[New Delhi] Govt To Carry Its FlagShip Programmes On Retd Employees Shoulders
The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh has said that the services of superannuating and retired employees should be gainfully utilized to carry forward the flagship programmes of the Union Government led by the Prime Minister Narendra Modi.
Addressing the Pre-Retirement Counseling (PRC) Workshop ‘Sankalp’ for the retiring employees of Ministries/Departments, organised by the Department of Pensions & Pensioners’ Welfare (DOP&PW) , Dr. Jitendra Singh said that the superannuating employees can be inducted into advisory bodies of their respective offices and also to dispose of grievances. Due to increasing life expectancy, an active life lies ahead of an employee at sixty years of age and the individual is at his prime capacity and energetic. Retirement should rather be viewed as the beginning of a new innings, he said. Such interactive workshops should come out with ideas on how best the services of retired employees can be utilized,
KV Eapen, Secretary, DOP&PW and Secretary, Department of Administrative Reforms & Public Grievances (DARPG), said the DOP&PW has so far registered more than 2,000 pensioners and conducted Pre-Retirement Counselling for more than 3,300 employees under the Sankalp project. The Department has registered 19 Pensioners’ Associations and 16 NGOs to involve Central Government Pensioners in social activities.
There are approximately 40,000 fresh retirees every year from the Central Government Civil establishments alone. This number could be close to 1,00,000 including defense, railways, posts and telecom. In addition there is a pool of around 50 lakh existing pensioners.

CBI has registered 3970 cases and disposed of 3586 cases from investigation during the last 3 years and current year as on 30.06.2016.

The Prime Minister Of India Narendra Modi, today exhorted civil servants to become “agents of change” in their respective organizations and departments.
Addressing civil servants on Civil Services Day, the Prime Minister said that in the 21st century, civil servants need to redefine their role, and move beyond controlling, regulating and managerial capabilities, and think of themselves as change agents.
The Prime Minister urged civil servants to build teams. He said that his mantra of “Reform to Transform”, should be interpreted by civil servants as “Reform to Perform to Transform.” He said if civil servants were able to perform, the transformation on the ground would be evident.
The Prime Minister said that ‘Jan Bhagidari’ (public participation) is the key to success, as highlighted by the initiatives which have received awards today.
He therefore urged civil servants to engage with the people, so that the Government’s schemes and initiatives can be better implemented on the ground.
The Prime Minister described Civil Services Day as an occasion to reflect and undertake a critical evaluation of the journey so far, and resolve to move ahead with fresh determination.
Congratulating the awardees for their successful initiatives, he said their success could prove inspirational for other civil servants.
The Prime Minister noted that 74 success stories were shortlisted for consideration for awards this year, which represents a substantial jump over previous years. Nevertheless, he added, this represents only about 10 per cent of India’s districts. He urged all districts to become more proactive in this regard.
The Prime Minister urged civil servants to be bold enough to experiment and look at new ways of achieving objectives in the interest of the people.
Recalling the recent Committees of Secretaries which had been formed at his initiative to look into key areas of governance, he said that officers worked on these tasks voluntarily, after office hours and on holidays. He said these teams had successfully broken silos, and presented fresh ideas and suggestions. They had devoted 10,000 manhours to this work,

A group of 40 students from Massachusetts Institute of Technology (MIT), School of Management, Massachusetts, USA hailing from different parts of the world called on Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh, The students are on an India itinerary, as a part of which, they undertook a trip to important offices and Ministries of the Government of India in New Delhi.
In an interaction, the students engaged Dr. Jitendra Singh in a discussion on a variety of subjects ranging from India’s perspective and future road map particularly in the context of the Narendra Modi Government’s ten months rule. They also quizzed Dr. Jitendra Singh about the lesser known facets of his personal life and his journey from a medical professional, Diabetologist and author to an important Minister in the Modi Government.
Giving a lucid account of India in the 21st century and Prime Minister, Shri Narendra Modi’s vision, Dr. Jitendra Singh said, India is on a fast track on the road to self-sufficiency and economic empowerment. Next few years, India is set to achieve its goals of becoming a world power, he added. When asked what were, possible hurdles in the path of India’s journey to progress, Dr. Jitendra Singh explained that India is a heterogeneous society with a huge population and several diversities living under same nationality. These factors are a distinguishing feature of India and though sometimes these may cause some disadvantage, in many ways these also offer an advantage and are a part of Indian civilizations cherished heritage, he observed.

