The Punjab government will take the technical support of the World Bank and the Asian Development Bank to canalise all rivers in the state.
Chief Minister Capt Amarinder Singh announced this after taking stock of flood-hit area in Sultanpur Lodhi,
In Sarupwal of Sultanpur Lodhi, where the overflowing Sutlej led to a breach in the embankment, affecting 62 villages, the Chief Minister promised due compensation to the affected farmers as soon as the water receded and a special ‘girdawri’ (crop loss assessment) was completed.
The chief minister told mediapersons in Jalandhar district that even if the Union government failed to extend its support, the state government would ensure full assistance to the affected people.
The state government had sought a Rs 1,000-crore special package from the Centre.
The CM also inspected the breach in Gidderpindi of Jalandhar, resulting from the release of excess water from the Bhakra dam.
For the first time, the Bhakra, which normally filled to its permissible storage level of 1,680 feet by September, was overflowing in August, said the CM.

India has expressed concern over the hike in visa fee by the US, saying it is “discriminatory” and largely affects Indian IT professionals.
During a bilateral meeting with US Trade Representative Ambassador Michael Froman, Finance Minister Arun Jaitley also underlined the need for early conclusion of Totalisation Agreement which would benefit Indians working in America.
Referring to the visa issue, he spoke about “India’s concern over the hike in the H-1B and L1 visa fee, which is discriminatory and in effect is largely targeted at Indian IT companies”.
Last year, the US Congress imposed a special fee of up to USD 4,500 on H-1B and L-1 visas — popular among Indian IT companies — to fund a 9/11 healthcare Act and biometric tracking system.
While agreeing on the USD 1.1 trillion spending Bill, Congressional leaders decided to impose a special fee of USD 4,000 on certain categories of H-1B visas and USD 4,500 on L-1 visas.
As per Industry estimates, Indian professionals contributed more than USD 25 billion to the US Social Security during the last decade, without being able to retrieve their contributions.
The US has entered into agreements called ‘Totalization Agreements’ with several nations for the purpose of avoiding double taxation of income with respect to social security taxes.
Under these, professionals of both the countries would be exempted from social security taxes when they go to work for a short period in the other country.
The two countries are also engaged in negotiations for a Bilateral Investment Treaty to protect investments.
Jaitley is currently on an official trip to Washington DC to attend the Spring Meetings of the International Monetary Fund (IMF) and the World Bank and other sessions.
He is accompanied by RBI Governor Raghuram Rajan, Economic Affairs Secretary Shaktikanta Das, and Chief Economic Advisor Arvind Subramanian and other officials.

India Signed Legal Agreement with the World Bank for IBRD Loan of US$ 4oo Million for Tamilnadu Sustainable Urban Development Project
The Loan and Project Agreements for World Bank (IBRD) assistance of US$ 400 million for Tamil Nadu Sustainable Urban Development Project were signed between the Government of India/ Government of Tamil Nadu and World Bank yesterday.
The Loan Agreement was signed by Shri Raj Kumar, Joint Secretary, Department of Economic Affairs, Ministry of Finance on behalf of Government of lndia and Mr. Onno Ruhl, Country Director, World Bank (lndia) on behalf of the World Bank. The Project Agreements were signed by Shri Praveen P. Nair, Deputy Secretary, Municipal Administration and Water Supply Department, Govt. of Tamil Nadu on behalf of the State Government and Smt. Anita Praveen, Principal Secretary/ Chairperson and Managing Director, Tamil Nadu Urban Infrastructure Financing Services Ltd. (TNUIFSL) on behalf of TNUIFSL and Tamil Nadu Urban Development Fund. Mr.Onno Ruhl signed both Project Agreements on behalf of the World Bank.
The total project size is US$ 600 million, out of which World Bank support is US$ 400 million.

The Loan Agreement for World Bank (IBRD) financing of US$ 200 million for Technology Centre System Programme (TCSP) was signed today between Government of India and the World Bank
The Loan Agreement was signed by Shri Tarun Bajaj, Joint Secretary, Department of Economic Affairs on behalf of the Government of India and Mr Onno Ruhl, Country Director (India) of World Bank on behalf of the World Bank. Representatives from Ministry of Micro, Small & Medium Enterprises (MSME) and the World Bank, among others, were present on the occasion.
The Technology Centre System Programme (TCSP) is for setting-up 15 new Technology Centres (TCs) and to modernize/upgrade existing 18 TCs at an estimated cost of Rs. 2200 crore (US$ 400 million) including World Bank assistance of US$ 200 million.

