BJP Union minister Smt Smriti Irani attacked the opposition party after Tharoor tweeted a photograph of Uttar Pradesh Chief Minister Yogi Adityanath and his cabinet colleagues taking a dip at ‘Sangam’ in Kumbh and apparently took a dig at them.
“Ganga has to be kept clean and sins are also to be washed here. Everyone is naked in this Sangam. Hail mother Ganga,” the Congress MP had tweeted in Hindi Tuesday,”गंगा भी स्वच्छ रखनी है और पाप भी यहीं धोने हैं। इस संगम में सब नंगे हैं!
जय गंगा मैया की!” drawing an angry response from Irani.
Noting that Kumbh is a festival of faith and a biggest symbol of Hindu beliefs, Irani told reporters that Tharoor’s comments were tantamount to “religious slur” as she accused him of ridiculing the religious congregation.
“It is appalling and he has done it with tactical support of Rahul Gandhi,” she said, claiming that the Congress president’s silence amounted to his support to Tharoor’s “insult” of the Hinduism.

[New Delhi] At Last Center Accepts 5/20 Rule ‘Anarchic Now Decides to Change.It May Clear The Way For New Airlines To Fly Abroad .Present rule entails that an airline can fly to international destinations only if it has served within the country for five years and has a 20-aircraft fleet.
Terming the 5/20 rule which allows Indian carriers to fly abroad as “anarchic”, Civil Aviation Minister Ashok Gajapathi Raju today said he was trying to change it so that new airlines can connect with foreign destinations.
Raju said in Lok Sabha the government wants more Indian airlines to fly to foreign destinations but as long as the 5/20 rule is not changed, they cannot fly abroad.
Hitting At Previous Govt Raju Said It is a fact that 5/20 rule came from a particular Cabinet at a particular point of time. To my mind, it is an anarchic type of thing. It prevents the Indian registered airlines to function.
But as long as that rule is there, we have to follow it.”I am trying to change the rule and if I have my way, it will happen,” he said during Question Hour.
Raju’s reply came when Congress member Shashi Tharoor said the Kerala government had tried to set up a state airline called ‘Air Kerala’ to cater to the vast amount of traffic of Keralites going to Gulf countries since private carriers were exploitative, but could not do so due to the 5/20 rule.
“It is our duty to see that people are not exploited. In fact, airfares before 1994 were controlled by the Government.
The Minister said,.Airlines before that had to apply and take government approval. In 1994, the Act was repealed by Parliament,”
BJP member R K Singh too joined Tharoor saying private airlines often exploit passengers taking emergency situation which government must check.
“Whenever there is an emergency situation, the airlines hike the fare and exploit people. This is nothing but exploitation and if the government keeps watching this happening then what is the use of having a government,”
The Minister said government has analysed the entire issue and found that the high side of the fares in the total ticketing is about less than two per cent.
“So, we realise that the prices of tickets have come down in most routes, particularly where the competition is more.
He said capacities and growth in the country have been going up. If the growth is stifled, the problem will not be resolved.
Minister Said “With regard to emergencies like Chennai floods, Srinagar floods or the Jat agitation and all that, we do see these things coming up and we give advisories to the airlines and some of the airlines do respond,”

Dr Man mohan singh said ,. “We all know that Kerala is the leading State in the country in terms of indices of human development. Literacy is one of these indices and the fact that Kerala took an early lead in literacy has in turn helped it do well in the other dimensions of human development. The success of the literacy movement in Kerala owes much to a great son of the State, Shri P. N. Panicker. I join all of you in paying tribute to him as we launch this E-Literacy Project to be implemented by the P. N. Panicker Vigyan Vikas Kendra. I also compliment the Kendra for this initiative”.
P M Said” In today’s world of instant communication and the Internet, it is not easy to imagine and appreciate the difficulties which a frail man must have faced as he lit the spark of literacy in a small village in North Kerala in the first half of the last century and then spread his message to the whole of the State. Later, Shri Panicker’s initiative, the Grandhasala Sangam ignited a popular cultural movement in Kerala at the end of which the State acquired total literacy in the 1990s.
The Grandhasala Sangam began humbly with 47 libraries in 1945 and grew into a network of more than 6,000 libraries spreading across the towns and villages of Kerala. Shri Panicker also established the Kerala Association for Non Formal Education and Development (KANFED). The activities of these two organizations working together made a profound impact on the education, culture and development of Kerala.

