Punjab Vidhan Sabha Speaker Rana KP Singh on Thursday ordered a probe into the reported live streaming of proceedings of the House on social media by some opposition members,
Chief Minister Capt Amarinder Singh expressed grave concern over the violation of the Assembly rules, Technical Education Minister Charanjit Singh Channi sought an inquiry into the matter, to which the Speaker agreed.
While directing all members to strictly adhere to the Assembly Conduct Rules, Speaker cited Rule 90 which states that all members should switch off their mobiles or other communication devices which they were carrying on their person before entering the House.
The issue was earlier highlighted by the media after reports of LIP MLA Simarjeet Singh Bains live-streaming the House proceedings on Wednesday.

Members of Shiromani Akali Dal (SAD)-BJP today forced an adjournment of Punjab Assembly for 30 minutes over the issue of farm loan waiver.
As the Zero hour commenced, SAD and BJP members wearing black robes as a mark of protest raised the issue of loan waiver.
Led by former chief minister Parkash Singh Badal and former deputy chief minister Sukhbir Singh Badal, the SAD-BJP members trooped into the Well of the House and shouted slogans against the state government.
As the protests continued, Speaker Rana K P Singh adjourned the House for 30 minutes.
Sukhbir Singh Badal said the protest was against the Congress government’s “failure in implementing the Rs 90,000 crore farm loan waiver promise”.
Yesterday, the SAD-BJP had tried to gherao the Assembly demanding implementation of the Rs 90,000 crore loan waiver for all farmers, including loans from nationalised and cooperative banks as well as private money lenders.
As the House re-assembled after 30-minute adjournment, Leader of Opposition Sukhpal Singh Khaira sought a debate on suicides by farmers in the state.

The blast had occurred near a poll campaign venue of Congress leader Harminder Singh Jassi whose daughter is married to the son of jailed Dera Sacha Sauda chief Gurmeet Ram Rahim Singh.
As per officials ,The police and counter-intelligence officials had yesterday produced four people, all car mechanics and painters, before a court in Talwandi Sabo near Bathinda,
.The blast had occurred minutes after Jassi had ended his election meeting near Vishavkarma Bhawan in Maur on the January 31 night, barely days ahead of the Punjab Assembly elections.

Haryana Chief Minister Manohar Lal Khattar And Congress Punjab Chief Capt Amarinder Singh Opposed the resolution passed by the Punjab Assembly to levy “cost and royalty” on water being supplied to the state as “unconstitutional”.
Capt Amarinder Singh Called SAD Action “irrational and illogical”,
Asserting that Punjab is facing acute water crisis, he said the question of give water to its non-riparian neighbours does not arise.
.The state Congress chief said all pre-independence precedents, as cited in the resolution, had been overruled by the Act of 1955, which categorically laid down that all water sharing will be free of cost.
He accused Chief Minister Parkash Singh Badal of trying to mislead and cheat the people of Punjab of its rightful due.
The state Congress chief claimed the centre itself had declared 3/4th of Punjab as “dark zone” on account of the acute water scarcity in the region.
Referring to another resolution passed in the special session, he said, “What do they mean by saying that the state government should not give the SYL land to the centre or any central agency, when there is no SYL land left now, in the wake of the Denotification Bill.

Chief Minister Parkash Singh Badal today moved a resolution in Punjab Assembly against the construction of Sutlej Yamuna Link (SYL) canal
Opposition Congress members kepT away from the House.
Badal moved a resolution saying in the interest of the people of Punjab, the House unanimously directs the state government, Cabinet and all government officials not to hand over the state’s land for the construction of SYL canal and neither allow anybody to work on it, nor to cooperate for the purpose.
The resolution was moved amidst empty opposition benches
All 42 Congress MLAs had resigned from the state Assembly after the apex court’s decision on Thursday.
A special session of the state Assembly was convened after the Supreme Court held as “unconstitutional” the 2004 law passed by the Punjab government to terminate the SYL canal water sharing agreement with neighbouring states.
Yesterday, upping the ante against the construction of Sutlej Yamuna Link (SYL) canal, Punjab Cabinet announced that it will denotify the land acquired for the project and return it to the “original owners” at no cost

