Lok Sabha passed a motion suspending seven Congress members for the remaining period of the Budget session for their “gross misconduct” after they snatched papers from the Speaker’s table and “utter disregard” for House rules.
As soon as the House met at 3 pm following an adjournment, Meenakshi Lekhi, who was presiding the House, named Gaurav Gogoi, T N Prathapan, Dean Kuriakose, Manicka Tagore, Rajmohan Unnithan, Benny Behanan and Gurjeet Singh Aujla.The Congress on Thursday alleged that the suspension of its seven members from Lok Sabha for the entire session was a “dictatorial decision” by the government aimed at weakening the Opposition’s voice ahead of a debate over Delhi riots.
Reacting to the development, Congress’s leader in Lok Sabha Adhir Ranjan Chowdhury said it was a “government decision” and not one taken by the Speaker.
Gogoi, who was among the suspended MPs, said, “Suspend us for a year, but discuss the Delhi riots and heal the wounds of people.”

The proceedings were later adjourned till noon, amid ruckus over Delhi violence.Many people have started wearing masks as a precaution to ward off infection.

HRD Minister Ramesh Pokhriyal ‘Nishank’ on Monday said outsiders were behind the alleged molestation of students at an all-women college in Delhi and the administration of the institute has been told to take action.
Replying to a question of Congress MP Gaurav Gogoi in Lok Sabha, Pokhriyal said the government was aware of the incident at Gargi College, a reputed institute in the national capital.
“Those who were involved in the incident were outsiders and not students. It was not a good incident. The college administration has been told to take action in the incident,” he said during Question Hour.
Gogoi said sexual harassment and bullying often takes place in many higher education institutions and action should be taken in such incidents.
He also said a group of men allegedly molested the students after gatecrashing Gargi College during a festival.
Reports said the incident came to light when some of the students took to Instagram to narrate their unpleasant experiences during the fest at the college on February 6 and alleged that security personnel did nothing to control the unruly groups.
Replying to another question, the Union Minister said there has been a decreasing trend in dropout rate in higher education institutions like IITs and IIMs over the last five years.
“This has been achieved by taking a number of corrective measures to minimise the dropout which include appointment of advisor to monitor the academic progress of students and peer assisted learning,” Pokhriyal said.

Union Minister of State for Home Affairs, Shri Nityanand Rai, in written replies to questions regarding preparation and updation of National Population Register (NPR), in Lok Sabha today, said that population register is a register containing details of persons usually residing in a village or rural area or town or ward or demarcated area within a ward in a town or urban area.
NPR was first prepared in 2010 and updated in 2015. In pursuance
Shri Rai stated the demographic and other particulars of each family and individual are to be updated/collected. No document is to be collected during the exercise; Aadhaar number is collected voluntarily.
On the question regarding preparation of National Register of Citizens, Shri Rai said that till now, the Government has not taken any decision to prepare National Register of Indian Citizens (NRIC) at the National level.

Measures to control population and compulsory teaching of vedic education were among the issues raised by members through 28 private member bills introduced in the Lok Sabha on Friday.
BJP member Ajay Bhatt introduced a bill to provide for “population control by adoption of small family norms”. He also introduced two other bills seeking amendments to the Constitution.
A bill for compulsory teaching of vedic education in academic institutions was brought by BJP’s Satyapal Singh.

A bill which seeks to remove the Congress president as a permanent member in a trust that runs the Jallianwala Bagh National Memorial to make the body “apolitical” was introduced in Lok Sabha on Monday amid opposition by the Congress.
The Jallianwala Bagh National Memorial (amendment) Bill, moved by Culture Minister Prahlad Singh Patel states that it seeks to “delete” the mention of ‘President of the Indian National Congress’ as a trustee
A similar bill was brought by the previous government but it could not get parliamentary nod and lapsed.
Opposing the bill, Shashi Tharoor (Cong) said his party is opposed to the bill as it it is a “denial of heritage of the country”.
Hitting back, Patel said for the last 40-50 years, the Congress did nothing for the memorial. He said he would give a detailed response once the bill comes up for consideration and passage.
The amendment bill also paves way for the leader of the single largest opposition party in the Lok Sabha to be a member of the trust. As of now, only Leader of the Opposition in the Lok Sabha is a member of the trust.
The amendment bill also confers power to the central government to terminate the term of a nominated trustee before the expiry of the term without assigning any reason.
As of now, the trust which manages the memorial, has the Prime Minister as the chairperson, President of Indian National Congress, Culture Minister, Leader of Opposition in the Lok Sabha, Punjab governor, Punjab CM as its members.
Virendra Kataria, Ambika Soni and Harvendra Singh Hanspal are nominated trustees appointed in 2013 for five years, according to the Culture Ministry website.
Jallianwala Bagh memorial was established in 1951 by the central government to mark the massacre of unarmed people on April 13, 1919 by the British Indian Army under the command of Col Reginald Dyer.

There were heated scenes in the Lok Sabha as Defence Minister Smt Nirmala Sitharaman accused the Congress and its president Rahul Gandhi of insulting her and Prime Minister Narendra Modi.
“Nobody has a right to call me or the prime minister a thief and a liar,” said a visibly angry Sitharaman, whom speaker Sumitra Mahajan tried to calm down.
The defence minister was responding to Gandhi who said that he wanted to speak as his name was taken by Sitharaman during her reply to a debate on Rafale deal.
Referring to Gandhi’s conversation with former French president Franois Hollande, Minister said the Congress chief had quoted him without any proof.
While clarifying his conversation with Hollande, Gandhi said the former French president had said that the price was not part of the contract and he could say that publicly.
He further claimed Hollande himself had stated that the name of businessman Anil Ambani was given to him by Modi and Government of India.
Gandhi wanted to know why Sitharaman did not take the name of Ambani who was chosen as the major offset beneficiary and why the price of aircraft went up to Rs 1,600 crore.
He questioned why the number of aircrafts to be purchased were reduced to 36 and why Prime Minister Narendra Modi bypassed the defence establishment to change the deal.
Sitharaman said that the NDA got a better deal then what was being negotiated by the UPA government.
On the offset partners, she said it was not a part of negotiations and the government was not involved in their selection .
The minister said she regretted that when the prime minister spoke, the Congress called him a liar.
“We all come from normal background…I come from a middle class. The prime minister comes from a humble background. The prime minister’s name is untarnished, he is not corrupt. I have my honour intact,” she said, adding “you can not insult us the way you want”.
