[NewDelhi] Raksha Mantri Rehabilitates 96 with Rs 5 Crores
Smt Nirmala Sitharaman distributed cheques worth almost 5 crore for 30 households (96 persons) who were rehabilitated under Operation Seabird (Naval Project).
She expressed gratitude towards those who have given their land for the development of the strategic Naval Base that shall strengthen the presence of the Navy along the Western Coast of India.
Govt. of India, Ministry of Defence (MoD) acquired private land measuring 2412 acres 15 guntas 7 anas located in 13 vilages of Talukas Karwar and Ankola, Uttar Kannada District in Karnataka for the purpose of creating Naval Base. At the time of acquisition of land from 1988 to 2000, a sum of Rs. 22.55 crores was paid to the ex-land owners towards compensation besides Rs. 126 crores towards rehabilitation packages to the project affected families.

Raksha Mantri Smt Nirmala Sitharaman gave away Republic Day Parade 2018 best contingent and tableau awards at makeshift Rashtriya Rangshala Camp, Cariappa Parade Ground, Delhi Cantt today.
Among the Three Services, Punjab Regiment Contingent was awarded the best marching contingent. Indo-Tibetan Border Police was awarded the best marching contingent among the para-military and other auxiliary forces.
A total of 23 tableaux,
out of which 14 from States & Union Territories,
two from Ministry of External Affairs
depicting long socio-cultural, religious, educational & trade relations between India & ASEAN countries and the rest of the tableaux from other Ministries/Departments participated in this year’s Republic Day Parade.
Tableau from Assam depicting traditional masks and sastras begged second prize.
Tableau of Chhattisgarh, which depicted Ramgarh’s ancient amphitheatre along with artistes performing dance, based on Kalidasa’s Meghadootam, was awarded third prize.
In the category of tableaux representing Union Ministries/Departments, the best tableau award has been given to Ministry of Youth Affairs and Sports for depicting ‘Khelo India’.
In the category of school children items, South Central Zone Cultural Centre, Nagpur (Maharashtra) performing ‘Baredi Dance’ from Madhya Pradesh was awarded the first prize.

The Centralized Public Grievance Redress and Monitoring System (CPGRAMS), an online portal of the Government of India, has also been implemented in Directorate General of Defence Estates. Besides, Cantonment Boards are also using another online system “SAMADHAN” for redressal of day to day public grievances.
Based on a large number of representations received from elected representatives and review of sensitivity of defence installations, the Government has amended the guidelines dated 18.05.2011 for issuance of No Objection Certificate (NOC) for building constructions in the vicinity of defence establishment on 21.10.2016. As per the revised guidelines, the security restrictions in respect of defence establishments / installations located at 193 stations shall apply up to 10 mtrs only from the outer wall of such establishments / installations. However, in respect of 149 stations located in the State of Jammu & Kashmir, the restrictions shall apply up to 100 mtrs from the outer wall of such defence establishments / installations.
Government proposes to revise the policy on leases, setting up communication infrastructure and mutation of old grant property in Cantonment areas. The details of the revised policy will be made available once the same is finalized in the Ministry.
This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Dr. Sunil Baliram Gaikwad and others in Lok Sabha today.

GRSE Pays Dividend @Rs 53.22 Cr To MoD Parrikar
GRSE, Kolkata Paid Record Dividend to the Government for the 23rd Consecutive Year
A cheque for Rs 53.22 crore towards dividend for the financial year 2015-16 was handed over to Defence Minister Manohar Parrikar by Chairman & Managing Director, Garden Reach Shipbuilders & Engineers (GRSE) Ltd., Kolkata Rear Admiral (Retd) AK Verma for the 23rd consecutive year,
GRSE, Kolkata, a Mini Ratna Defence PSU has been a profit making PSU and regularly paying dividend to the government exchequer continuously since 1993-94.
During 2015-16 fiscal, GRSE has registered an all-time high turnover of Rs 1707 crore as against
Rs. 1612 crore in the previous year.
The turnover of the company, which was Rs. 574 crore in 2007-08, has almost trebled to Rs.1707 crore in 2015-16.
GRSE has also earned its highest ever PBT of Rs. 247 crore as against Rs. 76 crore in the previous year and net profit of Rs. 161 crore as compared to Rs. 43 crore in the previous year.
The net worth of GRSE has increased to Rs. 1064 crore from Rs. 968 crore in the previous year.

General Dalbir Singh, Chief of Army Staff, presented the ‘President’s Colours’ to 20 MAHAR and 21 MAHAR Battalions of the Mahar Regiment on the occasion of Platinum Jubilee of the Regiment at Saugor Military Station, today.
The Regiment has
09 Battle Honours,
12 Theatre Honours,
08 COAS Unit Citations,
19 GOC-in-C Unit Appreciations and scores of gallantry awards to its credit.
This honour has been bestowed upon these two young battalions of the Regiment in recognition of their dedicated and meritorious service rendered to the nation since their raising.
Army Chief also released a “First Day Cover”, a book on Late General K V Krishna Rao and a graphic novel on Late Major R Parameswaran, PVC.
The Colour Presentation Parade was held at the ‘Anusuya Prasad Parade Ground’ which is named after the youngest Mahavir Chakra recipient of the Indian Army, who with only 10 days of military service laid down his life in the Battle of Shamsher Nagar during 1971 Indo-Pak war.

