The Reserve Bank of India (RBI) has rejected the request of the Election Commission to enhance the weekly cash-withdrawal limit, imposed after demonetisation, for those contesting Assembly elections in five states, prompting an angry reaction from the poll panel.
The Commission had on Wednesday requested RBI to enhance the withdrawal limit of candidates to Rs 2 lakh from Rs 24,000 per week imposed post demonetisation as the nominees would find it difficult to meet their campaign expenditure.
But RBI said that it was not possible for it to hike the limit at this stage.
An apparently peeved Commission has now written back to RBI Governor Urjit Patel expressing “serious concern about the cursory manner in which the issue has been dealt with”.
The EC said the facility be extended till March 11, the day of counting. Candidates are bound to open an election account for meeting poll-related expenditure which is monitored by the EC.
The Commission said that with a weekly withdrawal limit of Rs 24,000, a candidate would be able to withdraw Rs 96,000 in cash during the election process which lasts three to four weeks.
It reminded the central bank that as per law, candidates contesting Assembly polls in Uttar Pradesh, Uttarakhand and Punjab can spend Rs 28 lakh each for electioneering.
The limit in Goa and Manipur is Rs 20 lakh each. The poll panel said despite paying amounts through cheques, candidates still need hard cash for petty expenses. Also the issue is further adversely effected in rural areas where banking facilities are negligible.

प्रधानमंत्री नरेन्द्र मोदी ने आज 10वीं और 12वीं की बोर्ड परीक्षा देने वाले छात्रों को तनाव मुक्त रहने की सलाह दी और उन्हें ‘स्माइल मोर, स्कोर मोर’ का मंत्र देने के साथ ही अभिभावकों से परिवार में उत्सव जैसा माहौल बनाने को कहा ।
‘आकाशवाणी’ पर प्रसारित २०१७ के पहले ‘मन की बात’ कार्यक्रम में प्रधानमंत्री ने कहा, ‘‘मेरा सभी से आग्रह है कि पूरा परिवार एक टीम के रूप में इस उत्सव को सफल करने के लिए अपनी-अपनी भूमिका उत्साह से निभाए। देखिए, देखते ही देखते बदलाव आ जाएगा।’’ मोदी ने कहा, ‘‘इसलिए मैं तो आपसे कहूंगा ‘‘स्माइल मोर, स्कोर मोर’’ जितनी ज्यादा खुशी से इस समय को बिताओगे, उतने ही ज्यादा नंबर पाओगे, करके देखिए। और आपने देखा होगा कि जब आप खुश होते हैं, मुस्कुराते हैं, उतना आप ज्यादा सहज अपने आप को पाते हैं ।’’ प्रधानमंत्री ने कहा कि परीक्षा अपने-आप में एक खुशी का अवसर होना चाहिये । साल भर मेहनत की है, अब बताने का अवसर आया है, ऐसे में यह उमंग और उत्साह का पर्व होना चाहिए। बहुत कम लोग हैं, जिनके लिए परीक्षा में प्रसन्नता का मौका होता है, ज्यादातर लोगों के लिए परीक्षा एक दबाव होती है। निर्णय आपको करना है कि इसे आप खुशी का मौका मानेंगे या दबाव मानेंगे। जो खुशी का मौका मानेगा, वो पायेगा और जो दबाव मानेगा, वो पछताएगा।
प्रधानमंत्री ने कहा, ‘‘और इसलिये मेरा मत है कि परीक्षा एक उत्सव है, परीक्षा को ऐसे लीजिए, जैसे मानो त्योहार है और जब त्योहार होता है, जब उत्सव होता है, तो हमारे भीतर जो सबसे खूबसूरत होता है, वही बाहर निकल कर आता है। समाज की भी ताकत की अनुभूति उत्सव के समय होती है। जो उत्तम से उत्तम है, वो प्रकट होता है।

PMO has debarred senior income tax officer Madhu Mahajan from central deputation
Madhu Mahajan has been debarred till her retirement next year.
The officer reportedly failed to join on the central deputation in National Commission for Women (NCW).
The Appointments Committee of Cabinet headed by Prime Minister Narendra Modi approved debarment of Mahajan, a 1982-batch officer of Indian Revenue Service (Income Tax), for appointment on central deputation till her date of retirement i.e. September 30, 2018, an order issued by Personnel Ministry said.
Mahajan was appointed Member Secretary in the NCW, under the Ministry of Women and Child Development, last month.

