While Targeting Congress and B J P,The Aam Aadmi Party (AAP) strongly condemned the discontinuation of the existing relief provided to the electricity consumers by its government in their monthly bills in Delhi from April 1.
According to the interim budget passed by the Parliament on Friday, the much needed relief of subsidising the electricity bills upto 50% for those consuming upto 400 units every month, provided by the AAP government from January onwards, will be discontinued from the next financial year.
AAP Party has expressed shocked over the central government’s decision to ignore the proposal of their government to continue this relief for the next six months (till September 2014).
Party Spokesperson Asawati Murlidharan has stated that When the preparations for the interim budget had started, the AAP government had clearly made a provision for this relief to continue and the power department was ready with its proposal. The Congress-led UPA government’s decision to reverse this pro-people’s measure is a betrayal with the people of Delhi.
The BJP is an equal partner in this anti-people decision, since despite having promised 30% reduction in the electricity bills in its manifesto for the Delhi assembly elections, it did not protest the Central government’s move when the interim budget was placed in both Houses of Parliament on Friday.
It is surprising to note that when more than 90% of the MLAs in the existing Delhi assembly, except for the eight Congress MLAs, agree that electricity bills should be reduced by atleast 30%, then how could the central government ignore such an overwhelming majority and impose its arbitrariness on the people of Delhi ?
It is clear that the Congress, which is yet to come to terms with its worst electoral performance in Delhi’s history, is trying to control the capital through President’s rule and is hell bent on seeking a revenge on the people for having punished it so badly for its misdeeds, by imposing financial burdens on the common man.
First, the Congress government led by Smt.Sheila Dikshit kept on fooling the people of Delhi that the audit of private power distribution companies by the C&AG was not possible due to the matter being pending in courts and now when it has been proved that the party was lying, it has now decided to help these companies by using the President’s rule as a ploy.
By having reversed the proposal of an elected state government, the Congress-led UPA government has tried to insult the popular mandate and the BJP needs to answer for how long is it willing to allow the undemocratic step of the assembly being kept in suspended animation ?
Party has called It a match-fixing between the Congress and BJP to increase the woes of the common man. The BJP’s mysterious silence on President’s rule is a clear signal that it wants to deny the people their right of having a democratically elected government.

C C I has found Dr. L.H. Hiranandani Hospital, in contravention of Section 3 of the Competition Act, 2002.This Action Has Been Taken On The Complaint Of Mr Ramakant Kini
The informant Mr. Kini had approached C C I alleging anti-competitive conduct by Dr. L.H. Hiranandani Hospital By Patronizing M/s Cryobank And Debarring Other Competitors.
Consequent upon detailed investigation by Director General, the Commission concluded that the exclusive agreement between Dr. L.H.Hiranandani Hospital and M/s Cryobank was anti-competitive being in contravention of the provisions of section 3(1) of the Act as it had caused an appreciable adverse effect on competition in the stem cell banking market.
Accordingly, C C I, under Section 27 of the Act, has passed the following order:-
“(A) The agreement of OP hospital with Cryobank for the years 2011-12 and 2012-13 are declared null and void.
(B) The OP hospital shall not enter into a similar agreement with any stem cell bank in future.”
(C)also imposed a penalty of Rs. 3,81,58,303/- calculated at the rate of 4% of the average turnover of OP hospital. The penalty is to be deposited within 60 days of receipt of the order.

Under Central Government Health Scheme,[ CGHS ] there is no provision for treatment abroad. However There Is Provision for such treatment under the Central Services (Medical Attendance) Rules, 1944 Which Requires Permission with the approval of Standing Committee headed by the Director General of Health Services only And This Provision Is For Exceptional Cases in which the treatment is not available in India.
Union Minister for Health and Family Welfare Ghulam Nabi Azad Informed In Lok Sabha That This facility is available to all Central Government employees. On an average, 2 cases have been allowed per year in last three years for availing treatment abroad with the approval of the Standing Committee.
Shri Azad Stated That Every Department has separate budget provision for providing medical treatment to their employees. Accordingly, the expenses incurred on availing medical treatment by the serving employees under CGHS or CS (MA) Rules are reimbursed by the Department concerned to their employees. The employees of Ministry of Health and Family Welfare covered under CGHS have been allowed credit facility in empanelled hospitals for the sake of administrative convenience as the payments to the CGHS empanelled hospitals for providing medical treatment to the pensioner beneficiaries are also released by this Ministry. However, as per the terms and conditions of empanelment under CGHS, the empanelled hospitals are to provide treatment on cashless basis to all serving employees covered under CGHS for treatment under medical emergency.
The CGHS package rates for Angioplasty and Angioplasty with Balloon were revised in February, 2013 as per the advice of experts. The empanelled hospitals are expected to provide treatment as per the approved package rates. The ceiling rates for implants are revised from time to time and if any beneficiary intends to have implants of a specific brand, he/she can opt for the same if he/she agrees in writing to bear the additional expenditure.

