Chief Minister Arvind Kejriwal on Friday said the odd-even road rationing scheme will be implemented in Delhi from November 4 to 15.
Kejriwal said the move was aimed at combating high levels of air pollution in winters when crop burning takes place in neighbouring states.
The chief minister announced his seven-point action plan to tackle pollution due to crop burning which includes distribution of masks, mechanised sweeping of roads, tree plantation, and special plans for 12 pollution hot spots in the city.
Under the scheme, odd and even numbered vehicles ply on alternate days.

The Supreme Court today wondered why Arvind Kejriwal-led government’s much hyped Odd-Even scheme has not been able to reduce pollution level
“Why no difference is made out in pollution level in Delhi, even after steps have been taken like odd-even scheme, diversion of trucks from the national capital. What are the solutions,” a bench headed by Chief Justice T S Thakur asked while hearing a PIL filed in 1985 to check pollution levels.
The bench also comprising Justices A K Sikri and R Banumathi, on Saturday, said that earlier, the trucks used to ply through the centre of the national capital but now they have been diverted but still no difference seems to have been made in improving the ambient air quality.
Senior advocate Abhishek Manu Singhvi appearing for the automobile manufacturers said that there are several other factors which contribute to pollution which include road dust which is 38 per cent and industries which contribute 11 per cent.
“Unless we look and address the issue of real pollutant, nothing will seem to improve,” Singhvi said without commenting on the Odd-Even scheme whose second phase ends today.
Singhvi further said, “to say diesel cars cause more pollution and therefore we should ban them will solve no problem.”
The second phase of Odd-Even scheme started on April 15. The first phase of Odd-Even scheme was first launched on January 1 to January 15.
Chief Justice of India T S Thakur, earlier in December, had virtually endorsed the Delhi government’s decision to allow plying of private vehicles bearing odd and even registration numbers on alternate days to lower pollution levels, saying it can be followed “if it helps in reducing” the problem.
He had said that he was not averse to pooling vehicle with brother judges

The Aam Aadmi Party (AAP) today held BJP responsible for the fire at the Bhalswa landfill site, saying the blaze was triggered “intentionally” to fail the odd-even car rationing scheme.
AAP’s Delhi secretary Saurabh Bharadwaj also accused the BJP-controlled civic body of not taking adequate steps to douse the fire at the landfill site, which broke out today morning.
“The landfill sites are under the control of the BJP controlled MCDs. We think that the fire was triggered with an intention to fail the odd-even scheme. They are aware that if the odd-even scheme fail, it will reflect badly on the Delhi government
Bharadwaj said.”There have been fires occurring at the landfill sites of Delhi but today’s one is bigger than normal ones,”
He said the National Green Tribunal and the Delhi Pollution Control Board had earlier sent notices to the civic bodies for violations and not adhering to procedures in disposing the garbage.
AAP’s Delhi unit convenor Dilip Pandey also accused the BJP of triggering the fire. He said the fire incident was nothing but playing with the lives of Delhiities.
Pandey tweeted.”Modi ji, your hatred for Delhi is not right. Just to fail the odd-even scheme, the dump yard has been set on fire.
This is nothing but playing with lives of Delhiities through MCD. This is not only wrong, but also inhuman,”
In another tweet, he said, “BJP stooping (to) the lowest in Delhi to fail #OddEvenDobara, MCD burning dump yards, creating health hazard.

Senior BJP leader Vijay Goel has sharpened his attack on Chief Minister Arvind Kejriwal over the odd-even scheme alleging that “huge” amount of public money was being spent on advertisements in the name of the car rationing initiative.
The Rajya Sabha MP, who declared that he would violate the odd-even rule to protest against the “political posturing” by AAP, asked the Delhi government to disclose the amount spent on advertisements.
“There is not a single commercial hoarding in Delhi without Kejriwal’s photo under the garb of odd-even scheme.
The same scenario resonates in newspapers, TV channels and radio,”
He said “I will leave my residence on 10 Ashoka Road tomorrow at 10 am in my odd-numbered vehicle and pay fine for violation of the scheme,”
Goel said his protest was against “political posturing” by AAP which he alleged is using odd-even scheme’s advertising budget to “plaster Kejriwal’s photo everywhere”.
