[Busan] ITU+GSMA+Internet Society To Join Forces Fight Against Ebola
At the ITU Plenipotentiary Conference three organisations of Technocrats [1] the International Telecommunication Union (ITU), [2]the GSMA and [3]the Internet Society (ISOC), announced that they are joining forces in the fight against Ebola.
The three organizations will bring together the global telecommunications and Internet communities, leveraging their extensive reach, capacity and respective memberships to increase the effectiveness of information and communications technologies (ICT), especially mobile communication and the Internet, for better preparedness, early warning and response.
ITU Secretary-General Dr Hamadoun I. Touré convened a special session with ITU membership during the Plenipotentiary Conference currently underway in Busan, Republic of Korea, to identify recommendations for a more effective use of ICTs in the fight against Ebola.
Dr Touré stated: “The ICT Sector is critical in dealing with the Ebola threat. ICTs are already being used by ITU and its partners to support awareness raising and emergency communications, and immediate challenge is to ensure regulatory barriers are removed to facilitate deployment and use of telecommunications applications for the purpose of saving lives.
ITU has already deployed satellite terminals to support ongoing efforts and is currently developing new applications in close cooperation and coordination with the World Health Organization (WHO).

The President of India, Shri Pranab Mukherjee presented the International Gandhi Award for the year 2013 to Dr. Vijaykumar Vinayak Dongre and Prof. Guocheng Zhang for making outstanding contribution in the field of leprosy on February 15, 2014 at Rashtrapati Bhavan, New Delhi.
Speaking on this occasion, President said that the need of the hour is to intensify our efforts towards early detection of leprosy cases, provide equitable access to appropriate treatment and provide integrated leprosy services in the geographically focused areas. Over the years, the scourge of leprosy has remained a blot on humanity. More than the medical condition, the social stigma attached to the disease is a cause for concern. He stated that there is a need to empower those who have been socially discriminated an account of leprosy, through advocacy and information dissemination. Social challenges for leprosy do persist, but at the same time, it is heartening to note that the United Nations has now passed a resolution on discrimination against people affected by leprosy and efforts are being made to repeal laws that prevent people affected by leprosy from participating in society.
The President extended his heartiest congratulations to the recipients of the International Gandhi Award for Leprosy– Prof. Guocheng Zhang and Dr. V. V. Dongre who have both dedicated several decades of their lives to eradicating leprosy through treatment, training and research.

The President said that the latest World Health Organization Expert Committee has set the challenge to reduce the rate of new patients with disability due to leprosy to one in a million by 2020. This challenge can be met only through a multi – dimensional and integrated approach. He urged all stakeholders to come together and make concerted efforts for the total eradication of leprosy. He also wished the Gandhi Memorial Leprosy Foundation and all those involved in this noble mission all success in their endeavors.
The International Gandhi Award was instituted by the Gandhi Memorial Leprosy Foundation to commemorate Mahatma Gandhi’s service and scientific approach towards leprosy. The two awards are given every alternate year to individuals/institutions for making outstanding contribution in the field of leprosy.

President Pranab Mukherjee Inaugurated ,Today, 31st meeting of Ministers of Health and 66th session of the WHO Regional committee for South East Asia and Highlighted The Need For the accessibility of Ideal healthcare delivery system to all in the Region.
The President Shri Mukherjee inaugurated the 31st meeting of Ministers of Health and Sixty-sixth Session of the WHO Regional Committee for South-East Asia at Rashtrapati Bhavan today (September 10, 2013) and congratulated Dr. Margaret Chan, Director General, World Health Organization for her untiring efforts in pursuing the ‘health for all’ policies, to make it a global agenda and for her commitment to the cause of public health in the international community of nations.
In His Speech Shri Mukherjee said “This international platform at the regional level is crucial for this region since it houses 1.79 billion people, which is 26.4 percent of the global population. 46% of the population in this region is living below poverty line. A significant portion of the disease burden in this region, more than 28%, arises from communicable diseases, maternal and perinatal conditions and nutritional deficiencies which are closely knitted with poverty.
The data also reveals that South East Asia Region has more than 27% of global disease burden due to Non-Communicable Diseases which indicates the increasing prevalence of Non-Communicable Diseases in the region.
It is also a matter of concern that South East Asia region registers the lowest total expenditure on health as a percentage of gross domestic product (3.8%) and per capita total expenditure on health as per World Health Statistics 2009, with 84.4% out of pocket expenditure.
In this background,President said , I am sure that the meeting of the Health Ministers of the region followed by the session of the WHO Regional Committee for South-East Asia would map the way forward for the entire Region, and would throw up broad agreements and the desired joint commitment on important initiatives and strategies.
Speaking on the occasion, the President said that he was sure that the meeting of the Health Ministers of the Region followed by the session of the WHO Regional Committee for South-East Asia would map the way forward for the entire Region. He said that it is an urgent necessity to build a conducive environment to ensure the highest quality of health for the people of the Region. However, this needs a multi-dimensional approach on the part of the respective Governments.
The President said that an ideal healthcare delivery system should be accessible to all in the Region. It is important that the countries in the Region strengthen their health systems based on the primary health care approach – focusing on public health including prevention and promotion activities; using appropriate technologies; and based on domestic resources as far as possible. He said that strategic investments in medical education and training would be needed to enhance the availability of scientifically credible professionals for all communities. He stated that the existing inefficiencies in the supply chain and logistics management of drugs and vaccines should also be addressed on a priority basis. Strengthening of institutional mechanisms for community participation in oversight and governance of health at multiple levels – rural and urban – would also be crucial.

