Indian Citizenship Made Easy For Overseas Citizen of India:A Gift On PBD 2015
A Day before Pravsi Bhartiy Diwas[PBD]2015 The President of India has promulgated the Citizenship (Amendment) Ordinance, 2015 on January 06, 2015 with immediate effect which provides for the following amendments to the Indian Citizen Act, 1955:
[1]At present one year continuous stay in India is mandatory for Indian Citizenship which is relaxed stating that if the Central Government is satisfied that special circumstances exist, it may, after recording such circumstances in writing, relax the period of twelve months specified upto a maximum of thirty days which may be in different breaks.
[2]To enable for registration as Overseas Citizen of India (OCI) by a minor, whose parents are Indian Citizens.
[3]To enable for registration as Overseas Citizen of India (OCI) by a child or a grand-child or a great grandchild of such a citizen.
[4]To enable for registration as Overseas Citizen of India (OCI) by such spouse of a citizen of India or spouse of an OCI registered under Section 7A and whose marriage has been registered and subsisted for a continuous period of not less than two years immediately preceding the presentation of the application under this section.
[5]In respect of existing PIO card holders central government may, by notification in Official Gazette, specify a particular date from which all existing PIO card holders will be deemed to be OCI card holders.
The Indian Citizenship Act, 1955 provides for acquisition, termination, deprivation, determination of Indian Citizenship and other related aspects. The Act provides for acquisition of Indian citizenship by birth, descent, registration, naturalization and incorporation of territory under certain circumstances, and also for the termination and deprivation of citizenship.

प्रधानमंत्री पद के लिए भाजपा के उम्मीदवार नरेंद्र मोदी ने आज प्रवासी भारतीय सम्मेलन में प्रधानमंत्री डॉ मनमोहन सिंह और कांग्रेस पर निशाने साधे और भाजपा के लिए प्रवासियों को आकर्षित करने का प्रयास भी किया न्यू |दिल्ली में प्रवासी भारतियों के लिए ६ जनवरी से सम्मलेन चल रहा है बीते दिन प्रधान मंत्री डॉ मन मोहन सिंह ने भी सम्बोधित किया था डॉ मन मोहन सिंह ने अपनी सरकार की उपलब्धियों के मध्य नजर कहा कि ‘‘हम बेहतर समय की ओर बढ़ रहे हैं”
, प्रधानमंत्री मनमोहन सिंह ने अर्थव्यवस्था की स्थिति को लेकर प्रवासी भारतीयों की आशंकाओं को दूर करने का प्रयास किया और कहा कि देश ‘‘बेहतर भविष्य’’ की ओर बढ़ रहा है और वर्तमान के बारे में निराश होने या भविष्य के बारे में चिंता करने का कोई कारण नहीं है । उन्होंने यह भी कहा कि अगले चुनाव परिणाम पर ध्यान दिए बिना वे एक बार फिर भारत के लोकतंत्र और इसकी संस्थाओं की सामर्थ्य को प्रदर्शित करेंगे । इस पर चुटकी लेते हुए आज नरेंदर मोदी ने कहा किप्रधान मंत्री ने कल सही कहा था कि हम वाकई अच्छे भविष्य की और बढ़ रहे हैं इसके साथ ही उन्होंने कहा कि चार पांच महीनों में यह अच्छा समय आ जायेगा उनका इशारा २०१४ में चुनावों की तरफ था जिसे सुन कर सभागार में ठहाके गूँज गए|
अपने भाषण के अंत में मोदी ने बताया कि देश में इमेरजेंसी लगने पर दुनिआ भर में फैले प्रवासी भारतीयों ने खुल कर उसका विरोध किया था और उसके बाद जब अटल बिहारी वाजपई ने परमाणु विस्फोट कराया तो उस समय समय भी प्रवासी भारतीयों ने खुल कर उसका समर्थन किया था|

Nitaqat’ policy has No significant adverse impact on Indian Workers ,with valid papers,In Saudi Arabia

Nitaqat’ policy[ New Labour Policy of Saudi Arabia ] has No significant adverse impact on Indian Workers who are working with valid documents .This Assurance was given by Union Minister for Overseas Indian Affairs, Shri Vayalar Ravi in his reply to a written question in the Lok Sabha today.
The grace period for implementation of the ‘Nitaqat’ policy of Saudi Arabia has been extended twice,-first to [1]3rd July 2013 and then [2]to 3rd November 2013 and hence, the policy has not had any significant adverse impact on Indian workers except on those who were working there without valid papers.
The grace period allows even workers without valid papers to have their status regularized.
3428 persons had been issued Emergency Certificates (ECs) by the Indian Missions in United Arab Emirates when Amnesty had been proclaimed from December 2012 to February 2013.7923 Indians left United Arab Emirates(UAE) during the Amnesty period.
Subsequent to the stricter enforcement in Saudi Arabia, the Embassy of India and its consulate have so far issued over 68,500 Emergency Certificates (ECs) to enable affected Indian workers to come back to India
. Applications for ECs continue to be received as the Amnesty period has been extended up to 3rd November,2013. Since the end of first Amnesty period, the Embassy of India and its Consulate have further issued over 1500 ECs.
The Ministry of Overseas Indian Affairs had called meetings of Ministers/representatives of major labour sending states twice, the first on 09.4.2013 and the second on 25.6.2013. The State Governments were requested to formulate rehabilitation programs for returnees from the Gulf, using existing State and Central Government programs where possible.
The Ministry had separately launched Mahatma Gandhi Pravasi Suraksha Yojana (MGPSY) on a pilot basis to encourage and enable Overseas Indian workers having Emigration Check Required (ECR) passports going to ECR countries, to save for their return and resettlement, save for their old age and obtain a Life Insurance cover against natural death during the period of coverage.
