Center Will Provide support for 5000 faculty positions in the higher education

MHRD has proposed to support to RUSA for making provision of 5000 Faculty Positions in Higher Education
The Ministry of Human Resource Development [ MHRD ]proposed to provide for 5000 faculty positions in the higher education under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) during the current Five Year Plan, ending 2017.
Support will be provided to fill positions in the category of Assistant Professors or equivalent cadre against vacancies. A fixed amount of Rs. 5.8 lakh per year for each faculty position will be given by the Centre and any excess over and above this amount due to higher scales, grade pay or DA increase has to be borne by the State Government. The 99,000 crore rupee programme was approved by the Union Cabinet last month to boost the Gross Enrolment Ratio (GER) to 30% by 2020 from the present about 19%.
All the State universities will be eligible to receive grants under this programme. The recruitment process will have to adhere to UGC norms and regulations.
The funding priorities are as follows:
[1] Commitments of States to take over the liability of faculty positions at the end of the scheme (after 5-8 years, depending on the year in which such positions are sanctioned).
[2] Priority will be given to those states where more recruitment has taken place in the universities and colleges during the last 3 years.
[3] Lowest number of unfilled faculty positions.
[4] Better student-teacher ratio.
[5] Priority will be given to new institutions.
[6] Second priority shall be given to those states which have a faculty-student ratio between 15:1 to 20:1.
[7] States with more than 20:1 ratio will have to first commit to sanction and fill positions to bring down the faculty-student ratio ration to 20:1.

Ten States Will Receive Funds For research Programmes Under Rashtriya Uchchatara Shiksha Abhiyan

To boost research and innovation, ten states will receive funds under the Research, Innovation and Quality Improvement Component of RUSA – Rashtriya Uchchatara Shiksha Abhiyan. All innovative schemes will be funded as per the decision of the PAB (Project Approval Board). The funds are meant to support different types of research programmes like base research, key technology (R&D), High end (R&D), etc during the current Five Year Plan.
Setting up of science parks and cutting edge technology and instrumentation facility will be supported by this fund. The funds will also take care of promoting inter-disciplinary and trans-disciplinary research centres as well as promoting research and entrepreneurial activities. Some other areas to be funded under the Research and Innovation Component are: initiative to attract quality researchers and students; institutions that offer merit-based scholarships, fully funded doctoral fellowships, post-doctoral fellowships; faculty and students exchange programmes with world-class institutions; and initiatives to scale up industry-academia partnership.
States that have either already implemented reforms or given the commitment to the earliest implementation of reforms that would facilitate research and innovation at institutional level will be covered under the component of Research, Innovation and Quality Improvement of RUSA. States will have to prepare a Research and Innovation Plan (RIP). PAB will be at liberty to approve the plan in its entity or restrict it to a few selected interventions. States can leverage this plan through PPP, industry participation etc. Weights will be assigned wherever extra resources are promised in the RIP.

RUSA proposes a ceiling to the affiliation of colleges, to any university ,at two hundred.

The Rashtriya Uchattar Shiksha Abhiyan [RUSA ] has Proposed a Ceiling of Maximum Number of Colleges to be Affiliated at Two Hundred
The RUSA proposed to put a ceiling of maximum number of colleges to be affiliated to any university at two hundred.
This proposal has been submitted following several State Universities having a large number of colleges affiliated to a single university. The average number of affiliated colleges per university is 300 whereas in many universities This Affiliation has crossed over more then 900 . few examples are given below:
[1]Osmania University has 901 colleges affiliated to it
[2]811 colleges are attached to Pune University.
[3]Rashtrusant Tukadoji Maharaj University Nagpur has 800 colleges with it
[4&5]Rajasthan as well as Mumbai University have 735 and 711 colleges attached to them.
This phenomenon negatively affects the academic quality of the University.
It is imperative that States create more universities so that affiliation does not result in large number of colleges being tied academically to one university.
The one lakh crore rupees scheme when implemented will lead to setting up and upgradation of new colleges and universities. The scheme may also facilitate increased number of students from secondary to higher education.
The Rashtriya Uchchatar Flagship Abhiyan is a new centrally sponsored flagship umbrella scheme aimed at providing strategic funding to State higher and technical institutions.
States will develop comprehensive state higher education plans that utilize an interconnected strategy to address issues of expansion, equity and excellence together.
Central funding will be linked to academic, administrative and financial reforms of state higher education.
