अमेरिका में बजट पास नहीं होने के फल स्वरुप उत्पन्न शट डाउन के बावजूद राष्ट्रपति बराक ओबामा ने अपनी महत्त्व कांक्षी स्वास्थ्य बीमा योजना को पहली अक्टूबर से लागू करने का निर्णय ले लिया है| ओबामा प्रशासन ने अमेरिका में आये इस शट डाउन संकट के लिए अपने विरोधी राजनितिक दल रिपब्लिकन्स जिम्मेदार ठहराया है | ओबामा का कहना है कि रिपब्लिकन पार्टी देश में फिर से चुनाव चाहती है।अमेरिका में 17 साल बाद थोपे गए इस शट डाउन के बावजूद मिडिल क्लास के लिए चलाये गए ओबामा केयर के नाम से स्वास्थ्य बीमा कार्यक्रम को जारी रखने का एलान कर दिया गया है|
30 सितम्बर की रात तक खर्च की सीमा बढ़ाने पर सहमती नहीं बनने से सात लाख से ज्यादा संघीय सरकारी कर्मचारियों को अवैतनिक छुट्टी पर भेजा जा रहा है और उन्हें तब तक तनख्वाह नहीं मिलेगी जब तक यह मुद्दा हल नहीं हो जाता। । इसके फलस्वरूप फिलहाल पास पोर्ट और वीजा कार्यक्रम ठप्प कर दिय जायेंगे +बुजुर्गों को मिलने वाले चेक देरी से मिलेंगे | इसके पहले साल 1995 के दिसंबर में ऐसे हालात 28 दिनों के लिए बने थे। उस वक्त भी डेमॉक्रैट पार्टी के बिल क्लिंटन राष्ट्रपति थे। इसके बाद साल 2011 में भी ऐसे हालात बनते-बनते बचे थे।
2011 में कर्ज सीमा को लेकर इसी तरह के गतिरोध का सामना करना पड़ा था।
17 सालों में पहली बार आए इस संकट का प्रमुख कारण है कि अमेरिकी में बजट को वहां की संसद यानी सीनेट[उच्च सदन] से मंजूरी नहीं मिली है, जिसके चलते सरकारी खर्चों पर संकट पैदा हो गया है। इस राजनैतिक अड़चन की मुख्य वजह ओबामा का महत्वकांक्षी हेल्थकेयर कानून है, इसे ओबामा केयर भी कहा जाता है। ओबामा इसे पास करवाने पर तुले हैं, लेकिन उनके विरोधी इसे खर्चीला मानते हैं और इसके खर्च को आम बजट में डाले जाने का विरोध कर रहे हैं|

वाइट हाउस के डिप्टी सीनियर एडवाइजर डेविड सिमस [David Simas]के अनुसार इससे पूर्व भी रिपब्लिकन्स द्वारा ४० बार इस बिल में अड़ंगे लगाये गए हैं| ओबामा सरकार को घेरने के लिए ये लोग अब अमेरिका कि प्रतिष्ठा से खेलने लग गए हैं| प्रेजिडेंट बराक ओबामा ने कहा है कि इस बंदी के बावजूद ओबामा केयर कार्यक्रम नहीं रोका जाएगा| इस बंदी से गैर-जरूरी सरकारी कामकाज बंद होंगे+ कई सरकारी दफ्तर+ म्यूजियम + नैशनल पार्क बंद होंगे इसके अलावा और करीब सात लाख से ज्यादा सरकारी कर्मचारियों को जबरन बिना वेतन की छुट्टी पर भेजा जाएगा |अमेरिका में लगभग सवा दो करोड़ कर्मी हैं इनमे से लगभग ८० लाख कर्मी प्रभावित हो सकते हैं|कई सरकारी दफ्तरों में ताले लगने शुरू हो गए हैं। रिपब्लिकन्स की इस हट धर्मी के चलते पटरी पर आ रही अमेरिका अर्थव्यवस्था को झटका लग सकता है|