A shoe was hurled at Punjab cabinet minister Bikram Singh Majithia today while protesting Congress MLAs, who wanted a no-confidence motion to be taken up, threw papers at the Assembly Speaker as the House saw uproarious scenes on the concluding day of monsoon session.
The shoe flung from the opposition benches fell just short of where Majithia was seated.
Protesting Congress MLAs also threw documents including pages from some CAG reports at the Speaker, who had to be protected by House staff.
A number of Punjab Congress MLAs had refused to vacate the Assembly, spending two nights in the House to press for a debate on the no-confidence motion moved by the party against the state government.
As the House reassembled today to meet after a holiday on account of Eid yesterday, the opposition Congress members immediately raised their demand before the Zero Hour could be resumed.
Heated exchanges were witnessed between ruling Akali-BJP benches and the Congress members.
Both Chief Minister Parkash Singh Badal and his Deputy, Sukhbir Singh Badal were present inside the House when the chaos unfolded.
Congress members raised slogans against the government inside the Assembly and created a ruckus demanding that time be allotted for discussion.
Some of them rushed to the well of the House, and as pandemonium continued, Speaker Charanjit Singh Atwal adjourned the Question Hour for fifteen minutes.
When the House reassembled, the Congress members continued their protest in the well.
Senior Congress leader Sunil Jakhar was seen telling something to the Speaker, who told the opposition member that he was “insulting the Chair” and asked him to take his seat.
However, as Jakhar remained adamant, Atwal said, “I think you don’t want that the House should be run smoothly.
You are wasting the time of the House.”
The Speaker then suspended the Question Hour, the Zero Hour as well as two Calling Attention Notices and asked the concerned ministers to take up bills.
However, Congress members including the Youth Congress president Amarinder Singh Raja Warring and other MLAs continued to protest near the Well of the House and flung papers including some CAG reports towards Atwal.
The Watch and Ward staff covered the Speaker, but Warring and some other MLAs kept throwing papers and other documents even as bills continued to be passed in the House.

Congress MLAs today refused to vacate the Assembly even after spending the night in the House and stuck to their demand of a debate on the no-confidence motion moved by the party against the state government.
The protesting MLAs refused to accept the appeal of Chief Minister Parkash Singh Badal, who reached the spot in the afternoon, to call off their protest.
As many as 26 Congress MLAs have been protesting against the decision of the Speaker not allowing a debate on the no-confidence motion which was defeated by a voice vote yesterday.
Earlier in the day, a heated exchange took place between the security personnel and the MLAs, including Amarinder Raja Warring and Sukhjinder Randhawa, after the police stopped their colleagues from entering the Assembly complex.
Despite the security personnel restricting the entry, Warring and Randhawa managed to bring two MLAs, Sadhu Singh Dharamsot and Balbir Singh Sidhu, into the Assembly complex.
Senior leaders Ambika Soni, Rajinder Kaur Bhattal, Lal Singh and Raj Kumar Verka were among those not allowed entry into the House and they were sitting outside the Assembly.
Bhattal alleged that not allowing the Congress MLAs to enter the House amounted to “murder of democracy” and asserted that they will take the fight to the streets.
Several MLAs, staged a protest outside the Assembly complex and some Congress members even burnt an effigy of the SAD-BJP government.
Security personnel put up barricades on the road leading to the Assembly to stop the entry of the MLAs and the media.
Restrictions were imposed on the entry to the Assembly.
In a letter, written by Punjab Assembly Secretariat to the DIG (Security), it was mentioned, “Today being a holiday and due to maintenance and security related matters of the Punjab Assembly and its premises, no person except the Assembly staff and security is allowed to enter the premises without the permission of Speaker.”
Speaking to the media, Lal Singh said they were being treated like “terrorists”, wondering how could MLAs be stopped from entering the Assembly.
Meanwhile, the 26 MLAs continued with their protest inside the Assembly by wearing aprons with the following words written on them — ‘Punjab da cancer — Badal Parivar’ (Punjab’s cancer — the Badal family).
Subsequently, the Chief Minister reached the Assembly and appealed to the protesting MLAs to vacate the House.

