A few months ago, I received this letter from a Floridian named Sherman Chester. When Sherman was a young man, he wrote that he made some bad choices, got in over his head, and ended up with a life sentence without parole for a nonviolent drug charge. At Sherman’s sentencing, even the judge couldn’t believe he was bound by law to hand down a punishment that didn’t fit the crime.

We know that Sherman’s story is all too common in this country — a country that imprisons its citizens at a rate far higher than any other. Too many men and women end up in a criminal justice system that serves up excessive punishments, especially for nonviolent drug offenses.
But this is a country that believes in second chances. So we’ve got to make sure that our criminal justice system works for everyone. We’ve got to make sure that it keeps our streets safe while also making sure that an entire class of people like Sherman isn’t relegated to a life on the margins.
Last year, after he served more than 20 long years in prison, I commuted Sherman’s sentence and those of many others who were serving unjust and outdated prison sentences.
Obama Announced
I’m commuting the sentences of an additional 214 men and women who are just as deserving of a second chance. Altogether, I’ve commuted more sentences than the past nine presidents combined. And I am not done yet.
These acts of clemency are important steps for families like Sherman’s and steer our country in a better direction, but they alone won’t fix our criminal justice system.
We need Congress to pass meaningful federal sentencing reform that will allow us to more effectively use taxpayer dollars to protect the public

India today downplayed the US Senate rejecting a key amendment recognising the country as “global strategic and defence partner”, saying it would be “premature” to speculate about its final content.
The US had recognised India as a “major defence partner” in a joint statement issued during Prime Minister Narendra Modi’s visit there last week.
External Affairs Ministry Spokesperson Vikas Swarup Optimistically said.”We have seen media reports about non-inclusion of an India-related amendment in the consideration of the National Defence Authorization Act (NDAA) by the US Senate.
“The preparation of NDAA in the US Congress involves approval of different versions in the House of Representatives and the Senate, and their reconciliation to evolve a single consensual text, which is again put to vote in both chambers.
He Added “The 2017 NDAA is in the process of its formulation and it would be premature to speculate about its final content,”
He also noted that preparation of NDAA is a process distinct from the decision of the US Government to recognize India as a Major Defense Partner.
“This was an executive decision and already announced in the India-US Joint Statement of June 7. A number of Senators and Congressmen have moved proposals that only seek to reinforce this decision of the US Government.
“It reflects the bipartisan support in the US Congress for stronger defence cooperation between India and the US,” he added.
The US Senate failed to recognise India as a “global strategic and defence partner” of the US after a key amendment necessary to modify its export control regulations could not be passed.
Top Republican senator John McCain had moved an amendment to the National Defence Authorisation Act (NDAA-17) which if passed would have recognised India as a global strategic and defence partner.
The US had recognised India as a “major defence partner” in a joint statement issued after Modi held talks with President Barack Obama which supported defence-related trade and technology transfer to the country which would now be treated on par with America’s closest allies.
NDAA was passed by the Senate with an overwhelming bipartisan vote of 85-13. But some of the key amendments including the (SA 4618) even though they had bipartisan support

The President commended the work of Belgian security services and noted that this significant arrest was the result of hard work and close cooperation between Belgian and French law enforcement authorities.
The President reiterated that the United States stands together with Belgium and France in our shared struggle against the scourge of terrorism and once again pledged the full cooperation and support of the United States in these efforts, reaffirming our shared commitment to degrading and destroying ISIL.
Minutes after the Paris attack, US officials were in close touch with national security and law enforcement officials in France and Belgium as they take steps to try to protect their country,
Abdeslam, 26, one of the most wanted men in Europe, was captured in Brussels yesterday during a raid by armed police, according to French police.
Abdeslam is believed to have played a key role in the November 13 attacks claimed by the Islamic State (ISIS) group that left 130 people dead.

