Press Council of India (PCI) member B R Gupta has resigned from his post, saying he was unable to work individually or collectively for the media, which is in a “deep crisis”.
He claimed that the PCI was not a wholly representative body for the media.
Referring to salary cuts and job losses, he said media and mediapersons were struggling for social, political and economic justice.

A top body of newspaper editors has strongly condemned the “undeclared censorship” on newspapers in Kashmir Valley, calling it a direct attack on freedom of press.
The All India Newspaper Editors’ Conference (AINEC), in a strongly worded resolution, slammed the alleged ban on publications, raids on the newspaper offices and printing presses and said the PDP-BJP government in the state has “failed” the right thinking people.
AINEC president Vishwa Bandhu Gupta said.
“No government in the Centre or in the states can preserve democratic traditions of our great country without supporting the freedom of press, in spirit and reality.
“Unfortunately, the BJP-PDP alliance in the J & K, seems to have failed the right thinking people in the Kashmir Valley,”
He said, “This new method, of undeclared censorship adopted by the BJP-PDP combine has set a new precedent of censorship, and it is totally unacceptable.”
The AINEC urged the Jammu and Kashmir Government to refrain from “restrictive and undemocratic” methods to “gag” the press in the Valley.
The newspaper owners in violence-hit Kashmir had decided not to publish newspapers after authorities allegedly raided some media houses and seized their printed copies on Saturday.
However, the newspapers were today back on the stands after five days.
Yesterday, Chief Minister Mehbooba Mufti had met editors and owners of the city-based newspapers and expressed regret over restrictions on the media.
Earlier this week, the Editors Guild of India had condemned the Jammu and Kashmir government for “unwarranted muzzling” of media in the state.
On Monday, Press Council of India (PCI) chairman Justice Chandramauli Kumar Prasad had ordered registration of a complaint over the alleged crackdown and sought a report from the state government

it said.”While the antecedents of the killers and their backers are still being investigated, these tragic incidents underline the increasing attacks on the media and the growing atmosphere of intolerance being perpetrated by violent factions and those with ulterior motives,”
These two back-to-back incidents has come as a shock to the journalist fraternity in the country. At the time of crisis, we stand behind both the families and condemn the killing in strongest possible words and urge for speedy investigation and trial, the release said.
They demanded the governments of Bihar and Jharkhand to order a special investigation into the killing of the duo and also ensure that the culprits and their masterminds are brought to book.
On Friday evening, Ranjan was shot dead in Bihar’s Siwan district. In Jharkhand’s Chatra district, 35-year-old Akhilesh Pratap Singh, who worked for a local news channel, was gunned down on Thursday night.

Govt Has Challenged PCI Powers
The Press Council of India(PCI) and the Government were at loggerheads over the issue of the media body’s powers after it decided to serve a bailable arrest warrant against Union I and B Ministry Secretary Sunil Arora for failing to appear before it following summons.
Information and Broadcasting Ministry sources said today that the PCI has “limited powers” and cannot decide everything unlike the judiciary, which is an independent institution recognised by the Constitution, days after the Council took a decision to issue the arrest warrant.
PCI Chairman Justice(retd) C K Prasad, however, said that the Council was of the “prima facie” view that it does have the powers to issue such a warrant.
At the same time, he said the Council is willing to listen to I and B Ministry’s contention in this regard.
The unanimous decision to secure Arora’s attendance before the Council at its next scheduled meeting here on April 22 was taken by its members at their meeting on April 11 under the Chairmanship of Prasad.
The PCI on March 17 had decided to institute a suo motu inquiry into the “continued apathy” of the I and B Ministry towards the activities of the Council particularly at its efforts to preserve the freedom of the press and its mandate under the Press Council Act and directed its Secretary to appear before it on April 11. Arora is due to retire on April 30.

The Press Council of India (PCI) has decided to serve a bailable arrest warrant against Union Information and Broadcasting Ministry Secretary Sunil Arora over his non-appearance before Council on Monday following a summons issued to him.
The unanimous decision to secure Arora’s attendance before the Council at its next scheduled meeting here on April 22 was taken by its members at their meeting on Monday under the Chairmanship of Justice(retd) C K Prasad.
The PCI on March 17 had decided to institute a suo motu inquiry into the “continued apathy” of the I and B Ministry towards the activities of the Council particularly at its efforts to preserve the freedom of the press and its mandate under the Press Council Act and directed its Secretary to appear before it on April 11. Arora is retiring on April 30.
Prasad said the Council received a communication from Arora today in which he said he was not present here to receive the notices as he was out of the country and that he would appear before it.
Arora at the same time requested the Council to consider a change in the date for his appearance.
The I and B Secretary’s communication is being examined by the Council, Prasad said, even as some members suggested that the warrant be kept under abeyance.
A PCI member said since Arora did not turn up on April 11, the members present unanimously brought out a resolution that a bailable warrant may be issued and the authorities concerned be informed.
