Union Minister Dr.Jitendra Singh said that the DoPT (Department of Personnel & Training) is constantly striving to expedite the promotions and empanelment of officers, so that each of the government functionary gets his due on time and remains motivated to offer his or her services to the best of potential and ability.
Speaking to a delegation of senior officers of Punjab Civil Services (PCS), who called on him with a request to expedite their cases of induction into IAS (Indian Administrative Services), Dr.Jitendra Singh said, there was a tendency for delay in the past but over the last six years the processes have been streamlined with optimum utilisation of modern technology. He said, in the last few years, DoPT has followed a proactive approach in coordination with different Ministries and Departments of the Government of India as well as different State/UT governments to overcome bottlenecks or hurdles coming in the way of promotions or empanelment.

A delegation of officials of Department of Personnel and Training (DoPT), called on the MoS PMO, Personnel, Public Grievances & Pensions, Dr Jitendra Singh here today. The officials thanked the Government led by Prime Minister Narendra Modi for incorporating their issues in the Union Budget presented by Finance Minister Shri Arun Jaitley yesterday.
The delegation was led by the DoPT Secretary Shri Ajay Mittal. The members thanked the Government for allowing them a Standard Deduction of Rs 40,000 p.a. for salaried individuals on income tax in lieu of the existing transport allowance and reimbursement of medical expenses.
They also thanked the Government for taking various other welfare measures for the employees in the last three years.
He said that this has been taken care of by exemption of the interest on bank account from income tax up to Rs.50,000, enhancement of the health insurance amount up to Rs.50,000 and hike in medical expenditure. The budget is common man friendly and addresses issues of all sections,

Delhi Chief Minister Arvind Kejriwal and his deputy Manish Sisodia Received Disappointment Over the recent changes in the Joint Cadre Authority (JCA) and asked why the Modi government was “scared” of AAP’s presence.
Dy CM Sisodia claimed that the new rules on JCA, notified by the Department of Personnel and Training (DoPT), was aimed at stopping him from attending any meeting of the panel, while Kejriwal repeated his charge that Modi is creating “hurdles” for the Delhi government.
CM tweeted.”Modi ji trying everything possible to create hurdles in Delhi government. And then they say that we fight. Modi puts obstacles in the functioning of the Delhi government every morning,”
The Centre had notified new rules to exclude ministers from a panel that decides on transfers of IAS and IPS officers in the joint cadre of some states, which was being seen as an attempt to keep out Aam Aadmi Party’s ministers from it.
“Modi govt changed 44-year-old rule only to stop me from attending JCA meeting? Why are they so scared of our presence?” Sisodia asked.
However, following the changes, senior government officials had maintained that the rules do not apply to joint cadre of union territories (AGMUT) which include Delhi.
“The new changes apply only to Assam-Meghalaya cadre where two governments are involved,” a senior DoPT official had said.

The government’s move came after it was noticed that some officials were not reporting back to India after completion of their foreign postings. Some of them were also proceeding on unauthorised leave soon after completing their tenure abroad
IAS + IPS officers overstaying on foreign assignments or remain on unauthorised leave without permission stand to lose their jobs under new rules unveiled by the government today that reduces the grace period.
.There are 10 IAS officers who are at present on unauthorised leave and necessary action is being taken against them,
In case states fail to act against delinquent officers, the Centre will on its own initiate proceedings of “deemed resignation” against them, according to the rules.
As per rules ,If an officer of all India service — Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS), remains unauthorisedly absent after the sanctioned period of leave, study leave or tenure of foreign assignment, there shall be a one month waiting period,
After that, the state government concerned under whose cadre the officer hails from, shall issue a show cause notice, thereby giving him an opportunity to explain his case.
Thereafter, if the officer does not return to duty, the state government concerned shall initiate proceedings of deemed resignation and forward a proposal to the Centre for effecting it within next two months, it said, adding that the process of deemed resignation should be completed within three months time.
In case the state government fails to comply with these instructions, the central government shall initiate proceedings of deemed resignation on its own, the rules finalised by Department of Personnel and Training (DoPT) said.

