A case of suspected leak of documents related to Scorpene submarines has been reported by a foreign media house.
The available information is being examined at Integrated Headquarters, Ministry of Defence (Navy) and an analysis is being carried out by the concerned specialists. Sensitive documents detailing the technical and stealth capabilities of India’s Scoprene submarines designed by French shipbuilder DCNS have been leaked,
The leaked DCNS data, running to 22,400 pages, details the secret stealth capabilities of six new Indian submarines, including what frequencies they gather intelligence at, levels of noise +diving depths+range and endurance all sensitive information that is highly classified, according to ‘The Australian’ newspaper.
The data tells the submarine crew where on the boat they can speak safely to avoid detection by the enemy. It also discloses magnetic, electromagnetic and infra-red data as well as the specifications of the submarine s torpedo launch system and the combat system
It details the speed and conditions needed for using the periscope, the noise specifications of the propeller and the radiated noise levels that occur when the submarine surfaces.
M o D Manohar Parrikar told reporters “I have asked the Navy chief to study the entire issue about what has been leaked, what is there about us and to what extent. It came to my knowledge at about 12 AM. What I understand is there is a hacking. So we will find out all this,”
The Defence Minister said he does not suspect the leak to be 100 per cent since a lot of final integration lies with India
He said a clear picture will emerge in a couple of days.
In a statement, the Navy said, “A case of suspected leak of documents related to Scorpene submarines has been reported by a foreign media house.
“The available information is being examined at Integrated Headquarters, Ministry of Defence (Navy) and an analysis is being carried out by the concerned specialists.

The leak has created fear in Australia about the future security of top-secret data on its navy’s future fleet, the Australian media reported as the French company had won the bid to design Australia’s new Australian Dollar 50 billion submarine fleet.
Australian Prime Minister Malcolm Turnbull said it was important to note the submarine DCNS was building for India was a completely different model to the one it will build for Australia and the leaked information was a few years out of date.

Defence Minister Manohar Parrikar today said he will place all facts along with the detailed chronology about the controversial AgustaWestland chopper deal before Parliament on May 4.
Parrikar was speaking to reporters on the sidelines of an event to lay foundation stone for a football ground in Panaji.
He said “Those who received kickbacks will not leave behind the proof for us to prosecute them, but we will have to prove it (that kickbacks were received),”
Minister further said.”It is for us to prove everything now. Since the issue would be placed in Parliament, I would not like to speak in detail to media,”
Parrikar questioned.”Why no action was taken against the company till 2014? Why was the company not blacklisted by then UPA government?”
“I challenge the Congress to show the UPA government’s order blacklisting the AgustaWestland company. Let them reply first why it was not banned. he claimed .It was during our (NDA) government that we banned it,”
Parrikar had recently challenged the Congress to show the order by the UPA government confirming the blacklisting.
AgustaWestland was not blacklisted during the UPA rule, top Modi government sources had recently claimed, asserting it was the NDA dispensation which had put on hold all acquisition proposals with the VVIP chopper scam-tainted firm.
The deal for the choppers went off track in 2013 when Italy arrested the head of Finmeccanica, which owns AgustaWestland, for paying bribes to secure the deal.
An Italian court, which convicted AgustaWestland chief Giuseppe Orsi, had reportedly described how the firm paid bribes to top Congress leaders to bag the Rs 3,600 crore deal.

The ‘Make in India’ vision is a priority for defence procurement but “operational readiness” is the military’s primary task as “we don’t want people to look at us with big eyes”, .
He said “We need adequate equipment and that cannot change. Make in India is in its place, our military preparedness is paramount,” he said speaking at a panel discussion on Make in India initiative in the defence sector on the opening day of the three-day technical festival Cognizance 2016 of IIT Roorkee
There have been calls for stepping up the country’s defence preparedness after the terror attack on the Pathankot Air base and in Gudsaspur.
Opposition Congress had in Parliament recently criticised the government for its handling of the Pathankot incident in which seven security personnel were killed.

Expressing His Personal Views Diffence Minister Manohar Parrikar Said That
any individual or organisation causing pain to India should be paid back in the same coin but how, when and where “should be of our choice”, These remarks came in the backdrop of the Pathankot terror attack.
Addressing an audience which consisted of top brass of the Army, including its chief Gen Dalbir Singh Suhag, the Minister said that history tells us that until those who inflict damage on others experience the same pain, they don’t change.
“I am of the opinion, it should not be taken as a government thinking, I always believe that if anyone harms you, he understands the same language.
“How, when and place should be of your choice but if someone is harming this country, then that particular individual ororganisation, I purposely used the words individual and organisation, should also receive the pain of such activities,”
Asked to elaborate, Parrikar later said, “Basic principle is that until we give them pain, whoever they may be, until then, such incidents will not reduce”.
Without referring to the Pathankot attack, the Minister said the country was proud of its seven soldiers who laid down their lives but he is pained by the loss.
“I don’t appreciate it. I have said that it is time we tell our soldiers that it is inevitable that we will lose some soldiers, and in this incident we lost person in actual combat.
“We should tell them to think of the concept of taking life of your enemy, enemy of the country, instead of giving your life. This is an important aspect,”
He said that while sacrifice is respected, what nation needs is to neutralise the enemy.
Asked if that means there is a change in policy from the previous UPA government, Parrikar retorted, “If someone comes and hammers you, you should keep quite? Was that the policy?

