को लेकर है| कांग्रेस के सदस्य पी एम् से माफ़ी मगवाने पर अड़े है जबकि भाजपा और चेयर के अनुसार पी एम् ने डॉ मनमोहन सिंह पर ब्यान गुजरात चुनावों के दौरान राज्यसभा के बाहर दिया था इसीलिए माफ़ी का सवाल ही पैदा नहीं होता ||कहने को कांग्रेस ने आज गतिरोध समाप्त करने के लिए मध्यमार्ग खोजे जाने की बात कही लेकिन होहल्ला जारी रखा |नतीजतन चेयर में बैठे वेंकैय्या नायडू ने सदन की कार्यवाही २७ दिसंबर तक स्थगित कर दी |
सदन की कार्यवाही शुरू होने के कुछ देर बाद राज्यसभा में नेता प्रतिपक्ष गुलाम नबी आजाद ने प्रधानमंत्री की कथित टिप्पणी के मामले में गतिरोध का मुद्दा उठाया। आजाद ने कहा कि गतिरोध को दूर करने के लिये बनी समिति की अब तक सिर्फ एक बैठक ही हुयी है। आज सप्ताह का आखिरी कामकाजी दिन है और फिर अवकाश के मद्देनजर गतिरोध दूर करने के प्रयास भी लंबित ही रहेंगे। इसलिये गतिरोध दूर होने तक सदन की कार्यवाही स्थगित की जाये।
इस पर संसदीय कार्य राज्य मंत्री विजय गोयल ने सदन स्थगित करने की मांग कर रहे कांग्रेस के सदस्यों से बैठक चलने देने का अनुरोध करते हुये कहा कि गतिरोध दूर करने के लिये दोनों पक्षों के बीच वार्ता चल रही है और उन्हें विश्वास है कि कोई न कोई हल निकल आयेगा। गोयल ने कहा ‘‘कांग्रेस के सदस्य सदन की बैठक चलने दें…जनता सब देख रही है।’’ इस पर सदन में कांग्रेस के उपनेता आनंद शर्मा ने कहा कि विपक्ष भी चाहता है कि सदन में चर्चा हो और विधेयक पारित हों, लेकिन गतिरोध दूर होने तक सदन की कार्यवाही स्थगित करनी चाहिये।
नायडू ने अपने स्थान से बैठक को स्थगित करने की मांग कर कांग्रेस सदस्यों से कहा कि कल भी इसी मुद्दे पर हंगामे के कारण सचिन तेंदुलकर को बोलने नहीं दिया गया, यह सदन की मर्यादा के लिये उचित नहीं है। उन्होंने कांग्रेस सदस्यों से यह स्पष्ट करने को कहा कि उनकी मांग गतिरोध दूर करने की है या सदन को स्थगित करने की।
शोरगुल नहीं थमने पर नायडू ने सदन की कार्यवाही 27 दिसंबर को सुबह 11 बजे तक के लिये स्थगित कर दी।
सप्ताहांत के कारण 23-24 दिसंबर को बैठक नहीं होगी जबकि 25 दिसंबर को क्रिसमस के कारण अवकाश रहेगा। 26 दिसंबर को सदन की बैठक नहीं होने का निर्णय पहले ही किया जा चुका था।
उल्लेखनीय है कि 15 दिसंबर से शुरू हुए संसद के शीतकालीन सत्र में मनमोहन सिंह के खिलाफ प्रधानमंत्री की कथित टिप्पणी को लेकर उच्च सदन में गतिरोध बना हुआ है। हालांकि गत मंगलवार को सदन की कार्यवाही सामान्य ढंग से चली तथा चर्चा के बाद दो विधेयकों को पारित किया गया।
कांग्रेस इस मुद्दे पर पहले प्रधानमंत्री मोदी से माफी की मांग कर रही थी किन्तु बाद में उसने अपने रूख में कुछ नरमी लाते हुए कहा कि प्रधानमंत्री को इस मुद्दे पर सदन में आकर स्पष्टीकरण देना चाहिए क्योंकि मनमोहन भी उच्च सदन के सदस्य हैं

