Former Prime Minister Dr Manmohan Singh sought leave from Rajya Sabha citing ill health, which has been granted by the House.
This was mentioned by Chairman M Venkaiah Naidu in the House on Monday.
He further said the former prime minister has requested for grant of leave of absence from March 19.
The House later approved the leave.
The Rajya Sabha will be adjourned sine die on Monday in view of the coronavirus outbreak, Naidu announced in the House. The Budget Session was scheduled to continue till April 3.

Naidu held extensive consultations with top legal and constitutional experts before taking the decision
The rejection of the notice comes a day after he held the consultations with such experts to determine the maintainability of the motion.
The sources said Vice President Naidu met several experts after he re-scheduled his travel plans considering the seriousness of the matter.
Seven opposition parties led by the Congress had last week moved a notice before him for impeachment of the Chief Justice of India (CJI) on five grounds of “misbehaviour”.
This is the first time ever that an impeachment notice has been filed against a sitting CJI.

22 Publications are Deregistered
5,423 new publications are registered during FY16: Report
Print media registered a growth of 5.13 per cent with 5,423 new registrations during last fiscal, according to the ‘Press in India 2015-16’ report released today.
The total number of publications as on March 31 this year stood at 1,10,851 with the largest number of registered publications being in Hindi followed by English.
The number of newspapers and periodicals registered in Hindi were 44,557 while there were 14,083 publications in English, according to the report.
Out of the 1,10,851 registered publications
16,136 were dailies and bi-tri weeklies while the remaining were of other periodicities.
The report was released today by I&B minister M Venkaiah Naidu at an event where Minister of State for I&B Rajyavardhan Rathore was also present.
Circulation-wise, Hindi publications continue to lead with 31,44,55,106 copies per publishing day followed by English with 6,54,13,443 and Urdu with 5,17,75,006 copies.
As per the report, ‘Anand Bazar Patrika’ in Bengali is the largest circulated daily with a circulation of 11,50,038.
The second largest circulated daily is ‘Hindustan Times’, Delhi, with a circulation of 9,92, 239.
The largest circulated Hindi daily is ‘Punjab Kesari’, Jalandhar with a circulation of 7,36,399 while the largest circulated multi-edition daily is ‘Dainik Bhaskar’ in Hindi with a circulation of 46,14,939.
The second largest multi-edition daily is ‘The Times of India’ with a circulation of 44,21,374. The largest circulated periodical is the ‘The Sunday Times of India’ with a circulation of 8,02,466.
At the end of the year 2015-16, Uttar Pradesh with 16,984, Maharashtra with 15,260 and Delhi with 12,482 publications were at first, second and third positions respectively in terms of number of publications.
The number of publications ceased during last fiscal was 15 while the number of publications deregistered was 22.
According to the report, 27,445 publications submitted their Annual Statements

Congress leader Manish Tewari today demanded that Information and Broadcasting Minister M Venkaiah Naidu withdraw and not just put on hold the order asking NDTV India to go off air tomorrow.
“IMC is recommendatory body. Minister who decides. Channel should not fall for this chicanery of putting coercion on hold.
I&B must Withdraw order,” the former Information and Broadcasting Minister said in a tweet.
The I&B ministry had on November 2 ordered that Hindi channel NDTV India be taken off air for 24 Hrs On 9 and 10 November for violating the guidelines in its coverage of the Pathankot terror attack.
The Ministry had yesterday put on hold its order, a move that the Congress said came as the “fascist” BJP finally buckled under the combined might of the media.
The decision to put the directive on hold came after NDTV’s co-chairman Prannoy Roy met Naidu and discussed the issue related to the order.
The order was put on hold after an appeal from the channel and “in sync with the government’s liberal democratic ethos and principles”, Naidu had said last night.

