Pakistan army chief Gen Raheel Sharif has termed Kashmir as part of the “unfinished agenda of partition” and said the world community must help resolve the longstanding issue if it wants genuine peace in the region.
Addressing the Royal United Services Institute, an independent think-tank on defence and security, in London, Gen Sharif said the dispute between Pakistan and India “resides in the Kashmir issue”.
Terming the Kashmir issue an unfinished agenda of partition of the sub-continent, he said the world community must come forward to help resolve the longstanding issue if it wants genuine peace in the region, the popular Dawn news paper reported today.
The army chief alleged that Indian intransigence, violations of the Line of Control and indirect strategy against Pakistan were adversely affecting the region.
Talking about the security situation in Pakistan, he said it was becoming conducive for upward economic trajectory.
He said efforts would continue for peace in the country.

The Defence Day celebrations began with a 31-gun salute here and with a 21-gun salute in provincial capitals.
Pakistan today marked the 50th anniversary of the 1965 war with India by holding nationwide ceremonies and special prayers, while the Pakistani leadership vowed to “frustrate” any threat to the country’s existence.
A minute’s silence was observed in memory of nearly 4,000 soldiers killed in the war, with Prime Minister Nawaz Sharif laying a wreath at the war memorial in Lahore.
According to Radio Pakistan, numerous functions have been organised across the country, including at the army General Headquarters in Rawalpindi.
In his message, President Mamnoon Hussain said: “In the successful Zarb-i-Azb operation, Pakistan Army has proved that any kind of threat posed to country’s security and existence will be frustrated. Pakistani nation and its armed forces can go to any extent in securing its borders and safeguarding its sovereignty.”
Prime Minister Sharif said: “The exemplary unity demonstrated by the political and military leadership in curbing terrorism is yet another splendid chapter of our national history.”
“We desire to have good and peaceful relations with all our neighbours on the basis of sovereign equality,” he said.
Information Minister Pervaiz Rashid claimed Pakistan was observing the start of 1965 war as Defence Day as India failed to achieve its objectives through aggression.
“Today is Defence Day for us while it is day of aggression for India as it attacked Pakistan,” Rashid said.

A Pakistani terrorist was today captured alive while his four associates were killed in an overnight encounter with army in Kashmir, weeks after Naved from the Pakistan was nabbed in Udhampur.
As per Army Sources ,The arrested terrorist was identified as 22-year-old Sajjad Ahmed from Muzaffargarh in south west Pakistan,
Sajjad was nabbed after an overnight encounter near the Line of Control (LoC) in Rafiabad area of Baramulla district.
One terrorist was killed in the encounter yesterday while three were killed today. One Indian soldier was also injured yesterday.
The security forces had yesterday launched a massive operation in north Kashmir, ranging from Uri sector near the Line of Control to Panzalla in Rafiabad area, following information about presence of a group of militants in the area.
A police official said the arrested terrorist is being shifted to Srinagar for questioning.
The capture of Pakistani terrorist comes about three weeks after Naved, a Lashkar-e-Taiba terrorist from Pakistan, was nabbed by some civilians after he and his associate attacked a BSF convoy in Chenani area of Udhampur district on August 5.

[इस्लामाबाद ,नई दिल्ली ]भारत ने आज एनएसऐ वार्ता पर छाई अनिश्चितता को समाप्त करते हुए दोटूक शब्दों में पाक से कहा कि आतंकवाद के मुद्दे पर बात करनी हो तो आइये और अगर कश्मीर का पेंच फँसाना हो तो फिर कभी मिलेंगें|विदेश मंत्री श्रीमती सुषमा स्वराज ने आज दिल्ली में प्रेस कांफ्रेंस करके पाकिस्तान के समकक्ष की इस्लामाबाद में कि गई प्रेस वार्ता का जवाब दिया |उन्होंने सरताज अजीज की हुर्रियत की बॉल के लिए दो लक्ष्मण रेखाएं [RedLines]खींच कर बॉल को उन्ही के पाले में लौटा दिया| उन्होंने कहा कि समग्र चर्चा के लिए वातावरण में बने आतंकवाद के रोड़े को एड्रेस करने के लिए ही एन एस ऐ की मीटिंग आयोजित की गई है |
भारत की विदेश मंत्री ने कहा कि भारत-पाक की बीच हर बातचीत वार्ता नहीं है। सुषमा ने कहा कि अगर पाकिस्तान नहीं मानता है तो बात नहीं होगी। उन्होंने कहा कि पाक के पास आज रात तक का वक्त है।
सुषमा स्वराज ने कहा कि अटल जी के समय शुरू हुई थी वार्ता। हर वार्ता का एक संदर्भ होता है।सुषमा ने साफ कर दिया कि जम्मू-कश्मीर के मुद्दे पर विदेश सचिव ही करेंगे बातचीत।
प्रेस कॉफ्रेंस में विदेश मंत्री द्वारा कही गईं मुख्य बातें-
आगरा वार्ता पर पाक ने ही डाला था अड़ंगा।
आतंक और बातचीत एक साथ नहीं हो सकती।
उफा में कंपोजिट डॉयलाग की बहाली नहीं हुई।
आतंकवाद, सीमा विवाद पर अलग-अलग बातचीत की सहमति बनी थी। उफा के बाद नवाज शरीफ की आलोचना हुई थी। सुषमा ने कहा कि ‘वो डोजियर देंगे हम जिंदा इंसान आतंकवादी “नवेद”प्रस्तुत करेंगे
एनएसए से सिर्फ आतंकवाद पर बातचीत की सहमति हुई थी। बातचीत के न्यौते पर 22 दिन बाद जवाब मिला।
सीजफायर पर डीजीएमओ स्तर की बातचीत होनी थी । इसका जवाब आजतक नहीं मिला।
एनएसए स्तर की बातचीत के लिए 14 अगस्त को जवाब मिला।
उफा के बाद 91 बार सीजफायर का उल्लंघन हुआ। हमारे ऊपर बातचीत रद्द करने का दबाव था।
भारत भाग नहीं रहा है। बातचीत का माहौल बन रहा है। आतंकवाद के अलावा किसी और मुद्दे पर बात नहीं। शिमला समझौते के तहत बातचीत में तीसरा पक्ष [हुर्रियत]स्वीकार नहीं।
हमारी कोई शर्त नहीं है।
तीसरे मुल्क में बातचीत नहीं होगी।
वो आना चाहते हैं। हम बुलाना चाहते हैं।
आतंकवाद के अलावा किसी और मुद्दे पर बात नहीं होगी।
सुषमा ने कहा कि उफा में कश्मीर का कई जिक्र नहीं था।
भारतीय मंत्री ने सरताज अजीज द्वारा भारत के खिलाफ कथित डोजियर लहराए जाने का मजाक उड़ाते हुए कहा कि डोजियर एक गंभीर विषय होता है। डोजियर का लेना देना चलते चलते नहीं होता है।अगर वोह डिजियर देंगें तो हमारे पास उनके विरुद्ध जिंदा सबूत नावेद है।
इससे पूर्व इस्लामाबाद में पाकिस्तान ने आज कहा कि वह बिना किसी शर्त के एनएसए स्तरीय वार्ता के लिए तैयार है। हालांकि इस बैठक के होने और उसमे से कुछ पॉजिटिव निकलने की संभावना कम ही दिख रही है।
भारत के राष्ट्रीय सुरक्षा सलाहकार अजीत दोभाल से वार्ता के लिए कल भारत आने वाले पाकिस्तान के राष्ट्रीय सुरक्षा सलाहकार सरताज अजीज ने इस्लामाबाद में आज एक प्रेस वार्ता में कहा कि वह निर्धारित कार्यक्रम के अनुसार भारत यात्रा के लिए तैयार हैं, लेकिन बिना किसी शर्त के।
नयी दिल्ली में आने पर उनके कश्मीरी अलगाववादी नेताओं से नहीं मिलने के भारत सरकार के रूख की कड़ी आलोचना करते हुए उन्होंने कहा कि यह पाकिस्तान उच्चायोग में कल होने वाले स्वागत समारोह में मेहमानों की सूची को नियंत्रित करने जैसा है।