मेरठ में कार सवार ने बाइक सवार ३ छात्रों को कुचला
[मेरठ,यूपी]मेरठ में कार सवार ने बाइक सवार ३ छात्रों को कुचला और फरार हो गया :इस दुर्घटना से एक बार फिर ट्रैफिक पुलिस के दावों पर प्रश्न चिन्ह लग गया है| बाइक पर एक साथ तीन सवार और उसके अलावा प्राणघातक दुर्घटना के पश्चात् कर चालक के फरार होने से पुलिस की कार्यवाही पर प्रश्न चिन्ह लगाना स्वाभाविक है |
उत्तर प्रदेश के मेरठ जिले के बहसूमा गांव बाईपास स्थित एक स्कूल के सामने कार की टक्कर से बाइक सवार तीन छात्रों की मौत हो गई।
घटना के बाद कार चालक वाहन सहित मौके से फरार हो गया।
कार चालक का समाचार लिखे जाने तक कोई सुराग नहीं मिला है।
पुलिस के अनुसार मृतक छात्रों की पहचान फलावदा थाना क्षेत्र निवासी
मोहम्मद सलमान (20),
गांव बातनौर निवासी हाशिम (18) तथा
गांव नगंला हरेरु निवासी हरिप्रकाश (20) के तौर पर हुई है।
कल देर रात तीनों छात्र एक ही बाइक पर सवार होकर मेरठ जा रहे थे।

संजय लीला भंसाली की निर्माणाधीन फिल्म पदमावती के सेट पर भंसाली के साथ अभद्र व्यवहार करने वाले पांच करणी सैनिकों को जयगढ़ किले में हिरासत में लेने के पश्चात् छोड़ दिया गया |यह अभद्रता २७ जनवरी को की गई थी| इतिहास में दर्ज रानी पदमावती और अल्लाउद्दीन खिलजी के किस्से पर आधारित इस फिल्म का राजपूतों द्वारा विरोध शुरू हो गया है |आरोप लगाया जा रहा है के फिल्म में इतिहास के साथ छेड़ छाड़ की गई है |इसे पूर्व भंसाली की ही बाजी राव मस्तानी फिल्म में भी इतिहास के साथ छेड़ छाड़ के आरोप लगाए जा चुके हैं |भंसाली की तरफ से कोई एफ आई आर दर्ज नहीं कराइ गई है सम्भवत इसीलिए करणी सैनिकों को छोड़ा गया है|
बाजीराव मस्तानी फिल्म के निर्देशक संजय लीला भंसाली को जयगढ किले में अपनी आगामी फिल्म पदमावती की फिल्म की शूटिंग के दौरान करणी सेना के लोगों के विरोध का सामना करना पडा था ।
स्थानीय पुलिस के अनुसार करणी सेना के एक व्यक्ति ने संजय लीला भंसाली पर कथित रूप से हमला किया। पुलिस ने इस सम्बध में पांच लोगों को हिरासत में लिया है ।
करणी सेना से जुडे कई लोग जयगढ किले में चल रही शूटिंग के दौरान आये और फिल्म में ऐतिहासिक तथ्यों को तोड मरोड कर पेश करने का आरोप लगाते हुए वहां उपकरणों को क्षति पहुंचाई। फिल्म निर्माता संजय लीला भंसाली से अभद्र व्यवहार करते हुए उन पर हमला किया।प्रत्यक्ष दर्शियों के अनुसार निर्देशक भंसाली को थप्पड़ भी लगे |
पुलिस ने इस संबंध में बीते दिन पांच लोगों को हिरासत में लिया
करणी सेना से जुडे विक्रम सिंह के अनुसार हमारा विरोध पदमावती फिल्म में ऐतिहासिक तथ्यों को तोड मरोड कर पेश करने पर है । फिल्म के निर्माता को पहले ही इस बारे में सचेत करने के बावजूद ऐतिहासिक तथ्यों को गलत ढंग से पेश किया जा रहा है। उ फिल्म निर्माता के सुरक्षाकर्मियों द्वारा फायर किये जाने के भी आरोप लगे हैं ।

[Mumbai]NRIs Demand Rehabilitation Package For Returnees
Indo-Arab Confederation Council has urged the states and the Centre to implement rehabilitation projects for Indians returning home after working long years in various foreign countries.
The national council meeting of the outfit, held here the other day, suggested that the government work out schemes for the returnees by utilising their capabilities, expertise, experiences and investment.
The meeting also wanted guidance centres to be set up in various states to advise overseas Indians on making investments in productive sectors, the outfit’s general secretary Attakoya Pallikandy said in a statement.
The meeting also decided to explore possibilities of setting up an industrial complex in Maharashtra to rehabilitate returnees, Pallykandi said.