जल क्षेत्र से जुड़े मामले में सहायता प्रदान करने के लिए पूर्व सचिव श्री बी.एन. नवालावाला की अध्यक्षता में विशेषज्ञ सलाहकार समूह का गठन किया गया |
जल संसाधन मंत्रालय के पूर्व सचिव श्री बी.एन. नवालावाला की अध्यक्षता में जल क्षेत्र से जुड़े मामले में सहायता प्रदान करने के लिए विशेषज्ञ सलाहकार समूह गठित किया गया है। वह इसमें मुख्य सलाहकार बनाए गए हैं और यह समूह जल संसाधन+नदी विकास+गंगा संरक्षण से जुड़े मामलों में सहायता देगा।
इस समूह में दो अन्य सलाहकार सदस्य भी होंगे, जिनकी नियुक्ति समय-समय मुख्य सलाहकार के परामर्श पर की जाएगी।
श्री नवालावाल गुजरात विश्वविद्यालय से इंजीनियरिंग (सिविल) डिग्री धारक हैं और वह इंजीनियर के रुप में सरकारी सेवा में आए। वह गुजरात के मुख्यमंत्री के सलाहकार और संघ लोक सेवा आयोग के सदस्य भी रह चुके हैं।
उन्होंने अपने कैरियर में कई महत्वपूर्ण कार्यों को पूरा किया है, जिसमें देश में पहली बार पानी के नीचे 1976 में एचडीपीई पाइपलाइन को बिछाना था। यह सी-क्रिक में घोघहाला से दीयू के बीच में है।
वह योजना आयोग में सलाहकार (जल संसाधन) के रुप में भी काम कर चुके हैं।
श्री नवलावाला नीति तैयार करने के लिए भारत सरकार द्वारा गठित राष्‍ट्रीय पुनर्वास नीति, अंतर्राज्‍यीय जलाशय संगठनों, सिंचाई जल के मूल्‍यों की समिति इत्‍यादि जैसी कई महत्‍वपूर्ण राष्‍ट्रीय समितियों के लिए सदस्‍य के तौर पर कार्य कर चुके हैं। वह फरवरी 1991 से जून 1996 तक सिंचाई और जल निकासी पर भारतीय राष्‍ट्रीय समिति के इतिहास, शिक्षा, प्रशिक्षण, अनुसंधान और विकास के लिए गठित विशेष समिति के अध्‍यक्ष थे।

These Ministers Are [1] Water Resources, River Development and Ganga Rejuvenation minister Sadhvi Uma Bharti [2]Tourism and Culture Minister Shri Shripada Yasso Naik[3] Road Transport, Highways and Shipping Nitin Gadakari.
Union Minister for Water Resources, River Development and Ganga Rejuvenation Ms. Uma Bharti has said that whole country is committed for continuous and uninterrupted flow of Ganga from Gangotri to Ganga Sagar.
Speaking at Ganga Manthan, the National dialogue on Ganga here today, Sadhvi said we will work with full sincerely on the outcome of this dialogue.
Union Minister Uma said, “We have had series of discussions with various stakeholders on the issue and will soon arrive on some positive outcome”.
Union Minister said that she has noticed that people from every section of the society, irrespective of their faith are committed to this cause. The Minister said there won’t be any shortage of funds for Ganga Rejuvenation Progamme.
[2]Speaking on the occasion Union Tourism and Culture Minister Shri Shripada Yasso Naik gave an over view of the plans for development of river Ganga as major tourism destination. He said tourism spots will be developed all along the banks of Ganga from Gangotri to Ganga Sagar. Shri Naik said his Ministry is exploring the possibilities of introducing Shikaras on Ganga on the pattern of Kashmir.
[3]Union Minister for Road Transport, Highways and Shipping Shri Nitin Gadkari in his addressed said that it is proposed to conduct dredging to provide a width of 45 meters and five meters draft (depth) to enable navigation of small ships between Varanasi and Hoogly on river Ganga in the first stage of its development.
He said barrages are proposed to be constructed at every 100 Kms on the river. Shri Gadkari said his Ministry has sent a proposal in this regard to World Bank for the development of Allahabad- Haldia corridor.
The day long dialogue has been organized by National Mission for Clean Ganga which is being attended by large number of delegates from different parts of the country and abroad. The dialogue will have four different sessions on “Ganga & Sanskriti” (for Spiritual Leaders), “Public Participation for Ganga” (for Public Representatives & Administrators), “Aviral & Nirmal Ganga” (for NGOs & Environmentalists) and “Comprehensive & Sustainable Solutions” (for Academicians & Technocrats).

