(Panaji) Goa Scrapped 100,Launched Dial 112 for Police+Fire+Med
The Goa government on Wednesday launched ‘112’ as the new integrated emergency number for police, fire and medical emergencies replacing the traditional dial number ‘100’.
, Chief Minister Pramod Sawant said the response time of agencies concerned to any emergency will come down drastically, which will effectively bring down prevalence of crime.
“The service has been launched with the help of the Union Ministry of Home Affairs,”
Sawant said two centres at Panaji and Margao have been established as a part of the new integrated service.

The tenure of the Legislative Assembly ends in March next year.
The Chief Minister refused to respond to media reports that the Election Commission of India might advance the Goa polls to November this year.
Responding to another question, Parsekar said BJP is not bothered about reacting to Shiv Sena Goa unit’s comments that they would not ally with the party (BJP).

Goa Chief Minister Laxmikant Parsekar was today cornered by Opposition in the state Assembly for allegedly allowing foreigners to purchase agricultural lands and own businesses like night clubs, which they claimed to be in violation of Foreign Exchange Management Act.
Legislators, including BJP MLA Michael Lobo,
Leader of Opposition Pratapsinh Rane,
Congress member Digambar Kamat,
Goa Vikas party’s Fransisco Miccky Pacheco and
Independent MLA Vijai Sardesai
criticised the Chief Minister for allowing violation of FEMA.
Lobo, during the Question Hour, claimed that a German national was allowed to purchase an agricultural property at Arpora village in north Goa and was also granted excise licence by Excise department, headed by Parsekar.
The BJP MLA claimed that the excise licence given to the foreigner, who also owns a night club, was in violation of norms of FEMA.
Responding to Lobo, Parsekar said that the foreign national concerned was Person of India Origin (PIO) card-holder.
He, however, did not clarify how agricultural lands were allowed to be purchased by foreigners, which evoked sharp reaction from the Opposition benches.
Trying to calm them down, Parsekar said the government was contemplating to amend the State Excise Act by making 25 year domicile compulsory for the grant of licences.
He said three foreign nationals were granted excise licence in the state and that it would be reviewed.
The Chief Minister admitted that several foreigners were running businesses in the coastal belt by getting the restaurants sublet with the help of locals.
“There are few Goans who sublet their premises to foreigners. The original licence owner is Goan but business is run by a foreigner, which is illegal. I appeal Goans not to allow such illegalities,” Parsekar, who represents Mandrem constituency, said.

As per Chief Minister Laxmikant Parsekar centre’s Ujala scheme state may save Rs 5.5 crore
Parsekar Said “We are providing subsidy of Rs 3 per unit to consumers.
The financial liability on government due to this subsidy comes to around Rs 11 crore annually,” he told a gathering after distributing LED bulbs at a function
The CM said if consumers switch over to LED bulbs, the state will save Rs 5.5 crores, which otherwise it will have to pay to subsidise the power.
Parsekar apprised that Central government has provided LED bulbs at the cost of Rs 76 each under the scheme.
“But Goa government decided to provide three LED bulbs free of cost to each consumer,”
He said the LED bulbs would be distributed across 220 to 222 places in the state.
The government on Wednesday had announced that it will provide 15 lakh free LED bulbs to 4.89 lakh consumers.

BJP Led Goa Government has appointed Saresh Lotlikar as the new Advocate General of the state.
Governor Mridula Sinha had granted her assent to the appointment.
In a notification issued by Under secretary (Law) Manuel Barreto, Lotlikar was yesterday appointed as the new Advocate General.
The post was lying vacant after the resignation of Atmaram Nadkarni nearly a month back.
The name of new AG was cleared by the state Cabinet earlier this month and was sent to Governor for finalisation.
Chief Minister Laxmikant Parsekar had told reporters last week that Nadkarni will continue to represent Goa in sensitive matters such as mining before the Supreme court, and Mhadei river water dispute with Karnataka and other important cases before the National Green Tribunal

