[मैनपुरी,उप्र]यूं पी में सत्तारूढ़ सपा के नेता तोताराम यादव मतदान केन्द्रों पर कब्जे के आरोप में गिरफ्तार
उत्तर प्रदेश में सत्तारूढ़ समाजवादी पार्टी नेता एवं ‘प्रोसेसिंग एंड कंस्ट्रक्शन कोऑपरेटिव फेडरेशन लिमिटेड’[पैकफेड]के अध्यक्ष तोताराम यादव को आज गिरफ्तार कर लिया गया। तोताराम हाल ही में संपन्न पंचायत चुनावों में बेवर ब्लॉक में मतदान केन्द्र पर कब्जा करने मामले में आरोपी हैं।
तोताराम को कोतवाली प्रभारी मनोहर सिंह ने गिरफ्तार किया।
गिरफ्तारी से पहले तोताराम उत्तर प्रदेश के लोक निर्माण मंत्री शिवपाल सिंह यादव के साथ मंच पर नजर आये थे।
सुदिति ग्लोबल अकादमी की ओर से आयोजित खेल सप्ताह कार्यक्रम में वह शिवपाल के साथ थे।
अकादमी से बाहर निकलते हुए तोताराम गिरफ्तार किये गये।
तोताराम ने अपने खिलाफ दर्ज मामले में इलहाबाद उच्च न्यायालय से राहत मांगी थी लेकिन उनकी याचिका रद्द कर दी गयी। वह अदालत में आत्मसमर्पण से बचते आ रहे थे।
तोताराम और उनके सहयोगियों पर मैनपुरी पुलिस ने मतदान केन्द्र पर कब्जा करने का मामला अक्तूबर में दर्ज किया था। मतदान केन्द्र पर कब्जा करने का वीडियो उस समय वायरल हो गया था। तोताराम हालांकि इसे खुद के खिलाफ साजिश बता रहे हैं। वह पहले भी अपने बयान को लेकर विवाद पैदा कर चुके हैं

Capt Amarinder Singh said that If Congress comes to power in Punjab, the “fake” encounters during militancy as claimed by a former cop will be investigated, Capt Is party’s state unit chief .
The PCC president said what Gurmeet Singh Pinky, an alleged militant-turned-policeman, has alleged appears to be the “tip of the iceberg” only and the Congress government will find out the entire truth.
Pinky, who was released from jail in May after serving a sentence for murdering a youth, has alleged that he was witness to at least 50 “fake” encounters and that the bodies had been disposed of as “unidentified”.
“As a civilised society, we cannot allow such things to happen and those who did it must face the music,” the former Chief Minister said after participating in a ‘dharna’ staged by ‘Shikhya Providers’ (Education Providers) for their regularisation.
He said Pinky had made “shocking” claims which cannot be accepted in a constitutional and democratic society. “We will reach the root of the matter and ensure that the guilty are punished,”
About the ‘Shikhya Providers’, Amarinder said all of them will be regularized if the Congress forms government.
He questioned why the government was not regularising their services when it had announced to recruit one lakh people in the government jobs.
The PCC President claimed that his party was “far ahead” of the ruling SAD-BJP alliance and was certain to form the next government.
He said Aam Aadmi Party may be able to cause some noise but when it comes to elections, it really did not have any scope in Punjab leave aside forming the government.
He said Punjab had suffered during the 10 years of Akali “misrule” and it cannot afford another five years of “chaos”.
“People are wise enough to make a distinction as what we did between 2002 and 2007 and what Akalis did in ten years and what the AAP has done in Delhi,” Amarinder said.
He said Punjab needs a government which has both competence and experience and only Congress can provide that government.

