Defence Secretary Dr Ajay Kumar laid the foundation stone for construction of the building of Pay Accounts Office (Other Ranks) (PAO (ORs)) Rajputana Rifles Regimental Centre (RRRC) at Delhi Cantt.
Speaking on the occasion, Secretary congratulated the Controller General of Defence Accounts (CGDA) and his Defence Accounts Department (DAD) who, he said, continue to work relentlessly in the service of the nation. He also congratulated the personnel of RRRC who will be benefitted through this building.
Dr Ajay Kumar applauded the efforts and measures taken by CGDA to move forward on a progressive path by envisaging the vision 2024 for the department. He said, this would usher in a new era and make DAD more efficient, helping it to play its role more efficiently. He also appreciated the digital initiatives taken by the department and automating its activities in various areas of work.
In his address, CGDA Shri Sanjiv Mittal said, PAO has set high standards in all areas of work and aims to take this organisation to greater heights by providing best services in audit and accounting among others. The CGDA highlighted the initiatives taken by DAD to encourage e-payments. These include introduction of online payments in Account Officer Garrison Engineers (AO GEs) through State Bank of India-Cash Management Product (SBI-CMP); SBI-CMP for Ex-Servicemen Contributory Health Scheme (ECHS) payments and Direct Bank Transfer for pay and allowances in respect of Defence Civilians in line with Digital India Theme.
Chief of Staff, Delhi Area Maj Gen Alok Kacker and other civil and military officials were also present at the occasion.

This handbook was conceptualized with the aim to provide more grasp on the rules of entitlement as well as to have complete transparency of procedures in the Pay Accounts Offices[PAOs].
This first edition contains all the procedures right from the inception stage of publishing and processing of the daily Part II orders, till the final processing and disbursement of entitlements.
The book also details the functional boundaries and constraints of PAOs.
The Defence Accounts Department [DAD]is entrusted with the responsibility of maintaining the pay accounts of million plus Jawans and JCOs of Indian Army. The Pay Accounts Offices (PAOs) of this department are at the forefront of the concerted efforts that are being put in to ensure that these men get their correct dues within reasonable time frame.
The book has sought to cover all the parameters of pay and allowances of JCOs/ORs, incorporating the 7th CPC entitlements as well, wherever available on the date of publication. This book in pdf format is also available on the website of PAO(OR) AMC & 11 GRRC as well as of PCDA(CC), Lucknow.

It may not be nothing in the name but Indian Defence Accounts Service (IDAS),seeks change of name IDAS Is Allied services of IAS
The Indian Defence Accounts Service (IDAS), a 270-year-old service, has asked the government to change its name to Defence Finance Service, keeping in view the changing nature of the department.
The nature of functioning of the department has changed over the last so many years. Time has come to change the name of the department from Defence Accounts Department to Defence Finance Department.
“We have sent the proposal finally (to the government) to change the name of the Defence Accounts Service to Defence Finance Service,” Sunil Kohli, Controller General of Defence Accounts, said.
He was speaking at an event to mark the 270th Defence Accounts Service Day which was also attended by Defence Secretary G Mohan Kumar.
IDAS officers are group ‘A’ defence civilian officers.
The department also serves the three defence services, DRDO, Border Roads Organisation and ordnance factories. It renders three fold services in areas like financial advise, payments, accounting and audit.
It traces its history to 1747, from the days of the British East India Company, and is one of the oldest civil services in the country.
The IDAS played a critical role in the implementation of the One Rank One Pension (OROP).
Kohli said the department has also sent another proposal to earmark budget which could be used for carrying out digitilisation and computerisation of the department in order to implement pensions in a better way.

Probationers of Indian Defence Accounts service called on President today
A group of probationers of Indian Defence Accounts Service[IDAS](2014 and 2015 batches) called on the President of India,Pranab Mukherjee today at Rashtrapati Bhavan.
Speaking on the occasion, the President extended heartiest congratulations to all the young officers for having cleared the civil services exam which is recognized as one of the toughest competitive examinations. He welcomed the young probationers to Government service and assured them that there will be no dearth of challenges and opportunities in their long career ahead. He stated that the canvas, scope and breadth of exposure and responsibility that a career in Government offers, and that too at a relatively young age, is an experience and opportunity unlike any other. He stated that he was sure that the 24 week professional training at the National Institute of Financial Management, followed by another 28 week stint at their service academy which they undergo will acquaint them with the intricacies and nuances of the Department.
The President said that the Service that they are joining is the core of the Defence Accounts Department. Established several years ago, this Department was until 1951 known as the Military Accounts Department. The Department renders finance related services and is mandated with the task of ensuring financial propriety and accountability in the Ministry of Defence. It handles the payment & accounting functions, pension management, internal audit, budget management and the financial advice function for the Armed Forces and the allied establishments i.e. the Ordnance Factories, Coast Guard and Boarder Roads. He stated that the Department has the crucial responsibility of guaranteeing financial propriety, probity and integrity in all transactions. The increase in defence outlays requires that all of them remain abreast of the latest techniques in financial management and deliver sound financial advice in a timely and efficient manner.

I am sure the Defence Accounts Department will continue to maintain its high professional standards and display extraordinary commitment in order to meet the expectations of the Defence Forces.

The Hacking of the official website of Office of the Principal Controller of Defence Accounts (Officers)Pune [PCDA(O)] was done through an IP address that has been traced to Germany,
However, the officials believe that the hacking, which occurred on March 31, could have been a paid job.
“The hacking has been traced to Germany but we believe it could have been a paid job,” the sources said.
Official said that a report has been prepared by Indian Computer Emergency Response Team (CERT-In) and it has been submitted to the Defence Ministry.
The website had been down for several days and it was feared that personal details besides login names and passwords may have been compromised.
Arvind R Kaushal, Controller General of Defence Accounts,[CGDA] today said the the incident had “hit us hard”.
Addressing a seminar , Defence Minister Manohar Parrikar cautioned the Defence Accounts officials against any attack of hackers on their database.