National Convener Arvind Kejriwal said The AAP would like to set the record straight in this matter. The fact is that MLAs of the outgoing assembly had been provided the entire sum of Rs four crore per MLA per annum for the current financial year before the assembly was dissolved for the December 4 elections.
After the AAP government was formed on December 28, 2013, it proposed an additional provision of Rs 30 lakh per MLA as the MLA development fund for the last few months of this financial year and had not scrapped the much talked about fund.
Therefore, the news reports have missed out crucial facts on this issue. The AAP has a considered and well thought opinion about the MLAs local area fund, but despite this stand its government did not take any decision on the issue in haste.
The AAP has a principled position about the MLA Local Area Development Fund and is of the firm opinion that this fund, apart from the opaque and arbitrary manner in which it was being used, had also confined the MLAs performance to merely the way this fund was utilized. Elected representatives, particularly MLAs and MPs have a wide range of functions and cannot merely be judged on the basis of how the local area fund was utilised.

नागर विमानन राज्य मंत्री श्री के. सी. वेणुगोपाल ने लोकसभा में जानकारी दी कि एयर इंडिया के स्टार एलायंस में जुड़ने से फेडरल एविएशन एडमिनिस्ट्रेशन (एफएए) द्वारा भारतीय विमानन क्षेत्र की डाउन ग्रेडिंग से कोई प्रभाव नहीं पड़ेगा।
स्टार एलायंस ने इसकी पुष्टि भी की है कि एफएए सुरक्षा आकलन, संबंधित सरकारों तथा विमानन प्राधिकरण से संबंध रखता है तथा इसका स्टार एलायंस में एयर इंडिया के जुड़ने से प्रत्यक्ष प्रभाव नहीं पड़ेगा।
पिछले वर्ष दिसंबर, 2013 में स्टार एलायंस द्वारा की गई घोषणा के बाद इसके मुख्य कार्यकारी बोर्ड (सीईबी) ने सर्वसम्मति से पुन: एकीकरण को स्वीकार किया है। एकीकरण के तहत स्टार एलायंस की विभिन्न अपेक्षाओं+ प्रक्रियाओं + मानकों को अपनाना पड़ता है।
एयर मंत्री ने बताया कि करगिल के लिए अभी तक नियमित उड़ान शुरू नहीं हुई है ,जम्मू-कश्मीर में करगिल को हवाई सेवा से जोड़ने की संभावनाओं का पता लगाया जा रहा है। हालांकि यह हवाई सेवा प्रदाता एयरलाइनों पर निर्भर करता है कि वे विशेष स्थानों पर सेवा उपलब्ध कराते हैं या नहीं। यह मार्ग पर ट्रैफिक की मांग और वाणिज्यिक तौर पर मुनाफे पर भी निर्भर करता है।
करगिल तक पहली उड़ान 7 जनवरी, 2014 को उद्घाटन के मौके परभरने वाले ,एयर मंत्री ने बताया था कि क्षेत्रीय एयरलाइन परियोजना में सुधार दोबारा मूल्यांकन किया जा रहा है। ऑपरेटर ने आंतरिक मूल्यांकन, उड़ान संबंधी नीतियां बनाने और विलय एवं अधिग्रहण जैसे काम के लिए और समय मांगा था। आज की तारीख तक करगिल से या करगिल तक कोई घरेलू उड़ान की सुविधा नहीं है।
देशभर में हवाई परिवहन सेवाओं के बेहतर नियमन के लिए सरकार ने रूट डिसपर्सल गाइडलाइन्स (आरडीजी) का प्रस्ताव रखा है। आरडीजी के अनुसार, कैटेगरी-1 (मेट्रो) मार्ग पर अधिसूचित सभी एयरलाइन्स के लिए कैटेगरी-1 और कैटेगरी-2 मार्ग पर तैनात एयरलाइंस की पूरी क्षमता का 10 फीसदी होना जरूरी है। कैटेगरी-2 के मार्ग से पूर्वोत्तर राज्यों, जम्मू-कश्मीर (करगिल सहित), अंडमान एवं निकोबार और लक्षद्वीप के हवाई अड्डे जुडे हैं

महिला एवं बाल विकास मंत्री श्रीमती कृष्णा तीरथ ने लोकसभा में पूछे गए एक प्रश्न के लिखित उत्तर में बताया कि भारत सरकार द्वारा अनुमोदित सुदृढ़ीकरण और पुनर्गठित आईसीडीएस के तहत, मौजूद आंगनवाड़ी केंद्रों के 5 % को आंगनवाड़ी केंद्र सह क्रेच में बदल दिया जाएगा
मंत्री ने प्रश्नकर्ता के माध्यम से सदन को बताया कि राजीव गांधी राष्ट्रीय क्रेच स्कीम के तहत संगठित और असंगठित दोनों क्षेत्रों में कामकाजी महिलाओं के बच्चों के लिए वर्त्तमान में 23,555 कार्यकारी क्रेच हैं,
16,393 क्रेच ग्रामीण/जनजातीय क्षेत्रों में और
7162 क्रेच शहरी क्षेत्रों में है,
प्रत्येक में 25 शिशुओं तक के रहने की व्यवस्था है।
मंत्री के अनुसार 12वीं योजना के दौरान 70,000 आंगनवाड़ी केंद्रों को आंगनवाड़ी केंद्र सह क्रेच में बदल दिया जाएगा।
वर्ष 2013-14 के दौरान, 12,653 आंगनवाड़ी केंद्रों को आंगनवाड़ी सह क्रेच में बदलने को स्वीकृति प्रदान की गई है।
राज्यों/संघ राज्यों क्षेत्रों के पास ऐसे आंगनवाड़ी केंद्रों के चुनाव का विकल्प रहेगा।
