In FY10, there were 55,000 domestic and 1.35 lakh foreign tourists who boarded cruise ships, which dropped to 45,000 and 70,000, respectively, in FY14,
Billa said India is best placed to take advantage of cruise tourism as it stands close to a busy route for cruise ships between the Middle East and South East Asian countries.

The Minister of State for Culture (Independent Charge), Tourism (Independent Charge) said. that the helpline number 1363 for tourists is functioning in Hindi & English.He added that Soon the Tourism ministry will introduce 12 more languages for the Helpline,
The Secretary, Shri Vinod Zutshi informed that Ministry of Tourism will also launch a magazine in Hindi with the name of “Atulya Bharat”.
The meeting attended was by Secretary of Tourism Ministry, Shri Vinod Zutshi, & Members of Parliament Shri Ram Charitra Nishad, Shri Shankar Bhai N Vegad, Shri Tariq Anwar & other distinguished members of the committee along with senior officials of the Tourism Ministry.

The Tourism Minister of Mizoram John Rotluangliana met the Union Tourism Minister Dr Mahesh Sharma to seek central assistance for development of tourism in the state of Mizoram.
Central Minister informed that Mizoram is included in the mega project of the North East Circuit under the scheme of Swadesh Darshan.
Mizoram has submitted proposals for two tourism projects iei) integrated development of Eco Tourism, Adventure Sports and Wellness at Serlui B Lake surroundings and ii) integrated development of Eco Tourism at Thanzawal under the Swadesh Darshan scheme of Ministry of Tourism..
Shri John Rotluangliana requested Dr Mahesh Sharma to release some outstanding funds for the projects started under the scheme of PIDDC. Dr. Mahesh Sharma assured that the demands of the state government will be examined and all possible assistance will be extended to help the state of Mizoram for development of tourism.

बिहार के लिए 18 अगस्त 2015 को प्रधानमंत्री नरेंद्र मोदी ने 1.25 लाख करोड़ रुपये के पैकेज घोषणा की है|
पर्यटन मंत्रालय इसमें से बिहार में विभिन्न पर्यटन विकास गतिविधियों के लिए 600 करोड़ रुपये लगायेगा।
बिहार में पर्यटन की अपार संभावनाओं को ध्यान में रखते हुए पर्यटन मंत्रालय ने
वैशाली और बोधगया सहित बौद्ध सर्किट में पड़ने वाले विक्रमशिला (200 करोड़ रुपये);
सुल्तानगंज से देवघर परियोजना के लिए (50 करोड़ रुपये);
पटना साहिब (50 करोड़ रुपये);
महात्मा गांधी सर्किट (50 करोड़ रुपये);
रामायण सर्किट (100 करोड़ रुपये);
चम्पापुरी व पावापुरी सहित जैन सर्किट (50 करोड़ रुपये);
मंदार हिल्स सर्किट और अंग क्षेत्र (50 करोड़ रुपये)
अन्य स्थानों के साथ ही सात पर्यटन सर्किट विकास पर विचार करने का फैसला किया है।
इनका विकास स्वदेश दर्शन और प्रसाद योजनाओं के तहत पर्यटन मंत्रालय द्वारा चिन्हित सर्किट/शहरों के उचित माध्यम से किया जाएगा।
उपरोक्त के अलावा, मंत्रालय द्वारा बिहार में भारतीय पर्यटन और यात्रा प्रबंधन संस्थान (आईआईटीटीएम) क्षमता का आकलन करने के लिए किए गए अध्ययन के निष्कर्षों के आधार पर पर्यटन मंत्रालय ने 50 करोड़ रुपये का बजटीय प्रावधान के साथ बिहार में आईआईटीटीएम केंद्र की सैद्धांतिक मंजूरी की घोषणा की है।

[New Delhi]Hand Over Air India’s Ailing Hotel Corp India[HCI] to Tourism Ministry For Better Management
A parliamentary panel has asked the Civil Aviation Ministry to “shed its inertia” in reviving Air India’s ailing subsidiary HCI and its flight catering unit Chefair or hand them over to the Tourism Ministry for better management.
In a report tabled in Parliament in the Monsoon session, the Committee on Petitions headed by BJP MP Bhagat Singh Koshyari also recommended working out of a “pragmatic” proposal to bring the wages and salaries of its employees, which have not been revised in the last nine years,
“In case the Ministry of Civil Aviation is not able to shed its inertia in the much-needed efforts towards the revival of Centaur Hotel+Hotel Corporation of India (HCI) and have conceded that running the hotels in the present times is not their expertise, the Committee feels that the entire fleet of hotels under their administrative control could be handed over to the Ministry of Culture and Tourism, in view of the fact that they have professional experience and expertise of successfully running the Ashoka Group of Hotels,” it said.
It recommended that the Civil Aviation Ministry should also explore the possibility of handing over the hotels to the Tourism Ministry or “running them in some form of collaboration with them for transforming them to profit-making ventures, especially keeping in view the overall welfare of the employees.”
The HCI’s losses stood at Rs 40.47 crore in 2013-14 as against Rs 35.62 crore in 2012-13.
The Committee was dealing with a detailed petition submitted by Javed Pandit, President of Centaur Hotel Employees Union, and Harish, Chairman of HCI Karamchari Union.

