राज्यसभा में प्रधानमंत्री नरेंद्र मोदी मंगलवार को विपक्ष के नेता और कांग्रेस के वरिष्ठ सदस्य गुलाम नबी आजाद की तारीफ करते हुए कई बार भावुक हुए,आंसूओं पर नियंत्रण करने के लिए रुके,पानी के घूँट भी भरे और आज़ाद को सलूट भी किया।
गौरतलब है कि गुलाम नबी आजाद का उच्च सदन में कार्यकाल पूर्ण हो रहा है और उन्हें आज विदायी दी गई।
मोदी ने उन्हें एक बेहतरीन मित्र बताते हुए कहा ‘‘सदन के अगले नेता प्रतिपक्ष को आजाद द्वारा स्थापित मानकों को पूरा करने में दिक्कतों का सामना करना पड़ेगा। आजाद ने अपने दल की चिंता जिस तरह की, उसी तरह उन्होंने सदन की और देश की भी चिंता की।’’
उन्होंने कहा कि विपक्ष के नेता के पद पर रहते हुए आजाद ने कभी दबदबा स्थापित करने का प्रयास नहीं किया।
प्रधानमंत्री ने बताया कि जब वह गुजरात के मुख्यमंत्री थे तब आजाद जम्मू कश्मीर के मुख्यमंत्री थे। उन दिनों कश्मीर में पर्यटकों पर आतंकी हमला हुआ और कुछ पर्यटक मारे गए थे। इनमें गुजरात के पर्यटक भी थे।
मोदी ने कहा ‘‘तब सबसे पहले, गुलाम नबी आजाद ने फोन कर उन्हें सूचना दी और उनके आंसू रुक नहीं रहे थे। मैंने तत्कालीन रक्षा मंत्री प्रणव मुखर्जी से पर्यटकों के पार्थिव शरीर लाने के लिए सेना का हवाई जहाज उपलब्ध कराने का अनुरोध किया जो उन्होंने स्वीकार कर लिया। रात को पुन: आजाद ने फोन किया। यह फोन उन्होंने हवाईअड्डे से किया और उनकी चिंता उसी तरह थी जिस तरह लोग अपने परिवार की चिंता करते हैं।’’
यह बोलते हुए प्रधानमंत्री का गला रुंध गया।
मोदी ने कहा ‘‘मेरे लिए बहुत भावुक पल था। अगले दिन सुबह पुन: आजाद का फोन आया और उन्होंने पूछा कि मोदी जी, क्या सभी पहुंच गए।’’
उन्होंने कहा ‘‘एक मित्र के रूप में घटनाओं और अनुभव को देखते हुए मैं आजाद का बहुत आदर करता हूं।’’
प्रधानमंत्री ने कुछ यादें साझा करते हुए कहा कि जब वह कोविड-19 महामारी पर सदन में विभिन्न दलों के नेताओं की बैठक बुलाने पर विचार कर रहे थे तब आजाद ने फोन कर उन्हें सभी दलों के नेताओं की बैठक बुलाने का सुझाव दिया था। मोदी ने कहा, ‘‘मैंने वह सुझाव माना और वह सुझाव उपयोगी रहा।’’
आजाद के बारे में मोदी ने कहा ‘‘आजाद को सत्ता पक्ष में रहने का और विपक्ष में रहने का गहरा और लंबा अनुभव है । 28 साल का कार्यकाल … बड़ी उपलब्धि होता है।’’
उन्होंने कहा कि बहुत पहले एक बार संसद भवन में लॉबी में वह आजाद से बात कर रहे थे। वहां से निकलने पर पत्रकारों के सवाल पूछने पर आजाद ने कहा था ‘‘टीवी पर , अखबारों में आप हमें लड़ते झगड़ते देखते हैं। लेकिन यहां हम सबके बीच एक परिवार की तरह वातावरण होता है।’’
मोदी ने मुस्कुराते हुए कहा ‘‘ अपने सरकारी बंगले को आजाद ने बहुत प्यार से संवारा और उनका बगीचा देख कर वहां कश्मीर की याद आ जाती है। उन्होंने वहां एक कश्मीर बना रखा है। स्पर्धा में उनका बंगला पहले नंबर पर आ जाता है। ’’
दोनों सदनों में आजाद के लंबे कार्यकाल का जिक्र करते हुए मोदी ने कहा कि उनकी सौम्यता, विनम्रता और देश के लिए कुछ कर गुजरने की कामना प्रशंसनीय है। प्रधानमंत्री ने कहा कि आजाद की यह प्रतिबद्धता उन्हें आगे भी चैन से नहीं बैठने देगी और उनके अनुभवों से देश लाभान्वित होता रहेगा।
सभापति एम वेंकैया नायडू ने कहा कि सदन में उन्हें आजाद की कमी खलेगी। उन्होंने उम्मीद जताई कि वह जल्द ही सदन में वापस लौटेंगे।बसपा के सतीश चंद्र मिश्रा ने सुश्री मायावती के हवाले से कहा कि आज़ाद को विदाई देने वाली यूँकि पार्टी(कांग्रेस) की ही विदाई हो जाएगी।
आजाद के साथ ही भाजपा के शमशेर सिंह मन्हास, और पीडीपी के मीर मोहम्मद फ़ैयाज तथा नजीर अहमद लवाय का कार्यकाल भी समाप्त हो रहा है।
आजाद और नजीर अहमद का कार्यकाल 15 फरवरी को और मन्हास तथा मीर फयाज का कार्यकाल 10 फरवरी को पूरा हो रहा है।
प्रधानमंत्री ने मीर मोहम्मद फयाज, नजीर अहमद लवाय का जिक्र करते हुए कहा कि उन्हें इन दोनों सदस्यों के साथ बातचीत में कश्मीर के अनेक पहलुओं के बारे में जानकारी मिलती थी। उन्होंने कहा कि इन सदस्यों के साथ उनका व्यक्तिगत तौर पर नाता रहा।
उन्होंने भरोसा जताया कि इन दोनों सदस्यों की प्रतिबद्धता देश के लिए, खास कर जम्मू कश्मीर के लिए बेहद उपयोगी रहेगी।
शमशेर सिंह का जिक्र करते हुए प्रधानमंत्री ने कहा कि वह और शमशेर सिंह दोनों ही संगठन में थे अत: उनका साथ लंबा रहा। उन्होंने कहा कि सदन में शमशेर सिंह की उपस्थिति 96 फीसदी है जो बताती है कि उन्होंने जनता द्वारा दिए गए दायित्व को निभाने का पूरा प्रयास किया।
उन्होंने कहा कि जम्मू कश्मीर के इन चारों सदस्यों का यह कार्यकाल उनके जीवन के बेहतरीन कार्यकाल में से है।