उपराष्ट्रपति हामिद अंसारी ने केन्द्रीय मंत्री डॉ शशि थरूर को प्रथम श्री नारायण गुरू वैश्विक धर्मनिरपेक्ष एवं शांति पुरस्कार, 2013 प्रदान किया और लोकतंत्र और धर्मनिरपेक्षता के सिद्धांत अपरिहार्य बताते हुए कहा कि श्री थरूर ने इस दिशा में एक आदर्श स्थापित किया है और भारत में और विदेशों में उन्होंने इन आदर्शों के प्रति अपने लेखन और अपने सार्वजनिक जीवन के कार्य में अपनी प्रतिबद्धता का प्रदर्शन किया है|
इस अवसर पर उपराष्ट्रपति श्री अंसारी ने कहा है कि धर्मनिरपेक्षता और लोकतंत्र वे आधारभूत सिद्धांत हैं जिनपर हमारे लोकतंत्र की स्थापना हुई है। वे हमारे संविधान की प्रस्तावना में अंतर्निहित हैं। वास्तव में वे सब सामाजिक, आर्थिक और राजनीतिक न्याय के सिद्धांत+विचारों+ अभिव्यक्ति+ मत+आस्था और पूजा की स्वतंत्रता+ स्थिति और अवसर की समानता से जुड़ी हैं।
उप राष्ट्रपति ने आज तिरुअनंतपुरम, केरल में मानव संसाधन विकास राज्यमंत्री श्री शशि थरूर को ‘’ प्रथम श्री नारायण गुरु वैश्विक धर्मनिरपेक्ष और शांति पुरस्कार, 2013’’ प्रदान किया।
उन्होंने अपने संबोधन में कहा कि हमारे पूर्वज वास्तविकता को जानते थे। वे जानते थे कि एक एकीकृत, आधुनिक और बहुल भारत के निर्माण के लिए हमारे प्राचीन और विविधतापूर्ण देश में, लोकतंत्र और धर्मनिरपेक्षता के सिद्धांत अपरिहार्य थे।
श्री अंसारी ने कहा कि उल्लेखनीय है कि 19 वीं सदी के अंतिम और 20 वीं सदी के आरंभ के वर्षों के अपने जीवनकाल के दौरान, श्री नारायण गुरु इसी सामाजिक न्याय और समानता, धर्मनिरपेक्षता, उत्पीड़न से मुक्ति और गरीबों के सशक्तिकरण तथा हाशिए पर पड़े लोगों के सामाज-आर्थिक उत्थान और शिक्षा का प्रचार-प्रसार कर रहे थे। उन्होंने कहा कि पिछले 65 वर्षों में सामाजिक न्याय, आर्थिक विकास और राजनीतिक सशक्तिकरण के लिए बहुत कुछ किया गया है, फिर भी भारत को एक आधुनिक, प्रगतिशील और सामंजस्यपूर्ण समाज बनाने के लिए और भी बहुत कुछ किया जाना बाकी है।
उपराष्ट्रपति ने कहा कि आज के पुरस्कार का उद्देश्य एक प्रतिष्ठित व्यक्तित्व को सम्मान देना है जिन्होंने एक धर्मनिरपेक्ष और लोकतांत्रिक समाज के निर्माण की दिशा में महत्वपूर्ण योगदान दिया है। उन्होंने कहा कि महान समाज सुधारक श्री नारायण गुरु ने सभी मानव जाति के प्रति एकता और समानता का पाठ पढ़ाकर केरल के सामाजिक ढांचे को बदल दिया। उन्होंने योग्य प्राप्तकर्ता के रूप में श्री थरूर के चयन के लिए प्रतिष्ठित ज्यूरी की सराहना की। उन्होंने कहा कि श्री थरूर ने एक आदर्श स्थापित किया है और भारत में और विदेशों में उन्होंने इन आदर्शों के प्रति अपने लेखन और अपने सार्वजनिक जीवन के कार्य में अपनी प्रतिबद्धता का प्रदर्शन किया है।

मिड-डे मील की शहरी क्षेत्रों में आपूर्ति के लिए भी एन जी ओ को आउटसोर्स किया जा रहा है
मिड-डे मील आपूर्ति के लिए भी एन जी ओ को आउटसोर्स किया जा रहा है |वर्तमान वर्ष 2013-14 में देश भर में इस कार्यक्रम में 447 गैर सरकारी संगठन संलग्न हैं। इस कार्यक्रम में काम कर रहे गैर सरकारी संगठनों की सबसे ज्यादा संख्या उत्तर प्रदेश और कर्नाटक में क्रमश: 185 और 102 है। अभी तक मिड डे मील के नियमों के उल्लंघन की केवल छह शिकायतें मंत्रालय द्वारा स्वीकार की जा चुकी हैं|