The Appointments Committee of the Cabinet has approved the following assignments of additional charge:
(i) Shri Lalit K. Panwar, IAS(RJ:79), Secretary, Ministry of Tourism with effect from 01.05.2015 till the date on which Shri Narendra Kumar Sinha, IAS (BH:80) assumes the charge of Secretary, Ministry of Culture or for one month or until further orders, whichever is the earliest.
(ii) Shri Kapil Dev Tripathi, IAS (AM:80), Secretary, Department of Public Enterprises as Secretary, Ministry of Petroleum and Natural Gas, the competent authority has approved the assignment of additional charge of the post of Secretary, Department of Public Enterprises to Shri Kapil Dev Tripathi for a period of three months with immediate effect or until further orders, whichever is earlier.

[नई दिल्ली]बीते वर्ष की फरवरी के मुकाबिले इस वर्ष आगमन पर पर्यटक वीजा की संख्या में 1162 फीसदी का शानदार इजाफा दर्ज किया गया है
भारत सरकार ने 43 देशों के लिए 27 नवम्बर, 2014 को इलेक्ट्रॉनिक यात्रा अनुमोदन (ईटीए) के जरिये सक्रिय टीवीओए (आगमन पर पर्यटक वीजा) का शुभारंभ किया था और जनवरी, 2015 में गुयाना के नागरिकों को भी इस योजना के दायरे में ला दिया था।
फरवरी, 2015 के दौरान ईटीए के जरिये सक्रिय टीवीओए पर आने वाले पर्यटकों से जुड़ी निम्नलिखित बातें खास हैं:
(i) फरवरी, 2015 के दौरान ईटीए सक्रिय टीवीओए के जरिये कुल मिलाकर 24,985 पर्यटक आए, जबकि फरवरी 2014 में टीवीओए की संख्या 1980 थी। इस तरह फरवरी 2015 के दौरान टीवीओए में 1161.9 फीसदी का शानदार इजाफा हुआ है।
(ii) जनवरी-फरवरी 2015 के दौरान कुल मिलाकर 50,008 टीवीओए जारी किये गए, जबकि जनवरी-फरवरी 2014 में यह संख्या 3,883 थी। इस तरह जनवरी-फरवरी 2015 के दौरान टीवीओए में 1187.9 फीसदी की जोरदार वृद्धि हुई।
(iii) 44 देशों के लिए ईटीए सक्रिय टीवीओए की शुरुआत हुई इससे पहले जो टीवीओए योजना थी उसके तहत 12 देशों को कवर किया गया था।
(iv) फरवरी, 2015 के दौरान भारत में ईटीए सक्रिय टीवीओए के लिए शीर्ष 10 स्रोत देशों का हिस्सा कुछ इस तरह से रहा:
अमेरिका (31.01%),
रूसी संघ (14.76%),
जर्मनी (11.90%),
ऑस्ट्रेलिया (8.47%),
कोरिया गणराज्य (7.68%),
यूक्रेन (6.05%),
जापान (2.09%),
न्यूजीलैंड (1.83%),
इस्राइल (1.82%)
और संयुक्त अरब अमीरात (1.82%)।
(v) फरवरी, 2015 के दौरान भारत में ईटीए सक्रिय टीवीओए के लिए विभिन्न बंदरगाहों और राजधानी दिल्ली का हिस्सा कुछ इस प्रकार रहा:
नई दिल्ली (43.84%),
मुम्बई (19.84%),
गोवा (14.20%),
बेंगलुरू (6.03%),
चेन्नई (5.88%),
हैदराबाद (2.83%),
कोच्चि (2.73%),
कोलकाता (2.57%)