In a rare move, a word from Prime Minister Narendra Modi’s speech in Rajya Sabha was expunged from records.
Rajya Sabha Chairman M Venkaiah Naidu was pleased to direct expunction of a certain portion of the proceedings of Rajya Sabha dated February 6 at about 6.20 and 6.30 pm,” a statement issued by the Rajya Sabha Secretariat said.
Modi had made the remark as he launched a strong defence of the NPR saying the country’s population register was being updated with demographic information for better targeting of government’s welfare schemes.
He had targeted the opposition Congress for making a U-turn, saying the party had brought the NPR in 2010 and was later updated in 2015 by adding photographs and some biometric information.
Naidu also expunged a word from Leader of the Opposition and senior Congress leader Ghulam Nabi Azad’s statement made after Modi had finished his speech.
Azad had stated that the Congress was in favour of giving citizenship to persecuted migrants from Pakistan but was against framing of a law based on religion.

Earlier on August 8, Azad was briefly detained and sent back from the Srinagar airport after the administration imposed restrictions following the Centre’s move to scrap the state’s special status and bifurcate it into Union territories.

Congress on Sunday declared it will contest all the 80 Lok Sabha seats from the state on its own.Earlier SP and BSP announced their Alliance without Congress and Left Only Two Seats For Congress .
Speaking to reporters , party general secretary and UP in-charge Ghulam Nabi Azad said, his party will double its tally of seats, which it had secured in the 2009 Lok Sabha elections.
During the parliamentary elections, the Congress had bagged 21 seats in the politically crucial state.
On Congress being left out of the SP-BSP alliance, the Congress general secretary said: “We wanted that Congress should have been a part of the grand alliance (against the BJP) in UP. But, if someone does not want to walk along, then nothing could be done.”
On the post-poll alliance with the SP and BSP, Azad said that at the national level, the Congress welcomes all the secular regional parties.
On possibilities of an alliance with the Rashtriya Lok Dal, Azad said that he would not like to peak to the media on this issue.

The constitution amendment committee will have senior party leaders Ghulam Nabi Azad and Janardan Dwivedi as its chairman and convener, with 10 other senior leaders, including Ahmed Patel, P Chidambaram, Mallikarjun Kharge and Kapil Sibal, as its members.
The drafting committee has 44 other senior party leaders as its members. It also has four sub-groups on political, economic affairs, international affairs and agriculture and employment.
While A K Antony will be the chairman of the political sub-group and Selja its convener, Chidambaram has been made chairman of the economic affairs sub-group with Jairam Ramesh as its convener and Anand Sharma the head the international affairs sub-group with Jyotiraditya Scndia as its convener.
Former Haryana chief minister Bhupinder Singh Hooda will be the chairman of the sub-group on agriculture, employment and poverty alleviation, with Meenakshi Natarajan as convener.
This will be the Congress’ first plenary session under the presidentship of Rahul Gandhi, after he took over the reigns of the party from his mother Sonia Gandhi in December last year.

A bill for discriminating against differently-abled persons was passed by the Rajya Sabha today.
The Rights of Persons with Disabilities Bill, 2014, which aims at securing and enhancing the rights and entitlements of disabled persons, was passed by a voice vote after rare unanimity was witnessed among the Opposition and Treasury benches in the House, which has seen acrimony and disruptions since the Winter Session began on November 16.
The bill, which was moved in Upper House earlier this month by Social Justice Minister Thaawar Chand Gehlot, also gives effect to the United Nations Convention on the Rights of Persons with Disabilities and related matters.
It provides for imprisonment of at least six months up to two years, along with a fine ranging between Rs 10,000 and Rs 5 lakh for discriminating against differently-abled persons.

“Its fun doing this,” said Naved, a suspected Lashker-e-Taiba militant from Pakistan who was caught alive after the attack on a BSF convoy here today that killed two constables.
Naved, who says he hails from Faislabad in Pakistan, claimed before the media that he entered the Jammu region 12 days ago along with a fellow terrorist identified as Momin Khan. Khan was killed in retaliatory fire by BSF.
This is the first suspected Pakistani terrorist to be captured alive after Ajmal Kasab, who was nabbed during the dreaded terror attack in Mumbai in 2008.
“I came to kill Hindus,” said Naved, dressed in a dark blue shirt and brown trousers, with a relaxed demeanour. He also alleged that Kashmiris were being killed all the time.
“It has been 12 days since I came here. We walked all days in the jungle,” he said as villagers clicked pictures with the prize catch.
“I am from Pakistan and my partner was killed in the firing but I escaped. Had I been killed, it would have been Allah’s doing. There is fun in doing this,” Naved said.
Initially, he said that he was in his early 20s but later claimed that he was only 16. He had been changing his statements. First he identified himself as Kasim and later as Usman.