Lala Lajpat Rai,Popularly Known As Punjab Kesari was an Indian Punjabi author and politician who is chiefly remembered as a leader in the Indian fight for independence from the British Raj.He was also associated with activities of Punjab National Bank and Lakshmi Insurance Company in early stages. He sustained serious injuries by the police when leading a non-violent protest against the Simon Commission and died less than three weeks later.
Lala Lajpat Rai was born on 28 January 1865 in Dhudike (now in Moga district, Punjab) & had his initial education in Government Higher Secondary School, Rewari (now in Haryana, previously in Punjab) He was a devotee of Arya Samaj and was editor of Arya Gazette, which he set up during his student time He Became Member of Indian National Congress, and started taking part in political agitation in the Punjab,
Lajpat Rai lived in the United States, but he returned to India in 1919 and in the following year led the special session of the Congress Party that launched the nonco-operation movement. Imprisoned from 1921 to 1923, he was elected to the legislative assembly on his release
In 1928, the British government set up the Commission, headed by Sir John Simon, to report on the political situation in India. The Indian political parties boycotted the Commission, because it did not include a single Indian in its membership, and it met with country-wide protests. Lajpat Rai led silent march in protest against it. The superintendent of police, James A. Scott, ordered the police to lathi charge the protesters and personally assaulted Rai Despite being injured, Rai subsequently addressed the crowd and said that “I declare that the blows struck at me today will be the last nails in the coffin of British rule in India He did not fully recover from his injuries and died on 17 November 1928 Bhagat Singh vowed to take revenge and joined other revolutionaries,

Shri M.Venkaiah Naidu directed DDA to notify simplified bye-laws at the earliest
Seeking to put an end to the harrowing experiences of residents of Delhi in obtaining building plan approvals, the Delhi Building Bye Laws of 1983 have been simplified, rationalized and updated under the directions of the Ministry of Urban Development.
The Delhi Urban Arts Commission (DUAC) in association with Delhi Development Authority (DDA) and municipal bodies have completed the simplification exercise and submitted Draft Simplified Bye Laws to the Ministry of Urban Development. The Urban Development Minister Shri M.Venkaiah Naidu today directed DDA to notify them at the earliest.
The updated and simplified Bye Laws will serve as a comprehensive singe reference ready reckoner by integrating the Building Bye Laws notified in 1983 and several changes that have been subsequently notified over the last 31 years.
This will enable the residents of Delhi and the professionals in obtaining sanctions for building plans in an easy and time bound manner. Some new provisions have also been made to address emerging challenges like green construction and water conservation and management.
Some of the salient features of the simplified Bye Laws include:
1.Small residential plots of size up to 100 sq.mt have been exempted from sanction procedures. ;
2. For plots up to 2,000 sq.mt, specific time schedules have been stipulated for according approvals by various concerned agencies
3. For plots of more than 2,000 sq.mt, Single Window Clearence mechanism has been proposed.
4. Provision of washrooms in public buildings of more than 4,000 sq.mt size has been made mandatory with direct access to the public from the main street;
5 Rain water harvesting and waste water recycling has to be provisioned;
6 Differently abled persons have to be provided easy access besides meeting their specific needs;
7 Needs of children and senior citizens have to be duly met by providing for easy access, fittings and fixtures in toilets and altering the height of the hand rails in the buildings;
8 Provisions for disaster mitigation, structural and fire safety codes have been specified