Goa government is contemplating installing Global Positioning Systems (GPS) on trucks carrying sand in a bid to curb instances of illegal extractions,
Goa Mines and Geology Director Prasanna Acharya told reporters
.”We are thinking of installing GPS on trucks carrying sand from different places. This will help us to identify the places where sand is sourced from and also will keep a tab on overloading,”
The state government has already identified several sites where sand extraction activity can take place in a controlled manner.
Acharya said the sand extractors have been given an opportunity to submit their documents for the legal compliance.
The director said.”This is the last month. After this month we will crack down on all the illegal sand extraction activities in a major way,”
Last year, the National Green Tribunal’s (NGT) western region bench in Pune had directed authorities to take strict action, including arrest, confiscation of vessels’ licences and use of armed police, against illegal sand miners in Goa.
This order came after the NGT bench of Justice V R Kingaonkar and Ajay A Deshpande heard an application by three North Goa residents.
The mining has badly affected Goan marine resources, causing extinction of marine life and species and destruction of retaining walls due to seepage of salty water,

Goa Government has issued directives that all buses, including those of state-run Kadamba Transport Corporation Limited (KTCL), which are more than 15 years old should be scrapped in a phased manner Director of Transport Sunil Masurkar issued the direction, aimed to do away with private and KTCL buses which are running for over 15 years.
Such Buses should be replaced by March 2021.
The 20-year-old and above buses should be replaced by March 31 next year.
Those running for 18 years and above will have to be replaced by March 31, 2018,
while those over 17 years old will be scrapped by 2019 March end.

A day after a controversy erupted over the proposed listing of peacock as a vermin, Goa Chief Minister Laxmikant Parsekar today ruled out including the national bird in the list of nuisance animals.
“I don t think it is included. It cannot be included in the list. It is a national bird,” Parsekar told PTI today reacting to the issue.
He said though there are complaints of large-scale peacock menace in some rural areas, the bird comes only to eat grains after the harvesting.
“It does not damage the crop.
Agriculture Minister Ramesh Tawadkar yesterday had stoked a controversy after he announced that Peacock was included in the list as nuisance animals.
The decision had evoked sharp criticism with Congress terming it as “suicidal” and harmful for ecology.

Loud music ban is now lifted on Goa Carnival
Goa Government has issued notification allowing loud music till late night for several festivals, including the Carnival, which begins in the state from tomorrow
The notification, issued last evening, has listed fifteen festivals which are exempted from the loud music ban.
Currently, the music cannot be played on loudspeakers after 10 PM.
However, the state government has now allowed it to be played during these festivals till midnight.
The festivals that are exempted from loud music ban include
Carnival+Holi+Easter Eve+Ganesh Chaturthi+Navratri+Kojagiri Pournima+Diwali eve+Diwali+Tripurari Pournima+Christmas+New Year.
For Ganesh Chaturthi, the use of loudspeakers is allowed on second, fifth and eleventh day of idol immersion.
The permissions are granted as per the Noise Pollution (Regulation and Control) Rules-2000.

Goa,To Control Sand Mining ,Caps Sand Extraction Limit

Goa government has put in place several measures to control sand mining in the state, including capping the extraction to 1,400 cubic metres per licence holder while banning the sand tapping on river banks.
The state Directorate of Mines and Geology (DMG) has capped the extraction limit to 1,400 cubic metres per permit (licence) holder in the state.
About 597 applications from North Goa and 18 from South Goa are pending before both the district administrations for approval, DMG Director Prasanna Acharya said.
Sand mining only through traditional means is allowed in the state following an earlier order by the National Green Tribunal which stopped all mechanical tapping methods.
The government has also decided to install Global Positioning System (GPS) on trucks carrying the sand.
Also, there is complete ban on sand mining during the monsoon season – from June 1 to September 30 – annually,