मानव संसाधन विकास राज्यमंत्री डॉ. शशि थरूर ने एक प्रश्न के लिखित उत्तर में आज राज्य सभा में यह जानकारी दी कि शहरी क्षेत्रों में विद्यालय प्रांगणों में जहां गैर सरकारी संगठनों/ट्रस्टों/केंद्रीयकृत रसोइयों जो कि बच्चों को भोजन उपलब्ध कराने में संलग्न हैं, के लिए रसोई-सह-भंडार के लिए स्थान नहीं है। मंत्री महोदय ने कहा कि वहां इस महत्वपूर्ण योजना में मिड डे मील की आपूर्ति को गैर सरकारी संगठनों को (एनजीओ) आउट सोर्स किया जा रहा है।
उन्होंने कहा कि मिड डे मील के दिशा निर्देश ,पंचायती राज संस्थानों+ स्वयं सहायता समूहों+ माता संगठनों और स्थानीय समाज की सहायता से मिड डे मील को रसोइये-सह-सहायक की सहायता से स्कूल के रसोई-सह-भंडार में पकाने पर जोर देते हैं।
इस कार्यक्रम के अंतर्गत संलग्न गैर सरकारी संगठनों के लिए सरकार द्वारा निर्धारित मानदण्ड के संबंध में एक अन्य प्रश्न का उत्तर देते हुए मंत्री महोदय ने कहा कि मिड डे मील दिशा निर्देशों के अनुसार संलग्न गैर सरकारी संगठनों के मानदण्ड निम्न प्रकार है– गैर सरकारी संगठन को आपूर्ति कार्य आवंटित करने का निर्णय सरकार द्वारा अधिकारित संस्था लेगी जैसे ग्राम पंचायत, वीईसी/एसएमसी/पीटीए, म्युनिसिपल कमेटी/कॉरपोरेशन आदि।- एजेंसी को सोसायटी एक्ट के तहत अथवा सार्वजनिक ट्रस्ट एक्ट के तहत पंजीकृत होना चाहिए और यह कम से कम पिछले दो वर्षों से अस्तित्व में होनी चाहिए। इसके पास समूचित रूप से गठित प्रबंधक/प्रशासकीय ढांचा होना चाहिए, जिसके कार्यों और अधिकारों इसके संविधान में स्पष्ट उल्लेख हो।
गैर सरकारी संगठन और स्थानीय निकाय के मध्य होने वाले अनुबंध/समझौते में पक्षों का उत्त्रदायित्व और प्रदर्शन न करने पर उनके प्रतिफल परिभाषित होने चाहिए। बच्चों के लिए गैर सरकारी संगठन द्वारा आपूर्ति किए जा रहे भोजन की मात्रा और गुणों की जांच और निरीक्षण की सख्त व्यवस्था का होना भी इसमें शामिल होना चाहिए।
0 चयनित मिड डे मील आपूर्तिकर्ता बगैर किसी लाभ के आधार पर आपूर्ति करेगा और कार्यक्रम अथवा उसके किसी सहायक हिस्से का उप ठेका किसी अन्य को नहीं सौंपेगा।
0 इस प्रकार की मिड डे मील योजनाओं में संलग्न गैर सरकारी संगठन के प्रदर्शन का मूल्यांकन प्रत्येक वर्ष एक विश्वसनीय मूल्यांकन व्यवस्था के माध्यम से होना चाहिए। गैर सरकारी संगठन के साथ हुए समझौते का अगले वर्ष के लिए नवीनीकरण वर्तमान वर्ष में उसके प्रदर्शन के संतोषजनक पाए जाने पर निर्भर होना चाहिए।
pएनजीओ द्वारा नियम तोड़े जाने के मामलों का विवरण देते हुए डॉ शशि थरूर ने कहा कि मिड डे मील के नियमों के उल्लंघन की छह शिकायतें मंत्रालय की जानकारी में आई हैं। इन शिकायतों को संबंधित राज्यों को जांच और इन पर रिपोर्ट करने के लिए भेज दिया गया था। ऐसे चार मामलों में राज्य सरकारों में संबंधित गैर सरकारी संगठनों के बिलों से अनुपाति उगाही की है।