Union Minister Ashok Gajapathi Raju today said that he saw no need to merely rename the regulator.
The UPA government had proposed to replace Directorate General of Civil Aviation (DGCA) with Civil Aviation Authority (CAA) having full functional and financial autonomy to give the regulator more teeth.
But the Civil Aviation Minister said.”What is the need for CAA? What purpose will be served by just changing the name? I do not see any reason (to replace DGCA),”
Raju, however, admitted there is “opaqueness” in working of DGCA and promised to usher in transparency in the body in the interest of passenger safety and security.
The Minister said an ambitious plan is being worked out to make the DGCA a more “responsive” and “meaningful” body, which had faced a downgrade on safety grounds during the UPA regime.
The DGCA is expected to make completely online 18 major services including granting of licence to pilots, approval of safety procedures and engineering and flight operations this month as part of its e-GCA (e-Governance in Civil Aviation) project.
His comments come,Through PTI, at a time when there are increasing threats to aviation security worldwide, particularly after the terror attack on Brussels airport in March.

Defence Minister Manohar Parrikar today said he will place all facts along with the detailed chronology about the controversial AgustaWestland chopper deal before Parliament on May 4.
Parrikar was speaking to reporters on the sidelines of an event to lay foundation stone for a football ground in Panaji.
He said “Those who received kickbacks will not leave behind the proof for us to prosecute them, but we will have to prove it (that kickbacks were received),”
Minister further said.”It is for us to prove everything now. Since the issue would be placed in Parliament, I would not like to speak in detail to media,”
Parrikar questioned.”Why no action was taken against the company till 2014? Why was the company not blacklisted by then UPA government?”
“I challenge the Congress to show the UPA government’s order blacklisting the AgustaWestland company. Let them reply first why it was not banned. he claimed .It was during our (NDA) government that we banned it,”
Parrikar had recently challenged the Congress to show the order by the UPA government confirming the blacklisting.
AgustaWestland was not blacklisted during the UPA rule, top Modi government sources had recently claimed, asserting it was the NDA dispensation which had put on hold all acquisition proposals with the VVIP chopper scam-tainted firm.
The deal for the choppers went off track in 2013 when Italy arrested the head of Finmeccanica, which owns AgustaWestland, for paying bribes to secure the deal.
An Italian court, which convicted AgustaWestland chief Giuseppe Orsi, had reportedly described how the firm paid bribes to top Congress leaders to bag the Rs 3,600 crore deal.

.The latest research report of leading brokerage firm Emkay Global has said that half of the private equity/venture capital funds in 2014 went into companies like Flipkart, Snapdeal and funds of Kotak, Shriram Capital, Sutherland Global Services etc and not into the manufacturing sector. Shri Modi’s foreign visits have not produced much, so far.
2014-15 was not the year with the highest FDI inflows.
India had received total investments of Rs 46,556 crore in 2011-12 while the inflows in 2014-15 were Rs 44,291 crore. In Dollar terms, India has got more than 31 billion Dollars as FDI inflow in 2011-12 and 2007-08.

You add the nearly US$ 70 billion promised by UAE and you get close to US$ 170 billion, which is quite close to the 258 billion India has got as FDI in the last 15 years.
The only problem is that this money is not coming through as yet.

