RajnathAsks To Give Information To All Applicants

Central Home Minister Rajnath Singh said
Officials should reply to every RTI application irrespective of what kind of information has been sought by the applicant, He asserted that the importance of the transparency law has increased in present times.
Addressing the inaugural function of the 11th annual Central Information Commission convention, Singh said his ministry was recently asked what is the action plan of the government against “a zombie or alien attack” and he had ensured that response is given to it.
Singh also inaugurated the e-court system in the Central Information Commission which will make the transparency panel go paperless in matters of appeals and complaints being processed by it.
The new system has come into place as the Commission has digitised over 1.5 lakh files with it, allowing people to file appeals and complaints online without any requirement of hard copy.
.Singh said over 40,000 suggestions were received on GST.
Speaking on the occasion, Minister of State for Prime Minister’s Office Dr Jitendra Singh said although there is no pend ency, the filing of such grievances has gone up from about two lakh annually when the new government was formed to eight lakh now.
Quoting a couplet of Mirza Ghalib, Singh, while taking a veiled dig at UPA government, said people file grievances because they have hope of them being resolved.
He said a higher number of RTI applications are being processed but still the numbers are increasing.
“We cannot check corruption by laws,” Singh said.
Underlining the menace of frivolous RTI applications, Singh said one must test it on a couple of parameters to “avoid the avoidable” RTI applications like whether the motive is public or personal.
Chief Information Commissioner Radha Krishna Mathur also highlighted the system being choked by a single RTI user as among 35,000 pending cases before the Commissioner, about 4,000 have been filed by a single person.

[4] . Devinder Pal Singh Kharbanda, Deputy Commissioner, Ferozepur has been transferred and posted as Deputy Commissioner, Tarn Taran.
Raj Kapoor, DSP Tapa under suspension with immediate effect for negligence in performance of his duties.
During suspension he been put on the disposal of DIG Patiala Range who will conduct a preliminary enquiry and submit a report to the Police Headquarters.
. Gurvinder Singh, DSP Investigation Barnala, will hold the charge of DSP Tapa, in addition to his duties, till the posting of a new incumbent.

[New Delhi] India, UK Can Leverage Tech Prowess for New Opportunities: PM
Prime Minister Narendra Modi on Monday said India and the UK can leverage technological prowess to create new opportunities, while seeking investments in defence, manufacturing and aerospace sectors.
Speaking at the India-UK Tech Summit, Modi showcased his government’s initiatives in sectors like smart cities, startups and digital economy as he sought enhanced engagement with Britain.
“Together, we can create a vibrant and thriving environment for new commercial applications with breakthrough technologies,” he said at the event, also attended by visiting UK Prime Minister Theresa May.
Modi further said that both countries face numerous economic challenges in the current global environment which directly affect trade and commerce.
“But I am confident that together we can leverage our scientific strengths and technological prowess to create new opportunities,” he added.
India, he said, is now the fastest growing large economy with the most open investment climate.
“We also expect ‘Make in India’ to be a key sector of bilateral engagement. Advanced manufacturing is a special endeavor under this programme.
The UK as a leading player can benefit from our liberal FDI policies in defence manufacturing, aerospace and electronics engineering,” the Prime Minister said.
He said India’s vast traditional knowledge base can be coupled with UK’s modern scientific investigation to provide a holistic approach to preventive healthcare. “This can help address some of the modern lifestyle diseases that we face.”
The Prime Minister said even though the quantum of bilateral trade has remained at the same level for the past five years, investments in both directions have been robust.
India, he said, is the third largest investor in the UK, and Britain is the largest G20 investor in India. Both countries support large numbers of jobs in each other’s economies.
Modi said the ‘Smart City’ mission aims to integrate digital technology into rapidly urbanising environment and there is already a high level of interest from the UK in projects in Pune, Amaravati and Indore.

[नई दिल्ली]जेऍनयूं प्रशासन+दिल्ली पोलिस के लिए अब परिसर में”पाया”भी होगा सरदर्द? जेऍनयू फिर चर्चा मैं है आज किसी छात्र के खोने का मसला नहीं है वरन कुछ पाए जाने का है |यह “पाया” भी खोये “नजीब” की तरह ही प्रशासन के लिए सिरदर्द बन सकता है|परिसर में आज सुबह तड़के काले रंग का एक लावारिस बैग बरामद हुआ हैजिसमे पिस्तौल और जिन्दा कारतूस मिले हैं |यह काले रंग का लावारिस बैग इसलिए सिरदर्दी पैदा कर सकता है क्योंकि परिसर में लापता छात्र को लेकर एक गुट द्वारा असन्तोष उबाला जा रहा है| गौरतलब हे के बदायूं निवासी एम् एस सी बायोटेक्नोलॉजी के छात्र नजीब अहमद को ढूंढ पाने में पोलिस और जे ऍन यूं प्रशासन अभी तक विफल रहा है |बीते दिन नजीब के परिजनों ने पोलिस के खिलाफ धरना प्रदर्शन करके मामले को गरमा दिया था |इसी परिसर में आज सुबह तड़के सिक्योरिटी गार्ड को यह काला बैग मिला है जिसमे ७.६५ की पिस्टल और ७ ज़िंदा कारतूस मय पेंचकस मिले हैं |

