A limited study conducted in 10 of the 24 districts of Jharkhand has found that almost 90 per cent of ration cards cancelled by the state government three years ago belonged to genuine households.
The study was carried out by the Abdul Latif Jameel Poverty Action Lab (J-PAL), co-founded by Abhijit Banerjee and his wife Esther Duflo, both of whom won the Nobel Economics Prize in 2019.
A random sample of nearly 4,000 ration cards that were verified revealed that “just over 10 per cent belonged to ‘ghosts’, meaning households that could not be traced,” it said.
“In 2017, lakhs of ration cards were deleted in Jharkhand without even informing the households concerned,” claims the study, co-authored by economists Karthik Muralidharan, Paul Niehaus and Sandip Sukhtankar.
The study, released to the media includes an analysis of the deletion of ration cards between 2016 and 2018 in 10 randomly-selected districts of the state.
Quoting a press release of the previous government dated 27 March 2017, it says, “All the ration cards which have not been linked with Aadhaar number will become null and void on 5th April…nearly three lakh ration cards have been declared invalid.”

On September 22, 2017, the then state government had said in a booklet, “The work of seeding ration cards with Aadhaar numbers has started. In this process 11.64 lakh fake ration cards have been found.
“Through this, the state government in one year has saved Rs 225 crore which can now be used for the development of poor people. 99 per cent of ration cards have been seeded with Aadhaar.”
The study also said that on November 10, 2017, the food department of the state government had clarified that the number of deleted ration cards actually stood at 6.96 lakh, and not 11 lakh. The food department called them ‘fake’.
The study claims cancellation of ration cards was a trigger for “starvation deaths”. It cited the example of an 11-year-old girl Santoshi Kumari who died allegedly of starvation in Simdega district in September 2007.

Deputy Chief Minister Manish Sisodia on Friday met Union Finance Minister Nirmala Sitharaman and demanded Delhi’s share in central taxes, which he said would help speed up cleaning the Yamuna and make arrangements for sufficient electricity and water supply in the city.
Taking to Twitter, Sisodia, who also holds the finance portfolio in the AAP government, said Delhi has not been given any share in central taxes since 2001.
In the meeting, he also demanded funds for all the three municipal corporations in Delhi, the same way as Centre gives money to civic bodies in other states.

The RSS-affiliated Akhil Bharatiya Vidyarthi Parishad (ABVP) has slammed Himachal Pradesh’s new excise policy which has reduced liquor rates and approved keeping bars open in star rated hotels till 2 am.
The state cabinet in its meeting chaired by Chief Minister Jai Ram Thakur on Monday gave its approval to the new excise policy which extended operational timings of bars in all star rated hotels and bars in specified important tourist areas from noon to 2 am.
The policy also approved reduction in the price of liquor.
In a statement issued here on Wednesday, ABVP state secretary Rahul Rana flayed the BJP government for adopting double standards on the issue of eradicating of drugs from the state.

Bedi told the tourists after registering their views on the Union Territory that in addition to the time allotted for them to visit the imposing and palatial premises during mid day now the building maintained as a heritage structure would be open to visitors in the mornings also.

According to official records, the foundation of Raj Nivas was laid by the then French Governor Dumas in 1735.

Former Maharashtra Chief Minister Devendra Fadnavis appeared before a Nagpur court on Thursday in connection with a complaint seeking criminal proceedings against him for alleged non-disclosure of criminal cases in his election affidavit in 2014.
The senior BJP leader was given the last chance by Chief Metropolitan Magistrate P S Ingle to appear before the court on Thursday.
Taking note of Fadnavis’ appearance before the court, the magistrate granted him bail on a personal bond of Rs 15,000.
Fadnavis was granted exemption from appearance on four earlier occasions since November 2019.
The court has now posted the matter for further hearing on March 30.

The National Green Tribunal on Wednesday imposed a fine of Rs 10,000 each on the Ghaziabad Municipal Commissioner and the executive officer of the civic body for their failure to remove encroachments in the green belts in compliance of its direction.
A bench headed by Justice Raghuvendra S Rathore asked the municipal corporation to execute its order on removal of encroachments within 30 days.
In case of failure to do so, the said cost shall be recovered as arrears of land revenue by the Collector from the officers, in their individual capacity
The petitioners had sought action against the encroachments in the green belt area and reckless dumping of waste by the municipal bodies.
The plea had alleged that Hotel Radisson Blu which is located at Kaushambi has destroyed the entire green belt situated along with the road solely for their parking purposes and even converted the area into a party lawn.