Ministry of Health and Family Welfare is facing allegation of a chief vigilance officer , attached to Medical Councils of India .Now Ministry ,calling these charges baseless, said that the repatriation of this CVO to his parent department is to be decided by DoPT
Dr Harsh Vardhan regretted that this “non-issue” had been turned into a personal attack on him by some media. He said, “My agenda to reform medical education and root out corruption in all institutions continues notwithstanding these reports
Dr Harsh Vardhan, Union Health Minister, has stated that the media reports based on the Chief Vigilance Officer (CVO) attached to the Medical Council of India (MCI) are without basis on facts and end up confusing the people.
“Some reports say I have removed him, which is absurd. Others say that I put the officer to personal risk by not repatriating him, which is equally untrue,” the Minister said here today.
The Updates provided by The Ministry are as under
[1]The CVO in question, Mr H. K. Jethi, an officer of the Allied Services ie Indian Ordnance Factories Service, was unhappy with his appointment which goes back to October 3, 2013. He had written three letters (dated April 29, 2014, August 25, 2014 and October 1, 2014) to the Ministry of Health requesting repatriation to his parent cadre.
[2]The fact of the matter is that the Ministry had indeed forwarded his applications to the Department of Personnel and Training (DoPT).
[3]The post of CVO in MCI comes under the mandate of DoPT while the appointing authority is the Central Vigilance Commission.
[4]The Ministry had taken a sympathetic view of Mr Jethi’s complaints as to his personal safety when he made a personal representation to senior officers. His request had been forwarded to the DoPT, the Minister stated.
[5]In fact, the previous CVO of the Ministry, Mr Vishwas Mehta, who was in charge of dealing with MCI, had referred a letter from Mr Jethi alleging some misdemeanour on the part of the MCI authorities to the Central Bureau of Investigation (CBI),

पहली पेंशन मिलने में देरी को समाप्त करने के लिए ,केंद्र सरकार ने, शपथ पत्र प्रक्रिया को सरल किया

पहली पेंशन अविलम्भ पाने के लिए पेंशनर को सम्बंधित बैंक में आवश्यक शपथ पत्र [हलफ नामा] तत्काल जमा करवा देना चाहिए|
केंद्र सरकार[DOPT]का मानना है कि सेवानिवृत्ति के बाद पहली बार पेंशन के भुगतान में देरी मुख्‍यत: दो कारणों से होती है।और इन्हें दूर करने के लिए प्रोसीजर को सरल बनाया गया है| गौरतलब है कि यूं पी सरकार ने सरकारी लाभ के लिए लागू शपथ पत्र की अनिवार्यता को समाप्त कर दिया है|अब केंद्र ने यधपि इसे पूर्णतया समाप्त नहीं किया लेकिन इसका सरलीकरण करने का प्रयास जरूर किया है |अब सेवानिवृत हो रहे कर्मी से उसके कार्यालय अध्यक्ष शपथ पत्र लें कर पेंशन कार्यालय भेजेंगे |वर्तमान में पेंशन मिलने में डायरी के बताये गए २ कारण निम्न हैं :
[१] पेंशनधारी से यह जानकारी मिलने में देरी कि पेंशन के कागज बैंक में पहुंच चुके हैं
[२] पेंशनधारी की तरफ से बैंक को यह शपथ पत्र [ undertaking ]देने में देरी कि वह उस धनराशि को लौटा देगा अथवा ऐसी किसी भी राशि की क्षतिपूर्ति करेगा जिसका वह हकदार नहीं है।
राज्‍य सरकारों के पेंशन सचिवालयों के साथ हाल में एक कार्यशाला में कार्मिक, लोक शिकायत और पेंशन राज्‍य मंत्री डा. जितेन्‍द्र सिंह[ Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances & Pensions ] ने कहा कि सरकार ने फैसला किया है आवश्‍यक ‘’शपथ पत्र’’ सरकारी कर्मचारी के कार्यालय के प्रमुख द्वारा प्राप्‍त किया जा सकता है और इसे पेंशन भुगतान आदेश के साथ पेंशन देने वाले बैंक के पास भेजा जा सकता है। पेंशन संबंधी दस्‍तावेजों के साथ यह शपथ पत्र मिलने पर बैंक जल्‍दी से जल्‍दी पेंशनधारी के खाते में पेंशन राशि जमा कर सकता है। पेंशनधारी को पहली पेंशन शुरु कराने के लिए बैंक जाने की जरुरत नहीं पड़ेगी।
इस प्रक्रिया में बदलाव का एक अतिरिक्‍त फायदा होगा कि पेंशन भुगतान आदेश सेवानिवृत्‍त कर्मचारी को अन्‍य सेवानिवृत्ति बकायों के साथ दिया जा सकता है। इससे पहले पेंशनधारी को पेंशन भुगतान आदेश की अपनी प्रति लेने के लिए बैंक जाना पड़ता था।
सुधारों की पहल राज्‍य मंत्री डा. जितेन्‍द्र सिंह ने राज्‍य सरकार के पेंशन सचिवालय के साथ 12 जून 2014 को हुई बैठक में की।