भारत ने विश्व बैंक से 10 करोड़ अमरीकी डॉलर के ऋण एवं परियोजना समझौतों पर हस्ताक्षर किए है जिसका उपयोग कम आय वर्ग के लिए आवास वित्त परियोजना के लिए किया जाएगा|

गरीबों को सस्ते आवास उपलब्ध कराने के लिए विश्व बैंक से 10 करोड़ अमरीकी डॉलर का ऋण

भारत में कम आय वर्ग के लिए आवास वित्त परियोजना हेतु विश्व बैंक से 10 करोड़ अमरीकी डॉलर की ऋण सहायता और परियोजना समझौतों पर कल नई दिल्ली में भारत सरकार/राष्ट्रीय आवास बैंक (एनएचबी) और विश्व बैंक की ओर से हस्ताक्षर किए गए।
ऋण समझौते पर भारत सरकार की ओर से आर्थिक कार्य विभाग, वित्त मंत्रालय में संयुक्त सचिव श्री निलय मितेश और विश्व बैंक की ओर से आपरेशन एडवाइजर (इंडिया) श्री माइकल हैनी, ने हस्ताक्षर किए। परियोजना समझौते पर राष्ट्रीय आवास बैंक की ओर से अध्यक्ष एवं प्रबंध निदेशक श्री आर वी वर्मा ने हस्ताक्षर किए। इस अवसर पर अन्य लोगों के अलावा राष्ट्रीय आवास बैंक के प्रतिनिधि और वित्त मंत्रालय तथा विश्व बैंक के अधिकारी मौजूद थे।
परियोजना का उद्देश्य कम आय वाले परिवारों की पहुंच स्थायी आवास वित्त सुविधाओं तक कायम करना है ताकि वे अपने मकानों का निर्माण और उन्नयन कर सकें।
परियोजना के तीन घटक बताये गए हैं:
[अ]राष्ट्रीय आवास बैंक को प्रत्यक्ष या परोक्ष रूप से सक्षम मध्यस्थ संस्थानों के जरिए स्थायी और सस्ते आवास के लिए वित्तीय सहायता+ सक्षम प्राथमिक ऋणदाता संस्थानों द्वारा प्राथमिक ऋण लेने वालों को मकान बनाने या अपने मकानों का उन्नयन करने के लिए कम आय वर्ग को दिए गए आवास ऋणों का पुनर्वित्त पोषण।
[१] राष्ट्रीय आवास बैंक, सक्षम मध्यस्थ संस्थानों, और सक्षम प्राथमिक ऋणदाता संस्थानों की क्षमता बढ़ाना और
[२] परियोजना कार्यान्वयन।
[३] इस परियोजना के अंत में यह उम्मीद की जाएगी कि कम आय समूह को ऋण देने वाले प्राथमिक ऋणदाताओं की संख्या बढ़े, उन्हें दिए जाने वाले ऋण की [आ]सीमा का विस्तार हो और ऐसे ऋण लेने वाले लोगों की संख्या बढ़ाई जा सके।
इस परियोजना का उद्देश्य कम आय वाले परिवारों को ऋण देने वाले संस्थानों को प्रोत्साहित करना है ताकि ऋणदाता की लागत में लगभग 200-300 आधार अंकों की कमी लाई जा सके।
[इ]यह एक वित्तीय मध्यस्थ ऋण है जिसकी कार्यान्वयन की अवधि पांच वर्ष होगी। इसमें राष्ट्रीय आवास बैंक कार्यान्वयन एजेंसी है।