Punjab Chief Minister Parkash Singh Badal today met Sikh preacher Ranjit Singh Dhadrianwale, and assured him of quick dispensation of justice.He was attacked recently’Unidentified assailants had opened fire at the cavalcade of Dhadrianwale on May 17 in which he had a narrow escape, but his aide Bhupinder Singh Khalsa was shot dead.
Badal met with Dhadrianwale for almost 25 minutes at Gurudwara Parmeshar Dwar, and told him that an inquiry has already been instituted by state government to get to the bottom of the case.
Badal informed the preacher that police have nabbed eight persons allegedly involved in this incident so far.
All other culprits responsible would also soon be brought to book,
The Chief Minister said the dastardly act must be condemned by one and all in the strictest possible words, but refused to comment on the investigation.
On the Congress’ demand for a special session on law and order in Punjab Assembly, Badal said it wouldn’t serve any meaningful purpose.
Underscoring a commitment to maintain law and order in the state, he said peace and communal harmony were on top of his government’s agenda.
He appealed to all opposition parties to maintain restraint over the “sensitive issue”, as any “irresponsible or unwarranted utterances” meant for politicking could jeopardise the congenial atmosphere in the state

Cutting across party lines, all Punjab MLAs accompanied Chief Minister Parkash Singh Badal today met Governor Prof Kaptan Singh Solanki and requested him to grant ascent to the new Bill on Sutlej Yamuna Link (SYL) canal passed by the Assembly for de-notification of land acquired for the canal.
As per sources ,The Governor listened to Badal and other leaders but did not make any commitment on ascent to the Bill,
Apart from Deputy CM Sukhbir Badal, almost all the legislators of SAD, Congress, including Leader of Opposition in state assembly Charanjit Singh Channi, BJP and independents accompanied Badal to the Raj Bhawan.
The CM had led the delegation to the Governor seeking approval of the Bill, unanimously passed by the Punjab Assembly on Monday.
The festering row over sharing of the Ravi-Beas waters escalated yesterday with Punjab Assembly passing the bill against construction of contentious SYL canal, sparking an immediate adoption of a resolution by Haryana Assembly condemning the other state’s move as “unconstitutional”

[Ludhiana,Punjab]Cong Leader Former Punjab Assembly Speaker H D Johar Passes Away.
Congress leader and former Speaker of Punjab Assembly Harnam Dass Johar today passed away due to old-age related ailments.
83-year-old Johar was admitted to a local hospital three days ago for some infection. However, he was discharged last evening.
Later, Johar was cremated with state honours at Model Town area here this evening. A large number of people including Ludhiana MP Ravneet Singh Bittu, MLAs Surinder Dawar, Rakesh Pandey and Bharat Bhushan were present on the occasion.
Wreaths were laid on his mortal remains on behalf of Chief Minister Parkash Singh Badal, and by senior BJP leader and former minister Sat Pal Gosain on behalf of the BJP.
Vimal Sumbly, media advisor of PPCC President Amarinder Singh paid tributes to the departed Congress leader on behalf of his party’s state president.
Meanwhile, expressing grief over the demise of the former Punjab minister, Deputy Chief Minister Sukhbir Singh Badal in his condolence message said Johar always conducted proceedings of the Punjab Vidhan Sabha with impartiality and performed his duties as minister with absolute ability.
Badal said that during his tenure as minister for higher education, Johar strove to ensure that the benefits of higher education reached all sections of the society.
