(नई दिल्ली)भारत मे भारी सरकार ,पीड़ितों के लिए शासन का अभाव
दुर्भाग्य से अकर्मण्य अधिकारियों की अकर्मण्यता के फलस्वरूप सात दशकों की दौड़ विभाजनविभिषिका के पीड़ित को फिर वहीं ले आई जहां से शुरूआत हुई थी।अपने इस कथन के समर्थन में भारत सरकार के गृह मंत्रालय के दो पत्र प्रस्तुत कर रहा हूँ।
1947 की विभीषिका के दर्द को महसूस करके प्रधान मंत्री नरेंद्रमोदी ने लाल किले की प्राचीर से( दुर्भाग्यपूर्ण 14 अगस्त को )विभाजनविभिषिका स्मृति दिवस के रूप में घोषित किया तो विभीषिका पीड़ितो की सोई उम्मीद जग उठी।हजारों विस्थापित परिजनों कोलगने लगा कि अब उनके हक के कम्पेनसशन क्लेम मिल जाएंगे।
लेकिन शासन में बैठे अकर्मण्य अधिकारियों की अकर्मण्यता से सब धूमिल होती जा रही है।
एक उदहारण प्रस्तुत है
अप्रैल 2016 में PMOPG के पोर्टल पर दुखड़ा रोया गया (PMOPG/E/2016/0125052)जिसे कुशल पोस्ट आफिस की भांति तत्काल पँजांब सरकार को भेज दिया गया लेकिन शासन में इच्छाशक्ति के अभाव के चलते उसका उत्तर अभी तक प्राप्त नही हुआ है।
PMO और केंद्रीयगृहमंत्रालय से 17 और 21 जून को अलग अलग RTI के माध्यम से अपने हक के क्लेम और उसकी जानकारी मांगी गई
PMO द्वारा RTI को ग्रह मंत्रालय में भेज दिया गया वहां से जवाब ना आने पर फोन किये तो जवा मिले
कि अभी स्टेनो नही आई हैं

दो माह के पश्चात दिनांक शून्य के पत्रक 36/20/2021/R& SO जिसे श्री बलजीत सिंह (डिप्टी सेक्रेटरी व CPIO )द्वारा 16/8/2021 को हस्ताक्षरित पत्र प्राप्त हुआ।गौरतलब है कि हाई वे बनने के फलस्वरूप मेरठ और दिल्ली की दूरी महज एक घण्टे की बताई जा रही है लेकिन इस स्पीडपोस्ट पत्र को पहुंचने में 10 दिन लग गए ।
इस पत्र में भी पूर्व की भांति ही टरकाया,भटकाया,नकारा गया है। डिप्टी सेक्रेटरी रैंक के अधिकारी ने रिकॉर्ड ट्रेस कराने में असमर्थता जताई है।जो सरकार एक लाख करोड़ रु की एनिमी प्रॉपर्टी को ट्रेस सकती है।पूर्व मंत्री आजमखान के वक्फ का पोस्टमार्टम करा सकती है उसी सरकार के लिए विभाजनविभिषिका के पीड़ित के लिए इच्छाशक्तिका सर्वथा अभाव दुख दाई है
यहां गृहमंत्रालय के ही एक और पत्र का उल्लेख जरूरी है 
35/33/2020/R&SO दिनांक 16/11/2020 के माध्यम से पंजाब सरकार से रिपोर्ट मांगी गई जिसके उत्तर अभी भी प्रतीक्षा में है
ऐसे में श्री बलजीत सिंह तथ्यों को परख लेते तो सम्भवत समस्या का हल निकल आता

[New Delhi]Rajnath,For Transparency,Asks To Give Information To All Applicants
Central Home Minister Rajnath Singh said
Officials should reply to every RTI application irrespective of what kind of information has been sought by the applicant, He asserted that the importance of the transparency law has increased in present times.
Addressing the inaugural function of the 11th annual Central Information Commission convention, Singh said his ministry was recently asked what is the action plan of the government against “a zombie or alien attack” and he had ensured that response is given to it.
Singh also inaugurated the e-court system in the Central Information Commission which will make the transparency panel go paperless in matters of appeals and complaints being processed by it.
The new system has come into place as the Commission has digitised over 1.5 lakh files with it, allowing people to file appeals and complaints online without any requirement of hard copy.
.Singh said over 40,000 suggestions were received on GST.
Speaking on the occasion, Minister of State for Prime Minister’s Office Dr Jitendra Singh said although there is no pend ency, the filing of such grievances has gone up from about two lakh annually when the new government was formed to eight lakh now.
Quoting a couplet of Mirza Ghalib, Singh, while taking a veiled dig at UPA government, said people file grievances because they have hope of them being resolved.
He said a higher number of RTI applications are being processed but still the numbers are increasing.
“We cannot check corruption by laws,” Singh said.
Underlining the menace of frivolous RTI applications, Singh said one must test it on a couple of parameters to “avoid the avoidable” RTI applications like whether the motive is public or personal.
Chief Information Commissioner Radha Krishna Mathur also highlighted the system being choked by a single RTI user as among 35,000 pending cases before the Commissioner, about 4,000 have been filed by a single person.

Prime Minister Of India Narendra Modi today chaired a high-level meeting on the situation in Kashmir Valley.This has been rocked by violent protests in the wake of the killing of Hizbul commander Burhan Wani.
Back from a visit to four African countries, Modi convened a meeting of Union Ministers and senior officials.
The Prime Minister was given a detailed presentation of the situation prevailing in the Valley which has witnessed escalating protests following the killing of Wani on Friday.
Violent clashes between security forces and protestors have so far left 24 dead.
The meeting was attended by Home Minister Rajnath Singh, Finance Minister Arun Jaitley, External Affairs Minister Sushma Swaraj, Defence Minister Manohar Parrikar, Minister of State for PMO Jitendra Singh, National Security Advisor Ajit Doval and Foreign Secretary S Jaishankar among others.
Yesterday, Parrikar, Jaitley and Doval, who returned a day earlier from Africa where he was accompanying the Prime Minister, had met to discuss the situation.
The Ministers were briefed by Chiefs of central security agencies about the steps taken to bring back peace and normalcy in the Valley.
All forces have been asked to ensure security of Amarnath pilgrims and enhance vigil along the border to check fresh attempts of infiltration from across the border.
Sources said security forces were asked to ensure judicious use of force against protesting civilians.
Parrikar had told reporters that an overall assessment of security situation in Kashmir has to be done by the Home Ministry and Army was ready to provide any assistance like increasing force levels in any areas required.
Earlier, the Home Minister had reached out to opposition leaders including Congress chief Sonia Gandhi and former Chief Minister Omar Abdullah and Parliamentary leaders of all parties, and discussed the prevailing situation there.
During the telephonic conversation with Gandhi and National Conference leader Omar, the Home Minister had discussed with them efforts to bring back peace and normalcy in Kashmir Valley