Coast Guard DIG B K Loshali has been sacked following a Board of Inquiry over his comments that contradicted the government’s stand on the sinking of a Pakistan fishing boat last year.
“He was dismissed from services after the Board of Inquiry found him guilty of all the charges on Saturday.
The inquiry was conducted by a panel of senior DIG (Deputy Inspector General) rank officers for over three months,
On eve the of New Year last year, a Pakistani fishing boat said to be carrying explosives was intercepted by the Indian Coast Guard off the coast of Gujarat, but the vessel exploded and caught fire before sinking along with four occupants.
Defence Minister Manohar Parrikar had said the “circumstantial evidence” indicated that the Pakistani boat had suspected terror links.
Dismissing claims that the occupants of boat were smugglers, the Minister had said he would classify them as “suspected or possible terrorists” since they had committed suicide after being intercepted and added that they were in touch with Pakistani maritime officials,
While the government has claimed that the Pakistani boat had been set on fire by its crew, Loshali told an audience of Coast Guard and Larsen & Toubro officials on February 15 that he had ordered to blow off the boat, which was a major embarrassment for the government as well as the Coast Guard.
Following this, the government had removed Loshali from the position of Chief of Staff, North West and attached him to the force’s Gandhinagar-based regional headquarters.
A Board of Inquiry at Mumbai was also constituted to look into the matter, which probed the matter for over three months and court martialed him.

संप्रग[UPA ] सरकार के समय हुए 126 राफेल लड़ाकू विमानों के प्रस्तावित सौदे को ‘आर्थिक रूप से अव्यावहारिक’ और गैर जरूरी बताते हुए रक्षा मंत्री मनोहर पर्रिकर ने पी टी आई को बताया कि राजग सरकार केवल 36 फ्रांसीसी लड़ाकू विमान खरीदेगी, जिनका इस्तेमाल रणनीतिक उद्देश्य से किया जाएगा।
पर्रिकर ने पूर्व रक्षा मंत्री ए के एंटनी द्वारा शुरू की गयी निविदा प्रक्रिया पर सवाल खड़े किये और कहा कि एंटनी ने निविदा प्रक्रिया में इस तरह रोड़े डाले कि राफेल सौदा कभी लागू नहीं हो पाए।
उन्होंने कांग्रेस की इस आलोचना को खारिज कर दिया कि प्रधानमंत्री नरेंद्र मोदी ने वित्त मंत्रालय और सैन्य परियोजनाओं पर निर्णय लेने वाली रक्षा मंत्रालय की शीर्ष इकाई रक्षा खरीद परिषद की अवहेलना की। पर्रिकर ने कहा कि सौदे पर अभी दस्तखत हुए नहीं हैं और उन्हें प्रक्रिया पूरी होने तक प्रतीक्षा करनी चाहिए।
उन्होंने विश्वास जताया कि करार पर काम करने के लिए बनाई गयी समिति अगले दो-तीन महीने में काम पूरा कर लेगी।
मोदी सरकार ने 126 राफेल विमानों के 20 अरब डॉलर से ज्यादा के सौदे को रद्द कर दिया, जिसके लिए करीब तीन साल पहले संप्रग के शासनकाल में दासॉल्ट को सबसे कम बोली लगाने वाली कंपनी घोषित किया गया था।
प्रधानमंत्री मोदी ने पिछले महीने अपनी फ्रांस यात्रा के दौरान सरकार से सरकार :जी2जी: करार के तहत उड़ान भरने की स्थिति में 36 राफेल खरीदने के फैसले की घोषणा की थी। पर्रिकर ने रेखांकित किया कि भारतीय वायुसेना की तत्काल जरूरत के मद्देनजर 36 राफेल विमानों को खरीदने का फैसला किया गया था।
जब रक्षा मंत्री से पूछा गया कि शेष जरूरत का क्या होगा तो उन्होंने पीटीआई-भाषा को बताया, ‘‘हम बाकी विमानों को नहीं खरीद रहे। हम केवल सीधे 36 विमानों को खरीद रहे हैं।’’ जारी

The Hacking of the official website of Office of the Principal Controller of Defence Accounts (Officers)Pune [PCDA(O)] was done through an IP address that has been traced to Germany,
However, the officials believe that the hacking, which occurred on March 31, could have been a paid job.
“The hacking has been traced to Germany but we believe it could have been a paid job,” the sources said.
Official said that a report has been prepared by Indian Computer Emergency Response Team (CERT-In) and it has been submitted to the Defence Ministry.
The website had been down for several days and it was feared that personal details besides login names and passwords may have been compromised.
Arvind R Kaushal, Controller General of Defence Accounts,[CGDA] today said the the incident had “hit us hard”.
Addressing a seminar , Defence Minister Manohar Parrikar cautioned the Defence Accounts officials against any attack of hackers on their database.
