On Monday, February 29, 2016,U S A President Barack Obama signed Following into law
H.R. 487, which allows the Miami Tribe of Oklahoma to lease or transfer certain lands;
H.R. 890, which revises certain boundaries in the John H. Chafee Coastal Barrier Resources System;
H.R. 3262, which authorizes VA to convey to the Danville Area Community College of Danville, Illinois, the property known as Building 48 within the VA Illiana Health Care System;
H.R. 4056, which directs VA to convey to the Florida Department of Veterans Affairs the Community Living Center at the Lake Baldwin Veterans Affairs Outpatient Clinic in Orlando, Florida;
H.R. 4437, which extends the deadline for submission of the Commission on Care’s final report; and
S. 2109, the “Directing Dollars to Disaster Relief Act of 2015,” which requires FEMA to develop an integrated plan to control and reduce administrative costs incurred by FEMA in support of the delivery of assistance for major disasters.

General Budget Slashes Union Minister’s Travel Expenses-54%

[New Delhi] General Budget Cuts 54% Minister’s Travel Expenses
The travel and other expenses of Union Ministers have been slashed by a whopping 54 per cent in the 2016-17 budget presented today.
According to the budget estimates, the amount allocated under the head of ‘Tour Expenses’ has been fixed at Rs 259 crore.
The expenditure under this head, which covers salaries, sumptuary and other allowances and travel of Cabinet Ministers, Ministers of State and ex-Prime Ministers, was pegged at Rs 269 crore for 2015-16.
However, the budgetary expenses under this head, which also covers maintenance of VVIP aircraft, was revised later to Rs 566.66 crore.
This year, the government has introduced Rs 4.35 crore under the head of ‘Hospitality and Entertainment’ under which expenditure on government hospitality and entertainment of foreign state guests and official entertainment arranged at Rashtrapati Bhawan on behalf of the Vice President and the Prime Minister.
It also includes reception on national days, investiture ceremonies and presentation of credentials.

The External Affairs Ministry was allocated Rs 14,662 crore in the Union Budget, a cut of Rs 378 crore compared to last year
Out of the total allocation, Rs 4,720 crore has been given to the Ministry under plan outlay, while Rs 9,942.66 crore has been set aside as non-plan expenditure.
As per revised estimate, Rs 15041.08 crore was given to the Ministry in 2015-16 and the total allocation made for next fiscal is 2.5 per cent less than the last year’s amount.
Rs 7,570.62 crore has been allocated for international aid programmes out of which Rs 5,490 crore has been earmarked for Bhutan, Rs 520 crore for Afghanistan and Rs 400 crore for Myanmar. Assistance to Maldives stands at Rs 40 crore.
Out of the total international assistance, Rs 4510 crore will be plan expenditure and Rs 3,060.62 crore non-plan expenditure.
An amount of Rs 300 crore has been kept for Nepal, Rs 230 crore for Sri Lanka, while Rs 290 crore has been allocated for development projects in African countries.
Separately, Rs 2460.58 crore has been earmarked for embassies and missions abroad and Rs 1,870 crore under the head ‘Special Diplomatic Expenditure’. A non-plan expenditure of Rs 730.04 crore has been given for passport and emigration services.
Another Rs 337.20 crore has been set aside under the head ‘Support to International Training/Programmes’. The government has also announced an assistance of Rs 200 crore for Nalanda university.

पिछले एक साल में विभिन्न मुद्दों को लेकर बस्सी की ‘आप’ सरकार के साथ भी तनातनी रही अब कांग्रेस ने भी बस्सी के माध्यम से केंद्र सरकार को निशाना बनाना शुरू कर दिया था |

[New Delhi] Japanese Will Get Indian Visa On Arrival For 30 Days From 1st March
Visa-on-arrival facility will be rolled out to Japanese nationals beginning tomorrow, in a move that is expected to boost inflow of tourists and business visitors.
The facility being given to Japanese will be an upgradation of e-Tourist Visa currently offered to citizens of 150 countries.
While e-Tourist Visa requires to submit an online visa application followed by its approval before arrival in India, Japanese national would not be required to go through the process.
Japanese will be given visa on arrival in India in any of the six designated airports — Delhi, Mumbai, Kolkata, Chennai, Bengaluru and Hyderabad,
The visa-on-arrival for Japanese will be issued in business, tourist, medical and conference categories. It will have a validity of 30 days.
According to an estimate, around 1.8 lakh Indian visas are issued to Japanese nationals every year, of which 80 per cent are tourists. On an average, 600 Japanese arrive in Delhi daily.

