बीते दिनों रक्षा लेखा विभाग के दो अधिकारियों को अनौपचारिक रूप से दूसरे मंत्रालयों में भेज दिया गया इसके पीछे राफेल सौदे को कारण बताय जा रहा है लेकिन यह भी सत्य हैं के पौने तीन शताब्दी पुराने इस विभाग द्वारा केंद्र सरकार की अनेकों कल्याणकारी योजनों में सहयोग प्रदान किया जाता है
जी हाँ !केंद्रीय अल्पसंख्यक मंत्रालय के हज डिवीजन के आग्रह पर उलान बटार स्थित रक्षा लेखा महानियंत्रक [यहाँ से महानियंत्रक पी ऍन सुकुल को मिनिस्ट्री ऑफ़ माइनॉरिटीभेजा गया है ] द्वारा सहायक लेखा अधिकारी स्तर के कर्मियों को सऊदी अरबिया [जेद्दाह भेजा जाना है इसके लिए वोलन्टीयर मांगे गए हैं

वरिष्ठ आईडीऐएस अधिकारी प्रशांत सुकुल और इनकी पत्नी श्रीमती मधुलिका सुकुल को अनौपचारिक रूप से अपने पैतृक रक्षा लेखा विभाग से बाहर स्थांतरित कर दिया गया है|प्रशांत सुकुल रक्षा लेखा विभाग [CGDA]और मधुलिका सुकुल रक्षा सेवाओं की वित्तीय सलाहकार [FADS ]के पद पर तैनात थी |यह सेक्रेटरी रैंक का पद है| इन्हें सेन्ट्रल इनफार्मेशन कमीशन में भेजा गया है |इनके स्थान पर रक्षा सेवाओं के बाह्य एडिटर के रूप में कार्यरत इंडियन ऑडिट एंड अकाउंट सर्विस के गार्गी कौल को यह महत्वपूर्ण पदभार सौंपा गया है| गार्गी मधुलिका से दो वर्ष जूनियर हैं |
मालूम हो के रक्षा लेखा विभाग रक्षा सेवाओं का आंतरिक ऑडिटर माना जाता है|
जबकि आई डी ऐ एस प्रशांत सुकुल को माइनॉरिटी कमीशन में भेजा गया है | बताते चलें के बोफोर्स काण्ड में भी इस विभाग को अनावश्यक रूप से घसीटा गया था|

[New Delhi]Defence A/Cs Releases Handbook on P&A of JCOs & ORs.
This handbook was conceptualized with the aim to provide more grasp on the rules of entitlement as well as to have complete transparency of procedures in the Pay Accounts Offices[PAOs].
This first edition contains all the procedures right from the inception stage of publishing and processing of the daily Part II orders, till the final processing and disbursement of entitlements.
The book also details the functional boundaries and constraints of PAOs.
The Defence Accounts Department [DAD]is entrusted with the responsibility of maintaining the pay accounts of million plus Jawans and JCOs of Indian Army. The Pay Accounts Offices (PAOs) of this department are at the forefront of the concerted efforts that are being put in to ensure that these men get their correct dues within reasonable time frame.
The book has sought to cover all the parameters of pay and allowances of JCOs/ORs, incorporating the 7th CPC entitlements as well, wherever available on the date of publication. This book in pdf format is also available on the website of PAO(OR) AMC & 11 GRRC as well as of PCDA(CC), Lucknow.