स्मोग पोल्लुशन का दानव फिर मानव को लीलने को उतारू है

[नई दिल्ली]सदियों पहले कहा गया “जो सुख में सुमरिन करें तो दुःख काहे को हो” आज भी दिल्ली में घटित होता दिख रहा है |दिनोदिन सुरसा जैसी भयावह होती जा रही पोल्लुशन की समस्या के प्रति समय रहते कोई उपाय नहीं किये गए जिसके फलस्वरूप इस वर्ष भी सीजन में स्मोग पोल्लुशन का दानव ,मानव को लीलने को उतारू है |
दिल्ली के आसमान पर स्मोग पोल्लुशन के ग्रहण के छाये एक सप्ताह बीत जाने के पश्चात्
पोल्लुशन के प्रति शासन और प्रशासन जागने का उपक्रम करने लगे हैं| जनता विशेषकर बच्चे जब कराहने लगे चेहरों पर मास्क लटकने लगे और न्यायालयों से हथौड़े पटके जाने लगे तब
दिल्ली ऍन सी आर पर छाये स्मॉग पोल्लुशन से दिल्ली के अलावा नोएडा+हरियाणा और पंजाब भी जागने का उपक्रम करने लगे हैं|गौतम बुद्ध नगर के डीएम् ऍनपी सिंह ने स्कूलों में दो दिन की छुट्टी के साथ ही माइनिंग +कंस्ट्रक्शन और मॉर्निंग वाक के लिए इमरजेंसी घोषित कर दी है |
हरियाणा के गुडगाँव में डिप्टी कमिश्नर टी एल सत्यप्रकाश ने धारा १४४ लगा कर खुले में सामान जलाये जाने पर पाबन्दी को दोहराया है | दिल्ली सरकार ने सडकों की धुलाई+निर्माण पर पाबन्दी आदि अस्थाई प्रयोग की घोषणा कर दी है|सडकों की धुलाई के लिए दिल्ली सरकार के अंतर्गत पी डब्लू डी पहले दिन कार्य कराती दिखाई दी लेकिन शेष उपायों के लिए केंद्र के अंतर्गत पोलिस जैसी संस्थाओं का सहयोग जरुरी होगा |वैसे बताते चलें के केंद्र सरकार फिलहाल दीर्घकालिक उपायों के लिए अंतराष्ट्रीय स्तर के कार्यक्रम के लिए तैयारियों में जुटी है|
मानव के सिरों पर मंड़रा रहे इस खतरे के जनक के रूप में अनेकों नाम लिए जा सकते हैं |इनमे विशेषकर वाहन+निर्माण+फसल जलाना आदि हैं |समय रहते इन पर नियंत्रण पाया जा सकता है |सडकों की सफाई+धुलाई तो दिल्ली सरकार के बजट में भी है शामिल है इस सबके बावजूद सत्तासुख में सभी भूल गए |
उपलब्ध आंकड़ों के अनुसार पोल्लुशन के मामले में बेशक अभी दिल्ली १९५२ के लन्दन और वर्तमान के बीजिंग की बराबरी पर नहीं पहुंची है फिर भी एयर पोलुशन से ऍन सी आर में प्रति वर्ष १०००० से ३०००० लोग असमय कल का ग्रास बनते हैं |

Public Works Department (PWD) of the Delhi government today started the work of sprinkling water on roads.
“Dust clearing and water sprinkling on PWD roads started (sic),” PWD Minister Satyendar Jain tweeted.
Earlier in the day, Chief Minister Arvind Kejriwal announced that schools in Delhi will remain closed till Wednesday besides temporary closure of the Badarpur Power Plant and prohibition on construction and demolition activities.
Kejriwal government also mulling over the possibility of bringing back the odd-even scheme. It was also going to discuss with the Centre the possibility of engineering artificial rain in the city which has turned into a “gas chamber” due to air pollution.

NGT notice to EDMC for a Restaurant causing pollution
The National Green Tribunal has issued notice to the East Delhi Municipal Corporation (EDMC) on a plea seeking closure of a restaurant in East Delhi for allegedly causing air and water pollution.
A bench headed by NGT Chairperson Justice Swatanter Kumar sought response from EDMC and asked its concerned officer to be present before it on November 10 on the plea of a local resident claiming commercial use of the property in a residential area.
“The counsel appearing for Delhi Development Authority submits that there is apparent commercial use of the property in a residential area. However, he states that East Delhi Municipal Corporation is an appropriate authority to take action as the property in question has already been handed over to the East Delhi Municipal Corporation.
The tribunal directed the officer concerned of East Delhi Municipal Corporation along with that of Delhi Development Authority to be present before it on November 10, the next date of hearing.

Parliamentarians To Examine 32 Lakh Debit Card Data Fraud

[New Delhi]Parliamentarians To Examine Debit Card Data Fraud
Concerned over the biggest-ever breach of debit card data, a parliamentary panel will examine various security issues related to payments in the banking sector and has asked government officials and representatives of some banks to appear before it.
As many as 32.14 lakh debit cards data was compromised and 641 customers across 19 banks were duped of Rs 1.3 crore using stolen debit card data.
The Parliamentary Standing Committee on Finance, which is scheduled to meet later this week, has asked officials from the Finance Ministry, the Corporate Affairs Ministry and various banks to appear before it.
The panel is headed by Congress MP Veerappa Moily.
Representatives of State Bank of India, HDFC Bank, ICICI Bank and Yes Bank have been asked to brief the panel on “security-related issues concerning payments in the banking sector”, according to a Lok Sabha secretariat notice.
The suspected security breach happened through a malware in the systems of Hitachi Payments Services, which serves ATM networks.
There are around 60 crore debit cards operational in India, of which 19 crore are indigenously developed by RuPay while the rest are Visa- and Master Card-enabled.
Of the debit cards affected, about
26.5 lakh are on Visa and MasterCard platforms while
6,00,000 are on RuPay.
The breach reportedly involved some 90 ATMs.
Several public and private sector banks recalled or blocked over 32 lakh debit cards to safeguard their customers from any financial fraud.
The Reserve Bank of India also initiated forensic audit to investigate the entire matter.