हुक्के में ध्रूमपान के शौक केवल ग्रामीण छेत्रों में ही नही वरन विदेशी पर्यटकों में भी बड़ता जा रहा है लेकिन इसे गंभीरता से लेते हुए विश्‍व स्‍वास्‍थ्‍य संगठन ने हुक्‍का के माध्यम से तम्बाकू सेवन को भी स्‍वास्‍थ्‍य के लिए हानिकारक बताया है |दक्षिण पूर्व एशियाई क्षेत्र के लिए विश्‍व स्‍वास्‍थ्‍य संगठन के तंबाकू नियंत्रण संरचना समझौते (एफसीटीसी) को लागू करने संबंधी क्षेत्रीय बैठक में यह घोषणा की गई |
दक्षिण पूर्व एशियाई क्षेत्र के लिए विश्‍व स्‍वास्‍थ्‍य संगठन के तंबाकू नियंत्रण संरचना समझौते (एफसीटीसी) को लागू करने संबंधी क्षेत्रीय बैठक आज यहां सम्‍पन्‍न हो गई। यह बैठक 23 जुलाई से 26 जुलाई 2013 तक चार दिन चली। स्‍वास्‍थ्‍य और परिवार कल्याण मंत्रालय द्वारा यह बैठक विश्‍व स्‍वास्‍थ्‍य संगठन के एफसीटीसी के सहयोग से आयोजित की गई। बैठक के लिए तकनीकी सहायता विश्‍व स्‍वास्‍थ्‍य संगठन के देशीय कार्यालय द्वारा उपलब्‍ध कराई गई। इस बैठक के मुख्‍य उद्देश्‍य इस प्रकार थे –
[१]. डब्‍ल्‍यूएचओ, एफसीटीसी और क्षेत्र तथा अन्‍य देशों में समझौते से संबंधित प्रमुख कार्यों के कार्यान्‍वयन की समीक्षा
[२]. उपलब्धियों और चुनौतियों के कार्यान्‍वयन संबंधी अंतरदेशीय आदान-प्रदान के लिए सुविधाएं जुटाना
[ 3] समझौते, खासकर सम्‍बद्ध देशों के सम्‍मेलन द्वारा अपनाए गए मार्ग निर्देशों के कार्यान्‍वयन के लिए उपलब्‍ध दस्‍तावेजों की समीक्षा
[ ४] डब्‍ल्‍यूएचओ एफसीटीसी को लागू करने के लिए अंतर्राष्‍ट्रीय सहयोग, स्रोत और तौर-तरीके पर विचार करना
[ ५] तंबाकू उत्‍पादों के अवैध व्‍यापार पर रोक लगाने और उसके अनुमोदन को बढ़ावा देने के लिए स्‍वीकृत नए समझौते के प्रति जागरूकता पैदा करना।
बैठक में भाग लेने वालों में दक्षिण पूर्व एशिया के 10 देशों यथा भारत, नेपाल, भूटान, बांगलादेश, म्‍यांमा, मालदीव, इंडोनेशिया, थाईलैंड, तिमौर लेस्‍ते और श्रीलंका, विश्‍व बैंक, विश्‍व सीमाशुल्‍क संगठन (डब्‍ल्‍यू सी ओ), यूएनडीपी, संरचना सम्‍मेलन संधि (एफसीए), 21 राज्‍यों के राष्‍ट्रीय तंबाकू नियंत्रण कार्यक्रम के राज्‍य नोडल अधिकारी, परामर्शदाता, एनटीसीपी और तंबाकू नियंत्रण संबंधी सिविल सोसायटी के चुनिंदा संगठन शामिल हैं। एफसीटीसी सचिवालय का प्रतिनिधित्‍व सम्‍मेलन सचिवालय के प्रमुख डॉक्‍टर हैक नोकीगोसियन ने किया। इस बैठक में भाग लेने वाले भारतीय शिष्‍टमंडल का नेतृत्‍व स्‍वास्‍थ्‍य और परिवार कल्‍याण मंत्रालय के सचिव श्री केशव देसीराजू ने किया। भारतीय शिष्‍टमंडल के अन्‍य सदस्‍यों के नाम हैं – स्‍वास्‍थ्‍य सेवा महानिदेशक डॉ0 जगदीश प्रसाद, स्‍वास्‍थ्‍य और परिवार कल्‍याण मंत्रालय के अपर सचिव श्री सी.के मिश्रा, संयुक्‍त सचिव श्रीमती शकुन्‍तला गमलिन, संयुक्‍त सचिव श्री एस.के. राव, उपमहानिदेशक डॉ0 एन.एस. धर्मखाकटू, निदेशक श्री अमल पुष्‍प और मुख्‍य चिकित्‍सा अधिकारी डॉ0 एल. स्‍वास्‍तीचरण। बैठक के दौरान डब्‍ल्‍यूएचओ एफसीटीसी – उपलब्धियां और चुनौतियों के कार्यान्‍वयन संबंधित मामलों और तंबाकू उत्‍पादों के अवैध व्‍यापार संबंधी समझौते और उसके अनुमोदन आदि मामलों पर विचारों का आदान-प्रदान किया गया।