और तिरुअन्नतपुरम (2.09%)।
पर्यटन को बढ़ावा देने के लिए पर्यटन और एयरलाइन्स उद्योगों में तालमेल जरूरी :डॉ महेश शर्मा
[नई दिल्ली]पर्यटन मंत्री डॉ महेश शर्मा ने पर्यटन और एयरलाइन्स उद्योग की चिंताओं का निश्चित समयसीमा के अंदर समाधान करने का आश्वासन दिया
पर्यटन और संस्कृति राज्यमंत्री (स्वतंत्र प्रभार) +नागर विमानन राज्यमंत्री डॉक्टर महेश शर्मा ने कहा कि देश में पर्यटन को बढ़ावा देने के लिए पर्यटन और एयरलाइन्स उद्योगों के बीच तालमेल महत्वपूर्ण है। उन्होंने एयरलाइन्स उद्योग को पर्यटन के विकास में बढि़या योगदान देने के गुर भी समझाए | वे भारतीय पर्यटन और आतिथ्य परिसंघ (एफएआईटीएच) के साथ पर्यटन और नागर विमानन मंत्रालय द्वारा आयोजित कार्यक्रम ‘पर्यटन और एयरलाइन्स के बीच बातचीत’ में बोल रहे थे।
मंत्री ने बताया कि सरकार ने वर्ष 2015 में पर्यटन को बढ़ावा देने के लिए कार्य किये जाने वाले 25 बिन्दुओं का एजेंडा तैयार किया है।
डॉक्टर शर्मा ने कहा कि 43 देशों के लिए आगमन पर यात्रा वीजा सुविधा (टीवीओए) लिए इलेक्ट्रोनिक यात्रा प्राधिकार (इटीए) के लागू होने से बढि़या परिणाम सामने आये हैं और सरकार को उम्मीद है कि निकट भविष्य में इस सुविधा को बाकी देशों के लिए भी लागू किया जाएगा। उन्होंने बताया कि 21 जनवरी, 2015 (इस सुविधा की शुरूआत से दो महीने से भी कम अवधि) तक 41,114 टीवीओए जारी किये गये है। अंतर्राष्ट्रीय और घरेलू पर्यटन में सकारात्मक वृद्धि पर प्रसन्नता व्यक्त करते हुए उन्होंने कहा कि 2014 के दौरान 64.62 लाख विदेशी पर्यटकों का आगमन (एफटीए) हुआ, जो 2013 में 69.68 लाख एफटीए की तुलना में 7.1 प्रतिशत अधिक है।
उन्होंने ने कहा कि देश में सही मायने में पर्यटन की संभावना और अधिक है। निकट भविष्य में एफटीए 10 मिलियन तक बढ़ाने का लक्ष्य रखा गया है। डॉक्टर शर्मा ने कहा कि एयरलाइन्स, पर्यटन क्षेत्र में ‘मेक इन इंडिया’ के लिए आपूर्ति श्रृखंला का महत्वपूर्ण हिस्सा है। उन्होंने कहा कि 90 प्रतिशत से अधिक अंतर्राष्ट्रीय पर्यटक हवाई जहाज से भारत आते हैं। मंत्री ने कहा कि विमानन क्षेत्र की वृद्धि अच्छे व्यवसायिक फैसलों, देश के हवाई अड्डों की गुणवत्ता और क्षमता तथा विमानन क्षेत्र से जुड़े अन्य उच्च बुनियादी ढ़ांचे पर निर्भर करती है।
एयरलाइन्स और पर्यटन उद्योगों के प्रतिनिधियों ने पर्यटन को बढ़ावा देने और सम्पर्क को बढ़़ाने से संबंधित विभिन्न मुद्दों पर अपने विचार रखे।
इस दौरान उठाये गये मुद्दों में हवाई अड्डों का बेहतर बुनियादी ढांचा, महिलाओं की सुरक्षा सहित अन्य सुरक्षा उपाय, आव्रजन काउंटरों को बढ़ाना, सफाई और ई-वीजा सुविधाएं आदि शामिल हैं। डॉक्टर शर्मा ने आश्वासन दिया कि बातचीत के दौरान उठाये गये मुद्दों पर निश्चित समयसीमा के भीतर कार्रवाई की जाएगी।