राष्ट्रपति ने उभरती हुई चुनौतियों का सामना करने के लिए सीपीडब्लूडी को आगाह किया

[नई दिल्ली]राष्‍ट्रपति श्री प्रणब मुखर्जी ने सतत शहरी विकास के लिए स्‍थाई परिवास और ऊर्जा संरक्षण की आवश्‍यकता पर बल दिया। महानिदेशक श्री जीएस तवरमलानी को लाइफ टाइम अचीवमेंट पुरस्‍कार प्रदान किया गया|
देश के प्रमुख इंजीनियरी संगठन (के.लो.नि.वि.), केंद्रीय लोक निर्माण विभाग[ CPWD ]की स्‍थापना के 160 वर्ष पूरे होने के अवसर पर उसके योगदान की सराहना की गई लेकिन प्रतिस्‍पर्धा में बने रहने के लिए उसे आगाह भी किया गया।
राष्‍ट्रपति श्री प्रणब मुखर्जी और शहरी विकास एवं आवास और गरीबी उन्‍मूलन मंत्री और भाजपा के मुख्य सचेतक श्री एम. वेंकैया नायडू ने के.लो.नि.वि. के योगदान का स्‍मरण करते हुए इस विशाल निर्माण संगठन को आगाह किया कि उसे उभरती हुई चुनौतियों का सामना करने के लिए सजग रहना चाहिए।
आज के.लो.नि.वि. की 160वीं वर्षगांठ समारोह का उदघाटन करते हुए राष्‍ट्रपति श्री प्रणब मुखर्जी ने इस संगठन से कहा कि विश्‍व के सर्वोत्‍कृष्‍ट संगठनों के बीच स्‍थान पाने के लिए उसे अधिक चुस्‍त, अधिक गतिशील और अत्‍यंत व्‍यावसायिक संगठन के रूप में विकसित होने के लिए काम करना चाहिए। श्री मुखर्जी ने सुझाव दिया कि के.लो.नि.वि. को उन क्षेत्रों पर ध्‍यान केंद्रित करना चाहिए जहां नवाचार और आधुनिकता की बदौलत आर्थिक विकास में तेजी लाई जा सकती है। उन्‍होंने कहा कि विभाग को ग्रामीण सड़क संचार, स्‍वास्‍थ्‍य और शिक्षा सुविधाओं, जलापूर्ति और स्‍वच्‍छता पर अधिक ध्‍यान देना चाहिए।
उन्‍होंने कहा कि स्‍थाई परिवास आज समय की आवश्‍यकता है और सतत शहरी विकास के लिए ऊर्जा सक्षम भवनों का निर्माण एक महत्‍वपूर्ण कार्यनीति है। उन्‍होंने के.लो.नि.वि. कि उसे निर्माण के लिए नए डिजाइनों और पद्धतियों का इस्‍तेमाल करना चाहिए। श्री मुखर्जी ने परिसंपत्तियों के रख रखाव के लिए अत्‍याधुनिक प्रक्रियाएं अपनाने की आवश्‍यकता पर बल दिया।
राष्‍ट्रपति ने रण का कच्‍छ, थार रेगिस्‍तान, हिमालय के ऊंचाई वाले स्‍थानों, पूर्वोत्‍तर क्षेत्र और विदेश में अफगानिस्‍तान में किए गए निर्माण कार्यों के लिए के.लो.नि.वि. को बधाई दी। उन्‍होंने कहा कि मुझे व्‍यक्तिगत रूप से राष्‍ट्रपति भवन में विभिन्‍न परियोजनाएं कार्यान्वित करने वाली के.लो.नि.वि. की टीम के प्रयासों को देखने का अवसर मिला है।
इस अवसर पर केंद्रीय मंत्री श्री नायडू ने कहा कि 160 वर्ष के लंबे और घटनापूर्ण सफर के बाद के.लो.नि.वि. को भविष्‍य में आगे बढ़ने के लिए आत्‍ममंथन करने की आवश्‍यकता है। मंत्री महोदय ने हाल ही में निर्माण भवन में रख रखाव कार्यों का निरीक्षण किया था। उन्‍होंने के.लो.नि.वि. से कहा कि उसे एक ऐसे कार्य वातावरण पर ध्‍यान केंद्रित करना चाहिए जिसमें कार्य सक्षमता उजागर हो। उन्‍होंने कहा कि के.लो.नि.वि. को धारणा, प्रतिस्‍पर्धा और संपूर्णता को लक्ष्‍य बनाते हुए कौशल, आकार और गति को कार्यनीति का हिस्‍सा बनाना चाहिए।
श्री नायडू ने के.लो.नि.वि. के महानिदेशक श्री जीएस तवरमलानी को लाइफ टाइम अचीवमेंट पुरस्‍कार प्रदान किया। उन्‍हें के.लो.नि.वि. के विभिन्‍न पहलुओं में योगदान के लिए सम्‍मानित किया गया। संगठन में बेहतर योगदान करने वाले अन्‍य अधिकारियों को भी महानिदेशक के पदक और प्रशंसा प्रमाणपत्रों से सम्‍मानित किया गया।
इस अवसर पर सुश्री अनीता अग्निहोत्री, सचिव (आवास एवं शहरी गरीबी उन्‍मूलन तथा शहरी विकास विभाग), श्री वी के गुप्‍ता, महा निदेशक, के.लो.नि.वि., वरिष्‍ठ अधिकारी और के.लो.नि.वि. के कई पूर्व महानिदेशक भी मौजूद थे।
गौरतलब है कि सीपीडब्‍ल्‍यूडी की स्‍थापना 12 जुलाई 1854 को की गई थी। इस विभाग को देश की आजादी के बाद बीसवीं शताब्‍दी के प्रारंभ में अन्‍य भारी निर्माण कार्यों के अलावा राष्‍ट्रपति भवन, नार्थ और साउथ ब्‍लॉक, संसद भवन, लुटियंस दिल्‍ली जैसे प्रतिष्ठित भवनों को बनाने का श्रेय प्राप्‍त है। वर्ष 2013-14 में सीपीडब्‍ल्‍यूडी ने 10,000 करोड़ रुपए की लागत से कार्य संपन्‍न कराए। गांधीनगर, भुवनेश्‍वर, मंडी, पटना, जोधपुर में भारतीय तकनीकी संस्‍थान (आईआईटी), विभिन्‍न राज्‍यों में केंद्रीय विश्‍वविद्यालयों, नई दिल्‍ली में संसद एनेक्‍सी भवन और सुप्रीम कोर्ट भवन का विस्‍तार इत्‍यादि बड़े निर्माण कार्य प्रगतिशील स्थिति में हैं।
सीपीडब्‍ल्‍यूडी के सभी निर्माण कार्यों में ‘ग्रीन फीचर्स’ को अपनाया जा रहा है।
वर्तमान में सीपीडब्‍ल्‍यूडी में कुल 32,000 कर्मचारी कार्यरत हैं। इसमें 5,400 सिविल इंजीनियर, 2,100 इलेक्ट्रिकल और मैकेनिकल इंजीनियर, 360 वास्‍तुविद और 170 उद्यान विशेषज्ञ शामिल हैं।

