[नई दिल्ली]हलवा सेरेमनी भी क्या बजट की कठिन डगर की सियासी कड़वाहट को कम कर पाएगी ?हलवा बांटने के पश्चात आज संसद में बजट सत्र शुरू होने जा रहा है लेकिन राज्य सभा में सुदृढ़ विपक्ष के तेवरों को देख नहीं लग रहा कि कोई भी हलवा सदन की चर्चा में किसी भी प्रकार की मिठास घोल पायेगा |बजट सत्र में सकारात्मक सहयोग के लिए विपक्षी दलों से सत्ता रुड दलों ने विचार विमर्श किया वेंकैय्या नायडू श्रीमती सोनिया गांधी से भी अलग से भी मिले | लोकतान्त्रिक प्रणाली में सभी कि जिम्मेदारियों का स्मरण कराया जा रहा है | इनके आलावा प्रधान मंत्री ने भी सर्वदलीय बैठक में यह आश्वासन दिया कि विपक्ष के सभी मुद्दों पर चर्चा कराई जाएगी उन्होंने बजट को सुधारों पर केंद्रित किये जाने पर जोर दिया है|इसके आलावा उन्होंने सैफई में यादव समाज कि शादी में जा कर राज्य सभा में समाजवादियों की २८ सीटों पर भी दस्तक दे दी है|
वित्त मंत्री अरुण जेटली ने पहले ही हड़ताली बैंक कर्मियों से अपनी चार दिन की राष्ट्रीय हड़ताल की कॉल को वापिस लेने कि अपील की है और उन्होंने मध्य वर्गीय टैक्सपेयर्स को राहत के संकेत दे दिए हैं लेकिन सरकारी प्रॉपर्टी और अनुदान पर फलफूल रही एयर इंडिया+एल आई सी+बी एस एन एल+स्टेट बैंक्स जैसी अनेकों संस्थाओं के खर्चों पर नियंत्रण की कोई बात चर्चा में नहीं आई है |भूमि अधिग्रहण बिल को लेकर अन्ना बाबू राओ हजारे ने भी दिल्ली की तरफ कूच कर दिया है|
इस सबके बावजूद अपने अस्तित्व के लिए हाथ पावँ मार रही कांग्रेस राज्यसभा में अवसर तलाशने से गुरेज नहीं करेगी वोट बैंक की राजनीती करने वाले दल भी भाजपा से अपनी दूरी को पोर्ट्रेट करने में कोई कसर नहीं छोड़ेंगे |इसीलिए कहा जा सकता है “बहुत कठिन है डगर इस बजट की”

[New Delhi]Carrying Forward Swachh Bharat Mission Government Tributes Mahatama Gandhi With Commemorative Postage Stamps
The Minister for Communications & Information Technology, Shri Ravi Shankar Prasad along with the Minister for Urban Development & Parliamentary Affairs Shri Venkaiah Naidu and the Minister for Rural Development Shri Chaudhary Birender Singh released Commemorative Postage stamps on the theme of Swachh Bharat to mark the Martyrdom Day of Mahatma Gandhi today..
Shri Prasad speaking on the occasion said the Government intends to make cleanliness a part culture of this country under the leadership of Shri Narendra Modi . He pointed out that the design for the stamps were selected through a competition among the children on the theme. Shri Naidu also appreciating the idea said that if the practice of cleanliness catches with our children, it would spread as a mass movement in the country. He hoped that Swachhatha will become a Jan Andholan.
Shri Birender Singh said the release of the stamps on the Martyrdom Day on this subject of cleanliness, which is very close to the heart of the Father of the Nation, is an apt tribute to him.
The Department of Posts, at a function this morning issued a set of these three Commemorative Postage Stamps on the theme of Swachh Bharat.
Swachh Bharat Mission was launched by the Prime Minister on the 2nd October, 2014 on the occasion of Birth Anniversary of Mahatma Gandhi. This all encompassing Mission covering our surroundings seeks to achieve “Clean India” and aims to provide access to toilets to all households in the country, and making adequate arrangements for Solid and Liquid Waste Management.
Release of a set of three stamps and a miniature sheet on the theme Swachh Bharat is a part of this effort to achieve the vision of Clean and Healthy India.

Local Bodies Of 19 Stated,Are Yet To Empowered ,So Are Financially Constrained

Local Bodies Of 19 stated ,Even After 22 Years Constitution Amendment,Are Yet To Empowered So These Are Financially Constrained. Under Article 243ZE of the Constitution 8 states Still To constitute Metropolitan Planning Committees.
Shri M.Venkaiah Naidu Says That Municipal bodies Are not empowered as required,Only ten states transferred functions to urban local bodies Whereas 19 stated still to do so Even 22 years after Constitution Amendment ‘
Most of the states have not met the requirements of the Constitution (74th Amendment) Act, 1992 in respect of devolution of powers and responsibilities to municipal bodies. This was stated by Minister of Urban Development, Housing & Urban Poverty Alleviation M. Venkaiah Naidu in a written reply to Rajya Sabha today.
He further said that most municipal bodies in the country are financially constrained and lack capacity to discharge functions as per the 74th Amendment to the Constitution.
Responding to a question raised by Shri Rajiv Chandrasekhar, the Minister gave details of the status of implementation of the 74th Amendment to the Constitution under which municipal bodies were to be empowered with transfer of funds, functions and functionaries for effective local governance.
Shri Naidu informed that only ten of the twenty nine states have transferred functions under 12th Schedule to the urban local bodies. These states being: [1]Chattisgarh[2]Gujarat[3]Himachal Pradesh[4] Jammu & Kashmir[5] Jharkhand[6] Kerala[7] Madhya Pradesh, [8]Maharashtra[9] Odisha [10] Punjab.
The Minister further said, under Article 243ZE of the Constitution, 14 states were required to constitute Metropolitan Planning Committees for all metropolitan areas but only six states have done so. These include – [1]Karnataka[2] Maharashtra[3] Punjab, Rajasthan[4]Tamil Nadu [5] West Bengal.
The states still to constitute such committees being – [1]Andhra Pradesh[2] Bihar[3] Gujarat[4] Haryana[5]Jharkhand[6] MP[7] Uttar Pradesh and the newly formed state of[8] Telangana.