Lala Lajpat Rai,Popularly Known As Punjab Kesari was an Indian Punjabi author and politician who is chiefly remembered as a leader in the Indian fight for independence from the British Raj.He was also associated with activities of Punjab National Bank and Lakshmi Insurance Company in early stages. He sustained serious injuries by the police when leading a non-violent protest against the Simon Commission and died less than three weeks later.
Lala Lajpat Rai was born on 28 January 1865 in Dhudike (now in Moga district, Punjab) & had his initial education in Government Higher Secondary School, Rewari (now in Haryana, previously in Punjab) He was a devotee of Arya Samaj and was editor of Arya Gazette, which he set up during his student time He Became Member of Indian National Congress, and started taking part in political agitation in the Punjab,
Lajpat Rai lived in the United States, but he returned to India in 1919 and in the following year led the special session of the Congress Party that launched the nonco-operation movement. Imprisoned from 1921 to 1923, he was elected to the legislative assembly on his release
In 1928, the British government set up the Commission, headed by Sir John Simon, to report on the political situation in India. The Indian political parties boycotted the Commission, because it did not include a single Indian in its membership, and it met with country-wide protests. Lajpat Rai led silent march in protest against it. The superintendent of police, James A. Scott, ordered the police to lathi charge the protesters and personally assaulted Rai Despite being injured, Rai subsequently addressed the crowd and said that “I declare that the blows struck at me today will be the last nails in the coffin of British rule in India He did not fully recover from his injuries and died on 17 November 1928 Bhagat Singh vowed to take revenge and joined other revolutionaries,

Central Minister Dr Jitendra Singh said today that Government is committed to ensure transparency in governance.
Union Minister of State (Independent Charge) of the Ministry of MoS PMO+Personnel, Public Grievances & Pensions, Dr Jitendra Singh said that Government is committed to ensure transparency in governance. Speaking to a delegation of “Right to Information Assessment & Advocacy Group”, an organization of RTI Activists, Minister said that transparency is a part and parcel of the “good governance” concept.
Dr Jitendra Singh said, during the last six months, several important measures have been adopted to make the governance easy and more accountable. In this context, he referred to a recent decision to have a
single self-attested affidavit which eliminates the requirement for attestation by gazetted officer, notary or a similar other authority. In addition,
all the major government decisions are now being uploaded on the website, he added.
Dr Jitendra Singh said that while there are separate cells or divisions to handle RTI complaints in different departments of Central Government, the State Governments are also being encouraged to adopt the RTI Act in its most effective form.
The leaders of the deputation pointed out to Dr Jitendra Singh some of the issues which, according to them, require attention of the government. These included backlog of complaints and appeals in Information Commissions, poor implementation of Section-4 of the RTI Act and low level of public awareness about the RTI Law, especially in rural areas.

भारत में पेंशनभोगियों के सबसे बड़े एवं सबसे पुराने संगठन भारत पेंशनभोगी समाज (बीपीएस) के एक प्रतिनिधिमंडल ने आज केन्द्रीय विज्ञान एवं प्रौद्यागिकी +भू-विज्ञान मामलों के राज्य मंत्री (स्वतंत्र प्रभार)+प्रधानमंत्री कार्यालय में राज्य मंत्री, कार्मिक+जन शिकायत एवं पेंशन+अंतरिक्ष एवं परमाणु ऊर्जा राज्य मंत्री डॉ. जितेन्द्र सिंह से मुलाकात की।
प्रतिनिधिमंडल ने जम्मू-कश्मीर के बाढ़ पीड़ितों की मदद के लिए प्रधानमंत्री राष्ट्रीय राहत कोष (पीएमएनआरएफ) में बतौर योगदान एक चेक सौंपा है। इसके साथ ही प्रतिनिधिमंडल ने राशन + कपड़े समेत राहत सामग्री से भरे दो ट्रक जम्मू-कश्मीर के लिए रवाना किये हैं।
पेंशनभोगियों के संगठन द्वारा दिये गये योगदान की सराहना करते हुए डॉ. जितेन्द्र सिंह ने कहा कि वैसे तो इनके द्वारा दी गई धनराशि व सामग्री राहत कार्यों को आगे बढ़ाने में काफी मददगार साबित होगी, लेकिन इससे भी बड़ी बात यह है कि यह इन बुजुर्ग सेवानिवृत्त पदाधिकारियों का सांकेतिक अनुग्रह है। यह हम सभी के लिए एक वरदान जैसा है जो जम्मू-कश्मीर को मौजूदा संकट से उबारने में जुटे हुए हैं।
संकट के इस दौर में जम्मू-कश्मीर के लोगों से एकजुटता का प्रदर्शन करते हुए बीपीएस के महासचिव श्री एस. सी. माहेश्वरी ने डॉ. जितेन्द्र सिंह को सूचित किया कि उनका संगठन विभिन्न विभागों के पेंशनभोगियों के 648 संघों का एक समूह है और इसकी शाखाएं देशभर में फैली हुई हैं। उन्होंने कहा कि आने वाले दिनों में पेंशनभोगियों के इन विभिन्न समूहों की ओर से जम्मू-कश्मीर में राहत के लिए और भी योगदान दिया जाएगा।
श्री माहेश्वरी ने बताया कि बीपीएस ने अंगदान के लिए एक अभियान शुरू किया है और जम्मू-कश्मीर के बाढ़ पीड़ितों के बचाव एवं राहत कार्यों के लिए जहां भी जरूरत पड़ेगी, वहां वे चिकित्सा मदद भी उपलब्ध कराने के लिए हमेशा तत्पर रहेंगे।