Air India to receive Rs 1,713 crore The Govt Run airline is surviving on a Rs 30,231 crore bailout package extended by the previous UPA government in 2012 for a period of up to March 31, 2021.
,National carrier Air India, which is expected to slash its net losses by around 40 % this fiscal, will receive Rs 1,713 crore government funding for the next fiscal.
In the Union Budget for the 2016-17 financial year, presented by Finance Minister Arun Jaitley in Lok Sabha today, the Government-run carrier has been allocated Rs 1,713 crore as part of the Rs 30,0231 crore financial bailout package.
The total outlay for the Civil Aviation Ministry stands at Rs 4,417 crore for the fiscal 2016-17.
Organisation such as Airports Authority of India, Directorate General of Civil Aviation, Pawan Hans Ltd, Bureau of Civil Aviation, among others, come under the Civil Aviation Ministry.
Significantly, Air India had earlier this year sought Rs 4,300 crore worth funds from the government for the financial year, starting A[pril 1, 2016 amid its turnaround plan and stiff competition.

Under the Turnaround Plan (TAP), which runs till March 2021, it has already received Rs 22,280 crore including Rs 3,300 crore in the ongoing fiscal.
Minister of State for Civil Aviation Dr Mahesh Sharma had last week said that Air India losses were expected to come down by 40 per cent to Rs 3,529.80 crore by March this year.
The airline had in the financial year ended March 31, 2015, reported a net loss of Rs 5,859.91 crore.
However, its debt burden stood at Rs 51,367.07 crore, including Rs 22,574.09 crore outstanding on account of aircraft loans, in the previous financial year.

[New Delhi]Govt. Proposing a Hike 6% Excise Duty On ATF To Make Air Travel -Expensive
The excise duty on ATF is to be hiked to 14 per cent from 8 per cent, according to a proposal in Union Budget 2016-17.
The increase would be virtually applicable to airlines operating from all airports since the proposal for SCAs and the regional connectivity scheme are yet to be implemented.
The Civil Aviation Ministry has mooted the idea of SCAs and regional connectivity in the draft aviation policy which has not been finalised yet.
“Excise duty on ATF, other than for supply to Scheduled Commuter Airlines (SCA) from the Regional Connectivity Scheme Airports, (is) being increased.
“ATF for supply to aircrafts under the Regional Connectivity Scheme will continue to attract 8 per cent excise duty,” Finance Minister Arun Jaitley said while presenting the Budget.
Interestingly, the hike in excise duty also comes at a time when airlines have been seeking lower levy on jet fuel, which accounts for more than 40 pr cent of their total operating expenses.

Delhi Chief Minister Arvind Kejriwal’s car was today attacked by protesters allegedly belonging to Akali Dal who pelted stones on the vehicle breaking its windshield .The AAP leader escaped unhurt.
The Aam Aadmi Party alleged that it was an “orchestrated attack” and that police stood by as Kejriwal’s car was targeted with rods and stones.
Police said activists belong to Akali Dal + Danga Peedit Association
Kejriwal immediately lodged a strong protest with Senior Superintendent of Police (SSP), Rural, Harcharan Singh Brar, who was present there, telling him that whatever happened was not right. The Delhi Chief Minister then drove away in his car.
Kejriwal was in the city on the last day of his five -day tour of Punjab during which he visited various cities including Jalandhar, +Amritsar+Ferozepur+Sangrur +Bathinda to reach out to people ahead of 2017 Assembly polls.
He was scheduled to visit Ludhiana, Fatehgarh Sahib and Patiala before returning to Delhi today.
Kejriwal was at Boha village of Ludhiana where two dalit youths Harinder Singh and Jatinder Singh were killed in alleged “fake encounter” by police a couple of years ago.
