Central Govt Has Shelved Its Another Proposal for Civil Aviation Authority
Union Minister Ashok Gajapathi Raju today said that he saw no need to merely rename the regulator.
The UPA government had proposed to replace Directorate General of Civil Aviation (DGCA) with Civil Aviation Authority (CAA) having full functional and financial autonomy to give the regulator more teeth.
But the Civil Aviation Minister said.”What is the need for CAA? What purpose will be served by just changing the name? I do not see any reason (to replace DGCA),”
Raju, however, admitted there is “opaqueness” in working of DGCA and promised to usher in transparency in the body in the interest of passenger safety and security.
The Minister said an ambitious plan is being worked out to make the DGCA a more “responsive” and “meaningful” body, which had faced a downgrade on safety grounds during the UPA regime.
The DGCA is expected to make completely online 18 major services including granting of licence to pilots, approval of safety procedures and engineering and flight operations this month as part of its e-GCA (e-Governance in Civil Aviation) project.
His comments come,Through PTI, at a time when there are increasing threats to aviation security worldwide, particularly after the terror attack on Brussels airport in March.
Yesterday Raju Ruled Out any Formulation For Capping Of Airfare

[New Delhi]Govt Can’t Push Pvt ALs & Unwilling To Force Its Carrier For Unconnected Cities
Government today said that Its Carrier is coming out from losses so, will not “force” Air India to fly to unconnected cities
Civil Aviation Minister Ashok Gajapathi Raju said Air India is coming out of losses because of the government’s “non-interference” policy and maintained that its job was to “facilitate and not compel” airline operations.
Raju made the remarks during Question Hour after a number of members raised the issue of lack of air connectivity to the regions they came from and Rajiv Satav (Cong) urged him to ask Air India to connect places like Nanded, a pilgrimage centre of the Sikhs.
Raju, however, said the government from time to time gave suggestions to airlines and noted that in the draft civil aviation policy there is a proposal to connect unserved and unconnected airports under the Regional Connectivity Scheme.
“The details of the scheme including the action plan are being finalised… An indicative cost of Rs 50-100 crore has been envisaged in the budget speech for 2016-1017,”

Govt To Restrict Landing For Overseas Airlines

[New Delhi]Govt To Restrict Landing For Overseas Airlines .
Foreign Carriers May Not Get Landing Rights on Demand In India
Signalling a major shift in granting air traffic rights, the government is looking at restricting the number of landing points for overseas airlines irrespective of their seat entitlements.
The thinking on these lines comes against the backdrop of Gulf carriers cornering a large chunk of international air traffic from India because of having landing rights across a number of airports in the country.
A senior Civil Aviation Ministry official said it was looking at restricting the ports of call given to foreign airlines under bilaterals while remaining flexible on seat entitlements.
Some foreign carriers pitch for more landing points as well as higher number of seats but at times allowing such requests could hurt domestic carriers,
As per sources Govt is planing to create a balance between the interests of passengers and the interests of Indian carriers,” At present, the balance seems to be tilted towards overseas airlines.
.A firm decision on restricting the landing points for overseas airlines is yet to be taken,

Govt Reiterates Its Stand For Not Capping Airfares

[New Delhi]Govt Reiterates Its Stand For Not Capping Airfares
Dr Mahesh Sharma has denied any proposal to regulate economy class air fares
Civil Aviation Minister Sharma’s remarks came against the backdrop of concerns expressed in various quarters about steep fluctuations in air ticket prices. Earlier this week, a parliamentary panel also suggested capping maximum air fares on domestic routes.
In a written reply to the Lok Sabha, Minister said air fares are not controlled by the government.
To a query on whether the government proposes to regulate the economy class air fare for domestic routes, Sharma replied in the negative.
According to him, airlines are free to fix the ticket rates after taking into consideration various factors, including cost of operation and characteristics of service.
A Tariff Monitoring Unit has been set up at the Directorate General of Civil Aviation (DGCA) to monitor air fares on certain routes on a random basis. This is to ensure airlines do not charge fares outside the range declared by them.
In a report tabled in Parliament on Tuesday, the Department-Related Parliamentary Standing Committee on Transport, Tourism and Culture had suggested a cap on maximum air fares.
The report pertained to action taken by the government on observations/recommendations of the panel on the Ministry’s Demands for Grants (2015-16).
Earlier, some parliamentarians had asked the Civil Aviation Ministry to look into the issues of steep hikes in air fares during festival seasons