केंद्रीय मंत्री मंत्री जेटली ने आज प्रिंट मीडिया पर 59वीं वार्षिक रिपोर्ट जारी करते हुए कहा कि डिजिटल तथा सूचना युग की चुनौतियों को प्रिंट मीडिया स्वीकार करे। इंटरनेट की क्रांति और तेजी से बदलने वाली प्रौद्योगिकी ने पूरी दुनिया के प्रिंट मीडिया के सामने अपनी उपस्थिति बनाए रखने और विकास के लिए बड़ी चुनौती पेश कर दी है। बहरहाल भारत एक अपवाद देश है, जहां प्रिंट मीडिया लगातार प्रगति कर रहा है। उसकी मांग लगातार बढ़ रही है और क्षेत्रीय समाचारपत्रों का आधार भी बढ़ रहा है।
जेटली ने इलेक्ट्रानिक मीडिया में चल रही मीडिया ट्रायल के चलन पर अपरोक्ष हमला बोलते हुए कहा कि प्रिंट मीडिया सूचना के प्रवाह पर आधारित होता है जो इलेक्ट्रानिक मीडिया द्वारा किया जाता है। इलेक्ट्रानिक मीडिया की वजह से समाचार और राय के बीच की विभाजक रेखा कमजोर हुई है। इलेक्ट्रानिक मीडिया में होने वाली चर्चाएं और बहसें शोर-शराबे से भरी होती हैं, जबकि प्रिंट मीडिया वस्तुनिष्ठता और समाचार की प्रकृति को बनाए रखने में अहम भूमिका निभाता है। यह समझना भी महत्वपूर्ण है कि विभिन्न विचार इसलिए उभरते हैं क्योंकि मीडिया का दायरा बहुत विशाल हो गया है जहां विभिन्न पहलू सामने आते हैं।
मिनिस्टर ने कहा कि मैगजीन पत्रकारिता को अपने आप को पुनर्भाषित करना होगा क्योंकि पाठको के सामने डिजिटल और सोशल मीडिया का विकल्प बढ़ता जा रहा है। उन्होंने कहा कि पूरी दुनिया के रुझान बताते हैं कि लोकप्रिय पत्रिकाएं ऑनलाइन डिजिटल संस्करण निकाल रही हैं क्योंकि तेजी से बदलती दुनिया में समाचारों तथा प्रौद्योगिकी की प्रकृति भी बदल रही है। अब पाठकों को तुरंत समाचार की आवश्यकता महसूस होने लगी है। अतः इस तरह पत्रिकाओं में उपलब्ध समाचार अतीत की बात हो गये हैं।
विशेष सचिव श्री जे एस माथुर ने अपने संबोधन में प्रकाशन और प्रेस की ऐतिहासिक यात्रा का उल्लेख किया। उन्होंने प्रिंट मीडिया सहित पूरे मीडिया में आए बदलावों की भी चर्चा की।

Delhi BJP activists today staged a protest at Transport Minister Gopal Rai’s office demanding a probe by the ACB into the alleged irregularities in issuance of auto permits.
The protesters raising slogans against Delhi government also demanded resignation of Rai for the alleged auto permit scam in his department.
Anand Trivedi,” convenor of Delhi BJP’s transport cell. said “Mere suspension of three officials was just a cover up to save the higher ups involved in the scam. We have been demanding an investigation into the irregularities committed in issuing auto permits by the Anti Corruption Branch(ACB),
He said “We also demand a thorough probe into the scam including the role of the Transport minister in it,”
The BJP workers yesterday had staged a protest outside Delhi Chief Minister Arvind Kejriwal’s residence, demanding his resignation over the alleged auto permit scam.
Delhi government on Saturday had scrapped more than 900 auto-rickshaw permits in Delhi after alleged irregularities in their allotment.

Subramanium Hurriedly[Without Getting Centre’s Approval To His Appointment]has demanded officers to become part of the investigation Of DDCA
Former Solicitor General Gopal Subramanium, who is heading the Commission of Inquiry probing the alleged irregularities in DDCA affairs, has written to National Security Adviser Ajit Doval, seeking names of competent officers to become part of the investigation.
He said.”I have written to him because he is the National Security Adviser. Apart from that, he is a very distinguished police officer…he is in the position to identify who are competent people in various organisations and to send names of independent police officers who can investigate meticulously,”
He Added “The reason to seek his help is also his ability to judge if there is any issue relating to the security which I am very particular about in the matter as anything may come up during the investigation,”
The noted lawyer said that his request to Doval is part of the procedure which calls for appropriate “logistical infrastructure” before beginning the probe.
“I dont want my hindsight to feel that he (Doval) was not sufficiently addressed in the beginning as he is a person who understands the ramifications correctly and that is why I wrote to him.
He told a TV channel.”I cannot judge by my personal imagination who can be a competent person to investigate,”
Subramanium further said that he is neither in the department of personnel nor in the government to know about that.”I do not want to pick someone I know but only someone who is competent enough. This is part of any enquiry procedure that you need to have logistical infrastructure in place to beginning the probe,”
However, Subramanium did not clarify about the number of officers he has asked for.