Ministry of Tourism Compilation Of Foreign Tourist Arrivals Shows a Growth of 6.8% in December 2014 over Previous Two Years And during the month of December 2014 Foreign Exchange Earnings From 15 Countries were Rs.12,875 crore
. FTAs during the Month of December 2014 was 8.77 lakh as compared to FTAs of
8.22 lakh during the month of December 2013 and
7.53 lakh in December 2012.
There has been a growth of 6.8% in December 2014 over December 2013.
FTAs during the period January- December 2014 were 74.62 lakh with a growth of 7.1%, as compared to the FTAs of 69.68 lakh with a growth of 5.9% during January- December 2013 over the corresponding period of 2012.
· The percentage share of Foreign Tourist Arrivals (FTAs) in India during December 2014 among the top 15 source countries was highest from USA (17.62%), followed by UK (11.44%), Bangladesh (10.22%), Canada (4.81%), Australia (4.75%), Russian Federation (3.91%), Malaysia (3.65%), Germany (2.58%), Sri Lanka (2.54%), China (2.25%), Japan (2.21%), France (2.19%), Singapore (2.11%), Pakistan (1.94%) and Thailand(1.62%).
Foreign Exchange Earnings [FEEs] during the month of December 2014 were Rs.12,875 crore as compared to Rs.11,994 crore in December 2013 and Rs.10,549 crore in December 2012.
The growth rate in FEEs in rupee terms in December 2014 over December 2013 was 7.3%.
· FEE from tourism in terms of US$ during January- December 2014 were US$ 19.657 billion with a growth of 6.6%, as compared to US$ 18.445 billion with a growth of 4.0% during January- December 2013 over the corresponding period of 2012.

डा. महेश शर्मा ने २५ दिसंबर को मनाये जाने वाले सुशासन दिवस पर पर्यटन को बढ़ावा देने के लिए नई पहल का आश्वासन दिया |
केन्द्रीय संस्कृति+पर्यटन + नागर विमानन राज्य मंत्री (स्वतंत्र प्रभार) डा. महेश शर्मा ने घोषणा की है कि देश में पर्यटन को बढावा देने के लिए इस वर्ष 25 दिसम्बर को ‘सुशासन दिवस पर नई पहलों की शुरूआत की जाएगी। डा. शर्मा आज छत्तीसगढ़ के अपने आधिकारिक दौरे के दौरान रायपुर हवाई अड्डे पर पत्रकारों से बात कर रहे थे।
मंत्री केंद्रीय ने कहा कि पर्यटन का इस्तेमाल आतंकवाद से निपटने और देश में रोजगार सृजन के लिए किया जाएगा। उन्होंने एक बार फिर स्मारकों के सौंदर्यीकरण, सुरक्षा और सफाई की आवश्यकता पर बल दिया।
डा. महेश शर्मा ने छत्तीसगढ के मुख्यमंत्री डा. रमन सिंह के साथ एक बैठक भी की जिसमें राज्य में पर्यटन और संस्कृति से संबंधित कई मुद्दों को उठाया गया। मुख्यमंत्री ने सिरपुर के महत्वपूर्ण ऐतिहासिक स्थल को बौद्ध सर्किट में शामिल किए जाने का आग्रह किया। केन्द्रीय मंत्री ने वादा किया है कि केन्द्र सरकार सिरपुर को महत्वाकांक्षी बौद्ध सर्किट परियोजना में शामिल किए जाने की उनकी मांग पर गंभीरता से विचार करेगी। उन्होंने यह आश्वासन भी दिया कि सिरपुर के विकास विशेषकर एक संग्रहालय के निर्माण के लिए धनराशि मंजूर की जाएगी।
छत्तीसगढ़ के मुख्यमंत्री ने यह भी आग्रह किया कि छत्तीसगढ़ के लिए एक और पर्यटन सर्किट को मंजूरी दी जानी चाहिए। बस्तर सर्किट को पहले ही मंजूरी दी जा चुकी है। उन्होंने यह प्रस्ताव दिया कि रायपुर में अंतर्राष्ट्रीय जनजातीय उत्सव का भी आयोजन किया जाना चाहिए।
बैठक में छत्तीसगढ़ के पर्यटन एवं संस्कृति मंत्री श्री अजय चन्द्राकर भी मौजूद थे।
नागर विमानन के क्षेत्र में मुख्यमंत्री ने रायपुर हवाई अड्डे को अंतर्राष्ट्रीय स्तर का हवाई अड्डा बनाने का मुद्दा उठाया। उन्होंने बिलासपुर हवाई अड्डे के साथ- साथ जगदलपुर हवाई अड्डे को ग्रीनफिल्ड हवाई अड्डे के रूप में विकसित करने का भी मुद्दे को उठाया, जिस पर डा. महेश शर्मा ने सभी संभव सहायता का आश्वासन दिया।
इससे पूर्व डा. शर्मा ने रायपुर हवाई अड्डे पर तीसरे एरो ब्रिज को राष्ट्र को समर्पित किया। शाम को वह गोवा की राज्यपाल श्रीमती मृदुला सिन्हा के साथ रायपुर साहित्य उत्सव के समापन समारोह में मुख्य अतिथि के रूप में शामिल हुए।