प्रधान मंत्री ने आज अपनी ग्यारहवीं “मन की बात” सियासत दानों को चकित करते हुए भूमि विवाद ये यूं टर्न लिया मगर इसके साथ ही यूंपीऐ सरकार के लंबित पढ़े हुए किसान हितकारी १३ कानूनों को लागू कर दिया
रेडियो पर अपने मन की बात में पीएम नरेंद्र मोदी ने बताया कि किसानो को भ्रमित और भयभीत करने के लिए विपक्ष द्वारा दुष्प्रचार किया जा रहा है |इसीलिए ४१ अगस्त को समाप्त होने जा रहे आर्डिनेंस को यहां समाप्त होने दिया जा रहा है लेकिन इसके साथ ही यूं पी ऐ सरकार द्वारा लंबित रखे गए किसान हितकारी १३ कानून को आज से लागू कर दिया गया है|
गौरतलब है कि केंद्र सरकार ने आज अध्यादेश के रास्ते से विमुख होते हुए राष्ट्रीय राजमार्ग और रेलवे अधिनियम सहित 13 कानूनों को शामिल करने का आदेश जारी किया ताकि उन लोगों को फायदा पहुंचाया जा सके जिनकी जमीन भूमि कानून के तहत अधिग्रहित की गई है ।
सरकार ने भूमि अधिनियम में कठिनाइयों से संबंधित उपधारा :धारा 113: के हटाने के तहत आदेश जारी किया है ताकि 13 केंद्रीय कानूनों के तहत अधिग्रहित भूमि के सभी मामलों में मुआवजा, पुनर्वास और पुनस्र्थापन के निर्धारण से संबंधित प्रावधानों को आगे बढ़ाया जाए जो 2013 के कानून में छूट गए थे।
इस उप धारा के इस्तेमाल से सरकार अब चौथी बार विवादित भूमि अध्यादेश जारी करने की जरूरत से बच गई है। मौजूदा अध्यादेश की मियाद 31 अगस्त को खत्म हो रही है।
माना जा रहा है कि अटॉर्नी जनरल मुकुल रोहतगी ऐसे आदेश के पक्ष में थे, लेकिन कानून मंत्रालय ने कहा था कि 13 कानूनों को भूमि कानूने के दायरे में लाने के लिए सिर्फ अध्यादेश लाया जा सकता है।
कांग्रेस संशोधन का विरोध कर रही है और उसने आध्यादेश लाए जाने का भी कड़ा विरोध किया था।
भूमि अधिग्रहण कानून-2013 में 13 कानूनों को इसके दायरे से अलग कर दिया गया था, हालांकि इसके साथ एक शर्त थी कि इनको एक साल के भीतर इस कानून के दायरे में लाया जाएगा।

This panel gets time till Dec to submit report
The Cabinet today extended by four months the term of the Seventh Pay Commission, which was set up in February 2014 to revise remuneration of some 48 lakh central government employees and 55 lakh pensioners.
The Commission will now have time until December 31 to submit its report.
“The Cabinet approves extension of the term of the 7th Central Pay Commission by four months, that is up to December 31, 2015,” an official spokesperson tweeted.
The pay panel, which was set up by the UPA government, was required to submit its report by August-end.
The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.
The Commission has already completed discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services and is in the process of finalising its recommendations.
The recommendations of the Seventh Pay Commission are scheduled to come into effect from January 1, 2016.
The Commission is headed by Justice A K Mathur. Meena Agarwal is secretary of the Commission.
The Sixth Pay Commission was implemented with effect from January 1, 2006, the fifth from January 1, 1996 and the fourth from January 1, 1986.

As the Modi government tries to muster support for its contentious land bill in the Rajya Sabha, some states ruled by opposition parties have kept up suspense over their next move but Congress-ruled Arunachal Pradesh has sprung a surprise, finding fault with the 2013 law passed by the UPA dispensation.
.The Joint Committee of Parliament headed by BJP MP S S Ahluwalia looking into the vexed issue had, after its first meeting on May 29, asked the states to submit their views on the proposed legislation in writing.
The Congress-ruled states have written identical letters to the panel totally opposing the changes being brought in the 2013 land Act, but the party’s government in Arunachal Pradesh said the 2013 law brought by the UPA was “too lengthy” and “complicated” as compared to the 1894 Act.
However, responses sent by over a dozen state governments make it clear that they are not backing the changes in the 2013 law.
While the government has no hope of support from Congress, Left and Trinamool Congress, it has still not given up on parties like SP, BJD, AIADMK, NCP and a few others by bringing in some changes in the draft bill..

