[New Delhi]15% RTIs and 28% Appeals Pending with CIC Central Information Commission
It is informed by MoS PMO, Personnel Public Grievances & Pensions Atomic Energy and Space, Dr Jitendra Singh in written reply to a question in Rajya Sabha today that CIC Facing 30 vacancies for different categories of posts at present.
The details of vacancies in various posts as furnished by Central Information Commission are as follows:-

As per minister,RTI Online portal (https://rtionline.gov.in) was launched in August, 2013 by Department of Personnel and Training.
Disposal of Online Request is 85% (i.e. CPIOs replying to RTI Request in online medium)
Disposal of Online Appeals is also at 72% (i.e. FAAs replying to RTI appeal in online medium)
Number of Public Authorities increased from 96 to approx. 2199 from 2013-14 to 2018-19 (till 15 December 2018) making it convenient for citizen to file RTI requests and first appeals online.
More than 12000 Officials, staffs and end users at various Central Government offices were trained in RTI Online Portal by conducting trainings sessions across the country.
State Information Commissions (SICs) are also provided funds for celebration of RTI week.

The earlier release issued on 14.08.2018 stating that Id-ul-Zuha (Bakrid) will be celebrated on 23.08.2018 stands withdrawn.

A delegation of officials of Department of Personnel and Training (DoPT), called on the MoS PMO, Personnel, Public Grievances & Pensions, Dr Jitendra Singh here today. The officials thanked the Government led by Prime Minister Narendra Modi for incorporating their issues in the Union Budget presented by Finance Minister Shri Arun Jaitley yesterday.
The delegation was led by the DoPT Secretary Shri Ajay Mittal. The members thanked the Government for allowing them a Standard Deduction of Rs 40,000 p.a. for salaried individuals on income tax in lieu of the existing transport allowance and reimbursement of medical expenses.
They also thanked the Government for taking various other welfare measures for the employees in the last three years.
He said that this has been taken care of by exemption of the interest on bank account from income tax up to Rs.50,000, enhancement of the health insurance amount up to Rs.50,000 and hike in medical expenditure. The budget is common man friendly and addresses issues of all sections,

As per Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Harivansh in the Rajya Sabha,Following Steps Are Taken To Minimize The Pending Load
(i) Approval for appointment of 66 Public Prosecutors has been conveyed to CBI.
(ii) Approval has also been conveyed for extension in deputation tenure of 31 Public Prosecutors on contract basis.
(iii)Government has sanctioned additional 92 Special Courts for CBI out of which 88 have become operational.
(iv)Power has been delegated to Director, CBI for extending of deputation in respect of Inspectors in CBI for the 9th and 10th year and also for extensions to 6th, 7th and 8th year which at present is approved by a Committee consisting of 3 members.
(v)CBI has been exempted from consultation with UPSC for recruitment to the post of DSP for a period of 3 years.
(vi)CBI imparts training to its officers/ employees in order to enhance their skills at its training centers.
Recently a scheme namely Advanced Certified Course for CBI officers has been started to enhance their investigation skills, forensic data collection, collection of evidence, skills etc. by providing them training from National Law School of India University (NLSIU) Bangalore and Indian Institute of Management (IIM), Bangalore.
(vii) A plan outlay of Rs. 309.52 crore has been allocated for implementation of various schemes viz Modernization of training centers in CBI, CBI e-governance, comprehensive modernization of CBI branches/offices, Construction of CBI office building at Bandra Kurla Complex, Mumbai and comprehensive modernization and purchase of land/construction office/Residence building for CBI etc. over 12th Five Year Plan

A delegation of Indian Revenue Service/IRS (Income Tax) officers of 2008 batch called on MoS PMO, Personnel, Public Grievances, Pensions, Dr Jitendra Singh today.
The delegation sought Dr Singh’s intervention for their promotion.
In a memorandum submitted to the Minister, the members of the delegation claimed that, as per the existing IRS Recruitment Rules 2015, the only method of recruitment to the JAG (Junior Administrative Grade) level posts in IRS (Income Tax) is by promotion.
The 2008 batch officers were placed in STS (Senior Time-Scale) on 1st January 2013, whereby they would be completing 5 years of regular service on 1st January 2018. The memorandum sought relaxation for promotion so that they could achieve the higher grade w.e.f. 1st April 2017.
In this regard, the memorandum sought to bring to the notice that the Department of Personnel & Training (DoPT) has been granting relaxation to eligible service officers of IRS in STS scale from 2002 to 2007 batches for promotion to higher JAG level. Therefore, the same precedence can be followed in their case also.
The members of the delegation conveyed to the Minister that initially, a proposal for them was sent by the Department of Revenue to DoPT, but it was returned with certain queries.
However, now, when the proposal has been re-submitted after addressing the queries, they requested the DoPT to take a kind view and agree to the proposal.
Dr Jitendra Singh said that the DoPT will try to work out as to what can be done in the case, under rules and referred their case to the concerned officers in the Ministry.
