Capt Launches RTI Helpline in Punjab

(Chd,Pb) RTI Helpline Launched in Punjab
Punjab Chief Minister Amarinder Singh on Monday launched a helpline number for people to get prompt answers to their RTI-related queries.

The chief minister said the helpline would enable the people to take full advantage of their fundamental right to free speech and expression
The helpline will be accessible to all citizens, including government officials representing public authorities, from 10 am to 4 pm on all working days.
The Punjab State Information Commission, which exclusively deals with RTI matters in the state, has been receiving increasing numbers of queries and inquiries from citizens regarding the RTI Act.

The State Information Commission has held that Punjab Cricket Association would be considered as Public Authority
It was disclosed by . S.S. Channy, Chief Information Commissioner, Punjab in a press communiqué released . He said that the Punjab State Information Commission in a complaint case No.1969 of 2007 titled Sh. Anil Kashyap, President Cricketers Welfare Association Vs PIO: O/o President, Punjab Cricket Association had held the Punjab Cricket Association to be a Public Authority within the definition of Section 2(h) of the RTI Act vide order dated 19.08.2008.
He said that this order was challenged by the Association in a writ petition. The writ petition was dismissed by a learned Single Judge of Punjab & Haryana High Court vide judgment dated 09.05.2011. Thereafter the PCA filed a LPA bearing No.1174 of 2011. The LPA was decided by Punjab & Haryana High Court on 12.12.2013 wherein it set aside the orders of the State Information Commission and the learned Single Judge of the High Court. The matter was remanded back to the SIC for fresh decision.
He said that now the full bench of the State Information Commission comprising S.S.Channy Chief Information Commissioner and . Yashvir Mahajan, . A.S. Chanduraian, . R.S.Nagi, . Chander Parkash (all State Information Commissioners), after going through all the relevant papers put on record has unanimously held that PCA would have struggled had it not been in possession of the land in Mohali, which has been leased on a nominal amount coupled with a substantial grant of the government to convert it into a Cricket Stadium.
. Channy said that the commission also took note of the statement of Mr. I.S. Bindra the then President of PCA made before the CBI as submitted by the appellant which reads as “Punjab Cricket Association is not a private organization. It is a public body solely responsible for promotion, development and administration of the game of cricket, within the State of Punjab”
In its decision the State Information Commission has held that the PCA squarely fits into the parameters set forth in the judgment