Defending Lalit Modi to the hilt, his lawyer Mehmood M Abdi today took serious objecton to calling the former IPL commissioner an “offender” since no court of law has declared him so.
Lashing out at those using terms like “fugitive” and “offender” to describe Lalit Modi, he told a press meet that these were legal terms and can not be used too “loosely”.
He said.”It has to be decided by law. Which court has decided that Lalit Modi as offender and fugitive? He stays within knowledge of everyone in the United Kingdom,”
Stating that no blue corner notice was ever issued against Lalit Modi, he said “non-issues have been blown out of proportion.”
Defending Foreign Minister Sushma Swaraj, he said she had done only her duty and sought to know how could some one be blamed for intervening on humanitarian grounds.
Seeking to turn the tables on Congress, he said Lalit Modi’s passport case was argued in UPA’s period and hence there is no conflict of interest though the final order came after the government change (last year).
Abdi claimed that in an RTI reply received on June 2010, it was said that Dawood Ibrahim group was monitoring the movement of Lalit Modi and were also following his daughter.

In the eye of a storm, former IPL boss Lalit Modi today declared a full-blown “war” against his detractors, warning them of sensational disclosures saying it was his “turn to get everything out”.
Naming a number of senior UPA ministers, Modi in a series of tweets claimed his disclosures, which he termed as “bombshells”, would implicate the “erstwhile PMO”.
He said in a tweet”Congress party should be watching this press conference.

संप्रग[UPA ] सरकार के समय हुए 126 राफेल लड़ाकू विमानों के प्रस्तावित सौदे को ‘आर्थिक रूप से अव्यावहारिक’ और गैर जरूरी बताते हुए रक्षा मंत्री मनोहर पर्रिकर ने पी टी आई को बताया कि राजग सरकार केवल 36 फ्रांसीसी लड़ाकू विमान खरीदेगी, जिनका इस्तेमाल रणनीतिक उद्देश्य से किया जाएगा।
पर्रिकर ने पूर्व रक्षा मंत्री ए के एंटनी द्वारा शुरू की गयी निविदा प्रक्रिया पर सवाल खड़े किये और कहा कि एंटनी ने निविदा प्रक्रिया में इस तरह रोड़े डाले कि राफेल सौदा कभी लागू नहीं हो पाए।
उन्होंने कांग्रेस की इस आलोचना को खारिज कर दिया कि प्रधानमंत्री नरेंद्र मोदी ने वित्त मंत्रालय और सैन्य परियोजनाओं पर निर्णय लेने वाली रक्षा मंत्रालय की शीर्ष इकाई रक्षा खरीद परिषद की अवहेलना की। पर्रिकर ने कहा कि सौदे पर अभी दस्तखत हुए नहीं हैं और उन्हें प्रक्रिया पूरी होने तक प्रतीक्षा करनी चाहिए।
उन्होंने विश्वास जताया कि करार पर काम करने के लिए बनाई गयी समिति अगले दो-तीन महीने में काम पूरा कर लेगी।
मोदी सरकार ने 126 राफेल विमानों के 20 अरब डॉलर से ज्यादा के सौदे को रद्द कर दिया, जिसके लिए करीब तीन साल पहले संप्रग के शासनकाल में दासॉल्ट को सबसे कम बोली लगाने वाली कंपनी घोषित किया गया था।
प्रधानमंत्री मोदी ने पिछले महीने अपनी फ्रांस यात्रा के दौरान सरकार से सरकार :जी2जी: करार के तहत उड़ान भरने की स्थिति में 36 राफेल खरीदने के फैसले की घोषणा की थी। पर्रिकर ने रेखांकित किया कि भारतीय वायुसेना की तत्काल जरूरत के मद्देनजर 36 राफेल विमानों को खरीदने का फैसला किया गया था।
जब रक्षा मंत्री से पूछा गया कि शेष जरूरत का क्या होगा तो उन्होंने पीटीआई-भाषा को बताया, ‘‘हम बाकी विमानों को नहीं खरीद रहे। हम केवल सीधे 36 विमानों को खरीद रहे हैं।’’ जारी
