The Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval for leasing out of AAI land measuring 4050 sq. Mtrs. to Assam Industrial Development Corporation (AIDC), a Government of Assam Undertaking.
This will be utilised for setting up of Centre for Perishable Cargo (CPC) and its future expansion at Lokpriya Gopinath Bordoloi International Airport (LGBI Airport), Guwahati.
The land is to be leased by AAI on a token licence fee of Rs.1/- per annum for a period of seven years subject to signing of Lease Agreement. After expiry of initial period of seven years, the future lease period will be made afresh as per AAI policy in-vogue.
North Eastern Region (NER) in India is rich in flora and fauna. Revenue from export of agriculture and horticulture items will improve economic conditions of NER. There is a need for promotions of perishable cargo export from this region, which will generate employment opportunities directly or indirectly. Facilities for air upliftment of perishable cargo from Guwahati are required to be more effective. Therefore, it has been decided to lease land measuring 4050 sq. “It seems that passenger safety is of no priority to you,” the Bombay High Court’s told Airports Authority of India (AAI) and Directorate General of Civil Aviation (DGCA) as it rapped them for failing to ensure safety of air passengers and those living around airports.
A division bench of justices V M Kanade and M S Sonak directed the Brihanmumbai Municipal Corporation to initiate demolition of a private residential building near the international airport here over height regulation violations.
The court also directed the civic body to register FIR against the developer of the project within 48 hours.
The court, which was hearing two PILs on the issue of high rises coming up around the airport, issued notices to the Director General of DGCA and Chairperson of AAI.
According to the petition, one building has been constructed very close to the boundary wall of the international airport and overlooks the runway. While the DGCA had permitted construction up to 19 metres, the said building is 34 metres high.
The high court also asked AAI and DGCA to conduct an immediate internal inquiry into the action taken in the past one year over navigation issues faced by aircraft due to unauthorised construction.
“You are waiting for accidents to happen. You can never take preventive action. Look at what happened in Mahad. The state has woken up only now to the need to survey all old bridges. It seems that passenger safety is of no priority to you,” the bench said.

National airports operator AAI has enhanced its net profit to Rs 2,537.36 crore in the last fiscal as against a profit-after tax of Rs 1,959.22 crore in FY 15, Parliament was informed today.
The Airports Authority of India has earned a profit-after tax of
Rs 1,959.22 crore during the financial year 2014-15 and
Rs 2,537.36 crore in 2015-16,
Minister of State for Civil Aviation Jayant Sinha said in a written response in Lok Sabha today.
In reply to a question on eligibility of payment of to the AAI employees, the Minister said that a few employees have now become entitled to receive bonus following the enhancement of eligibility limit.
The employees of AAI were not eligible for payment of bonus as per the then prevailing eligibility norms, Sinha said.
“However, a few employees have now become eligible for payment of bonus due to enhancement of eligibility limit from Rs 10,000 to Rs 21,000 as per the provisions of Payment of Bonus (Amendment) Act, 2015, as published on January 1, 2016,” he said.
AAI has initiated action for payment of bonus to eligible employees in accordance with the provisions of the said Act, he said.
Meanwhile, in response to another Member’s query on airport charges, the Minister said that under the new Civil Aviation Policy, future tariff at all airports will be calculated on a hybrid till basis.

R K Srivastava shown the doors suddenly by the government.
This is the second time Raheja has been entrusted with the task of heading the national airport company.
In August 2014, Raheja was given the additional charge following the repatriation of the then acting Chairman Alok Sinha to his parent cadre, Uttar Pradesh.
“Raheja today took over the additional charge of the post left vacant by the sudden exit of R K Srivastava,”
Srivastava, a 1984 batch Jharkhand-cadre IAS officer, was removed from the post by the government, nearly 15 months after he was brought at the helm for a five-year term.
58-year-old Srivastava had taken charge on January 2, 2015 and his appointment was announced by the government in December 2014. His tenure was for five years.
However, this is not for the first time that an AAI Chairman has been shown the door. In January 2014, the then UPA government had abruptly removed V P Agarwal.
AAI manages 125 airports, including 18 international aerodromes, 78 domestic and 26 civil enclaves at defence airfields.
It also provides air navigation services. Set up under an Act of Parliament, AAI came into being in April 1995 by merging erstwhile National Airports Authority and International Airports Authority of India.