[नयी दिल्ली]शोभना जोशी को बनाया नया रक्षा [वित्त] सचिव |आईडीऐएस जोशी अब करेंगी रु ढाई लाख करोड़ के रक्षा बजट का प्रबंधन
का नया पद सृजित किया गया
रक्षा मंत्रालय के खाते और दो लाख करोड़ रूपए से अधिक के उसके विशाल बजट के प्रबंधन में मदद के लिए इस मंत्रालय में सचिव स्तर का एक नया पद सृजित किया गया है।
मंत्रिमंडल की नियुक्ति संबंधी समिति ने भारतीय रक्षा लेखा सेवा की 1979 बैच की अधिकारी शोभना जोशी की सचिव [रक्षा वित्त] के रूप नियुक्ति को मंजूरी दी है। वह फिलहाल रक्षा लेखा सेवा की महानियंत्रक हैं।
प्राप्त जानकारी के अनुसार 31 मई को सेवानिवृत होने जा रहे एस एस मोहंती वित्त सलाहकार :रक्षा सेवाएं: के रूप में कार्य कर रहे थे। इस पद को उन्नत कर सचिव स्तर का पद बनाया गया है।
पारंपरिक रूप से रक्षा मंत्रालय में फिलहाल चार सचिव हैं।
रक्षा विभाग,
रक्षा उत्पादन विभाग,
पूर्व सैनिक कल्याण विभाग,
रक्षा अनुसंधान एवं विकास संगठन की अगुवाई एक एक सचिव करते हैं।
वर्तमान वित्त वर्ष के लिए करीब 2.58 लाख करोड़ रूपए रक्षा के लिए उसकी जरूरतों की पूर्ति के लिए तय किया गया है।
गौरतलब हे के 250 वर्ष पुराना रक्षा लेखा विभाग भारत सरकार के सबसे पुराने विभागों में से एक है । रक्षा लेखा महानियंत्रक के पद पर शोभना जोशी ने रक्षा लेखा सेवाओं तथा रक्षा से जुड़े अन्य संगठनों जैसे भारतीय तटरक्षक बलों, सीमा सड़क तथा कैन्टीन भंडार विभाग को वित्तीय सलाह प्रदान करने तथा उनके व्यय तथा प्राप्तियों के भुगतान, लेखांकन एवं आंतरिक लेखा परीक्षा के लिएउल्लेखनीय उपलब्धियां हासिल की हैं
उन्होंने रक्षा लेखा महानियंत्रक, 04 रक्षा लेखा अपर महानियंत्रकों, 19 प्रधान नियंत्रकों तथा सेना, नौसेना, वायुसेना, आयुद्ध निर्माणियों, रक्षा अनुसंधान एवं विकास संगठनों, तटरक्षक बल एवं सीमा सड़क संगठन आदि से संबंधित कार्य देखने वाले क्षेत्रीय नियंत्रकों (सेना ), प्रयोजनमूलक नियंत्रकों /एकीकृत वित्तीय सलाहकारों का कार्य देखने वाले 70 रक्षा लेखा नियंत्रक स्तर के अधिकारियों की सहायता से विभाग का संचालन किया है । प्रयोजनमूलक नियंत्रक सीमा सड़क संगठन, पेंशन एवं पेंशन संवितरण तथा कैन्टीन भंडार विभाग आदि जैसे विशेष संगठनों को अपनी सेवा प्रदान करते हैं ।

Defence Accounts Department[DAD] Celebrates its 268th Anniversary This Department Handles a Defence Budget Of 3,44,000 Crores
Minister of State for Defence Rao Inderjit Singh has called upon the officers and staff of the Defence Accounts Department to maintain total transparency and probity in the spending of defence finance. Addressing the 268th Defence Accounts Department Day function at New Delhi Shri Singh said the role of the department is very important since it is handling a budget of 3,44,000 crores which is almost 14% of the Union Budget. Giving emphasis on the full utilisation of the Defence Budget in a time-bound manner, he appealed to department officials to look into this aspect. On this occasion as part of the ‘Digital India’ initiative of the Government, the Minister formally launched ePPO for Ex-Servicemen and a Handbook on delegation of powers to Integrated Financial Advisors (IFA).
He also commended the role of the department for its sincere efforts in helping the Government to implement the long overdue One Rank – One Pension (OROP) scheme for the Ex-Servicemen.
Speaking on the occasion Chairman Chiefs of Staff Committee and Chief of Air Staff Air Chief Marshal Arup Raha congratulated the officers and staff of the DAD for observing the Foundation Day. Dwelling upon the role of the Department he highlighted the importance of Internal Audit in the prompt and efficient use of Defence Budget.
On this occasion the Minister presented the ‘Raksha Mantri Awards for Excellence’ to selected DAD employees for their outstanding contribution during the year 2014-15. Among others, Defence Secretary Shri G Mohan Kumar and Financial Advisor (Defence Services) Shri Sudhanshu Mohanty also addressed the gathering.

The Hacking of the official website of Office of the Principal Controller of Defence Accounts (Officers)Pune [PCDA(O)] was done through an IP address that has been traced to Germany,
However, the officials believe that the hacking, which occurred on March 31, could have been a paid job.
“The hacking has been traced to Germany but we believe it could have been a paid job,” the sources said.
Official said that a report has been prepared by Indian Computer Emergency Response Team (CERT-In) and it has been submitted to the Defence Ministry.
The website had been down for several days and it was feared that personal details besides login names and passwords may have been compromised.
Arvind R Kaushal, Controller General of Defence Accounts,[CGDA] today said the the incident had “hit us hard”.
Addressing a seminar , Defence Minister Manohar Parrikar cautioned the Defence Accounts officials against any attack of hackers on their database.