Defence Accounts Department Celebrates its 270th Annual Day
The Defence Secretary G Mohan Kumar ,as chief guest,has urged the officers and staff of the Defence Accounts Department to devise innovative ways to transform the activities of the department from being a normal facilitator to a dedicated and effective service provider.
Addressing the 270th Defence Accounts Department Annual Day Shri Kumar lauded the role of the department in expeditiously implementing the much awaited OROP scheme for Ex-Servicemen which was notified by the Central Government on 07th November 2015.
He also complimented that the department discharges its responsibilities with the help of its committed manpower of about 19,000 at a budget of approximately Rs. 1,306 crore. He specifically emphasised on the application of new technology to make the accounting and disbursing processes more accurate and efficient so as to bring smiles in the faces of the people.
The Defence Secretary on the occasion presented “Raksha Mantri Awards for Excellence” to the officials of the Department selected for their outstanding contribution in the areas of successful implementation of OROP scheme, designing of Project Tulip­ Office Automation System and making a documentary film on disciplinary proceedings during 2015-16.
Senior Officers Sunil Kohli and N. Neihsial also addressed the gathering.
The Defence Accounts Department traces back its history to 1747 where the first Pay Master was appointed for paying the Garrison at Fort Williams, Kolkata. The Department was re-designated as Defence Accounts Department from Military Accounts Department in 1951.

Mrs Reena Lanba, President Of Navy Wives Welfare Association, visited Army Hospital (Research &Referral) to lend her support to ‘Prerna’. Prerna – an emotional support group for cancer patients is a tri service organisation run by the wives of Army, Navy and Air Force personnel. It is committed to extend a helping hand at Oncology wards reaching out to patients and their families.
Taking keen interest in their treatment, Mrs Lanba met patients and comforted them. She also reassured them of speedy recovery and getting back to normalcy soon.
During her visit Mrs Lanba also met up with the volunteers and appreciated their selfless and dedicated service to the community.
She also presented a cheque of One Lakh rupees to the organisation for the welfare of the patients

Giving Update on Scorpene Submarines Documents Leakage Indian Navy Sees No Security Threat :
As per Ministry Of Defense ,The documents that have been posted on the website by an Australian news agency have been examined and do not pose any security compromise as the vital parameters have been blacked out.
The Indian Navy has taken up the matter with Director General of Armament of the French Government expressing concern over this incident and has requested the French Government to investigate this incident with urgency and share their findings with the Indian side. An internal audit of procedures to rule out any security compromise is also being undertaken.
The matter is being taken up with concerned foreign governments through diplomatic channels to verify the authenticity of the reports.
The detailed assessment of potential impact is being undertaken by a high level committee constituted by the Ministry of Defence and the Indian Navy is taking all necessary steps to mitigate any probable security compromise.

A case of suspected leak of documents related to Scorpene submarines has been reported by a foreign media house.
The available information is being examined at Integrated Headquarters, Ministry of Defence (Navy) and an analysis is being carried out by the concerned specialists. Sensitive documents detailing the technical and stealth capabilities of India’s Scoprene submarines designed by French shipbuilder DCNS have been leaked,
The leaked DCNS data, running to 22,400 pages, details the secret stealth capabilities of six new Indian submarines, including what frequencies they gather intelligence at, levels of noise +diving depths+range and endurance all sensitive information that is highly classified, according to ‘The Australian’ newspaper.
The data tells the submarine crew where on the boat they can speak safely to avoid detection by the enemy. It also discloses magnetic, electromagnetic and infra-red data as well as the specifications of the submarine s torpedo launch system and the combat system
It details the speed and conditions needed for using the periscope, the noise specifications of the propeller and the radiated noise levels that occur when the submarine surfaces.
M o D Manohar Parrikar told reporters “I have asked the Navy chief to study the entire issue about what has been leaked, what is there about us and to what extent. It came to my knowledge at about 12 AM. What I understand is there is a hacking. So we will find out all this,”
The Defence Minister said he does not suspect the leak to be 100 per cent since a lot of final integration lies with India
He said a clear picture will emerge in a couple of days.

The leak has created fear in Australia about the future security of top-secret data on its navy’s future fleet, the Australian media reported as the French company had won the bid to design Australia’s new Australian Dollar 50 billion submarine fleet.
Australian Prime Minister Malcolm Turnbull said it was important to note the submarine DCNS was building for India was a completely different model to the one it will build for Australia and the leaked information was a few years out of date.