The Airports Authority of India (AAI) will create additional posts of air traffic control officers.
Minister of State for Civil Aviation Mahesh Sharma today said in Rajya Sabha that there is no acute shortage of air traffic control officers (ATCOs).
He said “In order to meet the current and future requirements i.e. to cope with the growing requirement of air space and air traffic management, the AAI board has approved creation of additional posts of ATCOs in various grades,”
Through US-based Washington Consultancy Group, AAI had conducted a study on long-term manpower requirement for air traffic management.
“As per this report, the requirement of ATCOs would be 3,599 up to the year 2020. The report of WCG was reviewed by AAI and replaced it with ATM Staffing Policy & Guidelines in November 2015 which is implemented in a phased manner and inducted 169 ATCOs in 2015,”
To a separate query, the minister said that in the last three years, the government has given ‘in-principle’ approval for setting up of a greenfield international airport at Dholera in Gujarat.Besides, the government has granted ‘site clearance’ for “greenfield airports at Bhiwadi (Alwar) in Rajasthan and at three locations in Andhra Pradesh, namely Bhogapuram (Vijayanagaram), Dagadarthi (Nellore) and Oravakallu (Kurnool)”,
The minister also said construction work at the Kannur airport is at an advanced stage of completion and that the trial landing was completed on February 29.
According to Sharma, the government extends its full support to AAI in terms of grant-in-aid for execution of airport projects on need basis, apart from pursuing state governments for providing adequate land and facilitating mandatory approvals for construction of projects.

Government today cleared swapping of land owned by Airports Authority of India with that possessed by the Municipal Corporation of Greater Mumbai, a move which would enable completion of development work at the Mumbai international airport.
The parcel of land, measuring 2,960.90 square metres would be swapped with equivalent land of Municipal Corporation of Greater Mumbai (MCGM) for relocation of cemetery.
“Swapping of the land with MCGM will enable M/s MIAL to complete the development work of CSIA, Mumbai,” an official release said.
Mumbai International Airport Pvt Ltd (MIAL) is operating the Chatrapati Shivaji International Airport (CSIA).
“Since both the AAI land and the private land proposed to be swapped are of the same size and are adjacent to each other, as also the circle rate of the land is same, there is no financial implication on the government.
“However, the cost on account of mutation of the alternate land after swapping shall be borne by MIAL,” the release said.
The land swapping proposal was approved by the Cabinet, chaired by Prime Minister Narendra Modi.

Domestic and foreign carriers owed airport usage fee dues worth Rs 2,739 crore to the Airports Authority of India (AAI) at the end of March 2015, the government said today.
Out of the total, national carrier Air India and its subsidiaries owed the maximum of Rs 1,963 crore. Other carriers include SpiceJet+ Jet Airways+Jet Lite (India)+ IndiGo+ Go Air.
In a written reply to the Lok Sabha, Union Minister Mahesh Sharma said AAI has taken various measures to recover the dues such as charging interest on outstanding dues of delayed bills.
Various airlines were to pay airport usage fee worth Rs 2,738.87 crore to AAI at the end of March 2015, with “national carriers” owing Rs 1,962.92 crore, according to Sharma.
At that time,
foreign airlines owed Rs 388.93 crore while the domestic private carriers, including
SpiceJet and Jet Airways, had to pay Rs 387.02 crore.
However, the Minister did not disclose the names of the foreign airlines.
Besides, airlines that had to clear the dues at that time included
Go Air (Rs 32 crore),
Indigo Airlines (Rs 19.81 crore)
Air Asia (Rs 1.29 crore). Without taking names, Sharma said other private airlines owed Rs 96.85 crore to AAI.

Civil Aviation Ministry Has Identified 24 Airports for Development as Domestic Air Cargo Terminals.
Secretary for Civil Aviation , Shri Ashok Lavasa gave directions for drawing plans to develop domestic cargo terminals throughout the country.
Ministry Is Of The View That Air cargo represents about 10% of the airline industries’ revenue. About 35% of the value of goods traded internationally, is transported by air.Transport and logistics industries are closely related so far as growth and development of economy is concerned. Thus with a boom in economic activity, demand for transport and logistics is sure to be in demand.
Highlighting the importance of air cargo infrastructure in the country which is a barometer of global economic health, Shri Ashok Lavasa mandated that the works shall be in sync with the Government’s plan for development of air cargo facilities throughout the country and development of national logistics network for faster movement of cargo goods.