J & K, in response to a request for his home state from Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology + Earth Sciences+ MoS in Prime Minister’s Office (PMO)+Personnel+Public Grievances +Pensions+Space + Atomic Energy.
The announcement was made by Mr. Gates when he called on Dr. Jitendra Singh here today to discuss mutually shared areas of interest.
Minister and Guest talked about shared areas of focus, including the existing Memorandum of Understanding between the Foundation and the Department of Biotechnology/ Biotechnology Industry Research Assistance Council (BIRAC) for their Grand Challenges initiative.
This initiative promotes Indian Innovations in the areas such as sanitation + malnutrition, to help all children survive, thrive and reach their full potential.

विज्ञान और प्रौद्योगिकी (स्वतंत्र प्रभार), पृथ्वी विज्ञान (स्वतंत्र प्रभार), मंत्री डा. जितेन्द्र सिंह ने कहा कि 13 जुलाई से शुरू पिछले एक सप्ताह के दौरान और पिछले रविवार और इस रविवार के बीच मानसून में उल्लेखनीय वृद्धि हुई है और देशभर में मानसून में 11 प्रतिशत वृद्धि दर्ज की गई है। इसलिए ऐसा कोई कारण नहीं है कि मौसम के मुद्दे पर अनावश्यक आशंका व्यक्त की जाए।
डा. जितेन्द्र सिंह ने आज यहां लोधी रोड स्थित मौसम भवन में भारतीय मौसमविज्ञान विभाग (आईएमडी) का दौरा किया और पिछले 6 सप्ताहों में मानसून के आकड़े का व्यक्तिगत तौर पर मूल्याकंन किया। आकड़े का वैज्ञानिक विश्लेषण करने के बाद उन्होंने पाया कि पूरे राष्ट्र के लिए एक आशावाद का संकेत है क्योंकि जून माह और जुलाई के पहले दो सप्ताहों के दौरान मानसून में 43 %कमी थी। 13 जुलाई, 2014 को शुरू सप्ताह में यह कमी केवल 32 % थी इस प्रकार मानसून के स्तर में 11 % वृद्धि दर्ज की गई।
भारतीय मौसमविज्ञान विभाग में वैज्ञानिकों और मौसम विशेषज्ञों से बातचीत करने के बाद डा. जितेन्द्र सिंह ने बताया कि अगले दो सप्ताहों के लिए मौसम संबंधी पूर्वानुमान भी अच्छा है, विशेषकर मध्य भारत और दक्षिण भारत के समुद्रतटीय क्षेत्रों के लिए। उन्होंने कहा कि इसलिए ऐसा कोई कारण नहीं है कि मौसम के मुद्दे पर अनावश्यक आशंका व्यक्त की जाए। उन्होंने कहा कि 01 अगस्त से मौसम संबंधी पूर्वानुमान के अनुसार देश में अच्छी बारिश होने के संकेत है।
भारतीय मौसमविज्ञान विभाग के दौरे के समय डा. सिंह के साथ पृथ्वी विज्ञान मंत्रालय में सचिव डा. शैलेश नायक और अन्य वरिष्ठ अधिकारी तथा भारतीय मौसमविज्ञान विभाग के वैज्ञानिक उपस्थित थे।