गुजरात में इशरत जहाँ के एन्काउन्टर को लेकर सी बी आई द्वारा दायर की गई चार्ज शीट से बौखलाई भाजपा ने बुधवार को रेल कांड में पूर्व रेल मंत्री को क्लीन चिट दिए जाने पर भी एतराज किया |भाजपा के वरिष्ठ नेताओं ने अलग अलग ब्यान जारी करके एक तरफ तो सी बी आई की गुजरात एन्काउन्टर पर दाखिल चार्ज शीट को राजनीती से प्रेरित बताया और इसके साथ ही सी बी आई द्वारा पूर्व रेल मंत्री पवन बंसल को क्लीन चिट दिए जाने पर पी एम् की भूमिका पर भी सवाल उठाया|

सांसद नायडू ने कहा कि एलेक्शन माहौल गरमा रहा है ऐसे में भाजपा को बदनाम करने और मुस्लिम वोटों का ध्रुवीकरण के लिए ही सी बी आई का प्रयोग किया जा रहा है|
इसके अलावा भाजपा के राष्ट्रीय प्रवक्ता डॉ.बिजय सोनकर शास्त्री[DrVijaySonkarShastri ]ने एक अलग प्रेस कांफ्रेंस करके रेल कांड में सी बी आई को निशाना बनाया|डॉ शास्त्री ने कहा कि सी बी आई पी एम् के हाथों खिलौना बन कर रह गई है| पूर्व रेल मंत्री पवन बंसल को सी बी आई ने जिस प्रकार हड़बड़ी में क्लीन चिट दी है उससे लगता है कि कोल् गेट की तरह ही पी एम् को बचाने के लिए पवन बंसल को कील चिट दी गई है| उन्होंने आरोप लगाया कि रेल कांड में भी पी एम् की भूमिका पर पर्दा डालने के लिए पवन बंसल को क्लीन चिट दी गई है|
