[New Delhi] Former PM Dr Manmohan Singh,Breaking His Silence, Denied Any Favor In Coal Block Allotments
Dr Singh has told CBI that he did not try to “influence” anybody, nor was there “any undue haste” in awarding the Talabira-II coal block to HINDALCO which was initially refused.
He also told CBI, investigating the case, that he had neither promised, nor gave any assurance to industrialist Kumar Mangalam Birla about allocation of the block in Odisha to his firm HINDALCO.
Singh, who was holding the portfolio of the Coal Ministry in 2005, said he only forwarded the letters of Birla and Chief Minister of Odisha Naveen Patnaik in this regard to the Ministry for careful examination.
While Birla had written letters requesting the Government to “change the decision” of not considering HINDALCO for the coal block, Patnaik had requested a review of the decision.
Singh, who has been summoned as accused by a special CBI court in the case, in a statement to the agency has said that recommendation of the Ministry to accommodate HINDALCO was approved by him.
There was no “undue haste” in arriving at the decision to allocate the block to HINDALCO, he maintained.
The Supreme Court had on April 1 stayed the trial court’s order summoning Singh and others, including Birla and ex-Coal Secretary P C Parakh, as accused in the case.

He said that If the central government is claiming that it has fetched more than Rs two lakh crore from coal auction, at least Rs one lakh crore should be spent on farmers’ welfare, Singh said, adding that the funds can be used to waive their loans.

former Union Cabinet Minister, Kapil Sibal writes in his blog that In the backdrop of the windfall gains from the Coal block auctions claimed by the Modi Government, and no less than Shri Narendra Modi himself, that the Government may gain a windfall from these auctions, but in the long run, it is the people of India who will pay the price.
Pointing out the basic nature of economic dynamics and market forces, sh Sibal cautions that the auction of natural resources such as coal have to be done carefully. Businesses that pay huge sums of money to win these bids, will pass burden on to their consumer, which is eventually the “aam aadmi” who buys goods and services who’s prices are directly or indirectly influenced by the selling price of coal.
Sh Sibal also points out, that the purpose of auctions should go beyond earning revenue for the government, and also try to energize and encourage the industry.
“Most of the coal blocks have been won by industry that produces neither steel nor cement or power. The most successful bidders in the auction manufacture aluminium. The result is that the share of the steel sector, which was allocated 65 per cent of the coal blocks before the auction, has been reduced to 25 per cent after the auction. The aluminium industry, which had been allocated 2 per cent of the coal blocks, has increased its share to 45 per cent. The very purpose for which the ordinance was promulgated has been defeated. Manufacturers of aluminium have benefited. The steel, cement and power sectors have lost out.”
The Central govt has claimed that the revenue gain from the recently-held coal auctions of 32 mines which has surpassed the estimates of the Comptroller and Auditor General for 200 mines.

कोयला खदानों के आवंटन में साजिश तथा भ्रष्टाचार का आरोप झेल रहे पूर्व कोयला सचिव पारेख ने कहा कि कोयला ब्लाक आवंटन में तो अंतिम निर्णय प्रधानमंत्री डॉ मनमोहन सिंह का था, ऐसे में उन्हें तो पहला ‘साजिशकर्ता’ समझा जाना चाहिए।लेकिन इसके साथ ही उन्होंने किसी भी साजिश से इंकार भी किया है| पारेख ने इस करार में किसी गड़बड़ी से इनकार करते हुए कहा है कि सीबीआई जनहित में लिए गए सही और गलत फैसलों में फर्क करने में नाकाम है |हिंडाल्को को तालाबीरा के आवंटन के पीछे कोई साजिश नहीं है। फिर भी अगर सीबीआई को साजिश लगती है तो इस आवंटन को मंजूरी देने वाले प्रधानमंत्री को उसे आरोपी नंबर एक बनाना चाहिए। यह हैरानी की बात है कि सीबीआई ने मेरी ही नीयत पर सवाल उठाया,
प्रमुख विपक्षी दल भारतीय जनता पार्टी[भाजपा] ने पूर्व कोयला सचिव पीसी पारेख की टिप्पणी के बाद आज प्रधानमंत्री मनमोहन सिंह पर हमला बोलते हुए आश्चर्य जताया कि कोयला ब्लॉक आवंटन के लिए अंतिम मंजूरी देने वाला कोई व्यक्ति अपनी जिम्मेदारी से कैसे बच सकता है।
यशवंत सिन्हा ने कहा,कि अब पारेख के लिए बोलने का समय आ गया है उन्हें सब कुछ स्पष्ट करना चाहिए |अगर हिंडाल्को को आवंटन में सीबीआई को कोई साजिश लगती है तो वह सबसे पहले प्रधानमंत्री को आरोपी बनाए। ।सिन्हा ने कहा कि जितने भी कोल ब्लॉक आवंटन हुए वह प्रधानमंत्री के आदेश से हुए हैं, जो आदेश देता है, वह ज्यादा दोषी है।
कांग्रेस के महासचिव दिग्विजय सिंह ने भाजपा को चेतावनी देते कहा कि एनडीए इस मामले में जल्दबाजी न करें, क्योंकि उनके खिलाफ भी राज खुल सकते हैं।
इसके साथ ही उन्होंने पारेख को नसीहत देते हुए अपनी बात मीडिया में कहने के बजाये सी बी आई के समक्ष कहने की सलाह दी |
सीपीआई ने भी मामले की जांच की मांग की है|
बताते चलें कि देश के बड़े उद्योगपतियों में एक कुमारमंगलम बिड़ला के खिलाफ सीबीआई ने धोखाधड़ी और आपराधिक साजिश का मामला [FIR ]दर्ज किया है। उनकी कंपनी हिंडाल्को पर कोल ब्लॉक आवंटन में घपले का आरोप है। 2005 का यह मामला है, जब ओडिशा के जासूगुडा ज़िले में हिंडाल्को को तालाबेरा दो कोल ब्लॉक दिए गए।इस एफआईआर में कोयला मंत्रालय के पूर्व सचिव पीसी पारेख का भी नाम है |