बैठक के दौरान भारत सरकार के गुटके पर प्रतिबंध लगाने और तंबाकू-मुक्‍त फिल्‍मों संबंधी नियमों के कार्यान्‍वयन की दिशा में किए जा रहे प्रयासों के बारे में जानकारी दी गई। हुक्‍के के प्रचलन वाले क्षेत्र के देश इस बारे में एक मत थे कि हुक्‍का स्‍वास्‍थ्‍य के लिए हानिकारक है और वे इस बात पर सहमत हुए कि हुक्‍के के प्रयोग की रोकथाम के लिए उचित वैधानिक, प्रशासनिक और नियामक उपाय किए जाएं।
बैठक के अंतिम दिन वर्ष 2013 के लिए डब्‍ल्‍यूएचओ वर्ल्‍ड नो टोबेको डे (डब्‍ल्‍यूएनटीडी) संबंधी पुरस्‍कार भी दिए गए।
विश्‍व स्‍वास्‍थ्‍य संगठन हर वर्ष तंबाकू की रोकथाम की दिशा में असाधारण काम करने वाले व्‍यक्तियों/संगठनों को सम्‍मानित करता है। वर्ष 2013 का पुरस्‍कार राजस्‍थान सरकार के चिकित्सा और स्‍वास्‍थ्‍य सेवा‍निदेशालय से संबद्ध डब्‍ल्‍यूएचओ इंडिया ऑफिस, हेल्‍थ ब्रिज की सुश्री शोभा जॉन और राजस्‍थान कैंसर फाउंडेशन के डॉक्‍टर राकेश गुप्‍ता को प्रदान किए गए। डब्‍ल्‍यूएचओ के दक्षिण पूर्व एशियाई क्षेत्र का डब्‍ल्‍यूएनटीडी 2013 क्षेत्रीय निदेशक सराहना पुरस्‍कार बिहार सरकार के स्‍वास्‍थ्‍य सचिव श्री संजय कुमार को, इंडिया कैंसर सोसायटी की सुश्री ज्‍योत्‍सना गोविल, उपभोक्‍ता ऑनलाइन फाउंडेशन के श्री बिजॉन मिश्रा, बर्निंग ब्रेन सोसायटी के श्री हेमंत गोस्‍वामी, केरल स्‍वयंसेवी स्‍वास्‍थ्‍य सेवाएं और परामर्शदाता हृदय रोग विशेषज्ञ डॉ0 श्रीनिवास रमाका को दिए गए।

[Geneva, ]ITU Telecom World 2013 Young Innovators’ Competition has announced top line-up of “Challenge Partners”–
It has been intimated by I T U that A panel of “Challenge Partners” from industry, international organizations,+NGOs +academia, including major names such as[1] Carrefour Enterprise Foundation,[2] Ooredoo, Dupont Sustainable Solutions,[3] the International Labour Organization, [4]World Health Organization [5] the Food and Agriculture Organization will select and coach the best applicants from some 600 entries for the ITU Telecom World 2013 Young Innovators’ competition.
The competition, which recently closed its deadline for submissions, reached out to social technopreneurs across the globe aged between 18 and 26 with the aim of identifying projects with demonstrable potential for meaningful impact in addressing one of six crucial Global Challenges.
The Challenge Partners will use their expertise, prominence and experience on the ground to work with the best applicants in each challenge to refine their applications and ensure their innovative solutions are well adapted to meeting specific real-world issues.