A day before his scheduled departure for Delhi, Pakistan National Security Advisor Sartaj Aziz too has called a media meet in Islamabad at 1 PM (local time). Smt Sushma Swaraj will meet the press at 4 PM.
The Pakistan NSA is scheduled to hold discussions with his Indian counterpart Ajit Doval tomorrow and day after.
While India has made it clear to Pakistan that a meeting between the separatists and Aziz was not appropriate, Pakistan reacted strongly to insist that it would not depart from the “established past practice” of interacting with separatist Hurriyat leaders.
India has described the invitation to Hurriyat representatives as a “provocative action” and accused Pakistan of trying to evade its commitment to engage in a substantive discussion on terrorism as had been agreed between Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif in Ufa (Russia) last month.
It said that Islamabad’s insistence on meeting Hurriyat leaders as a pre-condition was a complete departure from the Ufa understanding. Moreover, India has always held the position that there are only two, not three, stakeholders in the bilateral relationship.
Unilateral imposition of new conditions and “distortion of the agreed agenda cannot be the basis for going forward,” External Affairs Spokesperson Vikas Swarup had said yesterday.
Pakistan had said last night that it was “deeply disappointed” at India putting forth “pre-conditions” for NSA-level talks, accusing it of going back on the decision mutually agreed at the highest level by coming up with “frivolous pretexts”.

Abdullah was responding to the Ministry of External Affairs’ ‘advice’ to Pakistan not to go ahead with Aziz’s engagement with the Kashmiri separatists during his visit to India for talks with NSA Ajit Doval on August 23.

He, meanwhile, slammed “vested interests” in both India and Pakistan for being opposed to peace prevailing in J-K.
National Conference spokesman Junaid Azim Mattu claimed that both India and Pakistan were trying to “wriggle out” of the dialogue process.
“While terrorism is a grave concern, any India-Pakistan talks without Kashmir on the agenda is not going to make much of a headway. The two countries are trying to wriggle out of the dialogue process,” said Mattu.
As to the MEA’s advice to Pakistan regarding that country’s NSA’s proposed meeting with separatists, Mattu said such interactions have been taking place in the past and there was nothing new in it.Dr Farukh Alleged that separatists have their vested interest they are getting money from both sides. India today made it clear to Pakistan that it should not go ahead with the meeting of its NSA Sartaz Aziz with Hurriyat representatives here when he comes to hold talks with his Indian counterpart Ajit Doval, saying it will not be “appropriate”.
In a clear message to the Pakistan High Commission, which has invited hardline Kashmir separatist leaders Syed Ali Shah Geelani and others separatists, India said such a meeting would not be in keeping with the spirit and intent of the understanding reached at UFA, Russia to jointly work to combat terrorism.
“India has advised Pakistan yesterday that it would not be appropriate for Sartaz Aziz to meet with Hurriyat representatives in India,” spokesperson in the External Affairs Ministry Vikas Swarup said in a tweet.
He tweeted that India has sought confirmation of its proposed agenda for the NSA-level talks that was conveyed to the Pakistani side on August 18.
The two NSAs are scheduled to meet in New Delhi for talks on terrorism-related issues for the first time on August 23, as decided in a meeting between Prime Ministers Narendra Modi and Nawaz Sharif last month in Ufa in Russia.