President Obama hosted Italian Prime Minister Matteo Renzi at the White House for a bilateral meeting and a working lunch
At the press conference between these two events, President Obama praised Prime Minister Renzi’s energy and vision as well as his “willingness to challenge the status quo and to look to the future,” noting that these qualities have made the Prime Minister a leading voice in Europe.
Hosting President Obama said “Italy, of course, is one of our closest and strongest allies. And any time Italians and Americans get together, it’s also a chance to celebrate the deep bonds of history and friendship and family.”
President Obama and the Prime Minister spent a substantive amount of time in their bilateral meeting discussing countries’ shared security. Specifically, the two heads of state focused on the need to continue supporting Ukraine, Italy’s important role in the international coalition against ISIL, stabilizing the situation in Libya, and the framework that the U.S. reached with Iran
The President also noted that creating jobs and opportunity is one of Prime Minister Renzi’s top priorities, adding that the Prime Minister is also a strong supporter of the Transatlantic Trade and Investment Partnership

U.S. Secretary of State John Kerry and Secretary of Commerce Penny Pritzker called on Indian Prime Minister Narendra Modi today. In an hour-long meeting, the two visiting Secretaries briefed Prime Minister on the India-U.S. Strategic Dialogue;
conveyed that President Obama attached great priority to relations with India, both for bilateral cooperation and global partnership, and looks forward to a productive and fruitful Summit in September in Washington to set an ambitious new agenda to chart a new course in the relationship.
Indian Prime Minister said that there was broad convergence of views and interests between the two countries. He outlined his vision for India and for the partnership between the world’s two largest democracies in addressing global challenges, promoting peace and stability in the world and supporting India’s own economic transformation. Prime Minister highlighted the opportunities for partnership in trade, investment, clean energy, innovation, education, skill development, agro-processing, youth empowerment, among others.
Prime Minister emphasized the need for developed countries to understand the challenges of poverty in developing countries and their governments’ responsibilities in addressing them, when discussions take place in international forums.
Prime Minister discussed the regional situation, including India’s engagement in Asia Pacific region; commitment to bring South Asia together in a united effort to promote regional economic development; India’s commitment to continue its support to Afghanistan; and, the need to confront terrorism on the principles of “zero tolerance” for terrorism and eschewing a selective approach to terrorism.

Obama said Sergeant Bergdahl has missed birthdays and holidays and the simple moments with family and friends, which all of us take for granted. But while Bowe was gone he was never forgotten. His parents thought about him and prayed for him every single day, as did his sister, Sky, who prayed for his safe return.
He wasn’t forgotten by his community in Idaho, or the military, which rallied to support the Bergdahls through thick and thin. And he wasn’t forgotten by his country, because the United States of America does not ever leave our men and women in uniform behind. Earlier this evening, in the White House Rose Garden, President Obama spoke about the recovery of Sgt. Bowe Bergdahl — an American soldier who spent nearly five years in captivity during the war in Afghanistan.
President Obama commended the service members who recovered Sgt. Bergdahl, saying that they “performed with extraordinary courage and professionalism, and they’ve made their nation proud
The President also expressed his gratitude for the “tireless” work of American diplomats, and for the cooperation of the governments of Qatar and Afghanistan in helping to secure Sgt. Bergdahl’s release:
While reiterating his commitment to bring an end to the war in Afghanistan and close Gitmo, President Obama made clear that we’ve also “made an ironclad commitment to bring our prisoners of war home.” He added that many troops still remain missing from past wars, which is “why we’re never going to forget, we’re never going to give up our search, for service members who remain unaccounted for.”

It doesn’t count the millions more who have gotten covered through the expansion of Medicaid and the Children’s Health Insurance Program. It doesn’t include the more than 100 million folks who now have better care — who are receiving additional benefits, like mammograms and contraceptive care, at no extra cost.Now, millions of our fellow Americans have the comfort and peace of mind that comes with knowing they’re no longer leaving their health and well-being to chance. For many of them, quality health insurance wasn’t an option until this year — maybe because they couldn’t afford it, or because a pre-existing condition kept them locked out of a discriminatory system.Today, that’s changed. And while our long-broken health care system may not be completely fixed, it’s without question a lot better. That’s something to be proud of — and there’s no good reason to go back”.

