Congress president Rahul Gandhi Returning the coin attacked the government for not making public the prices of Rafale fighter aircraft, and charged that there was a “scam” in the deal.
Gandhi’s attack came a day after Defence Minister Nirmala Sitharaman had refused to share the details of the deal on the grounds of security agreement signed between India and France.
Her response was to a written question in Rajya Sabha by Samajwadi Party member Naresh Agrawal, who had asked whether the government did not want to disclose in public domain the agreement between India and France for purchasing the aircraft.

The National Green Tribunal has reiterated that no ready-mix plants will be permitted to operate at construction sites in Noida which are being operated without proper environmental protection.
A bench headed by acting NGT Chairperson Justice U D Salvi asked the Uttar Pradesh Pollution Control Board (UPPCB) to strictly ensure that there is no dust emission due to the operation of such equipment.
Ready-mix is concrete that is manufactured by combining a precise amount of rock, sand, water and cement at construction sites.
“We make it clear that the order of the prohibition issued earlier against operation of the hot mix plant shall continue to be operative,” the bench said.
The tribunal directed the state pollution control board, Noida Authority and the Central Pollution Control Board to conduct a joint inspection of a hot-mix plant at Noida to ascertain as to whether it was compliant of pollution norms.
The green panel had earlier slammed the officials concerned for not taking action against the builders responsible for causing emissions from construction and transportation of construction materials.
The NGT had last year lashed out at the UP government and the Noida Authority for not abiding by its order banning construction in the national capital region even when the PM10 (particulate matter) level was over 900, saying they were making a “mockery of the system”.
The NGT was hearing a plea alleging that despite specific orders, construction material, hazardous to the health of the locals, was lying in the open.
The plea filed by lawyer Sanjay Kumar had alleged that dozens of hot mix plants were operating in the village Wazirpur, Nagli Nagla and Chak Basant Pur of Gautam Buddha Nagar district in Uttar Pradesh.

In its fifth interim report submitted to Chief Minister Amarinder Singh today, the inquiry panel recommended action, mainly cancellation of FIRs, in 41 cases, taking the total number of such cases so far to 258.
Out of 159 complaints, 118 have been set aside for lack of jurisdiction or for being without merit.
“Among the cases in which cancellation has been recommended in this report are FIRs against
Vijay Sayal, Sub Divisional Magistrate, Gurdaspur, and
Sikh religious preacher Baljit Singh Daduwal,
both of which the commission described as culmination of vendetta resulting from their refusal to obey the diktats of former deputy chief minister Sukhbir Singh Badal and former revenue minister Bikram Singh Majithia,”
Sanyal was falsely implicated in an FIR registered by the Vigilance Bureau, Faridkot, for challaning the Orbit Bus of Sukhbir, who also held the portfolio of home department,
In the case of Daduwal, the commission did not find anything seditious in his speech at the congregation held on November 10, 2015, according to the release.

Pralhad Joshi who seconded the motion after his party colleague Rakesh Singh moved it and initiated the debate, referred to senior Congress leader P Chidambaram’s jibe at Modi and said “you (Congress) insulted Modiji who used to sell tea (during his childhood). Now you are insulting pakoda walas.”
Citing an example, he said that in his Dharwad constituency, he knew a person who holds a bachelor’s degree in engineering and sells pakodas. “He left his job and is selling pakodas because he is earning more,”
Earlier, Joshi’s party colleague Rakesh Singh spoke about the achievements of the government in various fields, particularly in implementing the ‘Swachh Bharat’ (Clean India) campaign.
He said the Congress enjoyed power for nearly six decades but did not fulfil Gandhi’s vision of clean India which the NDA government realised in just three-and-half years.

Taking Into Cognigance Of a Media [TOI] Advertisement Union Ministryof Petroleum & Natural Gas has issued this clarification
Union Ministry says
that PN&G Ministry had advised Karnatka State Government to implement MMABY as a complementary Scheme of PMUY and has advised the State Government to follow the procedure of implementing the Scheme through OMCs only, being done in case of States Chhattisgarh, Jharkhand, Assam, Punjab and Haryana.
Instead of following the same, the Govt. of Karnataka is unilaterally going ahead with implementation of MMABY directly through distributors’ network without involving OMCs.
As per ministry This system may lead to large scale chaos and implementation issues in the field.
The State Government while announcing the current implementation Modalities of MMABY has gone back on the earlier agreed commitment in the joint meeting of Union Minister of PNG and Minister of Food & Civil Supplies, Govt. of Karnataka. Therefore, it is clarified that current format of MMABY not being in line with established procedure and hence is not having concurrence of Ministry of Petroleum and Natural Gas.

Three new tools for States and Union Territories for ranking of startups in the country was launched by Union Minister of Commerce and Industry at a function today.
The tools are:
the State and Union Territory Startup Ranking Framework,
the Compendium of Good Practices for Promoting Startups in India and the
Startup India Kit.
India is home to about 20K startups, with about 1,400 beginning operations every year.
Entrepreneurs are introducing new solutions everyday and also improving existing processes.
The key objective of the Startup States and UTs Ranking Framework is to encourage States and UTs to take proactive steps towards strengthening the Startup ecosystems at the local level.

Punjab Chief Minister Captain Amarinder Singh today ordered the setting up of special multi-department joint teams in all the districts of the state.
These teams, will be headed by the respective deputy commissioners,
The chief minister warned that no political interference would be tolerated in the matter and instructed officials to initiate the crackdown on priority, without delay.
The mines to be auctioned on February 19 include 48 sand mines (1.64 crore tonnes) and three gravel (0.2 crore tonnes), while the March 15 auctions will have 145 mines (2.7 crore tonnes) of sand and 18 mines (0.2 crore tonnes) of gravel being open to bidding.
Also, the department officials informed about as many as 34 of the mines auctioned so far, which they said was not yet operational.
