In the administrative reshuffle, Financial Commissioner,Excise & Taxation and senior IAS officer D P Reddy has been given the additional charge of Principal Secretary Finance thereby relieving Principal Secretary Health and Family Welfare Vini Mahajan from the additional charge of finance.
Rahul Bhandari, Secretary, General Administration, having additional charge of Additional Resident Commissioner, Punjab Bhawan, New Delhi has been now relieved of the charge of General Administration and now posted as Additional Resident Commissioner, Punjab Bhawan,New Delhi.
Special Secretary, Revenue Shruti Singh has been posted as Chief Administrator,Greater Ludhiana Area Development Authority (GLADA) while Sumeet Jarangal, ADC Bathinda has been posted as ADC Development (D) Fazilka.Sub-Divisional Magistrate Moga Surinder Kaur, a PCS officer has been given additional charge of Commissioner, Municipal Corporation, Moga in place of IAS officer Vipul Ujwal whose posting orders are yet to be issued separately,
Besides, several PCS officers were also transferred which included Avikesh Gupta, posted as SDM, Jalalabad, Sonam Chaudary posted as Assistant Commissioner (General) and (Grievances) at Fatehgarh Sahib.

A group of 29 officers trainees of 35th (2013) batch of the Indian Economic Service called on the President of India, Shri Pranab Mukherjee at Rashtrapati Bhavan today (March 24, 2014).
Speaking on this occasion, the President stated that the officers of the Indian Economic Service serve as a key instrument in advising policy makers and planners. He said that the importance of sound economic advice in the policy arena in today’s complex world is being increasingly realized. He said that economic policy making is becoming increasingly complex.
In the budget for 1947-48, we had revenue of Rs. 171 crore and expenditure of Rs. 197 crore. Compared to this,
in 2013-14, we had revenue of Rs. 10.3 lakh crore and expenditure of Rs. 15.9 lakh crore. There are structural changes taking place due to the dynamic character of the economy and its deep inter-linkages with the global economy. This challenge has to be met with robust policies and programmes. He said that officer trainees of Indian Economic Service will be an important instrument in the task of setting the future destiny of the country.
The President stated that he had a firm belief in the strong resilience of the Indian economy. It had withstood many a crisis due to the contribution, among others, of farmers, industrial workers and policy makers.

उर्दू पत्रकारिता में भारतीय जन संचार संस्थान ने पांच महीने का डिप्लोमा कोर्स शुरू किया
उर्दू भाषा में पत्रकारिता करने के इच्छुक पत्रकारों के लिए उर्दू पत्रकारिता में पांच महीने का डिप्लोमा कोर्स शुरू किया है यह भारतीय जन संचार संस्थान ने शुरू किया है |
उर्दू पत्रकारिता में एक बड़ा कदम उठाते हुए, भारतीय जन संचार संस्थान, नई दिल्ली ने उर्दू पत्रकारिता में पांच महीने का एक डिप्लोमा पाठयक्रम शुरू किया है। इस कोर्स का उद्देश्य उर्दू भाषा में अखबारों में काम कर रहे पत्रकारों की कुशलता बढ़ाना और उर्दू भाषा में मीडिया व्यावसायिकों की क्षमता वृद्धि करना है।
सूचना + प्रसारण मंत्री मनीष तिवारी की पहल पर इस पाठ्यक्रम की शुरूआत हुई है।
पाठ्यक्रम शुरू करने से पहले श्री तिवारी ने उर्दू संपादकों के अखिल भारतीय सम्मेलन में कार्यरत पत्रकारों और उर्दू अखबारों के संपादकों से विस्तृत विचार-विमर्श किया। चर्चा के दौरान उर्दू अखबारों के प्रतिनिधियों ने मंत्री से अनुरोध किया कि वे मीडिया में काम करने वालों की क्षमता और कौशल बढ़ाने के लिए पहल करें।
इस पाठ्यक्रम को इस समय गैर-आवासीय प्रकार का बताय गया है। इसके दौरान पत्रकारिता में सम-सामयिक प्रवृत्तियों, प्रौद्योगिकी के इस्तेमाल, कॉपी राइटिंग और टेलीविज़न के लिए लेखन पर जोर दिया जाना है । इसका उद्देश्य प्रतिभागियों की क्षमता और कौशल में वृद्धि करना है।
गौरतलब है कि भारतीय जनसंचार संस्थान ने 16 सितम्बर, 2013 को हिन्दी और उर्दू के बड़े अखबारों में विज्ञापन छपवाकर पाठ्यक्रम के लिए आवेदन आमंत्रित किये थे। प्रवेश परीक्षा 20 अक्तूबर, 2013 को हुई। साक्षात्कार 09 नवम्बर, 2013 को लिए गए। यह पाठयक्रम 02 दिसम्बर, 2013 को 8 छात्रों के साथ शुरू हो चुका है। प्रवेश परीक्षा में कुल 12 उम्मीदवार बैठे थे, जिनमें से 11 उम्मीदवारों को साक्षात्कार के लिए चुना गया था। अप्रैल 2014 तक पाठ्यक्रम पूरा होने की उम्मीद है।

Ashok Chawla, Chairman, Competition Commission of India has emphasised on the need to adopt National Competition Policy. He was speaking at a seminar on “National Competition Policy; Second Big Wave of Reforms”, organised by Consumer Unity & Trust Society (CUTS) International at Delhi yesterday.
Shri Chawla emphasised that the competition law is an essential tool for enforcement against anti-competitive practices but the policy is much larger. It is important for countries such as India, where States play a major role in the economic sectors and the policy paradigm in the liberalised still tilts towards State control, it is important to adopt National Competition Policy (NCP) for India.
The competition policy is important to tackle entry barriers that are inbuilt in the system and leads to more robust economic welfare and provide governance to the country.
Speaking on the occasion, Shri Arun Maira, Member, Planning Commission of India, emphasised on political-economic challenges in implementing a policy. He said that redesigning of institutions is needed to address these challenges and generating growth which is what the Planning Commission of India is attempting at the moment.
Shri Pradeep S Mehta, Secretary General of CUTS informed that many countries have adopted such policies which has resulted in higher growth and thus public welfare enhanced. Mehta gave an overview of a recent study that CUTS has undertaken which advocates for certain interventions that can help remove competition distortions that exist in the markets. This current CUTS research is a sequel to a series of research studies that had been undertaken for the Ministry of Corporate Affairs in certain key sectors to assess policy impediments to competition in them.
Mr. Andrew Soper, representing British High Commission, New Delhi, added that UK firms are increasingly interested in India from a trade and investment perspective, and hence it was necessary for British High Commission to get a better understanding of the prevailing business environment in some of these key sectors.