भारत और अमरीका ऊर्जा क्षेत्र में और अधिक सहयोग बढ़ाने के लिए सहमत हो गए हैं। नई दिल्‍ली में बीते दिन भारत-अमेरिका ऊर्जा संवाद में दोनों देश वैज्ञानिक सहयोग, प्रौद्योगिकी नवीनीकरण के लिए अनुसंधान और विकास तथा पर्यावरण अनुकूल प्रौद्योगिकी तथा उत्‍पादों को बढ़ावा देने के लिए सहमत हो गए। योजना आयोग के उपाध्‍यक्ष डॉ. मोनटेक सिंह अहलूवालिया तथा अमरीकी ऊर्जा विभाग के सचिव डॉ. अर्नेस्‍ट मोनीज़ ने संवाद में भाग लेने के बाद नई दिल्‍ली में एक प्रेस के साथ बातचीत की। उन्‍होंने यह आशा जताई कि संवाद से दोनों देशों के बीच व्‍यवसाय-दर-व्‍यवसाय सहयोग बढ़ेगा। व्‍यापार तथा उचित विनियामक रूपरेखा से दोनों देशों की अर्थव्‍यवस्‍था तथा वहां के लोगों का सतत विकास होगा।
ऊर्जा संवाद (कोयला, तेल और गैस, नई प्रौद्योगिकी और नवीकरणीय ऊर्जा, बिजली और ऊर्जा कार्यकुशलता एवं सतत विकास) से सम्‍बद्ध 6 में से 5 कार्यदलों ने पिछले पाँच दिनों के दौरान बैठकें की जिसमें विशेषज्ञ/अधिकारी शामिल हुए। अमेरिका-भारत संयुक्‍त स्‍वच्‍छ ऊर्जा अनुसंधान और विकास केन्‍द्र ने सौर ऊर्जा, उन्‍नत जैव ईंधन की प्रगति और पीएसीई-आर के तहत ऊर्जा कार्य कुशलता बनाये रखने से संबंधित मुद्दों को उठाया।
सौर ऊर्जा, ऊर्जा कार्य कुशलता बनाये रखने तथा दूसरी पीढी जैव-ईंधन से संबंधित अनुसंधान और विकास परियोजनाओं पर उन्‍नत स्‍वच्‍छ ऊर्जा की साझेदारी पीएसीइ-अनुसंधान और विकास (पीएसीइ-आर) इस बारे में कार्य कर रहे हैं।
इससे पूर्व 2009 में भारत-अमेरिका ऊर्जा सुरक्षा और स्‍वच्‍छ ऊर्जा पर सहयोग बढ़ाने के लिए सहमत हुए थे।
भारत और अमेरिका ने स्‍वच्‍छ ऊर्जा पहुंच (पीइएसीइ) तथा एयरकंडिशनिंग क्षेत्र के लिए मांग की साझेदारी के लिए दो अलग-अलग समझौता ज्ञापनों पर हस्‍ताक्षर भी किए। ऊर्जा पहुंच को बढ़ाने तथा कई प्राथमिकता प्राप्‍त गतिविधियों को संचालित करने के लिए सितंबर 2013 में स्‍वच्‍छ ऊर्जा (पीइएसीइ) के माध्‍यम से ऊर्जा पहुंच को बढ़ाने पर समझौता ज्ञापन की शुरूआत की गई। डॉ. अहलुवालिया ने कहा कि अमरीकी ऊर्जा सचिव डॉ. अर्नेस्‍ट मोनीज़, सिविल न्‍यूक्‍लियर कार्यदल की बैठक का अवलोकन करने के लिए कल मुम्‍बई में होंगे। इससे इस क्षेत्र में सहयोग बढ़ाने के कार्य में सहायता मिलेगी।