पर्यटन मंत्रालय ने होटल और गेस्ट हाउस में सीवेज ट्रीटमेंट प्लांट+अपशिष्ट प्रबंधन+वर्षा जल संचयन प्रणाली के लिए दिशा निर्देश जारी किये
स्टार होटलों, हेरिटेज होटलों, गेस्ट हाउस और गेस्ट हाउस अपार्टमेंट श्रेणी के होटलों में मलजल उपचार संयंत्र (सीवेज ट्रीटमेंट प्लांट), अपशिष्ट प्रबंधन प्रणाली और वर्षा जल संचयन प्रणाली के संबंध में प्रावधान इस प्रकार होंगे –
[I]स्टार होटलः-
मलजल उपचार संयंत्र (सीवेज ट्रीटमेंट प्लांट), अपशिष्ट प्रबंधन प्रणाली और वर्षा जल संचयन प्रणाली अनिवार्य होगी। हालांकि जिन होटलों ने निर्माण कार्य पूरा होने का प्रमाणपत्र एक अप्रैल, 2012 से पहले प्राप्त कर लिया है, उनके लिए सीवेज ट्रीटमेंट प्लांट का होना अनिवार्य शर्त नहीं है।
[II] हेरिटेज होटल एवं गेस्ट हाउसः- कचरा प्रबंधन प्रणाली अनिवार्य है।
III] अपार्टमेंट होटलः- अपशिष्ट प्रबंधन प्रणाली, जल संचयन और प्रदूषण नियंत्रण बोर्ड के मानकों के अनुसार निपटान/पुनर्चक्रण (रीसाइकिलिंग) अनिवार्य है।

The Appointments Committee of the Cabinet has approved the following:
(i) Shri Sanjay Mitra, IAS (WB:1982), posted in his Cadre as Secretary, Ministry of Road Transport and Highways vice Shri Vijay Chhibber, IAS (MN:1978) on his superannuation on 31.12.2015.
(ii) Ms. Rashmi Verma, IAS (BH:1982), Special Secretary, Department of Revenue, Ministry of Finance as Secretary, Ministry of Textiles vice Shri Sanjay Kumar Panda, IAS (TR:1980) on his superannuation on 31.12.2015.
(iii) Shri Neeraj Kumar Gupta, IAS (UP:1982), Special Secretary, Department of Public Enterprises, Ministry of Heavy Industries and Public Enterprises as Secretary, Department of Disinvestment, Ministry of Finance vice Ms Aradhana Johri, IAS (UP:1980) on her appointment as Chairperson, National Authority for Chemical Weapons Convention.

डीडीसीए में कथित अनियमितताओं की जांच के लिए दिल्ली सरकार द्वारा गठित जांच आयोग के अध्यक्ष पूर्व सॉलीसीटर जनरल गोपाल सुब्रह्मण्यम ने सुनवाई को पारदर्शी बनाने के लिए इसका सीधा प्रसारण करने की जोरदार वकालत की है|
मुख्यमंत्री अरविंद केजरीवाल को भेजे गए पत्र में उन्होंने कहा, ‘‘मैं यह भी साफ करना चाहूंगा कि मैंने पहले ही सार्वजनिक जांच का वादा किया है। वह उपयुक्त स्थान पर होना चाहिए। मैं इसका टेलीविजन पर प्रसारण करने की पेशकश करना चाहता हूं ताकि दुनिया में कोई भी देख सके कि कैसे आयोग इस मामले से निपटने के लिए आगे बढ़ता है।’’
उन्होंने कहा, ‘मैंने हमेशा माना है कि दुनिया के कई हिस्सों में जहां अदालत की कार्यवाही का टेलीविजन पर प्रसारण किया गया है, खासतौर पर ब्रिटेन और कनाडा में न्यायपालिका ने बिल्कुल पारदर्शी रहकर कुछ हासिल ही किया है।’’
उन्होंने कहा, ‘‘मैं नहीं देखता हूं कि क्यों किसी मामले में जिसमें क्रिकेट शामिल है और खासतौर पर जिसका दीर्घकालिक प्रभाव है उससे उसी तरीके से क्यों नहीं निपटा जाना चाहिए।भाजपा का आरोप है के कांग्रेस के इशारे पर कीर्ति आज़ाद और आप पार्टी ने अरुण जेटली को बदनाम करने के लिए यह मुद्दा उछाला है|भाजपा का यह भी दावा है के इस मामले में जेटली को यूं पी ऐ सरकार द्वारा पहले ही क्लीन चिट दी जा चुकी है
