परिवार बड़े हो गए एक घर में दो दो रसोईयान हो गई |राशन कार्ड चूंकी परिवार के मुखिया के नाम ही बनाता था सो गैस कनेक्शन भी केवल परिवार के मुखिया के नाम ही है और आज से नहीं दशकों पुराने हैं||अब कहा जा रहा है कि एक व्यक्ति के नाम केवल एक ही कनेक्शन होगा अर्थार्त दूसरा कनेक्शन अवैध हो गया|जो अभी तक वैध था वोह अचानक अवैध हो गया|अपने वैध हुए गैस कनेक्शन को पुनः वैध करवाने के लिए डेड़ से दो हज़ार का भुगतान किया जाना मजबूरी बन गया है|इससे गैस कंपनियों को बैठे बैठाए आतिरिक्त फंड मुहैय्या हो जाएगा| इसके अलावा नए कनेक्शन के लिए आवेदन तो लिए जा रहे हैं मगर कनक्शन के नाम पर केवल टाल मटौल ही दिखाई दे रहा है| गौर तलब है कि वर्तमान में इन गैस कंपनियों के पास लगभग ३०० बिलियन डॉलर्स का रिजर्व बताया जा रहा है|जिसे कहीं भी इन्वेस्ट नहीं किया जा सका है| विशेषग्य और कम्पनिओं के कर्ता धर्ताओं द्वारा इस रिजर्व को इन्वेस्ट करने के लिए रिक्वेस्ट की जा रहा है मगर सरकार ने अभी तक इस दिशा में कोई सुधारात्मक निर्णय नहीं लिया है|अगर विशेषज्ञों की सलाह मान कर इस हियुज रिजर्व को इन्वेस्ट कर लिया जाता तो उसकी आय मात्र से ही सब्सिडी का बोझ काफी हद तक कम हो सकता था| लेकिन ऐसा नहीं किया गया|अब आर्थिक सुधारों के नाम पर रसोई गैस पर सब्सिडी को खत्म करने की सरकारी कावायद शुरू हो गई है| इससे मध्यम [निम्न]वर्ग के साथ निम्न [मध्यम]वर्ग में भी हाहाकार मची है|टी एम् सी जैसी सहयोगी घटक ने तो केंद्र सरकार से समर्थन वापिस भी ले लिया है|उत्तर प्रदेश पूरी तरह विरोध में आ गया है| कांग्रेसी प्रदेशों को सब्सिडी वाले सिलेंडरों की तादाद ६ से ९ करने के निर्देश दे दिए गए हैं|इस सारी उठक बैठक के बाद भी गैस की समस्या विकराल होती जा रही है| कंप्यूटर पर डाटा फीड करने के नाम पर उपभोक्ताओं का उत्पीडन जारी है|सरकार और विपक्ष अपने स्कोर बनानेके लिए गोटियाँ ही फिट करने में लगे हैं|
इसी कड़ी में पहले कहा गया कि नए कनेक्शन अभी नहीं दिए जायेंगेंलेकिन दबाब पड़ने पर अब कहा जा रहा है कि जिन्हें आवंटन पत्र मिल चुका है उन्हें कनेक्शन दिया जा रहा है|यानि नए का विवरण कंप्यूटर में हाथों हाथ दर्ज़ किया जा रहा है|
तेल एवं प्राकृतिक गैस राज्यमंत्री आरपीएन सिंह के अनुसार डुप्लीकेट कनेक्शन खत्म करने और सॉफ्टवेयर अपडेशन का काम जारी है। इससे नया आवंटन पत्र जारी करने में सिर्फ तीन हफ्ते की देरी हो रही है।मंत्री ने साफ किया कि जिन लोगों को आवंटन पत्र मिल गया है उन्हें कनेक्शन दिया जा रहा है। मंत्री ने कहा कि कंपनी और गैस एजेंसी का सॉफ्टवेयर अपडेट किया जा रहा है। जिससे कि साल में रियायती दर पर सिर्फ छह सिलेंडर देने के फैसले को अमल में लाया जा सके। साथ ही ‘एक पता पर एक कनेक्शन’ के लिए भी देशभर में सर्वे किया जा रहा है। ताकि रसोई गैस की कालाबाजारी रोकी जा सके। इन सब कामों में कम से कम तीन हफ्ते का वक्त लगेगा इंडियन ऑयल, भारत और हिंदुस्तान पेट्रोलियम के देश में करीब 14 करोड़ उपभोक्ता हैं। इन कंपनियों की ओर से हर साल 100 करोड़ से अधिक गैस सिलेंडर जारी किए जाते हैं। तेल विपणन कंपनियां करीब 14 करोड़ उपभोक्तापओं को सेवाएं दे रही हैं और देशभर में हर वर्ष 100 करोड़ +सिलेंडर वितरित किये जाते हैं। । इसके साथ-साथ तीनों तेल कंपनियों के पास आवेदनकर्ता की जानकारी भेजी जाएगी ताकि यह सुनिश्चित हो सके कि एक से ज्या दा कनेक्शनन नहीं जारी किया गया है। केंद्र सरकार की ओर से एक उपभोक्ता को साल में सिर्फ 6 सब्सिडी वाले सिलिंडर दिए जाने के फैसले के बाद से तेल और गैस कंपनियों ने कनेक्शनों पर सख्ती करनी शुरू कर दी है।इसके बावजूद भी गैस की काला बाज़ारी को रोकने की कवायद मात्र रेगिस्तान में मृग तृष्णा ही लग रही है|
